Abstract

Isu keamanan energi (energy security) menjadi salah satu isu global yang sangat penting. Kesadaran masyarakat internasional mengenai keamanan energi semakin meningkat, dimana energi merupakan motor penggerak bagi segala aktivitas kehidupan disemua sektor sehingga sangat vital. Premier Oil Natuna Sea B.V sebagai salah satu perusahaan minyak dan gas bumi asing di Indonesia bertanggung jawab atas pengaruh serta ancaman terhadap keamanan energi Indonesia.Menggunakan teknik analisis dokumen (document analysis), kajian pustaka dan wawancara pemangku kepentingan dengan cara mencari data menggunakan sumber tertulis yang mencerminkan pemakaian bahasa sinkronis. Penulis juga menggunakan pendekatan kualitatif deskriptif yang bertujuan untuk menghasilkan serta menguraikan secara sistematis dan mendalam mengenai bagaimana suatu kerja sama minyak dan gas bumi dalam hal eksplorasi, produksi serta eksploitasi oleh Premier Oil Natuna Sea B.V sebagai Multinational Corporation (MNC) dari Inggris terhadap keamanan energi Indonesia.Kerja sama tersebut telah berkontribusi secara positif terhadap keamanan energi Indonesia melalui berbagai upaya, termasuk peningkatan produksi migas, transfer teknologi, pengembangan infrastruktur, dan penguatan hubungan antara pihak swasta dan pemerintah. Namun demikian, terdapat beberapa tantangan yang dihadapi, seperti perubahan regulasi, fluktuasi harga minyak dunia, dan isu-isu lingkungan. Kerja sama ini terus diperkuat dan dikelola dengan baik guna memastikan keberlanjutan pasokan energi Indonesia dimasa depan.

Abstract

Pada tahun 2022, di Dewan Hak Asasi Manusia PBB, Amerika Serikat (AS) mengajukan rancangan untuk memperdebatkan situasi pelanggaran hak asasi manusia yang dilakukan pemerintah Republik Rakyat Tiongkok (RRT) terhadap masyarakat Uyghur di wilayah Xinjiang, namun sayangnya gagal menjadi resolusi karena kurangnya suara setuju dari anggota dewan. Indonesia, negara mayoritas Muslim paling terkenal, dikenal sebagai salah satu anggota dewan yang memberikan suara menentang rancangan yang diusulkan. Tulisan ini bertujuan untuk menjelaskan alasan penolakan Indonesia terhadap usulan rancangan tersebut. Tulisan ini menemukan bahwa ada empat faktor utama yang membuat Indonesia menolak usulan rancangan undang-undang tersebut, yaitu: 1). masalah dalam negeri 2). pengalaman masa lalu mengenai pelanggaran HAM dan perilaku inkonsistensi mekanisme penegakan HAM 3). pragmatisme ekonomi, dan 4). Persaingan blok politik AS-RRT dan politisasi isu pelanggaran HAM.

Abstract

Quality assurance of higher education is carried out through the determination, implementation, evaluation, control, and improvement of Higher Education Standards (SPT) known as the PPEPP cycle. Each university is expected to be able to develop an SPMI pattern that is appropriate for the conditions of the university itself. However, not all universities have the same understanding of the implementation of SPMI. For this reason, this community service activity aims to help two universities in Kampar Regency, Riau Province, namely: Universitas Pahlawan Tuanku Tambusai and STIE Bangkinang. Although these two universities already have an Internal Quality Assurance Institution, the adequacy of SPMI documents has not been fully met according to standards. The community service activity began by distributing an initial survey on participants' understanding of SPMI at their respective universities. Furthermore, the community service activity was filled with the provision of materials and a final survey to analyze changes in the level of participants' understanding of the material given to participants. The survey results showed that there had been an increase in participants' understanding in compiling and archiving SPMI documents.

