Abstract

This study aims to analyze the implementation of the Integrity Zone in creating a clean and corruption-free bureaucracy in the Gorontalo Provincial Government. This study uses a qualitative approach with a case study method, which involves in-depth interviews, observations, and document analysis related to the policies and implementation of the Integrity Zone program in various local government agencies. The results of the study show that the implementation has experienced significant developments, especially in terms of increasing transparency of public services and strengthening the internal monitoring system. However, there are still several obstacles faced, such as the low understanding of employees regarding the concept of integrity in bureaucracy and resistance to change, especially in the implementation of digitalization of administrative servicesTherefore, a more comprehensive strategy is needed to increase the effectiveness of this program, such as optimizing information technology, strengthening internal supervision, and providing incentives for work units that successfully implement the integrity principle optimally. With these steps, it is hoped that the Integrity Zone can become the main instrument in creating cleaner, more transparent, and more accountable governance in Gorontalo Province.

Abstract

This research aims to analyze and describe the effectiveness of family card and birth certificate service delivery in the Gorontalo City Department of Population and Civil Registration, as well as the supporting and inhibiting factors It used a qualitative descriptive approach. Research data sources were primary and secondary and data collection methods were observation, interview, and documentation. The data analysis technique applied was Miles and Huberman’s interactive model. Research findings attest to the effectiveness of population administrative document service delivery, which in this case, the documents were family cards and birth certificates, based on the effectiveness scale by JP. Campbell, was that (1) The entire program was considered effective, based on all services delivered and registered in SIAK, (2) A target success was ineffective as the achievement of family cards did not meet the target predetermined, (3) In regard to public satisfaction, most communities gave positive responses but with several notes to elevate service quality, (4) Input and output levels by service delivery procedures, service delivery schedule, service delivery cost, facilities and infrastructures, and apparatuses’ competencies were ineffective, and (5) The ultimate goal was to achieve all service delivery aspects, specifically in relation to family cards and birth certificates. Proponent factors of the effectiveness of birth certificate service delivery were both internal and external, breeding a high achievement of birth certificates. Factors inhibiting the effectiveness of family card delivery services were internal, i.e., the condition of the Department itself, and external, i.e., public awareness of and concerns on population documents, especially family cards.

Abstract

This research confers the description of the effectiveness of School Operational Assistance (BOS) management in MTs Alkhairaat Gorontalo City and proponent and inhibiting factors. It used a qualitative descriptive approach. The research data sources were primary and secondary, collected with observation, interview, and documentation. The data analysis technique used was Miles and Huberman’s interactive analysis model. Findings demonstrate that (1) Because of its success, the School Operational Assistance program implemented in MTs Alkhairaat Gorontalo City was considered effective, (2) BOS management was ineffective, attested by stagnant students’ academic and non-academic achievements, (3) In general, the satisfaction level with the BOS program was effective, justified by parents’ responses arguing their satisfaction, (4) Input and output levels were still ineffective for there were many challenges which should be confronted to attain the program aims and targets, and (5) A successful BOS program implementation had a direct impact on the community, which now found it easy to fulfill education for children. Additionally, it is foreseeable that BOS can elevate students’ achievement in MTs Alkhairaat Gorontalo City.

Abstract

The efforts of the central and regional governments in managing urban forests should also be encourage participation from the community which is carried out starting from the planning stage, the stage of maintaining protection and security, the stage of utilization as well as the stage of monitoring and evaluation. This research was conducted with the aim of knowing the level of community participation in the management of the Bongohulawa National Wirakarya Camping City Forest in Gorontalo Regency. The research design used is descriptive quantitative research using survey methods. The survey method was carried out by distributing questionnaires with a closed question model that was posed to the respondents by purposive sampling. The average level of community participation at the planning and monitoring evaluation stages is in the low category. Meanwhile, the average level of participation at the maintenance, protection and security stage as well as at the utilization stage is in the medium category.

Abstract

This study aims to determine the effect of job satisfaction on employee performance at the Gorontalo City Pamong Praja Police Unit. The research approach used in this research is quantitative, where the sample in this study amounted to 62 employees using a research approach and research design. The data collection technique was carried out by distributing questionnaires to employees. The data analysis technique used is simple regression analysis. The results of the regression analysis test show the effect of job satisfaction on employee performance at the Gorontalo City Pamong Praja Police Unit. Thus the first hypothesis (H1) can be proven or accepted. The R Square value is 0.419 in other words 41.9% of the independent variable, namely (X) Job Satisfaction, contributes to the variable (Y) Employee Performance, while the remaining 58.1% is in the form of contributions from other variables not examined in this study, namely organizational culture, work motivation, and work discipline

