Abstract

Objective: The results of this study indicate that, to analyse the effectiveness of the TukuoYuk platform in the growth of MSMEs in Sidoarjo. Method: This type of research is qualitative descriptive research, using purposive sampling to select informants. Data collection techniques include interviews, observation, and documentation. The focus of this research is to analyse the effectiveness of the TukuoYuk Platform programme. The data analysis technique used is the interactive data analysis model from Miles & Huberman. Results:  The results of this study show that: First, programme understanding, the TukuoYuk Platform has created significant transformative change by increasing the number of MSMEs with planned digital marketing strategies from 18% to 65%. Second, accuracy of target, the TukuoYuk Platform is highly accurate in its targeting, successfully reaching 70% of MSMEs that have never sold online. Third, timeliness, the implementation of the TukuoYuk Platform demonstrates good timeliness, exceeding expectations in achieving its targets. Fourth, achievement of objectives, the TukuoYuk Platform has successfully achieved its main objective by increasing the average turnover of MSMEs by 40%. Fifth, tangible change. The TukuoYuk Platform has created significant transformative change by increasing the number of SMEs with planned digital marketing strategies from 18% to 65%. This is evidenced by increased sales turnover, expanded market reach beyond Sidoarjo, and the creation of new jobs within a year. Novelty: In identifying local digital platform models capable of generating transformative impacts on traditional MSME ecosystems without dependence on national marketplaces, this is evidenced by changes in the business patterns of active merchants who now have planned digital marketing strategies compared to only 18% previously. This study also reveals the phenomenon of collaboration between MSMEs facilitated through local digital platforms, through the TukuoYuk network, which creates a symbiotic business ecosystem model on a local scale but with regional impact.

Abstract

Objective: This study aims to analyze the strategy of the Wonosari Village government in developing BUMDes Sumber Lestari as the manager of Sumber Dhuwur tourism. Method: A descriptive qualitative approach was used to collect data through observation, interviews, and documentation. The research informants were village officials, treasurers, and heads of BUMDes. Results: The results demonstrate that the village government is implementing promotional strategies through social media, collaboration with content creators, and the development of tourism-supporting infrastructure. However, challenges include insufficient funding, suboptimal social media management, and inadequate road infrastructure. Novelty: A SWOT analysis shows that the strengths of Sumber Dhuwur tourism lie in its natural potential and community support, while threats include competition with other destinations and declining visitor numbers. This study found that the SO (Strength-Opportunity) strategy is the primary approach to developing tourism based on local potential. The novelty of this study lies in the use of SWOT analysis in the context of developing a village-owned enterprise (BUMDes) tourism business based on community participation and comprehensive local innovation. These results are expected to serve as a strategic reference in developing sustainable village tourism.

Abstract

Objective: This study aims to analyze community empowerment through the utilization of MSMEs in the Taman Ghanjaran and Sumber Gempong Ketapanrame Trawas Mojokerto Tourism Villages based on Mardi Yatmo Hutomo's community empowerment theory indicators. The main focus of the study is to identify the role of capital, infrastructure development, mentoring, institutional strengthening, and strengthening business partnerships in improving economic welfare and village tourism attractiveness. Method: The study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, field observations, and documentation. Research informants include BUMDes managers, MSME actors, community leaders, and village officials. Data analysis was carried out using the Miles and Huberman interactive model which includes data reduction, data presentation, and conclusion drawing/verification. Results: The results of the study indicate that the five indicators of community empowerment have been implemented well and are mutually supportive. Access to capital is obtained through a combination of village funds, savings and loans, and banking partnerships. The development of tourism and MSME supporting facilities and infrastructure is carried out in stages and according to needs. The mentoring program is carried out through business management and digital marketing training. Institutional strengthening is evident in the effective internal coordination of Village-Owned Enterprises (BUMDes), while business partnerships develop through collaboration with the government, the private sector, and local communities. Novelty: This research provides a new contribution by comprehensively integrating Mardi Yatmo Hutomo's community empowerment indicators in the context of MSME-based tourism villages. This approach demonstrates that the success of tourism village development relies not only on natural potential but also on structured, participatory, and sustainable empowerment strategies.

