Abstract

This study aims to explain the cooperation between non-governmental organizations (NGOs), non-state actors, and intergovernmental organizations (IGOs), organizations formed by states. The case study in this research is the collaboration between National Federation of Female Communities of Kyrgyzstan (NFFCK) and the United Nations Trust Fund. NFFCK is an NGO engaged in the campaign  for the right of Kyrgyz women to end kachuu-style practices, a series of acts of forced kidnappingwomen with the aim of marrying them.UN Trust Fund is a program in the form of funding from the United Nations provided to NGOs with the aim of ending crimes against women in their countries. Through grants provided by the United Nations, NFFCK started its advocacy from January 2015 to December 2016 to play its role in fighting the practice of kidnapping brides in Kyrgyzstan. This study uses pluralism perspective which argues  the important role of non-state actors in the dynamics of  international relations. This descriptive qualitative research uses data collection techniques through document analysis or secondary data analysis, such as books, journals, official publications, reports, and websites. The theory of the relationship between NGOs and IGOs to explain how the cooperation that exists in realizing the interests of both. With assistance provided by the UN Trust Fund, NFFCK is carrying out a number of activities aimed at increasing understanding of ala kachuu. The program run by NFFCK  has  produced  positive  results, many participants  have benefited from joining the program. The programs offered are also  considered  to  be in accordance with the conditions of the Kyrgyz society, so they can be well accepted. This is evidenced by various surveys conducted by the UN Trust Fund, in which the NFFCK program has reached more than 12,000 participants with a percentage of 93% who have benefited. However, this achievement will not continue due to the duration of cooperation between NFFCK and the United Nations which only lasted 2 years. So it takes a sustainable role from the Kyrgyz government to be able to tackle the phenomenon of bride kidnapping in this country. Abstract

The purpose of this research is to explain the motivation of Australia to pursue collaboration with ASEAN on infrastructure. In early 2018, ASEAN held its first summit in Sydney, Australia. This summit resulted with an agreement between Australia and ASEAN to improve infrastructure development in the ASEAN countries. This is an interesting topic to research because this summit was the first ASEAN’s event held in Australia. To explain Australia’s motivation, this research examines Australia's interest in the Asia Pacific region and focuses on Australia’s engagement with ASEAN.The research uses a qualitative method with document analysis technique. Data for this research is taken from books, scientific journals, magazines, newspapers, and the Internet. The research built on the perspective of neorealism in the study of International Relations which assume that the structure of the international system influences the behavior of states. This research uses the nation-state level analysis, and applies the balance of power theory, in particular hedging strategy to analyze Australia’s interest in pursuing cooperation with ASEAN.This study shows that Australia's motivation to collaborate in the infrastructure sector with ASEAN in 2018 is part of Australia’s strategy to balance China's growing influence in the Asia Pacific region. That Australia's strategy can be interpreted as a form of hedging strategy, which Australia balances the power through their infrastructure cooperation relationship with ASEAN in a situation full of uncertainty and risk due to the strengthening of China's influence in the Asia Pacific region. In addition, the anticipation of the rise of China's power was carried out by Australia by carrying out the Indo-Pacific strategy which was stated directly in Australia’s Defense White Paper in 2013, with the implementation of Southeast Asia as the geographic center of the Indo-Pacific region. Abstract

This study analyse international trade is carried out by each country to meet the needs of its country and interact with other countries that have similar interests. New Zealand and Taiwan become trading partners and are involved in an international agreement under the auspices of the WTO. This research is interesting to examine seeing the sovereign status of the countries involved in the treaty and the treaty-making process which is slightly different from international treaties in general.This research is a qualitative study that adopts neo liberalism perspective and cooperation theory from Robert O. Keohane and J. Nye. Data for research comes from books, journals, news from the BBC, official NZCIO documents, articles and websites.This study shows that the format of cooperation between New Zealand and Taiwan is made in such a way that it does not endanger trade relations between New Zealand and China, one of which is the use of the nomenclature of the WTO on Taiwan, namely the Separate Customs Territories of Taiwan, Penghu, Kinmen and Matsu as representatives of Taiwan. The signing of ANZTEC provides a very broad market access for trade in goods, services, investment and cultural exchange between New Zealand and Taiwan.Keywords: ANZTEC, New Zealand, Taiwan, China, Cooperation, Trade

