Abstract

This study aims to evaluate the Accountability of performance in the tourism sector of the Youth, Sports, and Tourism Office of Sidenreng Rappang Regency to achieve transparent and effective regional development targets. This study used the concept of accountability. The qualitative approach was used; data was collected through observation, interviews, and document analysis from June to July 2024, and the data was analysed using the NVivo 12 Plus application. The study results revealed that Disporapar had achieved most of the targets set in the 2023 Regional Apparatus Work Plan despite facing obstacles such as budget limitations and the quality of human resources. Priority programs such as improving human resource competence, developing tourist areas, and implementing various trainings have been successfully implemented and have a positive impact on increasing regional tourism attractiveness. Performance accountability assessments are based on five dimensions: legal and honesty, managerial, programmatic, policy, and financial. The findings show that program accountability is the most dominant dimension, with the success of most programs in achieving the set goals. Legal Accountability, honesty, and managerial Accountability also showed good performance, although there was room for improvement in financial reporting and transparency. In conclusion, the Accountability of the performance of the Sidenreng Rappang Regency Disporapar is quite good in achieving regional tourism development targets. However, improvements in several aspects are needed to ensure the effectiveness and efficiency of program implementation and the fulfillment of accountability obligations to the public.

Abstract

Pelayanan publik yang efektif merupakan indikator penting tata kelola pemerintahan yang baik. Kegiatan pengabdian masyarakat internasional ini bertujuan mengidentifikasi praktik terbaik sistem pengawasan lalu lintas di Singapura yang dapat dijadikan model modernisasi manajemen lalu lintas Indonesia, khususnya sebagai bahan rekomendasi bagi instansi terkait di Indonesia. Kegiatan dilaksanakan pada 14–21 Januari 2025 di Singapura dengan pendekatan kualitatif deskriptif melalui observasi lapangan, wawancara, dan studi dokumentasi. Hasil kegiatan menunjukkan Singapura menerapkan sistem pengawasan lalu lintas berbasis Intelligent Transport System (ITS), Electronic Road Pricing (ERP), dan CCTV berbasis AI yang mampu mendeteksi pelanggaran secara otomatis dan real-time. Sistem ini didukung penegakan hukum konsisten dan partisipasi aktif masyarakat melalui aplikasi digital. Sebaliknya, Indonesia masih menghadapi tantangan keterbatasan teknologi, inkonsistensi penegakan hukum, dan rendahnya integrasi antarinstansi. Kegiatan ini juga berdampak positif terhadap peningkatan wawasan mahasiswa Pascasarjana Administrasi Publik dalam memahami kebijakan publik internasional serta mendukung implementasi kebijakan Merdeka Belajar Kampus Merdeka (MBKM) dan Indikator Kinerja Utama (IKU) perguruan tinggi.

Abstract

This study aims to examine and analyze the effectiveness of public services in the administration of Identity Cards (KTP) at the Baranti Subdistrict Office, Sidenreng Rappang Regency. The research focuses on aspects such as communication, data and document management, information provision, and obstacles faced by officials in implementing population administration services. This study employs a qualitative descriptive method with data collection techniques including observation, interviews, and documentation. Based on the findings, the implementation of public services at the Baranti Subdistrict Office has been relatively effective, as indicated by open communication between officials and the community, as well as a well-structured data management system. However, several obstacles still affect service effectiveness, including limited human resources, inadequate technological facilities, unclear task distribution, and insufficient socialization regarding policy changes. Based on these findings, it is recommended that the subdistrict government improve staff competencies, enhance IT-based service systems, and strengthen internal coordination to ensure that the administration of KTPs can be conducted more quickly, accurately, and transparently.

