Abstract

The study was conducted with the aim of determining and analyzing the effect of local government policy implementation on the effectiveness of Ketapanrame Trawas tourism village development in Mojokerto Regency. The study was conducted using a quantitative approach with a causal associative research design. Data collection techniques were carried out using questionnaires involving employees of the Tourism Office, village officials, business actors, and tourists. The data were obtained and analyzed using simple linear regression. The results showed that the implementation had a significant effect on the effectiveness of the development of the Ketapanrame Trawas tourist village in Mojokerto Regency. The r-square value was below 50%, indicating that the policy implementation was not yet optimal in supporting the development of the Ketapaname Trawas tourist village in Mojokerto Regency

Abstract

The purpose of this writing is to evaluate and explain the role of Village-Owned Enterprises in developing the Sumber Gempong tourist destination. The theoretical framework applied in this research includes three indicator components, namely motivation, encouragement, and dynamism. The results of the research show that the village government plays an important role in the development of the Sumber Gempong tourist attraction in Trawas sub-district, Mojokerto district, in accordance with established indicators. First, there is a motivator needed to ensure the sustainability of tourism businesses, and the role of Bumdes as a motivator involves encouraging the community to be active in managing these natural tourist attractions. Second, the government's role as a facilitator is achieved through providing a supportive environment for the community and implementing optimal development to improve regional development. Third, the government's role as a dynamist includes encouraging the community to participate in the development process and maintaining the dynamics of regional development.

Abstract

In practice, sustainable development is still needed on Lusi Island considering that the existence of Lusi Island is not yet known by the wider community and the development plan has not been realized in the form of adding several tourist and educational facilities. The purpose of this study is to determine and analyze the influence of e-government-based tourist destination innovation and community participation both partially and simultaneously on sustainable development in the field of Lusi Island tourism. Data analysis was performed by multiple linear regression analysis. The results showed that there was a partial and simultaneous influence of e-government-based tourist destination innovation and community participation in sustainable development in the field of Lusi Island tourism. Sidoarjo Regency is expected to maximize the development and promotion of Lusi Island tourism, for example by implementing online ticket purchases and promotions through official social media.

Abstract

The purpose of this research is to analyze and describe the BUMDES Strategy in Tourism Development at Tlocor Marine Tourism, Jabon District, Sidoarjo Regency, in order to find out the problems in tourism development through the role of government, managers. The approach taken in this research is a qualitative descriptive approach by conducting interviews, observation and documentation. The results of this study indicate that, first, the objectives carried out by BUMDES in tourism development at Tlocor Marine Tourism have been fulfilled and are running well because they have a significant impact on the community's economy, especially for the Tlocor Hamlet Community. Second, the surrounding community environment is very supportive and plays an active role with the development of tourism in Tlocor Marine Tourism. This is evidenced by the community fully participating in the development of facilities and infrastructure in the tourist area and maintaining the surrounding environment so that it is more beautiful and maintained. Third, the actions that have been taken by BUMDES and also POKDARWIS as managers in Tlocor Marine Tourism have been going well. This can be seen with several strategic efforts that continue to be carried out by BUMDES and also POKDARWIS as well as layers of society that support development such as by collaborating by holding tour packages with other tourism stakeholders, besides that the development of facilities and infrastructure continues to be developed to attract tourists and as the progress of tourism.

Abstract

BUMDes have benefits and develop the potential of the tourism sector. The development of tourism in Ketapang Village began with the establishment of BUMDes. This research aims to analyze the development policy of Califour in Ketapang Village, Sidoarjo Regency. The research method applied is descriptive type with a qualitative approach. This research focuses on determining the level of success in the BUMDes implementation process in the policy of supporting the village economy through Califour Ketapang tourism. The results of this research use the concept of Van Meter and Van Horn theory (in Agustino, 2014: 139) which consists of 6 (six) indicators, namely. First, the size and objectives of the policy can be concluded if the implementation of the Ketapang BUMDes policy is appropriate because the policy can be realized well. Second, the resources of BUMDes Ketapang in implementing the BUMDes Policy are said to be inappropriate because the process of implementing the BUMDes Policy in Ketapang, the Human Resources they have are not yet competent. Third, Communication between Organizations that the communication that BUMDes Ketapang has with parties related to the process of implementing the BUMDes Ketapang Policy in the development of Tourism Villages is said to be appropriate. Fourth, Environmental, Economic, Social and Political Conditions. The process of implementing BUMDes Policy in developing Tourism Villages through Agrotourism development does not experience any obstacles because the Social, Economic and Political Environmental conditions are supportive.

