Abstract

Tourism villages are tourism assets that are empowered and developed with all their uniqueness and attractiveness to attract tourist visits to the location of the village. The empowerment of Assisted Villages aims to apply the concept of community-based tourism in Bongo religious tourism village to Walima Festival tourism objects. The role of the community in this concept is very important for the sustainability of tourism. The use of community-based tourism methods can improve people's welfare in the economic sector. One of the interesting attractions in Bongo Tourism Village is the Walima Festival. Despite the uniqueness and advantages of this tourist attraction, it has not been managed properly. This activity goes through several stages, namely: planning, implementing, and evaluating the management of Walima Festival tourism objects, strengthening the role of the community, and technical guidance. The results show there is an increase in governance in Walima Festival tourism, local people's understanding of active participation in Walima Festival tourism, and an active role from the MSME sector as a craft provider and the Pokdarwis Group as a tour organizer.

Abstract

Performance is an important aspect of the organization. Performance can be influenced by various factors, including discipline and work motivation. Therefore the purposes of this study are 1) to find out to what extent the influence of Discipline on Employee Performance; 2) to know to what extent the influence of the Work Motivation on Employee Performance; 3) to figure out to what extent the influence of simultaneous discipline and work motivation on Employee Performance. This quantitative method employed multistage sampling that was done in stages. It was based on the scope of employees in BTPN Gorontalo. The analysis tool used was a mathematical model of Multiple Linear Regression with SPSS 16.0. Moreover, all BTPN Gorontalo employees were taken as the population in this study. The results of the t-test of variable of discipline significantly influence employee performance seen from tcount (4,388) ¬>ttable(1,729); while the variable of work motivation has a significant effect on employee performance behavior seen from tcount (2,379) > ttable (1,729). Based on the calculated value of 13,532 with a p-value (sig. Value) of 0,000. This value is much lower than 0.05, which means it has simultaneous effect. According to the calculation of the determination coefficients, it is obtained R Square value of 0.501. This value means 50.1% of the variability regarding Employee Performance can be explained by the independent variables in the model (Discipline and Work Motivation), while the remaining 49.9% is influenced by other variables.

Abstract

This study examines strategies for optimizing Local Revenue in North Bolaang Mongondow Regency within the framework of fiscal decentralization, emphasizing efforts to strengthen regional fiscal capacity. Employing an exploratory qualitative approach, the research integrates SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis to explore institutional, managerial, and personnel factors influencing the performance of Local Revenue. Data were gathered through literature review, participant observation, and in-depth interviews with key stakeholders. The findings reveal three major constraints: (1) low public awareness and compliance related to taxation and retribution systems, (2) inadequate transparency and service quality in Local Revenue management, and (3) limited competencies of government personnel in tax regulation enforcement. The study proposes three strategic approaches: market penetration through tourism and creative industry development, market development via support for micro, small, and medium enterprises and cross-sector collaboration, and product development through digital transformation of tax services and civil servant training. The results highlight the importance of institutional reform, accountable governance, and investment in human capital as integrated pathways to improve Local Revenue. Although limited in geographical and methodological scope, the study provides relevant insights for policy refinement. Future research is recommended to employ mixed methods and cross-regional comparisons to deepen understanding of the dynamics between Local Revenue management and regional fiscal independence.

Abstract

Abstract Government™s performance in the public service regarding building permit in Urban Planning Department of Gorontalo City. This research aims at investigating the public service performance at the Urban Planning Office of Gorontalo city. This qualitative descriptive research employed observation, interview, and documentation in collecting the data. The technique of data analysis comprised of data reduction, data display, and conclusion. The results reveal that the government™s performance is influenced by 1) human resources, 2) facilities and infrastructures, and 3) job mechanism. Furthermore, the efforts to improve the performance are 1) participation of the officers in technical training about building permits policy; 2) disseminating the insight regarding building permit on the district level through the media such as newspaper, television, and radio; 3) providing proper facilities and infrastructures. Efforts to improve the performance should include 1) upgrading human resources; 2) providing facilities and infrastructures; 3) coordinating with the local government unit; 4) promoting awareness of the society since some people do not have a properunderstanding of the legality of building permits. Keywords: Performance and Public Services

