Abstract

This study examines how civil society organizations and social movements engage with governance processes to achieve equitable, sustainable, and democratic transformations in food systems. Using a comparative qualitative approach, the research investigates case studies from Canada, New Zealand, France, and the United States to analyze varying governance models, including multi-stakeholder governance, collaborative governance (co-governance), and polycentric or self-governance. Results demonstrate that civil society participation within multi-stakeholder frameworks can influence policy discourses but faces significant constraints from state and private sector actors. Collaborative governance arrangements show greater potential, allowing civil society to meaningfully co-produce food governance outcomes; however, such partnerships often require movements to make pragmatic compromises. Polycentric governance and self-governance models enable civil society actors to exercise greater autonomy, particularly benefiting Indigenous and local communities, although institutional recognition remains a critical challenge. Overall, this study contributes a nuanced understanding of how social movements strategically mobilize power to reshape food governance systems, highlighting opportunities, constraints, and conditions that influence their ability to advance transformative agendas towards sustainability, social justice, and democracy in food systems governance.

Abstract

Rice is an important commodity in Indonesia and the main source of food for most of the population. However, various challenges such as production distribution inequality, supply chain inefficiency, and price fluctuations still pose a threat to national food security. This research aims to develop a Big Data Management Model for rice commodity, which integrates descriptive, diagnostic, predictive and prescriptive analysis to improve the effectiveness of national food policy. This research uses data from the Central Bureau of Statistics (BPS) and the Ministry of Agriculture, covering rice production from 1993 to 2018. Analysis was conducted with K-Means clustering for descriptive analysis, Decision Tree and Random Forest for diagnostic analysis, Linear Regression and Recurrent Neural Network (RNN) for predictive analysis, and the application of Blockchain Logistics 4.0 for prescriptive recommendations. This approach enables a comprehensive assessment of production trends, factors affecting yields, and data-driven policy strategies. The results show that rice production is highly concentrated in Java, which accounts for 44.47% of total national production, while eastern regions such as Papua and Maluku have low production levels due to limited land and agricultural infrastructure. The main factors affecting rice productivity are land availability, irrigation systems, and labor access. The prediction model shows that several provinces, including DKI Jakarta, Kalimantan, and Riau, are expected to experience a decline in production in the next five years if there is no appropriate policy intervention. In addition, artificial intelligence-based decision support systems and the application of blockchain in the rice supply chain can be a solution to improve logistics efficiency, stabilize prices, and reduce distribution bottlenecks. These findings confirm that Big Data and AI technologies have the potential to improve national food security through improved prediction accuracy and optimization of supply chain networks. However, successful implementation is highly dependent on strengthening digital infrastructure, standardizing agricultural data, and increasing technology adoption among farmers and policy makers. This research contributes to the development of data-driven food policy, by providing a framework that can be adapted for long-term food security planning in developing countries. Future studies are recommended to explore models that are more adaptive to environmental changes, climate variability, and global market dynamics that affect rice production and distribution.

Abstract

Hybrid organizations that combine elements of the public and private sectors are growing in healthcare in Indonesia, but their impact and management are still debated. This study aims to identify and analyze the dimensions of hybridity and its impact in operational practices. A qualitative case study method was used with a multidimensional analysis of three hybrid healthcare organizations in Indonesia, involving in-depth interviews, observation, and document analysis. The results showed that organizational hybridity includes variations in legal form, ownership, funding, activities, strategic orientation, organizational culture, and governance, which simultaneously create positive impacts such as innovation, efficiency, and improved service quality, as well as negative effects such as internal value conflicts, unfair cross-subsidies, and public accountability challenges. This study confirms the importance of strategic management and pragmatic approaches in understanding and managing hybrid organizations, and makes significant theoretical and practical contributions to health sector policy development. Further research is recommended to explore optimal governance strategies in the context of other hybrid organizations in Indonesia.