Abstract

This study aims to determine the Strategy of the Manpower Office in Increasing Employment Opportunities for Persons with Disabilities. The sampling technique in this study is snowball sampling technique. The approach in this study uses a qualitative approach with a descriptive method. Important insights were obtained through interviews and observations related to the strategy of the Sidoarjo Regency Manpower Office in developing the employment potential of persons with disabilities. Meanwhile, optional information is collected through reports such as Sidoarjo Disnaker Records, Related Domain Records, Principles and Regulations, Widely Communicated Data, Other Information and Data on the employment potential of persons with disabilities. The primary data was tried through the Triangulation Technique. The Triangulation technique used in this examination is to compare observational information and interview information and compare with the content of related documents.  From the results of this study, it is shown by the results of interviews from various parties, that the provisions of the Sidoarjo Regency regulations on Persons with Disabilities are still not optimally determined.  There are contributing factors that cause the employment opportunities of people with disabilities to be narrow, one of which is the low level of education.

Abstract

The implementation of the zoning system program is carried out for equitable education efforts. The analysis technique in this research is qualitative analysis, referring to the theory of Miles and Huberman. The results show that, the analysis of the implementation of the zoning system program in the acceptance of new students includes strengths starting with the existence of clear regulations contained in the regulation of the Minister of Education and Culture Number 14 of 2018 PPDB starting from elementary, junior high, high school and state vocational schools which carry out under control. local government, namely the implementation of the zoning system. There is a weakness in its implementation, namely where the distribution of public schools is not evenly distributed in each region. However, there is an opportunity for students whose homes are close to schools and are more likely to be accepted. In the challenges contained in the implementation of this zoning system program where the program will not run continuously. The impact in the implementation of this zoning system program is that teachers cannot see the quality of students, then it causes student achievement to decline and also triggers disappointment with parents of outstanding students who will register their children's schools to state schools.

Abstract

Informal Trader Development Section of the Sidoarjo Disperindag, Coordinator of the PKL area of ​​the Gajah Mada culinary center, members of the PP Satpol, Security at the Gajah Mada culinary center. The analysis technique in this study is a qualitative analysis type, referring to the theory of Miles and Huberman. The results showed that, the analysis of the relocation policy at the Gajah Mada Culinary Center Sidoarjo includes planning starting with the construction of this new building for the relocation of street vendors in accordance with the Sidoarjo Perbup Number 84 of 2017. Organizing aspects through guidance carried out by the Sidoarjo Regency government through the Disperindag and assisted by the Satpol PP. In the aspect of Actuating the Department of Industry and Trade and the Satpol PP of Sidoarjo Regency as the executor and involving other agencies in controlling street vendors and controlling aspects, namely the supervision of the PKL relocation process is going well. Supporting factors include the existence of clear regulations related to the relocation policy of street vendors starting from the Perbup, and Regional Regulations, managed and synergized with several parties so as to be able to make the program a success. While the inhibiting factors include the lack of maintenance and management of culinary centers, less sales and less buyers. and Evaluations that have not been implemented. Abstract

The analysis technique in this study is a qualitative analysis type, referring to the theory of Miles and Huberman. The results showed that the Analysis of the Family Hope Program in Sidoarjo Regency according to the theory of public policy management, the first aspect of planning is according to Law No. 11 of 2009 and Presidential Regulation No. 15 of 2010 concerning the acceleration of Poverty Reduction. The organizing and implementation aspects consist of: (1) the coordination team at the Regency/City level, (2) the sub-district level, and (3) the implementers of activities accompanying the program and the community. Aspects of supervision are carried out at each stage of distribution and/or as needed. Evaluation of the distribution of PKH Social Assistance is carried out to measure the success or failure of the implementation of the distribution of PKH Social Assistance. Supporting factors in the implementation of the Family Hope Program in Sidoarjo Regency include the existence of a strong commitment between the central and local governments to make the Family Hope Program a success (PKH) and the existence of clear rules regarding the mechanism of program implementation as well as the guarantee of obtaining proper health and education from the government through social services. Abstract

This study aims to analyze and describe the tourism development program in Watesnegoro Village. This research is based on the fact that the promotion carried out by the Village Government and tourism management has not gone as expected, so that this tour is not yet known by the general public. The research method used in this research is using descriptive qualitative, data collection is done through interviews, observation, and documentation, as well as data analysis techniques used in this study refers to the theory of Miles and Huberman. The results showed that the program carried out by the Watesnegoro Village Government in developing gadung source tourism was by promoting through mass media where the Watesnegoro Village Government collaborated with Radar Mojokerto to promote this tourism to be known by the general public, the Watesnegoro Village Government also plans to carry out additional promotions through web and accounts on social media. Instagram and Facebook are social media applications chosen by the Village Government and tourism managers in promoting the tourism. In addition, the Watesnegoro Village Government will also conduct socialization to the general public, and will coordinate with the Mojokerto Regency Youth, Sports, Culture and Tourism Office.
