Abstract

This study analyzes Indonesia's motives for bringing the Inclusive Digital Economy Accelerator Hub (IDEA Hub) proposal which was presented at the G-20 Summit in Osaka in 2019. IDEA Hub is a digital repository platform that contains information on digital economy business models whose economic activities use online connections. connections). Indonesia is a country that has great potential for the advancement of the digital economy, one of which is through electronic commerce (e-commerce) which has a positive impact on businesses and consumers. However, when compared to other G20 countries, Indonesia cannot be said to be advanced in its digital economy. Therefore, Indonesia is trying to develop a digital economy through the IDEA Hub proposal submitted by President Joko Widodo at the 2019 G20 Summit in Japan which was held on 28 29 June 2019. This study uses quantitative methods, with descriptive analysis through literature studies sourced from several books, journals, articles, websites. This research uses the perspective of Independent Liberalism and International Cooperation Theory. The results of this study indicate that Indonesia shows a positive response in the development of the digital economy. Through the IDEA Hub proposal, according to the Osaka 2019 full compliance report, Indonesia has fully fulfilled its commitment to increase interoperability of various national and international frameworks. Bank Indonesia launched a standard quick response code (QR) used as payment through e-money applications, electronic wallets, and mobile banking known as the QR Code Indonesian Standard (QRIS), and also Bank Indonesia issued a blueprint entitled Bank Indonesia: Navigating the System National Payments in the Digital Era, as a follow-up to the Indonesia Payment System Vision 2025. Bank Indonesia is also cooperating with Banko Sentral ng Pilipinas to enhance cooperation in improving payment systems and digital financial innovation. Abstract

Exploitative sham marriages have been identified as a form of human trafficking on the territory of the European Union. In the case of sham marriages, Ireland is the destination country for marriages by other EU citizens with third party nationals with the aim of obtaining residence permits. The problem with this phenomenon is that it is not yet known how the process of exploitative sham marriages is and its relationship to human trafficking. To deal with this problem, the Directorate General of Home Finance of the European Commission (EC) “Prevention of and Fight Against Crime Program” formed the HESTIA Project which aims to create a common understanding of sham marriage as a form of human trafficking by providing precise definitions and initiating comprehensive actions to prevention. This study uses qualitative research methods, with data collection techniques through the analysis of documents, books and journals. By conducting an analysis using the indicators of the theory of effectiveness of the international regime by Underdal which the author borrowed in this study, the HESTIA Project succeeded in meeting the effectiveness indicators such as problem type, problem solving capacity and level of collaboration. Abstract

This study analyzes Indonesia's interest in Bilateral Currency Swap Arrangement (BCSA) cooperation with South Korea. The signing of the BCSA is an implementation of the agreement between Indonesia and South Korea to conduct bilateral swap in 2013. In general, swap transactions are expected to protect the central bank or international economic activities from the risk of currency fluctuations. For Indonesia, transactions with local currencies can have a good impact, because they can reduce dependence on the US Dollar. Bank Indonesia signed the first BCSA agreement on 06 March 2014 with a validity period of 3 years. This cooperation has also been extended 2 times, namely in 2017 and 2020. This cooperation is expected to ensure the settlement of trade transactions in local currency between the two countries, even in the event of a global crisis or uncertainty. This research uses qualitative methods, with data collection techniques through literature studies sourced from books, journals, articles, and websites. This research uses the perspective of liberaslism and the theory of international cooperation. The result of this paper is Indonesia's interest in BCSA, one of which is for the settlement of trade transactions and also to support the financial market deepening program, all of which can refer to economic resilience and stability. Bank Indonesia also seeks to maximize the implementation of the BCSA agreement by issuing PBI number 18/7/PBI/2016 and also PBI number 24/2/PBI/2022 which contains transaction implementation to sanctions during transaction implementation which are expected to reduce the use of US dollars, and can maintain economic stability and currency stability. Abstract

