Abstract

The research aims to investigate (1) The stages of the Policy Implementation Process of the Livable House Program in Gorontalo City, with sub-focuses on Planning, Implementation, and Evaluation. (2) The factors supporting implementing the Livable House Program Policy in Gorontalo City, with sub-focuses on Communication, Resources, Disposition, and Bureaucratic Structure. This research method utilizes a qualitative approach with a descriptive qualitative research design, employing data collection techniques such as observation, interviews, and documentation. Based on the result of the research found in the field, it is evident that (1) The stages of the Policy Implementation Process of the Livable Housing Program in Gorontalo City, focusing on Planning, Implementation, and Evaluation, have been effectively implemented in accordance with the Gorontalo City’s Regional Regulation Number 5 of 2018. Nevertheless, several challenges remain, including; budget limitations, budget disbursement stages, and the proposal submissions process. Therefor, the government must ensure efficient, transparent, and accountable budget management to overcome these challenges. (2) The Factors supporting the Implementation of the Livable House Program Policy in Gorontalo City, such as Communication, Resources, Disposition, and Bureaucratic Structure, have been successfully implemented.

Abstract

The implementation of the current system of government is all towards the system of Good Governance. The aim of this study is to analyse the extent to which the principles of Good Governance (accountability, transparency, openness and rule of law) are applied to the BPK Office of the Provincial Representative of Gorontalo. The research methods used in this research are qualitative methods, and the research produced is descriptive data which means that the data is obtained from writing, words or speech. The results of the research show that the application of the principles of Good Governance to the BPK Office of the Provincial Representative of Gorontalo has been well implemented. The implementation of accountability in the BPK office has been reflected in the character of the staff in the office which is responsible, professional, careful, thorough and with a high degree of integrity. On the application of the principle of transparency seen from the honest, objective, and impeccable service, just need to be enhanced on the update of information on the website. Regarding the implementation of openness, the BPK Office provides a special place for the public who will give criticism and advice. The last one relates to the rule of law, all the officers in duty are as orderly, disciplined and not deviating from the existing rules.

Abstract

Research on the Performance of Officials in Administrative Services at the Pasir Putih Subdistrict Office, with problems including the knowledge and motivation of officials in carrying out services to the community. Apart from that, this research also aims to describe the knowledge and motivation of officers in carrying out services. To be able to answer this research problem, this research uses a qualitative research method with a phenomological approach. This needs to be done to understand and know clearly the information that is the main variable in this research. From the results of data analysis, it was found that 1) In principle, the service runs as usual, where every person who is the party being served, both administratively and in connection with consultation, can be served. However, the service process does not meet expectations such as speed and responsiveness and one of the causes is the lack of facilities and relatively low employee attendance. 2) Furthermore, the knowledge possessed by officers who work in the office does not require formal education because it has no impact on existing work, because the principles of service work are more routine oriented, and there are no types of work that are innovative and require special knowledge. Usually there are policies that are implementable from the government/region, sub-districts as technical implementers accompanied by complete technical guidelines. 3) Regarding the motivation of officers working at the Pasir Putih Subdistrict Office, from the results of data analysis, it was found that a person's ability to carry out work can be seen from his enthusiasm, but motivation can also be seen from the impact of carrying out work on self-development achievements which is relatively lacking or even non-existent. Motivation is seen only due to encouragement from an officer because of ASN status and efforts to avoid obstacles in the regular promotion process.

Abstract

This research aims to find out (1) How the state civil apparatus performs in the social service and community empowerment of Gorontalo City, and (2) What factors determine the performance of the state civil apparatus in the Gorontalo City social and community empowerment service seen from several aspects ( a) Motivation Factor, (b) Ability Factor. This research method is descriptive research using a qualitative approach. The research results show that the performance of the State Civil Apparatus in the Gorontalo City Social and Community Empowerment Service is not yet optimal in terms of quality, quantity, implementation of duties and responsibilities. Quality of work that has not reached the desired standard, quantity of work that has not reached work targets due to differences between existing regulations and the situation in the field, lack of experience in carrying out tasks that are not optimal, lack of awareness about increasing initiative and concern in carrying out tasks causes responsibility does not reach the desired level. The factors that determine the performance of state civil servants in the Gorontalo City Social and Community Empowerment Service are motivation and ability. In this case, there are several state civil servants who depend on other people and lack the ability to manage risks in carrying out their work.

Abstract

This research aims to determine the performance of the Environmental Service in the Cleanliness Sector in Handling Waste in Gorontalo City as seen from the dimensions of (1) Productivity, (2) Responsiveness, (3) Responsibility, and (4) Accountability. The research method used is qualitative with descriptive research type. Data collection was carried out by observation, interviews and documentation. The results of this research show that the performance of the Environmental Service in the field of cleanliness in handling waste in Gorontalo City has been carried out well, but in terms of (1) Productivity has not reached the target in JAKSTRADA due to limited workforce, facilities and infrastructure, and budget. (2) Responsiveness is still lacking because there are still complaints from the public about untreated waste and from cleaning staff. (3) Responsibility for the implementation of TUPOKSI is still lacking because it has not been supported by training that is appropriate to the responsibilities held, as well as public awareness regarding waste handling. (4) Accountability is still lacking because there is a mismatch between the duties and positions held.