Abstract

This research analyses the countermeasures that Pakistan took to manage child trafficking, especially improvements that were made in its border security as the main focus of this research. This research is interesting to analyse because it shows that social factors, such as economic disparity, poor education and gender discrimination, can make huge impacts on how fast a crime grows. Especially transnational organized crime. Another intriguing factor this research is based on is that most of the victims of child trafficking in form of sexual exploitation are boys, which eliminated social stigmas that such crime only happens to girls.This is a qualitative research that applies document analysis method to examine data from journals, books, newspapers, and websites. This research use border security as a concept to give a more in-depth explanation about human trafficking. The perspective used is constructivism and national-state level analysis.This research shows that the strategies that Pakistan used were state-centric rather than people-oriented approaches. Some of the measures Pakistan took to increase its border security is by using a series of systems and programs to help security agencies detect activities that could potentially lead to trafficking. Pakistan also formed a special unit that guards immigration areas, passed laws that help identify human trafficking issues and also built fences across all of its borders. Keywords: Strategy, Child Trafficking, Transnational Organized Crime, Border Security, Human Security.

Abstract

The focus of this research is the cooperation between South Korea and Japan under the General Security of Military Information Agreement (GSOMIA) in facing North Korea's nuclear threat in the East Asia region. Due to geographical proximity, South Korea and Japan share the same perception of security threats within the region, i.e. North Korea’s Nuclear. In response to this threat, GSOMIA was formed by the two countries in 2016 to monitor North Korea's nuclear activities in the region. However, in 2019 South Korea withdrew and was unwilling to continue GSOMIA with Japan due to a bilateral conflict rooted in the historical sentiments of the two relations. The purpose of this research is to analyse GSOMIA and to explain why GSOMIA is vulnerable to cooperation stagnation and termination.In analyzing this cooperation, this research uses regional security complex theory. The position of this research topic is at the sub-system (regional) level to understand the behavior patterns and interactions of actors/states in the region that often carry out in groups and the tendency for interdependence in the security sector. This study uses qualitative research methods that are explanatory to obtain a deeper analysis and understanding. All data obtained are secondary data sourced from official publications by the South Korean and Japanese governments, reports published by independent organizations, and scientific journals.The result of this research show that this cooperation is vulnerable and strongly influenced by the long-standing enmity factor. The history and conflict history between the two countries greatly influence the sustainability of GSOMIA. Can be seen from South Korea's decision to withdraw from cooperation and the worsening of bilateral relations between the two countries to their lowest point in 2019. Although it was finally continued, with the enactment of a clause that the two countries could end cooperation at any time, it further increased the risk of cooperation end.Keywords: General Security of Military Information Agreement (GSOMIA), Japan-South Korea, North Korea’s Nuclear, long-standing enmity, regional security complex.

Abstract

This study analyses the implementation of good governance principles for the economic revitalization program under Riau Province’s Badan Restorasi Gambut (Peatland Restoration Agency) supervision. One of the aims of this program is to support the haze-free ASEAN 2020 roadmap. Riau province is an area prone to forest fire disasters. Its peatland area, which is twice as large as Malaysia’s peatland, have a very high potential for damage due to forest fires. To mitigate the damages, BRG initiated the 3R program: Rewetting, Revegetation, and Revitalization. What makes this topic interesting is BRG emphasizes the aspects of economic empowerment of local communities to prevent further forest and peatland damages. To assess the implementation of BRG’s program, our research team conducted several interviews with representatives from Indonesia’s Ministry of Environment and Forestry, NGOs, academics, farmers, and villages’ facilitators who assisted local communities that received the BRG’s assistance packages. Our study shows that BRG’s economic revitalization program had succeeded in creating small scale economic activities such as honey industry, pineapple farming, and catfish farming. However, the ineffective coordination and communication between BRG and the local communities had prevented them from constructing an effective method to prevent future forest fires.