Abstract

Pelayanan publik merupakan fungsi utama birokrasi dalam memenuhi kebutuhan masyarakat, namun praktik di tingkat daerah masih menghadapi kendala transparansi, akuntabilitas, dan efisiensi. Penelitian ini bertujuan mengevaluasi penerapan prinsip-prinsip pelayanan publik dalam kinerja aparatur di UPT Bapenda Kecamatan Kulo, Kabupaten Sidenreng Rappang. Metode penelitian menggunakan pendekatan kuantitatif dengan teknik survei terhadap 54 responden melalui total sampling. Instrumen penelitian mencakup variabel penerapan prinsip pelayanan publik (kesederhanaan, kejelasan, kepastian waktu, akurasi, keamanan, tanggung jawab, kelengkapan sarana, kemudahan akses, kedisiplinan, kenyamanan) dan variabel kinerja aparatur (kualitas kerja, kuantitas kerja, konsistensi, kerjasama, sikap aparatur). Hasil analisis deskriptif menunjukkan rata-rata penerapan prinsip pelayanan publik sebesar 77,78% (kategori baik), dengan skor tertinggi pada aspek kenyamanan (85,1%) dan terendah pada kepastian waktu (70,4%). Kinerja aparatur memperoleh rata-rata 75,86% (kategori baik), dengan kekuatan utama pada sikap aparatur (79,6%) dan kelemahan pada konsistensi serta kerjasama (74,1%). Kesimpulan penelitian menegaskan bahwa pelayanan publik di UPT Bapenda Kecamatan Kulo telah berjalan baik, namun masih perlu peningkatan pada aspek kepastian waktu, konsistensi, dan koordinasi tim. Rekomendasi diarahkan pada penguatan SOP, monitoring kinerja, pelatihan teamwork, serta pemanfaatan teknologi informasi untuk mempercepat proses pelayanan.

Abstract

This research aims to analyze the role of digital communication in building public trust in local governments, with a focus on the Sidenreng Rappang Regency Government. In the context of digital governance, social media serves as a strategic instrument to bridge communication between government and society; however, its effectiveness in fostering public trust remains a challenge. This study employs a qualitative case study approach, utilizing in-depth interviews, observations of official government social media, and document analysis. Data were analyzed using the Miles and Huberman interactive model. The findings reveal that digital communication practices are still dominated by informative approaches that emphasize information dissemination rather than interactive engagement. While this approach contributes to transparency and the formation of cognitive-based trust, it has not been effective in fostering relational trust characterized by responsiveness, integrity, and empathy. A gap also exists between government communication strategies and public expectations, particularly in terms of interaction and participation. Practically, these findings suggest that local governments and public communication managers need to shift from one-way informational communication toward more dialogical and engagement-based strategies. This includes strengthening responsiveness to public feedback, developing interactive content, and adopting more empathetic communication styles. Such improvements are essential to enhance sustainable public trust and ensure the effectiveness of digital governance practices.

Abstract

Human behavior that impacts climate change is increasingly difficult to control. This raises serious concerns about the survival of future generations. The weak climate action skills of prospective science teachers and their daily activities that have the potential to contribute to climate change need to be addressed. This study aims to integrate community outreach into the three dimensions of the Next Generation Science Standards (NGSS) so that prospective science teachers can develop skills in preventing climate change. An embedded mixed-methods quasi-experimental design was used to guide the development and evaluation of the model. Community outreach is integrated into the three dimensions of the NGSS to develop the climate action skills of prospective science teachers by learning from community habits related to climate change prevention practices. The study results showed that prospective science teachers became increasingly skilled in preventing climate change through planting trees and sorting organic and inorganic waste to project their economic potential. Integrating community outreach into the three dimensions of the NGSS is a new strategy to prepare prospective teachers who are aware of their role as agents of sustainable climate change prevention.

Abstract

Deforestation in Timor-Leste continues at a rate of 10,000-12,000 hectares/year. Nevertheless, existing reforestation research remains theoretically fragmented, prioritizing biophysical and technical dimensions while neglecting the spiritual and attitudinal values that drive participatory environmental behavior among youth-led movement. This study examines the causal pathways through which ecological spirituality, operationalized through the three dimensions of Laudato Si' (spiritual, lifestyle, and societal), drives environmental attitudes, mediates youth participation in reforestation, and ultimately produces ecological and social outcomes. The research method used is a qualitative approach complemented by a basic ecological assessment (mixed-method light). This study engaged 23 purposively selected informants through in-depth interviews and thematic analysis, complemented by field ecological measurements including land suitability assessment and plant survival rate at two reforestation sites in Díli, Timor-Leste. The three dimensions of Laudato Si' ecological spirituality function as interconnected psychological mechanisms of values internalization that progressively transform individual moral awareness into collective environmental action; however, despite strong spiritual motivation, youth participation remained predominantly consultative (Arnstein’s tokenism level) due to centralized decision-making and limited resource autonomy, while field assessment classified both reforestation sites as marginally suitable (S3), with plant survival rates of 50%-80% with drought-tolerant neem (Azadirachta indica) achieving the highest survival rate (80%).