Abstract

This research is entitled "The influence of employee performance on community satisfaction at the One Stop Integrated Services and Investment Service of Gorontalo Regency" and is under the guidance of Prof. Dr. Asna Aneta, M.Si, as supervisor I and Mr. Dr. Ismet Sulila S.E, M.Si, as supervisor II. This research aims to find out whether there is an influence of employee performance on community satisfaction at the Gorontalo Regency One Stop Investment and Integrated Services Service in terms of employee performance in providing services to the community. This research uses quantitative methods using simple regression analysis, the sample used was 96 respondents. From the calculation of hypothesis testing (t test) it can be seen that the t-calculated value of the results which describes "The Influence of Employee Performance on Community Satisfaction in the One Stop Investment and Integrated Services Service of Gorontalo Regency" is 18.091, then this value is consulted with the t-table, with N = 96 with a significance level of 5% or 0.05, it is known that the t-table value is 1.66123. So, the hypothesis which states that "there is an influence of employee performance on community satisfaction in the Gorontalo Regency One Stop Investment and Integrated Services Service" can be said to be accepted.

Abstract

This research aims to find out how the implementation of work discipline in the Regional Financial and Asset Agency of Gorontalo Regency is seen based on the indicators of work discipline proposed by Mangkunegara and Octoren (in Ratnasari et al, 2022: 109), namely: 1) Punctuality in arriving at work, 2) Accurate return home time, 3) Compliance with applicable regulations, 4) Use of work uniforms, 5) Responsibility in carrying out tasks. The research method used in this research is a qualitative approach. Data collection techniques were obtained from observations, interviews and documentation with a total of 7 informants. Data analysis techniques use data reduction, data presentation, and drawing conclusions. The results obtained in this research show that the application of work discipline at the Gorontalo Regency Regional Financial and Asset Agency has been implemented as well as possible, however, there are still some employees who are not fully disciplined.

Abstract

Tourist Attraction Management is an activity that aims to manage, empower and utilize the potential of natural resources, especially Molotabu Beach tourism in Molotabu Village, to create a superior tourist destination area and attract tourists so that people have the opportunity to improve their standard of living through businesses around tourism. This research aims to determine the management of the Molotabu Beach tourist attraction in an effort to improve the welfare of the Molotabu Village community and to find out the factors that determine the success of managing the Molotabu Beach tourist attraction. The research method used is qualitative, namely a form of research that aims to provide a general description of various field data collected objectively with a phenomenological type. The data collection techniques used were observation, interviews with a number of informants and documentation of data analysis used using an interactive analysis model. The research results show that the management of the Molotabu Beach tourist attraction in an effort to improve the welfare of the people of Molotabu Village is quite successful but not yet fully optimal, because there are several things that still need to be addressed. This can be seen from the aspects of (1) Planning, (2) Organizing, (3) Mobilizing, (4) Supervising. Factors that determine the success of managing the Molotabu Beach tourist attraction (a) Human Resources (b) Financial Resources/Funds. These two factors still have obstacles in terms of implementation so that in the future they still need improvement.

Abstract

This research aims to describe (1) the stages of implementing the Non-Cash Food Assistance policy in overcoming poverty in Kota Barat District, Gorontalo City (2) the determining factors for the success of implementing the Non-Cash Food Assistance policy in overcoming poverty in Kota Barat District, Gorontalo City, looking at communication aspects, sources power, disposition, and bureaucratic structure. The approach in this research uses a qualitative approach with descriptive research type. Data collection in research uses observation, interview and documentation techniques. The results of this research are (1) Stages of implementing the Non-Cash Food Assistance policy in overcoming poverty in Kota Barat District, Gorontalo City, which consists of stages, namely registration/preparation, socialization and education, distribution, and purchase of goods/utilization. These four stages have been carried out in accordance with existing policies. (2) The determining factors for the success of implementing the Non-Cash Food Assistance policy in overcoming poverty in Kota Barat District, Gorontalo City are seen from the aspects of communication, resources, disposition or attitude of implementers, as well as the bureaucratic structure which is quite good. However, there needs to be more communication in terms of socialization and education held by the West City sub-district and local sub-districts.

Abstract

The research method used in this research is a qualitative approach.The results obtained in this research show that the implementation of work discipline at the Gorontalo Regency Regional Financial and Asset Agency has been implemented well, however, there are still some employees who are not fully disciplined. Therefore, researchers provide some input in overcoming and resolving several deficiencies so that work discipline at the Gorontalo Regency Regional Financial and Asset Agency becomes more optimal in responding to delays that often occur.