Abstract

Objective: This study aims to determine how the Berkat Sayang Program implemented by the Sidoarjo Social Services Agency has addressed hunger among vulnerable groups in Sidoarjo Regency. Method:  A qualitative descriptive method was used, with data collected through interviews, observation, and documentation. Informants consisted of the Head of the Personnel Subdivision of the Sidoarjo Social Services Agency, Social Services Agency staff, catering parties, and elderly beneficiaries who were directly involved in the implementation of the program. Results: The results of the study show that the implementation of the Berkat Sayang Program is in accordance with Edward III's theoretical indicators and provides tangible benefits for the welfare of neglected elderly people. Communication has been clear through coordination and socialization meetings between the Social Services Agency and TKSK along with the beneficiaries. In terms of resources, this program is supported by cross-sector human resources and increasing APBD funding. The implementers showed high commitment with the innovation of a geotag application to increase the accuracy of aid delivery by catering providers, even though distribution was sometimes hampered by weather. The bureaucratic structure has been organized through SOPs and a digital reporting system so that implementation is systematic and accountable. However, bureaucratic obstacles arise when replacing the names of deceased beneficiaries, as it is necessary to wait for the Regent's Decree for the following fiscal year, thereby reducing bureaucratic flexibility. Novelty:  The novelty of this research lies in the specific application of George C. Edward III's implementation theory to examine the Berkat Sayang program in Sidoarjo, focusing on indicators of communication, resources, disposition, and bureaucratic structure in social policies for vulnerable groups.

Abstract

This study aims to describe and analyze the effectiveness of the Layanan Pak Danan Application in administrative services at the Plintahan Village Government. The research employed a descriptive qualitative method with observation, interviews, and documentation, and data analysis was conducted using the Miles and Huberman model. Informants included the Village Head, the Village Secretary as the application operator, and the Head of Services. The findings reveal that in terms of goal achievement, the application has accelerated services, simplified registration, and enhanced transparency and accountability, although several administrative services are not yet accommodated in the system and the application lacks a formal legal framework. In terms of integration, the application encouraged coordination through socialization, tiered signature mechanisms, and handling of duplicate registers, yet initial integration was uneven due to reliance on specific roles. In terms of adaptation, village officials demonstrated improved ability to learn the application independently, adjust services to regulatory changes, and implement technical innovations to meet community needs, although technical issues such as system errors, unstable internet, and power outages remain obstacles. Thus, the effectiveness of the Layanan Pak Danan Application can be categorized as effective, although not yet fully optimal, and still requires improvements in service coverage, regulatory aspects, and supporting infrastructure

Abstract

Objective: This study aims to analyze the effectiveness of the Next Generation Social Welfare Information System (SIKS-NG) program in poverty alleviation efforts at the village level, especially in Sumorame Village, Indonesia. Method: The method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation. The informants involved in this study consisted of village heads, SIKS-NG operators, and village officials who were directly involved in the implementation of the program. Results: First, human resource readiness is relatively good but is still limited to verification authority and time management. Second, technological infrastructure is adequate and supports system operations. Third, system management runs procedurally but lacks coordination because village authority is limited. Fourth, data accuracy is constrained by long validation and uncertain results. Fifth, the impact of the system on organizations and communities is not optimal because it still relies on old data and limited quotas. Novelty: The novelty of this study lies in the application of effectiveness theory as a whole in the village context and the disclosure of real implementation obstacles in the field. This study provides an important contribution to policy formulation in optimizing e-government services in social welfare programs in rural areas.

