Abstract

This research examines the repositioning of Indonesia and Australia’s maritime cooperation. Indonesia and Australia initiated their maritime cooperation in 2017 through the Joint Declaration on Maritime Cooperation, which was implemented with a plan of action in 2018. This cooperation was then incorporated into an extensive form of cooperation form through Indonesia-Australia Comprehensive Strategic Partnership in 2018, which was implemented with a plan of action in 2020. This research looks at the rationales behind the decision to rearrange the maritime cooperation into a more comprehensive agreement.This research uses descriptive explanative method, extracting sources from books, journals, official documents and official pages from the Indonesian Ministry of Foreign Affairs, the Australian Department of Defense, and the Australian Department of Foreign Affairs and Trade which are used to analyze the maritime cooperation between Indonesia and Australia. The perspective used in this research is neoliberalism that serves as the basis for international cooperation theory. It is said that states are looking for absolute gains in when they are cooperating with other states.This research indicates that the readjustment of a maritime cooperation between Indonesia and Australia has been influenced by the significance of Asia Pacific region in their foreign policies. Indonesia emphasizes its interest in the region under the World Maritime Axis (PMD) proclaimed during the Jokowi administration in 2014. Meanwhile, Australia outlines its Indo-Pacific Strategy (IPS) in the 2017 Australian Foreign Policy White Paper together with the 2016 Australian Defense White Paper. Keywords: International Cooperation, Maritime Security, World Maritime Axis, Indo-Pacific Strategy, Comprehensive Strategic Partnership Indonesia-Australia.

Abstract

This research analyses the existence of refugees in Indonesia, particularly in the city of Pekanbaru. This issue is interesting because more refugees are stranded in a transit country like Indonesia as third countries have stricted their immigration policy and resettlement program for refugees. Even though Indonesia acceptances of refugees arrival has been based on humanity considerations, Indonesia itself is not a state party to the 1951 Refugee Convention nor its 1967 Protocol. Thus Indonesia does not have the obligations to follow the rules and duties to provide the refugees’ basic rights, such as the right to get an education or getting a job.This research adopts Karen Jacobsen’s local integration theory, in which she said that the integration will be considered successful if the society in asylum country accepts the existence of the refugees. Information regarding this topic was collected through interviews with respondents such as the officials from the local government and RUDENIM; the staffs from international organizations like UNHCR and IOM; NGOs; the local citizen; and the refugee themselves.This research shows that there have been progress on how refugees are treated in Indonesia, especially with the adoption of the President Regulation Number 125 Year 2016. The city of Pekanbaru has also allowed child refugees to access primary education in the city. In terms of integration, however, there is more to be done. The people of Pekanbaru are aware and accept the refugees living among them even though there were some resistance at the beginning. Some people feared that the cultural differences between the refugees and the locals could affected the society. While some refugees have maintained social contacts with the locals, an indication that there have been some informal of integration, they have lamented that they are prohibited to get a job or to access higher education. Keywords: refugees, human rights, local integration, The 1951 Refugee Convention, President Regulation Number 125 Year 2016.

Abstract

This research analyzes the effectiveness of the sister city cooperation between Surabaya - Busan and Surabaya - Xiamen. Along with the progress of globalization, the Surabaya government has been trying to exploit its potential of the city through developing partnerships with several cities in other countries including Xiamen and Busan. This research focuses on the impact of sister city cooperation, especially on the education system development and the economic expansion in Surabaya.This qualitative research used the decoument analysi method and gathered data from journal articles, books, official documents, websites and news portals to analyse the issues. The effectiveness of cooperation between these three countries was explained through the globalist perspective and city diplomacy theory.The results shows that the cooperation in the education sector between Surabaya and Busan was more effective than Surabaya and Xiamen. Implementation of cooperation through routine activities every year has been very influential in improving the quality of human resources and the quality of education of Surabaya. The respective city governments can share knowledge to solve common problems and explore their potentials through the transfer of experience, knowledge and technology.Keywords: Decentralization, Sister City, Globalization, Delegation, City Diplomacy

Abstract

This study discusses France’s digital tax policy and the trade war between France and the United States (US) that emerged as a result of this policy. The digital tax policy requires digital-based companies with certain incomes operating in France to pay taxes to the French government. The US considered this policy as a discrimination towards US based digital companies and threatened to impose 100% import duties on French products. France’s position to continue implementing its digital tax policy even though the US has threatened to increase tariffs on French products is the focus of this researchThis research is an explanatory qualitative research that emphasizes on the depth of the data obtained by the researcher. The theory used to analyze the thesis case study is economic nationalism. The assumption of this theory is that the economy cannot be separated from politics.  Mercantalism assumes that the state is the main actor who continues to strive to achieve the interests of the country by all means including economic means. Therefore, each country has a role to protect the interests of each country.This study shows the reason why France continues to enforce its digital tax policy is because France wanted to increase the country’s revenue from the digital economy activities. Abstract