Abstract

The research aimed: (1) to determine the implementation of regional regulation Number 2 of 2017 concerning the arrangement and empowerment of street vendors reviewed from: data collection of street vendors, empowerment of street vendors, as well as monitoring and evaluation of street vendors. (2) to find out the determination of the implementation of regional regulation Number 2 of 2017 reviewed from: communication, human resources, disposition, and bureaucratic structure. It applied a descriptive research method, and the research site was at Pasar Sentral of Gorontalo City. Data collection techniques were observation, interview, and documentation, which were further analyzed using qualitative data based on Miles and Huberman concept. The research finding revealed that the implementation of local regulation Number 2 of 2017 concerning the arrangement and empowerment of street vendors reviewed from data collection, empowerment, monitoring, and evaluation had not been optimal. From the data collection aspect regarding business legality was not in accordance with regional regulation, the empowerment of street vendors only covered the granting of access to business places and capital, and the assistance and supervision, which were the rights and obligations of street vendors were not implemented. Therefore, in dealing with those problems, then the determinant factor of the implementation of regional regulation number 2 of 2017 based on the theory of Edwards III reviewed from communication, human resources, disposition, bureaucratic structure, and community support also had not been implemented properly. From the human resources aspect,the engineering department had an employee shortage, while the disposition which was performed by the department had obstacles from the target group (street vendors), as well as lack of support from the community.  Keywords: Arrangement; Empowerment; Street Vendors.

Abstract

This research aims to find out The Effect of Understanding Fixed Asset Management and Auditor Integrity towards the Quality of Audit report at Regional Inspectorate of Gorontalo Province partially and simultaneously. Its approach is quantitative, while the method is expost facto. In addition, the research design is causality. The technique of data analysis is multiple regression. The findings reveal that (1) understanding fix asset management influences positively and significantly towards the quality of audit report at Regional Inspectorate of Gorontalo Province with an effect level of 62,60%. The better the understanding of auditor on fixed asset management, the better the quality of audit report Regional Inspectorate of Gorontalo Province. (2) auditor integrity influences positively and significantly towards the quality of audit report at Regional Inspectorate of Gorontalo Province with an effect level of 66,10%. The better the auditor integrity in running the tasks mandated to him/her, the better the quality of audit report at Regional Inspectorate of Gorontalo Province. (3) understanding fixed asset management and auditor integrity simultaneously influence positively and significantly towards dependent variable (the quality of audit report at Regional Inspectorate of Gorontalo Province has determination value of 72,00% while the rest 28,00% can be explained by other variables such as objectivity, audit time pressure, organizational commitment, work loyalty, dysfunctional behavior and technical guidance related to intense and routine investigation.

Abstract

The research objective was to find out the influence of competence and independence on the work effectiveness of auditor at Regional Inspectorate of Gorontalo Province either partially or simultaneously. The approach used in this research was quantitative. The research method used expost facto. The research design applied causality. The technique of data analysis used multiple regression.The research finding showed that (1) competence of auditor had a positive and significant influence on the work effectiveness of auditor at Regional Inspectorate of Gorontalo Province by the determinant value of 23,50%. The meaning of the positive coefficient indicated that the higher the competence of auditor, the more effective work result of auditor at Regional Inspectorate of Gorontalo Province. (2) Independence of auditor had a positive and significant influence on the work effectiveness of auditor at Regional Inspectorate of Gorontalo Province by determinant value of 56,60%. The meaning of positive coefficient indicated that the more independent of auditor in doing inspection and functional supervision function, the more optimum work effectiveness of auditor at Regional Inspectorate of Gorontalo Province. (3) The competence and independence of auditor, simultaneously, had a significant influence on the work effectiveness of auditor at Regional Inspectorate of Gorontalo Province by determinant value of 61,70%. Meanwhile, the rest 38,30% could be explained by other variables such as auditor education, auditor integrity, auditor work motivation, work discipline, and auditor professionalism attitude.Keywords: Work Effectiveness, Auditor Competence, Auditor Independence