Abstract

Karena mayoritas penduduk miskin Indonesia masih tinggal di daerah pedesaan, desa berfungsi sebagai elemen kunci dalam usaha pembangunan. Dengan demikian, pemerintah secara terus menerus menaruh perhatian besar pada perkembangan desa sebagai bagian dari rencana global untuk memajukan ekonomi negara. Untuk memperkuat aktivitas ekonomi di desa, pemerintah bersama Badan Usaha Milik Desa (BUMDes) telah mendukung pelaksanaan berbagai pendekatan inovatif. Operasional BUMDes diatur melalui Peraturan Menteri yang bertujuan untuk meningkatkan sumber daya keuangan di level desa. Penelitian ini bertujuan untuk menggambarkan dan menilai strategi yang diimplementasikan oleh BUMDes Desa Sumorame dalam usaha meningkatkan Pendapatan Asli Desa (PADes). Metodologi yang digunakan dalam penelitian ini adalah pendekatan deskriptif kualitatif dengan mengandalkan data primer dan sekunder yang diperoleh melalui wawancara, observasi, serta studi dokumen tertulis. Data yang telah dikumpulkan kemudian dianalisis menggunakan pola kerja yang diperkenalkan oleh Miles dan Huberman (1984). Temuan penelitian menunjukkan bahwa BUMDes Desa Sumorame berhasil meningkatkan PADes melalui penerapan strategi yang dirancang dengan cermat.

Abstract

Background: Adolescent health issues such as early marriage, anemia, and stunting remain significant public health challenges in Indonesia. To address this, the government has developed the Posyandu Remaja program as an integrated platform for youth health education. Specific Background: The study examines how health education innovations—specifically online game–based media—are applied in the Estu Jadi Dipuja youth health initiative to improve adolescents’ knowledge and engagement. Knowledge Gap: Despite national guidelines for Posyandu Remaja, implementation gaps remain due to limited training of youth cadres and a lack of engaging educational tools. Aims: The study aims to analyze the implementation and outcomes of early stunting education using online game media at Posyandu Remaja as a participatory health model. Results: Findings show that interactive digital media significantly increased youth participation and understanding of stunting prevention. Youth cadres demonstrated improved facilitation skills and stronger peer involvement. Novelty: The integration of digital game media into youth health promotion is a new participatory model for adolescent public health services. Implications: This innovation provides a replicable framework for other communities to strengthen adolescent health education through digital engagement. Abstract

Background: Maternal and neonatal mortality remains a national health concern in Indonesia. Education through the Kelas Ibu Hamil program is designed to improve pregnant women’s knowledge and family preparedness for childbirth. Specific Background: This study analyzes the implementation of maternal education at community health centers (puskesmas) to understand its contribution to maternal awareness and behavioral changes. Knowledge Gap: Although the program is widespread, variations in delivery methods, participation rates, and spousal involvement remain underexplored. Aims: To evaluate the relationship between maternal characteristics, class participation, and family support in improving pregnancy care knowledge. Results: The findings reveal that participation in Kelas Ibu Hamil enhances mothers’ understanding of antenatal care, nutrition, and childbirth preparation. Inclusion of husbands increases maternal confidence and promotes healthy behaviors during pregnancy. Novelty: The study presents evidence of the synergistic role of maternal and paternal involvement in community-based antenatal education. Implications: Findings support the expansion of family-centered antenatal education models to improve maternal and neonatal health outcomes in Indonesia. Abstract

General Background: Village-Owned Enterprises (BUMDes) serve as a strategic instrument for rural economic empowerment in Indonesia. Specific Background: In Ketapanrame Village, Sidoarjo Regency, the Sumber Gempong tourism object managed by BUMDes has shown growing economic potential through community-based tourism management. Knowledge Gap: Despite increasing local participation, the sustainability of BUMDes operations and their managerial governance remains underexplored. Aims: This study aims to analyze the role of BUMDes in developing local tourism and improving community welfare. Results: The findings reveal that BUMDes effectively mobilized local resources, improved tourism services, and strengthened social capital, although challenges remain in human resource management, marketing strategy, and legal reinforcement. Novelty: This research highlights the integration between institutional governance and community collaboration as a key driver of sustainable rural tourism. Implications: Strengthening administrative capacity, digital marketing, and legal formalization of BUMDes are crucial to ensure its long-term contribution to rural economic development. Highlights: Community-based management increases local welfare. BUMDes contributes to sustainable tourism growth. Institutional governance determines tourism success.