This research focuses on the role of UN Women in helping its member states, in this case Greece, to eradicate transnational crimes of sexual exploitation and human trafficking that are mainly targetting women. Greece is one of the European Country that face human trafficking case, which victims are mainly come from Balkans, East Europe, Asia, and Africa. The purpose of this research is to understand how international organization as independent actor contributes to solve an international phenomenon that involves non state actor from outside Greece.In analysing the case study, this research applies the theory of role and function of international organizations and the systemic level of analysis to understand the influence of international system to international actor’s behaviors. The datas are collected by using explanatory qualitative methodology in order to gain a deeper analysis and understanding. Most of the datas are published by UN Women and other UN organizations, Hellenic Police, and annual report from independent organization.The result of this research showed that UN Women’s contribution in helping Greece in combatting sexual exploitation and migrant women trafficking was through assisting legal drafting, providing capacity building, and ensuring coordination between state and NGO along with the Greece government and society, without any further intervention in the implementation process. All of the programme above are made by focusing on CEDAW (Convention of Elimination of All Forms of Discrimination Against Women), Beijing Platform for Action, and another sustainable programme, that will help in the process of law making and amend according to Greece’s condition and needs.  Key Words: International Organization, UN Women, Human Trafficking, Migrant Women, Sexual Exploitation.

Abstract

This study analyses the implementation of good governance principles for the economic revitalization program under the supervision of Riau Province’s Badan Restorasi Gambut (Peatland Restoration Agency). One of the aims of this program is to support the haze-free ASEAN 2020 roadmap. Riau province is an area prone to forest fire disasters. Its peatland area, which is larger than Malaysia’s total peatlands, have a very high potential for damage due to forest fires. To mitigate the damages, BRG initiated the 3R program: Rewetting, Revegetation, and Revitalization. What makes this topic interesting is BRG emphasizes the aspects of economic empowerment of local communities to prevent further forest and peatland damages. To assess the implementation of BRG’s program, our research team conducted several interviews with representatives from Indonesia’s Ministry of Environment and Forestry, NGOs, academics, farmers, and villages’ facilitators who assisted local communities that received the BRG’s assistance packages. Our study shows that BRG’s economic revitalization program had succeeded in creating small scale economic activities such as honey industry, pineapple farming, and catfish farming. However, the ineffective coordination and communication between BRG and the local communities had prevented them from constructing an effective method to prevent future forest fires.

Abstract

The existence of foreign refugees in Pekanbaru has had an external impact on the social environment of the society in which they are accommodated. Internally, the prohibition of refugees to work formally, it has had the impact of reducing the economic capacity of the refugees itself. Even though, many of them while in their home countries have special professions such as lecturer, lawyer, journalist, and others. Dealing with this reason, in order to strengthen the economy for refugees in Pekanbaru, community service activities are held in the form of introducing and exploring the potential of refugees, socializing the existence of refugees to the society, and entrepreneurship assistance. The activity of entrepreneurship is implemented through three components, namely entrepreneurial motivation, assistance in making products characterized by the country of origin of refugees and the introduction and marketing of these entrepreneurial products. Thus, this community service activities can provide the business independence for refugees in making culinary products and painting crafts. In its implementation, this community service could run well without the presence of refugees and asylum seekers because of absence of permission during Pandemic COVID-19 in Pekanbaru

Abstract

This research explains Indonesia's diplomacy in the South Pacific region during the period of Joko Widodo (Jokowi) in 2015-2019. Geographical proximity and the existence of cultural similarities make the South Pacific region has an important meaning in Indonesian geopolitics. In addition, Indonesia has a national interest to protect the sovereignty of the Republic of Indonesia regarding the issue of Papuan separatism which is a concern in the region.The research method used in this research is a qualitative method with data collection techniques through document analysis. The level of analysis used in this research is the level of system analysis. This research uses the theory of The Adaptive Model in analyzing foreign policy carried out by Jokowi.Based on the research results obtained, it can be concluded that Jokowi approached the South Pacific region as an adaptive action to protect the sovereignty of the Republic of Indonesia from the support of South Pacific countries for Papuan independence. External changes that occurred in the South Pacific forced Jokowi to adjust foreign policy to defend Indonesia's national interests (Acquiscent Adaptation). Jokowi implements a policy of Looking East and uses economic diplomacy and cultural diplomacy to build good relations between Indonesia and the South Pacific region.Keywords: Diplomacy, Indonesia, South Pacific Region, Foreign Policy, Separatism.