PepsiCo Inc. Company is a multinational company originating from California, America that produces food and Beverage which is quite famous for its flagship product, Pepsi soda. whereas the company PT Indofood Sukses Makmur (INDF) is a local Indonesian company founded by the Salim Group and has become a trusted company in Indonesia, PT INDF is a company that is also manage products of food and beverage. The two companies cooperate in the form of a Joint Venture to produce PepsiCo brand products by establishing a factory in Purwakarta, Indonesia. This study discusses the beginning of the establishment, cooperation of company, and termination of ooperation between PepsiCo and PT INDF by using the joint venture theory and the theory of multinational companies based on the advantages and disadvantages of the parties to the joint venture, to prove the nalysis the researcher uses descriptive methods. The results in this study prove that PepsiCo's inability to compete in the food and beverage industry in Indonesia and suffer losses, especially competition with PT. Coca Cola Company as a similar company has a major impact on the termination of the joint venture. With this, PepsiCo no longer extends the Exclusive Bottling Agreement (EBA) with the expiration of this cooperation contract PepsiCo no longer produces its products in Indonesia, not only in beverage products but also stops producing snacks which are under the license of PT Indofood Fritolay Makmur (IFL). Abstract

This research explains about the role of WTO in settling the trade dispute between Brazil and Indonesia on the issue of chiken imports. Indonesia has been known to be the world’s 10th largest chicken meat consumer in 2015. Brazil, in this case, sued Indonesia to the WTO because Indonesia’s policies of requiring halal labeling and other non-tariff regulations regarding chicken imports were considered as violations to WTO regulation regarding non – tariff barrier.            This research is a qualitative research that uses the descriptive explanative method. The perspective used in this research is the neoliberal institutionalism,  which argues that states created international instistutions to further cooperation and to assist them in solving their problems. The data for this research have been collected from books, articles, journals, documents (published by the governments and WTO), and websites.             This research shows that Brazil and Indonesia have settled their dispute through the Dispute Settlement Body (DSB) and followed by a bilateral negotiation outside the DSB of WTO. For the WTO’s DSB dispute resolution mechanism Indonesia have been stated to be guilty in the panel and have not submitted an  appeal regarding this case. And for the bilateral negotiation outside DSB WTO Indonesia have agreed to renegotiate trade relations with Brasil.Keywords: trade dispute resolution, WTO’s Dispute Settlement Body (DSB), non-tariff barier

Abstract

The focus of this research is on cybersecurity cooperation between Indonesia and the UK in 2018. Indonesia and the UK, which are geographically quite far apart but both face the threat of borderless cybercrime, decided to cooperate in cybersecurity. The UK, which is one of the top countries in the cybersecurity index, is willing to work with Indonesia to realize its interests in the post-Brexit Asia Pacific region. Indonesia, which is ranked in the middle of the cybersecurity quality index, views this cooperation as a stepping stone that can improve the quality of its cybersecurity. The purpose of this study is to provide an analysis of the implementation of the cooperation agreed by the two countriesThe author collects data from various journals, official documents, theses, books and articles on the internet to analyze the implementation of cybersecurity cooperation between Indonesia and the UK. The research technique used is document study. This study uses the level of systems analysis and the theory of Dillemas of Common Aversion proposed by SteinThe realization of the cooperation, although not all have been implemented, has been carried out in accordance with three of the five points of the agreed contents of the MoU, namely the Implementation and Development of the National Cyber Security Strategy, Cyber Security Training and Campaign, and Capacity Building. Two points that have not been implemented are Cyber Crime and Cyber Incident Management. It is hoped that this cooperation can be carried out in accordance with the initial agreement, and it is hoped that this cooperation can be a reflection and the right moment for both countries to achieve their respective national interests.Keywords : cyber security, cyber crime, cyber attacks

