Abstract

This study aims to analyze and measure the impact of incentives on employee performance at Kantor Samsat Medan Utara. Using a descriptive quantitative approach and questionnaire methods, the study applies Product Moment Correlation to identify the relationship between incentives and performance, a Determination Test to measure the effect size, and linear regression to predict outcomes. Based on the results of data analysis, the level of incentive provision for North Medan UPT Samsat Office employees is included in the high category, namely 47.9%. The performance level of North Medan UPT Samsat Office employees is included in the high category, namely 40.6%. Next, we obtained the results of the relationship between providing incentives and employee performance. Based on the research results, a value of 0.369 was also obtained, thus the calculated rxy value was greater than the r value of the product moment table, namely 0.369>0.198. Apart from that, from the results of the calculation above, it can be seen that the coefficient of determination is 0.136, so that the influence of providing incentives on employee performance is 13.6%, while the remaining 86.4% is caused by other factors, as for the linear regression equation in this study is Y = 19.355 + 1.380

Abstract

This study aims to analyze policy implementation, identify problems in SDI implementation, and recommend what strategies can be used in the successful implementation of SDI. This study uses a qualitative descriptive method to describe the implementation of SDI in Langkat Regency based on existing facts. Data was collected through observation, interviews, and documentation. The research informants consisted of the SDI Organizing Team, including Bappeda, BPS, Diskominfostand, and representatives of regional apparatus. The results of the study show that the implementation of SDI in Langkat Regency is still in the early stages and is not optimal. Efforts to catch up have been carried out with regulations, institutional formation, and the SDI Langkat Portal. However, various obstacles are still faced, such as suboptimal coordination between PDs, limitations of competent human resources in the field of statistics and data management, inadequate technological infrastructure, and low understanding and commitment to SDI principles. Awareness of the benefits of SDI is also minimal, so strategic steps are needed to increase the effectiveness of data governance in Langkat Regency

Abstract

One Data Indonesia (Satu Data Indonesia/SDI) is a national policy designed to establish high-quality, integrated government data. Mandated by Presidential Regulation No. 39 of 2019, all government institutions, including local governments, are required to implement SDI to support effective planning, monitoring, and evaluation of regional development. This study analyzes the implementation of SDI in Langkat Regency, identifies key challenges, and proposes strategies for more effective adoption. Employing a descriptive qualitative approach, the study gathers data through observations, interviews, and documentation. Informants include members of the Langkat Regency SDI implementation team, such as representatives from Bappeda, BPS, Diskominfostand, and regional apparatus organizations (RAOs). Findings indicate that SDI implementation in Langkat is still in its early stages. Initial progress includes the establishment of local regulations, the formation of SDI-related institutions, and the development of the Langkat SDI Portal. However, several significant obstacles hinder full implementation. These include suboptimal coordination among RAOs, limited human resources with expertise in statistics and data management, inadequate technological infrastructure, low internet connectivity, lack of system integration, and insufficient understanding and commitment to SDI principles. Moreover, awareness of SDI’s benefits among stakeholders remains low. Despite these challenges, SDI presents a strategic opportunity for enhancing data governance at the regional level. Strengthening institutional coordination, investing in capacity building, improving infrastructure, and increasing awareness are essential to ensure the successful and sustainable implementation of SDI in Langkat Regency.

Abstract

This study aims to analyze strategies to improve the quality of health human resources (HR) in supporting the effectiveness of elderly health programs at the North Sumatra Provincial Health Office. The primary focus of the research is to evaluate the planning, organization, implementation, and control strategies implemented, as well as identify the factors that hinder the smooth running of the program. This study uses a qualitative descriptive method with the approach of Gary Dessler's HR management theory. The study results show that health human resource planning is focused on the availability of health workers in terms of the number and qualifications needed. This process involves performance evaluation, work plan preparation, and cross-sector coordination. Organizing is carried out in stages, starting from the Provincial Health Office, Regency/City Health Office, to Puskesmas and Posyandu for older people. In its implementation, the Health Office coordinates with various parties to ensure the involvement of key and supporting health workers in the Ministry of Health's policies. Effective leadership from the Head of Public Health plays a vital role in monitoring and evaluating programs through coaching and direction, and motivating health workers to improve performance and resolve emerging obstacles. However, this study found several obstacles, including a lack of coordination across programs, delayed response of human resources to information updates, and suboptimal communication.

Abstract

Penelitian ini menjelaskan tentang permasalahan dalam pelayanan pembuatan sertifikat tanah. Bagaimana kaitannya dengan Pelaksanaan Kebijakan/Program Pemerintah Pusat di daerah. Paradigma penelitian yang digunakan adalah Paradigma Konstruktivisme, dengan Metode Penelitian Kualitatif. Pengumpulan data dilakukan melalui wawancara mendalam, diskusi dengan beberapa informan dari Kota Medan (Kepala Kantor BPN Kota Medan, Kepala Bidang Pelayanan Pembuatan Sertifikat Tanah, Pegawai Pelayanan Pembuatan Sertifikat Tanah) dan masyarakat yang secara langsung telah dan sedang dalam proses pengurusan sertifikat tanah di Kantor BPN Kota Medan. Hasil penelitian ini dapat disimpulkan sebagai berikut: Pertama, pelaksanaan program pendaftaran tanah yang sistematis dan tuntas, program yang ditujukan kepada masyarakat untuk mempermudah pembuatan sertifikat tanah. Kedua, pelayanan pembuatan sertifikat tanah di BPN Kota Medan masih terkesan diskriminatif karena dilakukan oleh oknum yang tidak melaksanakan tugas dan fungsinya secara profesional. Ketiga, penyuluhan kepada masyarakat agar peka dalam mengurus sertifikat tanah masih minim.

