Abstract

Abstract The train is a mode of transportation that has the ability to transport passengers and goods in bulk, saving energy, saving the use of space, has a high safety factor, low pollution levels, as well as more efficient to transport over long distances. However, railway performance has a major problem, as reflected in the delay, with the main indicators of speed and travel time. The purpose of this study is to optimize travel time and determine the factors that cause train delays. In this study, train speed was simulated using the software developed based on Newton’s equation of the dynamic equations and applied in the area of Regional Operations 8 Surabaya, for Bojonegoro-Kandangan corridor. The results indicate that the train travel time can be accelerated and the accretion of coach 1 to 5 coaches for all train classes does not add the travel time significantly. Keywords: speed, travel time, train performance, train delays  Abstrak Kereta api merupakan moda transportasi yang memiliki kemampuan mengangkut penumpang dan barang secara massal, hemat energi, hemat penggunaan ruang, memiliki faktor keamanan yang tinggi, memiliki tingkat pencemaran yang rendah, serta efisien untuk angkutan jarak jauh. Namun kinerja kereta api mempunyai masalah utama, yang tercermin dari keterlambatannya, dengan indikator utama kecepatan dan waktu tempuh. Tujuan studi ini adalah untuk melakukan optimasi waktu tempuh dan mengetahui faktor-faktor yang menjadi penyebab keterlambatan kereta api. Pada studi ini dilakukan simulasi  kecepatan kereta api menggunakan perangkat lunak yang dikembangkan berdasarkan persamaan pergerakan dinamik Newton dan diaplikasikan di wilayah Daerah Operasi 8 Surabaya, untuk koridor Bojonegoro-Kandangan. Hasil penelitian ini menunjukkan bahwa waktu tempuh kereta dapat dipercepat dan penambahan jumlah rangkaian kereta api dari 1 sampai dengan 5 kereta untuk semua kelas tidak menambah waktu tempuh secara signifikan. Kata-kata kunci: kecepatan, waktu tempuh, kinerja kereta api, keterlambatan kereta api

Abstract

Bacan Island, located in South Halmahera, North Maluku Province, is a potential region with a variety of important sectors, such as plantations, fisheries, mining, tourism, industry and trade. Until recently, this potential has not been exploited fully due to lack of transportation infrastructure systems. The government has prepared the plan to construct the road network systems, which consist of five road segments connecting the potential regions. With limited funding available, it would be impossible to build the road in the same time. Therefore, an optimum and carefully planned prioritization program should be applied. The purpose of this study was to determine the priority of road construction on the island of Bacan using Important Performance Analysis and Analytical Hierarchy Process methods. The result shows that the criteria considered important in determining the prioritization of road construction are as follows: (a) accessibility, (b) linkage, (c) land use, (d) cost, (e) technical aspects, (f) economic, and (g) environment. It is recommended that the construction phases of the road network in Bacan Island are Labuha-Babang, Babang-Songa, Songa-Wayaua, Labuha-Sawadai, Sawadai-Kubung, Babang-Yaba, Labuha-Belang-belang, Belang-belang-Yaba, Songa-Wayatim, and Wayatim-Wayaua, consecutively.Keywords: road construction, Importance Performance Analysis , Analytical Hierarchy Process

Abstract

There are two road condition survey methods commonly used, the roughness-based equipment such as NAASRA and the distress and severity type road evaluation method as presented by ASTM D-6433. The objective of the study is to evaluate the relationship between road condition obtained from roughness type equipment and road distress. To achieve the objective, a condition survey using the two methods were performed on two road segments in the East Java Provincial road system. Data obtained from the field was evaluated to obtain International Roughness Index (from NAASRA) and Present Condition Index value (from field condition survey). The results show that the two methods provide a comparable result when the distress type is of un-even surface such as rutting and bumping. A slight different result is observed when the major distress occurred in the road is of crack-type such as fatigue and block cracking.

Abstract

Transportation problem is complex because the growth of road infrastructure is not proportional to the increase in the number of travels. This is indicated by the increasing levels of private vehicle ownership, numer of trips, insufficient of public transport services, and limited road infrastructure. In this study, the pattern of mass transit, as stated in Law No. 22 of 2009, was examined. Analyses were performed using Confirmatory Factor Analysis and Structural Equation Modeling. The results showed that the variables of Travel Origin and Destination, Travel Patterns, Willingness, and Ability to Pay explained approximately77.0% of the variation in the Guided Busway Needs variable. In addition, Travel Origin and Destination, Travel Patterns, and Willingness and Ability to Pay have positive and significant impact on the Guided Busway Needs.Keywords: mass transit, guided busway, origin destination travel, travel patterns, willingness and ability topay.

