Abstract

Disparity of development, poverty and unemployment is one of the main problems of East Java Province. On the other hand East Java province has great potential fishery. This study aims to analyze the role of the fisheries sub-sector in the regional economy of East Java province, knowing the factors that influence the fisheries development and arrange  the fisheries development strategy in  East Java province. Processing data using descriptive analysis, input-output (IO) and multiple linear regression. Fish processing subsector provide the largest multipliers of employment, output and value added among fisheries subsector. Inland fisheries subsector provide the largest of total linkages between fishery subsector, whereas the marine fisheries subsector have the largest of output value among the fishery subsector. Labor and maritime affairs and fisheries budget have a positive influence on the development of fisheries. Fisheries development strategy should be carried out simultaneously between marine, inland and fisheries processing. Fisheries industrialization strategy is expected to increase the value added of fisheries and reduce the disparity of development, poverty and unemployment.

Abstract

Regional autonomy policy has been implemented since 2001, but in 2013 as many as 66.67 percent of districts in West Sumatra still categorized as a relatively underdeveloped region by the Ministry of Development Underdeveloped regions. This indicates the occurrence of inequality considerable development in the Province of West Sumatra. This study not only examines the degree of inequality between regions, but also analyze the impact of GDRP per capita, the growth of the Human Development Index, and the Ratio of Infrastructure Expenditure against the inequalities based on economic position (the pattern and structure of economic growth). Analysis of the data use the Index Williamson and panel data regession from 2005 to 2012. The results showed disparity of regional development in the Provinces of West Sumatra increasing. Abstract

The role of Agricultural sector isn't only to ensure food supplies but also as an income generating through export activities. Padang is potentially developed to modern agriculture due to vast number of agriculture land.  Base on regulation No.18 of 2004 on RPJP and Regulation No.9 of 2009 on RPJM, Padang is declared as Agropolitan area. The Agropolitan concept is expected to increase agriculture-based development, because the GDP share of agriculture is relatively small. This study aims are to  analyze a basic food crops, 2) to choose the region which will develop as agropolitan area base on availability of facilities and infrastructure in that region and 3) to formulate development strategies of agropolitan area. The analysis of LQ indicate rice crop as the basic commodity with the LQ greater than one. Skalogram analysis and diamond porter show that Sub District Kuranji is potentially developed as a growth center in the Agropolitan Area because it has the most complete facilities and infrastructure. In this research the development strategies are to develop agricultural infrastructure (sub terminal of agribusiness) and institutional strengthening of capital institution.

Abstract

The issue of underdeveloped areas and the problems of inequality ofdevelopment is the disparity problem areas that endanger national unity. The purpose of this study is to examine the dynamics of poverty and the dynamics of social aid in underdeveloped areas, to analyze the effect of social aid Ministry of underdeveloped areas to economic growth in underdeveloped areas, and to analyze the relationship between economic growth and poverty reduction in underdeveloped area in Indonesia. The results showed the increase dynamics and decline of poor people in underdeveloped areas in Indonesia within the period 2010-2013. From the results of regression analysis of panel data model of economic growth known that variable social and cultural institutional support, infrastructure support, and help the world economy and a significant effort to increase economic growth in under dev eloped areas, while the human resources aid and specific support area is not significant in improving economic growth in underdeveloped regions. The results of the regression analysis poverty panel data model known that the variable number of unemployed, IPM, and the share of the services sector significantly affect to the level of poverty in underdeveloped areas, while the variable PDRB, the share of agriculture and industry sector share is not significant in influencing to the poverty level in underdeveloped area.

Abstract

One of the mechanisms for encouraging local governments to achieve national priority targets for environmental sector is through allocating the deconcentration budget of environment for the provincial. According to Government Regulation No. 7/2008, the deconcentration budget allocation for the region should be in accordance with finance minister recommendation indicators and environmental indicators. However, the allocation of deconcentration budget of environment is not yet consider those indicators. So that, the allocation of deconcentration budget has been constantly increasing, on the other hand the quality of environment has been decreasing. Therefore, the aims of this research are to analyze the factors that influence the allocation of deconcentration budget of environment in province and to analyze the effectiveness of deconcentration budget in order to improve environmental quality in Indonesia. This study uses panel data, with cross section data of 32 provinces in the period of 2009 to 2013. The research methods are descriptive analysis and analysis of panel data. The results indicated that indicators of fiscal capacity, numbers of industry, sizes of land cover, and numbers of complaints on environmental case have a significant effect on the allocation of deconcentration budget. Results also showed that deconcentration budget has influenced the environmental quality improvement.