Abstract

Effective healthcare policy implementation is critical for achieving universal healthcarecoverage. This study evaluates the implementation of Indonesia's National Health Insurance Program (Jaminan Kesehatan Nasional - JKN), aiming to identify significant regional variations and underlying factors influencing policy effectiveness. A qualitative case study approach was adopted, employing semi-structured interviews, focus group discussions, and document analysis across selected Indonesian regions. Findings indicate substantial discrepancies in policy implementation outcomes, primarily driven by institutional capacities, governance quality, administrative complexities, resource constraints, and varying levels of community engagement. The discussion highlights the necessity of addressing institutional fragmentation, improving governance mechanisms, and strengthening stakeholder collaboration to overcome existing barriers. This research underscores the importance of context-specific strategies and contributes to a deeper understanding of healthcare policy implementation challenges. The insights offer valuable guidance for policymakers and suggest areas for further investigation into governance improvements and region-specific implementation frameworks.

Abstract

The aims of this research is to find out how to apply accounting information system analysis to price changes in Indomaret, Sungai Selayur Kalidoni Village, Palembang. This is caused by sudden price changes, inappropriate discounts, and differences between the cashier's price and the price tag. By using qualitative methods, namely descriptive analysis which is based on depictions that support the analysis. The results of this research show that price changes using a computer-based accounting information system have run well and smoothly. Price changes are a normal thing that happens in the market and in companies, especially at Indomaret. Because this company itself also adjusts prices on the market. If the market price goes up/down, Indomaret also adjusts the price. The ongoing price change process is also carried out using an online system, all cashier computers are connected to the head office computer and automatically know the transactions that come in every day.

Abstract

This study aims to describe the dynamics of the Child-Friendly City Program implementation network in Bulukumba Regency, with a focus on the mechanism for resolving cases of violence against children. The approach used is qualitative with a case study strategy. Data collection techniques include observation, in-depth interviews, and document analysis, which are then analyzed qualitatively through a descriptive case study approach. The results of the study indicate that key actors in handling child violence involve the government, law enforcement officers, and community institutions, which generally have relatively balanced roles. However, the function of the policy network has not been running optimally, which is reflected in the weak coordination between actors and the lack of formal institutionalization of the network structure. Interaction between actors takes place in a coordinative pattern, but has not been fully able to drive the exchange of resources effectively. The distribution of power in the network also tends to be centered on certain actors, while the strategies used by other actors in utilizing resources have not shown effectiveness in achieving common goals. These findings emphasize the need to strengthen network institutionalization, more equitable distribution of authority, and the development of collaborative strategies to increase the effectiveness of the implementation of the Child-Friendly City policy at the regional level.

Abstract

This study investigates the effect of the Debt to Equity Ratio (DER) on Return on Equity (ROE) at PT Astra Agro Lestari Tbk. DER represents the proportion of debt to equity in a company's capital structure, whereas ROE reflects the company’s ability to generate profits from its shareholders’ equity. The research employs a quantitative approach using secondary data derived from the company’s annual financial statements for the period 2012–2023. A simple linear regression analysis is conducted to assess the relationship between the variables. The findings reveal that DER does not have a statistically significant effect on ROE. This indicates that changes in the company’s capital structure, particularly in terms of debt utilization, do not substantially impact the returns earned by shareholders. The study suggests that other factors—such as operational efficiency, asset utilization, and strategic financial management—may play a more prominent role in influencing ROE. These results provide valuable insights for investors and corporate decision-makers regarding the relative importance of capital structure in shaping financial performance.

Abstract

Tourism business regulation presents a governance challenge in districts where informal entertainment venues operate outside legal frameworks. In Sidenreng Rappang Regency, inconsistent enforcement of Ministry Regulation No. 18 of 2016 has enabled widespread non-compliance among nightlife businesses, compromising administrative credibility and social harmony. This study aims to assess the effectiveness of the registration policy implementation and identify institutional constraints affecting local governance capacity. Addressing a gap in region-specific policy diagnostics, the research applies a descriptive quantitative approach using structured questionnaires and interviews with 96 stakeholders, including business operators and officials. Pearson correlation analysis, supported by statistical validation using SPSS, indicates significant relationships between implementation outcomes and variables such as government seriousness (r = 0.261), assertiveness (r = 0.271), and registration accountability (r = 0.328). Enforcement efforts remain episodic, undermined by insufficient resources and limited procedural transparency. Stakeholders cite systemic weaknesses in administrative coordination and community engagement. The study concludes that effective regulation depends not only on formal mandates but also on contextual alignment between policy content and institutional behavior. Strengthening localized enforcement models, promoting inter-agency collaboration, and integrating public oversight are recommended to bridge the gap between law and practice. These insights may inform future frameworks for sustainable tourism governance in culturally sensitive regions.