Abstract

Undang-undang RI Nomor 6 tahun 2014 tentang desa telah membawa dampak pada otonomi desa dalam pembangunan masyarakat. Kondisi tersebut dipandang sebagai peluang dan tantangan dalam pemanfaatan potensi wilayah. Desa Iluta merupakan salah satu desa mitra binaan LPPM Universitas Negeri Gorontalo yang ditetapkan berdasarkan Surat Keputusan Rektor Nomor. 45/PM/LPM/2012 tentang penetapan Desa Binaan Lembaga Penelitian dan Pengabdian Masyarakat. Desa Iluta merupakan desa pesisir danau Limboto yang selama ini selalu berhadapan dengan masalah pertumbuhan eceng gondok. Implementasi PPDM tahun pertama telah difokuskan pada : 1) pemanfaatan eceng gondok sebagai ragam produk kerajinan tangan, 2) penguatan sumber daya manusia dalam penanggulangan gulma eceng gondok, 3) penguatan fungsi dan unsur manajemen serta penerapannya dalam usaha kelompok. Berdasarkan realisasi program tahun pertama maka untuk tahun kedua program yang akan diimplementasikan adalah : 1) lanjutan pemanfaatan eceng gondok sebagai ragam produk unggulan, 2) penguatan fungsi dan unsur manajemen keuangan serta penerapannnya dalam kegiatan usaha kelompok, 3) standarisasi ragam produk unggulan kerajinan tangan berbahan dasar eceng gondok. Pada tahun kedua ini target yang dicapai adalah 1) berkurangnya jumlah eceng gondok di pesisir danau limboto, 2) meningkatkan kapasitas pengelolaan keuangan, 3) adanya standarisasi ragam produk unggulan eceng gondok.

Abstract

This study aims to analyze the implementation of the Integrity Zone in creating a clean and corruption-free bureaucracy in the Gorontalo Provincial Government. This study uses a qualitative approach with a case study method, which involves in-depth interviews, observations, and document analysis related to the policies and implementation of the Integrity Zone program in various local government agencies. The results of the study show that the implementation has experienced significant developments, especially in terms of increasing transparency of public services and strengthening the internal monitoring system. However, there are still several obstacles faced, such as the low understanding of employees regarding the concept of integrity in bureaucracy and resistance to change, especially in the implementation of digitalization of administrative servicesTherefore, a more comprehensive strategy is needed to increase the effectiveness of this program, such as optimizing information technology, strengthening internal supervision, and providing incentives for work units that successfully implement the integrity principle optimally. With these steps, it is hoped that the Integrity Zone can become the main instrument in creating cleaner, more transparent, and more accountable governance in Gorontalo Province.

Abstract

This research aims to analyze and describe the effectiveness of family card and birth certificate service delivery in the Gorontalo City Department of Population and Civil Registration, as well as the supporting and inhibiting factors It used a qualitative descriptive approach. Research data sources were primary and secondary and data collection methods were observation, interview, and documentation. The data analysis technique applied was Miles and Huberman’s interactive model. Research findings attest to the effectiveness of population administrative document service delivery, which in this case, the documents were family cards and birth certificates, based on the effectiveness scale by JP. Campbell, was that (1) The entire program was considered effective, based on all services delivered and registered in SIAK, (2) A target success was ineffective as the achievement of family cards did not meet the target predetermined, (3) In regard to public satisfaction, most communities gave positive responses but with several notes to elevate service quality, (4) Input and output levels by service delivery procedures, service delivery schedule, service delivery cost, facilities and infrastructures, and apparatuses’ competencies were ineffective, and (5) The ultimate goal was to achieve all service delivery aspects, specifically in relation to family cards and birth certificates. Proponent factors of the effectiveness of birth certificate service delivery were both internal and external, breeding a high achievement of birth certificates. Factors inhibiting the effectiveness of family card delivery services were internal, i.e., the condition of the Department itself, and external, i.e., public awareness of and concerns on population documents, especially family cards.