Abstract

This research analyses Indonesia’s effort to advovate for tuna fishing quota in the Indian Ocean region at the IOTC forum in 2017. Tuna fishing in the Indian Ocean region has nearly reached the fishing limit, thus a regulation on fishing quota in the area is needed. The IOTC is a regional organization that has the authority to allocate fishing quotas to its member countries. As a permanent member of the IOTC and one of the largest coastal state of the Indian Ocean, Indonesia had the interest to secure its fishing quota in accordance to the length of the coastal that Indonesia has. This research uses qualitative research method where the data are collected through document analysis technique. In analyzing this topic, the author applies the economic diplomacy theory where actors pursue their countries’ economic interests through dialogue and negotiation in a multilateral forum or international organization such as IOTC. This research shows Indonesian government used the 2017 IOTC forum to pursue its interest in securing its tuna fishery. The Indonesian government persuaded other IOTC members to design new-approaches for tuna management that are fair, transparent, balance, and sustainable.  Keywords: Tuna fishery, Indian Ocean, IOTC, RFMO, TCAC, fishing quota, Indonesia, economic diplomacy.

Abstract

This study aims to explain about Iran's strategy in 2018-2020 after the US left the JCPOA. The US decision to reimpose its sanctions on Iran since 2018, and the failure of the P4+1 countries to provide Iran with economic benefits from the JCPOA, only made Iran’s position more desperate in the end. Therefore, Iran is required to be prepared to take decisive steps to ensure its interests. The research method used in this research is descriptive analysis with qualitative research type. The data collection technique used is document analysis, which is a systematic procedure for reviewing and evaluating both printed and electronic documents. This study uses the game theory as an analytical tool to explain Iran's strategic choices. This research shows that an option that benefits Iran's position is to implement a counter strategy, which is gradually reducing its nuclear commitments to the JCPOA. This strategy succeeded in achieving its objectives, besides being able to pressure P4 + 1 countries to find concrete solutions to US sanctions, this strategy is also capable of protecting Iran from attack by potential aggressor.Keyword: Iran’s Strategy, JCPOA, Counter Strategy

Abstract

ASEAN Intergovernmental Commission on Human Rights (AICHR) was established in 2009. Its main functions are to promote and to protect human rights and fundamental freedoms of the people of ASEAN. Since the beginning of its formation, AICHR has been criticized for being a toothless institution. This is because of the weak nature and power given to this body. This paper analyzes what the future lies for AICHR. Will it continue to become a partial human rights mechanism or will it transform into an independent human rights body. It is argues that several factors will determine the future of AICHR. Firstly, is the ability of AICHR in internalizing human rights norms. Secondly, is the commitment of ASEAN countries to human rights promotion and protection. Thirdly, is the endless endeavor coming from civil society not only criticizing but also supporting AICHR. The structure of this paper is as follows. The first section elaborates theories on why states join or signing human rights regime or treaties. This will be followed by providing a brief profile of ASEAN and emphasizing on the organization norms. Next, the paper explains the anatomy of AICHR and provides brief comparison between AICHR and several regional human rights systems. The origin and the development of AICHR are discussed in the next section, followed by analyzing the future of AICHR.

Abstract

This study discusses refugees who have been stranded in a transit country for years. These protracted refugees have to deal with a reality that the chance of getting resettlement in a third country has become slim, and the option of returning to their country of origin will only jeopardize their lives. Indonesia is not a state party to the 1951 Refugee Convention that lays a responsibility to assimilate refugees in the resettlement countries. Indonesia, however, has opened its door for refugees based on humanity’s solidarity and the fact that Indonesia’s legal framework on human rights acknowledges the right to seek asylum in other countries and abides by the non-refoulement principle. The situation has become problematic when the number of refugees coming to Indonesia has continued to increase, but Indonesia does not have a comprehensive refugee policy to support them. By looking at the case of refugees living in Pekanbaru, this study concludes that Indonesia should consider the local integration option as one of the viable solution to the protracted refugee situations in Indonesia.