Abstract

This study analyzes the influence of workload on the effectiveness of public service delivery at the Gorontalo City Land Office. The research is motivated by concerns that increasing service volume, organizational constraints, and uneven digital readiness have created significant workload imbalances, potentially hindering optimal service performance. The study focuses on examining how excessive workload, limited organizational support, and partial digitalization collectively affect the timeliness, accuracy, responsiveness, and overall quality of land administration services. Employing a qualitative descriptive-evaluative design, data were collected through in-depth interviews, observation, and document analysis, and subsequently analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings demonstrate that employees experience substantial role overload, time pressure, and dual workloads due to the simultaneous execution of manual and digital tasks. These conditions directly correlate with delayed service processes, increased administrative errors, weakened coordination, and declining public satisfaction. The study concludes that workload management is a critical determinant of public service effectiveness and a fundamental element of sustainable bureaucratic reform. The findings imply the need for data-driven workload evaluation, strengthened human resource planning, digital literacy enhancement, and improved technological infrastructure to ensure the provision of responsive, efficient, and citizen-centered public service.

Abstract

This study explores the implementation of e-Government within the context of Bawaslu (Election Supervisory Agency) and its impact on governance and public trust. The results reveal that, from the support aspect, the success of e-Government implementation is largely driven by the commitment of leadership, which provides essential policies, human resources (HR) training, and technological facilities. However, challenges remain in terms of limited infrastructure and budget constraints at the district and city levels. Regarding the capacity aspect, Bawaslu already possesses competent HR, particularly among the younger generation, and adequate infrastructure. Nevertheless, there is still a need for improvement in the distribution of employee capabilities through continuous training and mentoring. Lastly, from the value perspective, e-Government has proven to deliver tangible benefits, such as increased efficiency, transparency, accountability, and an enhanced public trust in the institution. However, further efforts are required in areas such as system socialization, maintenance, and data security to maximize these benefits. This research highlights the importance of continuous development in both human and technological resources to ensure the optimal success of e-Government initiatives in enhancing governance and service delivery.

Abstract

This research aims to analyze and describe the effectiveness of the Electronic Investigation Management (E-MP) system at the Gorontalo Regional Police, examining the 5 (five) principles that must be fulfilled in policy effectiveness, namely: Right policy, Right implementation, Right target, Right environment, and Right process. The approach used in this research is qualitative. The research method is descriptive qualitative. Data collection was carried out using interview techniques, observation and documentation studies. The data analysis technique in this research was carried out by data reduction, data presentation and drawing conclusions/verification. The research results show 1) In terms of system accuracy indicators, E-MP has supported the duties and functions of investigations at the Gorontalo Regional Police; 2) The indicator of accuracy in implementing the E-MP system at the Gorontalo Regional Police shows that the system is being implemented properly in accordance with the initial objectives of the E-MP implemented at the Gorontalo Regional Police; 3) The E-MP target accuracy indicator at the Gorontalo Regional Police shows the success of the system with clarity of work targets as planned; 4) The environmental accuracy indicator of the E-MP system at the Gorontalo Regional Police shows that the internal environment is good with interaction between the National Police and the Gorontalo Regional Police through coordination and monitoring. However, the external environment is not yet good, public perception of the E-MP system at the Gorontalo Regional Police is not completely good due to lack of socialization; 5) The indicator of the accuracy of the E-MP system process at the Gorontalo Regional Police shows that the level of E-MP acceptance at the Gorontalo Regional Police is good. Personnel acceptance of E-MP as a useful rule and tool for drug investigations. The Narcotics Directorate and the public, especially suspects, can understand and accept all the rules that have been set. The Narcotics Directorate and the community are ready to be involved in implementing and being part of the implementation of the Electronic Investigation Management (E-MP) system at the Gorontalo Regional Police.

Abstract

This study aims to determine and analyze the Quality of Public Services in Making Birth Certificates at the Population and Civil Registration Office of Gorontalo City. Viewed from the aspects: (1) Tangible (Physical Evidence), (2) Reliability (Reliability), (3) Responsiveness (Responsiveness), (4) Assurance (Guarantee), (5) Empathy (Empathy). This research method uses a Qualitative Approach with a Descriptive type. Data collection techniques used in this study are observation, interviews, and documentation. The results of the study indicate that in general the quality of public services in making birth certificates at the Population and Civil Registration Office of Gorontalo City has been running well, although there are still some obstacles. In the Tangible dimension, the infrastructure is adequate but still needs to be updated on technological devices. In the Reliability dimension, the service has followed the established procedures and completion times, although sometimes hampered by system disruptions. The Responsiveness dimension shows that employees are quite responsive in responding to community needs, but need to increase effectiveness when queues are high. In the Assurance dimension, employees are competent and maintain data security, supported by technical training in population administration management. Meanwhile, in the Empathy dimension, employees are friendly and caring, although individual attention to the public is reduced during peak hours.