Abstract

This research describes about Singapore’s reason for ratified International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) in 2017. Singapore as a multiracial state is upholding social harmony, yet that does not make Singapore free from racial discrimination. Minority and immigrant worker often get discrimination. The government has made attempts to reduce racial discrimination in its society. As a country that adheres to semi-authoritarian system, many individual rights are limited by the government, as well as civil society groups whose movements are limited by strict regulations and policies. However, in contrast to the facts, Singapore ratified ICERD in 2017. The author collects data from books, academic journals, official websites, articles and also official documents related to this research, then uses document analysis as a research method. The issue of this study is to analyze Singapore’s reason which has ratified ICERD in 2017 using theory the cost of commitment from Oona Hathaway, and the level of analysis is state. The result of the study shows that civil society groups played a very large role in the government’s decision to ratify ICERD in 2017. One of the civil society group coalition, COSINGO, succeeded in submitting their reports to UPR through the UPR Pre-Session and recommended Singapore to ratify ICERD as soon as possible. Many actions were taken by civil society groups which indirectly influenced the government to ratify ICERD in 2017. Keywords: ICERD, Civil Society Groups, Racial Discrimination, Ratification.

Abstract

This study analyzes the role of the World Food Program (WFP) in overcoming the food crisis in Yemen. This research is interesting to discuss because the food crisis in Yemen is very bad and ongoing. WFP as an international organization came down to help Yemen which is one of WFP’s members. This study aims to find out what WFP is doing to help overcome the food crisis. This research is a qualitative research by collecting data through document analysis techniques. The theory used in this research is the theory of roles and functions of international organizations. This study uses the level of international system analysis to emphasize that the international system influences state behavior. The existence of international organizations is needed by the state to help them face the problems they have. The results of this study indicate that as an effort to overcome the food crisis in Yemen, WFP has implemented an Emergency Operation (EMOP) food assistance program to help the people of Yemen in a downturn in food crisis. WFP helps Yemen to be able to meet the daily food needs of its citizens with baskets containing food which are distributed regularly, there are also vouchers that can be exchanged for food that has been provided by WFP from suppliers who also work with WFP and help improve children's nutrition in Yemen by supplying special nutritious food for children in school and nursing mothers. Abstract

Australia is one of the popular destinations for refugees and asylum seekers compared to countries in Europe. The increase in the number of refugees and voters to Australia saw a significant increase in the year resulting in Australia under the government of Prime Minister (PM) Tony Abbot, issuing the Operation Sovereign Borders policy. This policy has come under fire from the international community and has a profound effect on Australia and countries that have direct contact with refugees and asylum seekers. This research uses securitization theory with a level of state analysis. Securitization is a theory developed by thinkers from the Copenhagen School including Barry Buzan, Ole Weaver and Jaap de Wilde. According to the Copenhagen School, the Securitization Process has two stages, including the stage of raising issues and the stage of convincing the audience. The qualitative method in this study uses secondary data studied with document analysis techniques. This research shows that the OSB policy during PM Abbott's reign can indeed be said to have succeeded in reducing the arrival of boat people. But on the other hand, the implementation of such policies has the potential to violate human rights through non-observance of the principle of non-refoulement. In reality, asylum-seeking boats that came to Australia during PM Abbott's reign have been blocked and returned to their home territories. Their return to the region of origin is a violation of the principle of non-refoulement that has been recognized as customary international law. Australia is a popular destination for refugees and asylum seekers compared to countries in Europe, as the European region has adopted stricter refugee policies. Abstract

The tourism sector is an important sector that earns foreign exchange for a country, including Indonesia, whose tourism sector plays an important role in its national economy. Japan is one of the second largest contributor countries in the East Asia region who visit Indonesia. In 2015-2017 Indonesia continued to experience an increase in the number of Japanese tourists from the previous three years. The achievement of the target of tourist visits can be seen from several efforts taken by Indonesia. Therefore this research was conducted to see how Indonesia's efforts to continue to increase Japanese tourist visits to Indonesia. This research used qualitative methods, with data collection techniques through literature studies sourced from books, journals, articles, and websites. This research uses the perspective of sociological liberalism and the theory of two level games. The results of this research indicates an increase in the number of Japanese tourist visits to Indonesia with several efforts implemented such as policies and cooperation that are not carried out by state actors alone but by non-state actors such as individuals, groups and organizations.