Abstract

The village owned enterprises (BUMDes) has an important role in stimulating rural development and therefore it is necessary to examine its feasibility as a profitable business venture and has a sustainable impact on village development.  The purpose of this research is to conduct a feasibility analysis of the BUMDes and its role in developing rural economic activity.  This research method used a financial feasibility analysis to BUMDes of Harapan Jaya in Bogor Regency, Indonesia. Data were obtained through focus group discussion with informants who work in BUMDes as operational manager, supervisors, commissioners, as well as village officials and MSME entrepreneurs. The results showed that business feasibility analysis in the footwear marketing business by BUMDes is feasible as indicated by the net present value of 318 million rupiah; benefit-cost ratio 1.026; internal rate of return 35%; and a 2.56 year of payback period. Furthermore, BUMDes contributes significant profits for village. BUMDes involvement in the marketing of footwear products lead entrepreneurs and footwear workers earns a more income  than the regional minimum wage. The collaboration between BUMDes and MSME resulted in a business profit of 80 million rupiah. BUMdes governance requires an increase in the quality of human resources and organization mechanism to be more competence and productive supporting performance targets, incentive mechanisms, and job satisfaction.JEL Classification:  L32, L60, R20

Abstract

One of the government’s policies to realize food security is the expansion of new rice fields called the rice fields development program. Rice fields development programs carried out outside Java Island are constrained by socio-cultural factors, limited infrastructure for farming facilities, land fertility, market access, labour availability and others. This study aims to analyze the impact and evaluate the sustainability status of rice fields development program in 2016 in Katingan Regency, Central Kalimantan Province. The study was conducted in Katingan Kuala Subdistrict, Katingan Regency, Central Kalimantan Province in May - June 2018 respondent who participate in rice fields development program from the Ministry of Agriculture in 2016. Primary data were collected by interviews with questionnaires on 41 respondents who have deliberately determined farmers and program participants supported by focus group discussions with 10 key informants and observations in the field. Indicators in determining respondents were the area of rice field ownership, farming experience and skills, main income source, education level, and others. While the informant criterion was understanding the social, cultural, institutional, infrastructure and environmental conditions during rice fields development program took place. Rice field development program in Katingan Kuala District, Katingan Regency in 2016 can be implemented as planned. The impact of the rice field development program includes increasing farmers' income, expanding employment opportunities, but not damaging the environment. The increase in income does not increase the welfare of the average farmer because the increase in income only reaches 11.6%. The results of the analysis used the Rapid Appraisal for Farming (RAP-FARM), specifically the Multidimensional Scaling (MDS) approach showed a sustainability index was 54.30. It means that rice fields development program in Katingan Regency was less sustainable because the five sustainability indicators are institutional and infrastructure was less sustainable; while other aspects were quite sustainable with the highest value in the ecological aspects. AbstrakSalah satu kebijakan pemerintah untuk mewujudkan ketahanan pangan adalah perluasan lahan sawah yang disebut dengan program cetak sawah. Program cetak sawah yang dilaksanakan di luar Pulau Jawa terkendala faktor sosial budaya, keterbatasan sarana prasarana usaha tani, kesuburan lahan, akses pasar, ketersediaan tenaga kerja dan lainnya. Penelitian ini bertujuan menganalisis dampak dan mengevaluasi status keberlanjutan cetak sawah tahun 2016 di Kabupaten Katingan, Provinsi Kalimantan Tengah. Penelitian dilakukan di Kecamatan Katingan Kuala Kabupaten Katingan Provinsi Kalimantan Tengah pada bulan Mei - Juni 2018 responden peserta program cetak sawah dari Kementerian Pertanian tahun 2016. Data primer dikumpulkan melalui wawancara dengan kuesioner terhadap 41 responden yang ditentukan secara sengaja dan didukung focus group discussion dengan sepuluh informan kunci serta observasi di lapangan. Program cetak sawah di Kecamatan Katingan Kuala, Kabupaten Katingan tahun 2016 dapat dilaksanakan sesuai dengan yang direncanakan. Dampak program cetak sawah antara lain meningkatkan pendapatan petani, memperluas kesempatan kerja, namun tidak merusak lingkungan. Peningkatan pendapatan tidak sampai meningkatkan kesejahteraan rata-rata petani karena peningkatan pendapatan hanya mencapai 11,6%. Hasil analisis menggunakan Rapid Appraisal for Farming (RAP-FARM), khususnya pendekatan Multidimensional Scaling (MDS) menunjukkan indeks keberlanjutan 54,30. Hal ini berarti program cetak sawah di Kabupaten Katingan kurang berkelanjutan karena dari lima indikator keberlanjutan, yaitu kelembagaan dan infrastruktur kurang berkelanjutan; sementara aspek lainnya cukup berkelanjutan dengan nilai tertinggi pada aspek ekologi.