Abstract

Numerous studies indicate that women generally show a greater concern for environmental issues than men and often engage more actively in eco-friendly practices like recycling. The difference in environmental attitudes between genders is thought to arise from societal roles, where women are typically viewed as primary caregivers, and men as primary providers. This highlights the intersectionality of gender and culture in environmental matters. This article examines gender dynamics in environmental policymaking, with a focus on the stance of female legislators on environmental issues. It uses the discussion around Law Number 11 of 2020, known as the Job Creation Law, as a case study. The analysis starts by looking at women's representation in the Indonesian parliament and their legislative behavior on environmental matters. The debate over the Job Creation Law reveals that most female legislators tend to align with the ideologies and interests of their political parties, despite criticisms that the law negatively impacts the environment and working women. The research concludes that having women in parliament does not necessarily lead to laws that prioritize women's and environmental interests. Factors such as a gender-biased political culture and a limited understanding of the importance of integrating gender perspectives in environmental and sustainable development issues contribute to the lack of substantive representation of women in parliament. Abstract

Since the decentralization or regional autonomy policy in 2001, it has authorized local governments to regulate their government. Regulation of foreign investment and also resulted in a conducive investment climate in the region. Indonesia The issuance of Law Number 25 of 2007 concerning Investment regulates regulations and basic policies in Investment in Indonesia. In addition, the Riau Provincial Government issued Riau Provincial Regulation Number 10 of 2017 concerning the Provision of Incentives and Ease of Investment and Regional Regulation Number 7 of 2018 concerning Investment of Riau Province. This makes the realization of PMA in Riau Province PMA in the second quarter of 2021 reach its peak in 5 business sectors. This qualitative research uses data collection techniques derived from books, journals, scripts, official documents, reports and websites that have relevance to the research. This study also uses the perspective of liberalism with the level of national state analysis, as well as the theory of fiscal decentralization. The results of this study show that since the issuance of the Riau Provincial PMA regulation, namely: 1) Riau Provincial Regulation Number 10 of 2017 on Providing Incentives and Ease of Investment; 2) Riau Provincial Regulation Number 7 of 2018 on Investment) Riau Governor Regulation Number 52 of 2018 on Instructions Implementation of Local Regulation and Regulation Number 10 of 2017 on Incentives for Ease of Investment 4) Riau Governor Regulation Number 6 of 2019 concerning General Plan for Investment of Riau Province in 2019-2025. Since the issuance of the regulation, the number of investment realizations in Riau Province has increased by 1,919,314.70 (Million US$), the percentage of Indonesian migrant workers increased by 58.08% and the GDP of Riau Province from IDR 558,492.72 billion before the regulation, to IDR 704,705.03 billion after the regulation. Abstract

Human trafficking is a complex form of human rights violation, particularly in countries with high levels of social inequality like Mexico. One of the groups most vulnerable to this practice is indigenous communities, who are often marginalized both economically and politically. This study aims to analyze the implementation of the Blue Heart Campaign by the United Nations Office on Drugs and Crime (UNODC) in Mexico in 2020–2021 and assess the extent to which the program has reached victims from indigenous communities. By using document analysis method and a constructivist perspective, this study examines UNODC's role as an international actor in shaping norms and discourse on human trafficking. The results show that although the campaign has succeeded in raising public awareness of the issue on human trafficking, several limitations remain, such as a lack of ethnically disaggregated data and a lack of culturally sensitive strategies. Collaborative efforts between international organizations, governments, and local communities are needed to design more inclusive and responsive policies to human trafficking cases. Abstract

Sikka Regency, East Nusa Tenggara (NTT), is a region facing complex poverty challenges, exacerbated by its dry agro-ecological conditions and the limitations of government development programs. In this context, non-governmental organizations (NGOs) such as the Nusa Tenggara Association (NTA) play a crucial role. This research aims to analyze the revitalization of NTA's efforts in alleviating poverty in Sikka during the 2020–2024 period. Using a qualitative research method with a case study approach, data were collected through a literature review of NTA reports and in-depth interviews with NTA staff at both central and field levels. The analysis was conducted using David Lewis's theory of NGO roles (implementer, catalyst, partner) and a constructivist perspective. The findings reveal a strategic shift in NTA's approach, moving from a predominantly distributive model (aid provision) to the transfer of adaptive, sustainable agricultural technology. This revitalization included introducing grafting techniques for rejuvenating cocoa and cashew trees, developing horticulture based on rainwater harvesting tanks and bokashi compost, and modernizing pig farming through hygienic stalls and an artificial insemination (AI) program. NTA's role evolved from merely an implementer to a catalyst for change and a strategic partner for the government. The formal collaboration with the Agricultural Technology Assessment Institute (BPTP)/BRIN proved effective, with innovations initiated by NTA later being adopted by local government programs. This demonstrates NTA's success in influencing local development practices, contributing to an increase in the income of assisted households and a reduction in Sikka's overall poverty rate.