Abstract

The effectiveness of participatory monitoring education policy is a key factor in increasing women's involvement in election monitoring. This study analyzes the implementation model of the Women Empowered to Supervise program organized by Bawaslu North Sumatra. Using an empirical approach, this study explores how training programs, socialization, and collaboration with community organizations are able to increase the capacity of women as active and empowered election supervisors. The results show that comprehensive training has strengthened women's understanding of how to effectively monitor elections. Socialization through digital media and community-based approaches has succeeded in increasing women's awareness and involvement in election monitoring. In addition, collaboration with women's organizations, academics and youth groups expanded the reach of the program and provided support for women in facing challenges in the field. This study confirms that structured and sustainable participatory oversight education contributes to improving the quality of democracy and electoral transparency. With more inclusive and participatory policies in place, women can play a more significant role in maintaining electoral integrity in Indonesia.Keywords: Election Supervision, Women, Political Participation, Democracy, Bawaslu North Sumatra

Abstract

The production of Ettawa goat milk from the Mentari women's group breeders is quite high but this is inversely proportional to the management of goat milk processing which should get a lot of economic value from the milk produced by the Mentari women's group. The production of Ettawa goat's milk, which has been running so far, has no economic value for goat breeders and is still processed conventionally. This problem is also strengthened by the members' knowledge of using technology so that there is no regular promotion or marketing either directly or using online media such as Instagram. , Facebook, E-Commerce, or website. Apart from that, so far the Ettawa goat's milk produced is only fresh milk, with production results which on certain days are quite high, not commensurate with consumer demand, which in the end the quality of the milk has been damaged, and cannot be resold, there is no milk processing, as variations in the use of milk and its economic value into various products such as yogurt and kefir (with fermentation), and soap. Milk processing is not carried out by the Mentari women's group because of limited knowledge, technology, and production equipment to process goat's milk. The importance of training and assistance on how to process Ettawa goat milk into various dairy products that have economic value and are liked by consumers, the use of technology for online marketing and sales as well as institutional strengthening of the Mentari women farmer group as a group that collaborates in milk processing and milk marketing and variants together to move towards a more professional group.

Abstract

This research aims to explore and gain a deeper understanding of the marketing strategies employed by PT. Sipirok Nauli Express in attracting customer interest. This research method used is descriptive qualitative, with data collection techniques involving in-depth interviews, observations, and documentation studies. The research informants consist of the Head of the PT Sipirok Nauli Express Medan Representative Office, ticketing staff, agents, warehouse staff, and 8 loyal customers of PT Sipirok Nauli Express Medan. Informants were selected using the snowball sampling technique. Based on the research findings, to increase the number of customers, the promotion strategy applied by the PT Sipirok Nauli Express Medan Representative Office focuses on three stages of marketing communication strategies. These strategies include the implementation of marketing communication objectives utilizing both conventional and digital promotional media; the implementation of segmentation and targeting through direct marketing strategies using local approaches such as local greetings (e.x.,  ipar, lae, oppung, bapak uda, amangoru, and anggi) to create familiarity, build familial and emotional relationships through regional approaches; and the implementation of differentiation and positioning. Amidst technological innovations and service improvements aimed at attracting customer interest, PT Sipirok Nauli Express adopts a unique approach by leveraging regional approaches to attract and retain customers.

Abstract

This study evaluates the effectiveness of capacity-building programs for civil servants within the Regional Election Commission (KPU) of Medan City, by the State Civil Apparatus Law. Employing a qualitative descriptive approach, data was collected through observation, interviews, and documentation. The findings indicate that the effectiveness of the program relies on the leadership of the KPU in overseeing election regulations and schedules. Effective performance is influenced by a robust leadership system. KPU commissioners ensure that election schedules are aligned with KPU regulations. These findings are based on the Budiani program effectiveness indicators: target accuracy, socialization, objectives, and monitoring. Enhancing civil servant competencies is a crucial aspect for improving KPU performance. This research contributes to understanding the factors influencing the effectiveness of capacity-building programs within local government environments.

Abstract

This study aims to analyze the implementation of the Regulation of the Minister of Education and Culture (Permendikbud) No. 1 of 2021 concerning Online New Student Admissions (PPDB) at the secondary education level at SMAN 1 Sunggal. The Permendikbud is expected to increase efficiency, transparency, and equal access in accepting new students. However, in its implementation, there are various challenges that must be faced, such as limited technological infrastructure, public understanding of the online system, and inequality of internet access in several regions. This study uses a qualitative approach with a case study method that focuses on SMAN 1 Sunggal. Data were collected through interviews with the school, direct observation, and documentation related to the implementation of online PPDB. Data analysis was carried out using descriptive analysis techniques to identify various obstacles and solutions that can be applied in the implementation process of online PPDB. The results of the study show that although the online PPDB system at SMAN 1 Sunggal has been running relatively well, there are several challenges, such as inequality of internet access in certain areas and lack of public understanding regarding online registration procedures. However, this system has succeeded in reducing fraudulent practices and simplifying the administration process for accepting new students. Therefore, it is necessary to improve technological facilities and training for prospective students and parents to support the successful implementation of the online PPDB system in the future. This research is expected to contribute to the development of educational policies and improve understanding of the application of technology in the educational process in Indonesia.