Abstract

Rural areas have the potential of areas that can be developed based on the condition of natural resources. However, in developing the region, it is necessary to pay attention to the sustainability of being able to meet the welfare of the community. Nguntoronadi District, Wonogiri Regency has the potential of natural resources based on the agricultural sector which can be developed in the development of agro tourism areas. This study uses a quantitative data approach obtained through questionnaires based on interviews and direct observation based on analysis of village independence and supported by qualitative data in the form of in-depth interviews, FGD (Focus Group Discussion) and literature studies. In addition, the SWOT analysis is used as a formulation of tourism development strategies in Nguntoronadi District. The results showed an analysis of the independence of the villages in the four agro tourism development areas in Nguntoronadi Subdistrict included in the Pre Mandiri 4 category with good value categories. This means that potentials that are ready to be developed include infrastructure potential, educational potential, health potential, socio-economic and environmental potential, micro small business potential, and plantation potential. In addition, several strategies that can be implemented in developing agro tourism in Nguntoronadi District include: (1) Designing creative, innovative and economic / commercial value agro-tourism ideas / products based on superior commodities or commodities, (2) Developing agro tourism areas in Nguntoronadi District integrated in the PKLp agro tourism area, and (3) Development and training of HR management of information and technology-based tourism areas (management based on technology and information).Keywords: Village independence; agro tourism development; tourism development strategy

Abstract

Subsektor perikanan di Jawa Timur mempunyai potensi yang besar baik perikanan laut, darat maupun pengolahan ikan. Namun pengembangan perikanan sejauh ini belum memberikan kontribusi yang besar dalam perekonomian di Jawa Timur. Pengembangan perikanan secara terintegrasi diharapkan dapat memberikan kontribusi yang lebih besar dalam pembangunan ekonomi wilayah di Jawa Timur. Penelitian ini bertujuan menentukan strategi pengembangan perikanan di Jawa Timur berdasarkan pendekatan sektoral dan spasial. Analisis data yang digunakan adalah analisis deskriptif, shift share analysis dan analisis tabel input output. Subsektor perikanan laut memberikan kontribusi nilai tambah perikanan terbesar dibandingkan subsektor perikanan darat dan pengolahan ikan. Hasil penelitian menunjukkan bahwa pengolahan ikan mempunyai indeks daya penyebaran yang tinggi, keunggulan dalam pembentukan output, peningkatan pendapatan dan menciptakan lapangan kerja serta termasuk subsektor yang berpotensi besar untuk dikembangkan di Jawa Timur. Prioritas pengembangan perikanan secara spasial sebaiknya difokuskan pada daerah yang mempunyai keunggulan kompetitif dan spesialisasi subsektor perikanan yaitu Kabupaten Lamongan, Banyuwangi, Pamekasan, Trenggalek dan Pacitan serta didukung  oleh daerah yang hanya unggul secara kompetitif atau spesialisasi.

Abstract

This study provides empirical findings on regional disparity in infrastructural facilities in 23 districts/municipalities of Aceh Province and the impact of the disparity on the economic performance of Aceh Province, specifically on those of economic growth, poverty, and unemployment. The unit of analysis is the district level and the Infrastructure Development Index (IDI) is used as the variable computed by using the multivariate method. Regional disparity is measured by the Coefficient of Variation and the impact of IDI on the province’s economy is analyzed using the econometric model. The analysis shows that infrastructure development disparity exists and that IDI generally affects the economic performance in Aceh Province. Specifically, the results reveal that electricity provision, the number of hotels, and the length of road positively correlate with economic performance. However, the number of Base Transceiver Stations, the number of markets, and the number of banks do not necessarily lead to higher economic performance. The policy implications of the findings are discussed.
