Abstract

The existence of al-ahwal asy-Sayksiyyah study program is a new hope in developing the human resources quality. Strengthening this study program needs an adequate infrastructure to fulfill all the needs of academic and non-academic tools to support the learning process in enriching the educational goals at the study program. This is a descriptive qualitative research design. This study wants to describe the strategy of developing al-ahwal asy-Sayksiyyah study program. The instruments used are observation, interview, and documentation. The data analyzed by using SWOT. The results of the study show that there are strength, weakness, opportunity, and the threat in developing al-ahwal asy-Sayksiyyah study program. The strategy implemented to develop al-ahwal asy-Sayksiyyah study program are: The socialization of vision, mission, goal, and the target of the study program, strengthen learning process, leadership, management, guality assurance, improvement of the alumnae quality, improvement of the staffs and lecturers, research development, society services, and MoU with other parties.

Abstract

Zakat is source of revenues of state that biggest than ghanimah, jizyah, fai dan kharaf at the beginning of history of Islam.  Therefore not so surprising if there is opinion says in this modern era, zakat be created as Islamic economic back bone.  Zakat considered as a school of thought in Islam and also as a microcosm of the entire Islamic fiscal system.  Limited standpoint understanding from both are same namely give something likes money, goods or things to government or institution that be trusted to handle it. The problem that arises is if both of them are same whether people must carry out all.  Discourse it presented comparation form between zakat and tax.  Evidently there are similarities and differences both of them. So, zakat and tax must be set out in legislation not just at Al-Quran and Hadits also at Ijma and Qiyas.  Therefore all elements at society must concern on it to reach prosperity of all people.

Abstract

In this modern era, Khamar (liquor) is more identical and better known by the name of drugs (narcotics, psychotropic, and other dangerous drugs). Drugs are forbidden to consume for human. Narcotics and psychotropic are cited in Law Number 22 of 1997 where both are Khamars. In Law Number 5 of 1997, psychotropic is a drug or a substance, natural or synthetic, both are not narcotics which have psychoactive effect through central nervous system that causes typically changes in mental activity and behavior. This study is descriptive qualitative. Research on Law, descriptive is to show or describe individual accurately, condition, symptom or a particular group, and to determine the spread of a phenomenon. It is stated that someone is a drunk of Khamar and gets a Had punishment when she or he is tried and true or proved by his or her self-testimony or two witnesses. Law number 35 of 2009 about narcotics classifies a criminal of drug abuse into two types; the criminal as a drugs user is cited 116, 121 and 127 articles and the criminal is not as a drug user is cited in 112, 113, 114, and 129 articles. There are two types of drugs users, for himself and drug dealer (cited in 116 and 121 articles). The drugs users without any doctor’s supervision, they should be rehabilitated when they are addicted. But for the criminal as drugs not-user, is classified into four; owner (cited in 111 and 112 articles), producer (cited in 113 article), carrier (cited in 114 and 119 articles), drugs dealer (cited in 129 article). So that, base-foundation of Islamic Laws is based on “benefitted, resisted damage and danger.” The importance of Islamic Law to be built based on resisted damage and danger is to prevent and prohibit all kinds of substances that endanger.