Abstract

Abstract One of the challenges in implementing the porous asphalt mix is its low stability, which in some cases as low as 500 kg, making it hard to be implemented even in the collector road system. The objective of the research is to evaluate addition of Gilsonite and Latex additives to the porous mix, in search of better or higher stability. Evaluation in this study follows the Marshall procedure. The result shows that adding Gilsonite increases mix stability up to 900 kg and it also performs better compared with the latex-added mix. However, it reduces the permeability capability of the mix, for some points. In the future, further research could be conducted to evaluate gradation modification for increasing its permeability.  Keywords: porous asphalt mixture, Marshall method, permeability, additive  Abstrak Salah satu kendala utama campuran beraspal porus adalah rendahnya stabilitas campuran tersebut, yang pada beberapa penelitian sebelumnya hanya dapat mencapai maksimum 500 kg, sehingga kurang memungkinkan untuk diterapkan pada jalan dengan fungsi kolektor sekalipun. Tujuan penelitian ini adalah melakukan evaluasi terhadap penambahan aditif yang diduga dapat meningkatkan kinerja Marshall campuran beraspal porus. Dua jenis aditif, yaitu Gilsonite HMA Modifier Grade dan Lateks dipilih sebagai aditif campuran beraspal porus. Evaluasi pada studi ini dilakukan berdasarkan prosedur pengujian Marshall. Hasil evaluasi menunjukkan bahwa penambahan aditif Gilsonite meningkatkan kinerja Marshall secara signifikan, khususnya pada stabilitas. Aditif Gilsonite memberikan kinerja yang lebih baik dibandingkan dengan lateks, walaupun penambahan aditif Gilsonite menurunkan kemampuan permeabilitas campuran. Di masa depan perlu dilakukan penelitian lebih lanjut terkait dengan modifikasi gradasi untuk meningkatkan permeabilitas campuran. Kata-kata kunci: campuran beraspal porus, metode Marshall, permeabilitas, aditif

Abstract

Abstract This study aims to determine the performance of the ship loading and unloading in the Port of Gresik especially on Pier 265, Bulk Dry Pier and Pier 70. The analysis method used in this research is descriptive analysis method, Importance Performance Analysis and Quality Function Deployment. Based on the results of descriptive analysis is known that the problems that cause idle time are: waiting trucks, loading and unloading equipment failures, labor disputes, waiting for a load and due to the weather. Based on the Importance Performance Analysis, there are variables deemed important but the performance is still low are: the speed of loading and unloading process, readiness of truck, stacking yard capacity, the cleanliness of the harbor and lighting problems. Based on the analysis of QFD there are several priority issues handling the loading and unloading of which ensure the readiness of cargo to be loaded, the use of warehouses in an optimal, ensuring readiness of loading and unloading equipment, providing fresh gang in order to operate 24 hours, expansion of the yard, speeding up the transport of goods in yard, the ship that will carry out loading and unloading must determine transportation management services, add lighting and improve the cleanliness of the harbor area. Keywords: loading and unloading, performance, IPA, QFD  Abstrak Penelitian ini bertujuan untuk mengetahui kinerja bongkar-muat di Pelabuhan Umum Gresik khususnya pada Dermaga 265, Dermaga Curah Kering, dan Dermaga 70. Metode analisis yang digunakan dalam penelitian ini adalah metode analisis deskriptif, Importance Performance Analysis (IPA) dan Quality Function Deployment (QFD). Dari hasil analisis, kinerja bongkar-muat diketahui bahwa produktivitas bongkar-muat rata-rata baik sedangkan ET:BT (efektif time:berthing time) masih kurang baik. Selain itu, masalah yang banyak menyebabkan idle time diantaranya: penting namun kinerjanya masih rendah, yaitu kecepatan dalam proses bongkar-muat, kesiapan truck, kapasitas lapangan penumpukan, kebersihan area pelabuhan dan masalah penerangan. Berdasarkan hasil analisis QFD ada beberapa prioritas dan urutan prioritas dalam penanganan permasalahan bongkar-muat diantaranya memastikan kesiapan muatan yang akan dimuat, penggunaan gudang secara optimal, memastikan kesiapan alat bongkar-muat, penyediaan fresh gang untuk tenaga bongkar-muat agar bisa beroperasi 24 jam, perluasan lapangan penumpukan, mempercepat pengangkutan barang yang ada di lapangan penumpukan, kapal yang akan melakukan bongkar-muat harus menentukan jasa pengurusan transportasi dengan jumlah truk yang cukup, menambah lampu penerangan, dan meningkatkan kebersihan area pelabuhan. Kata-kata kunci: bongkar-muat, kinerja, IPA, QFD

Abstract

Abstract A thriving city should have a reliable public transport system. A continued decline in the performance of services can not be separated by a detachment of people using public transport, as uncomfortable and unreliable existing services, until unresolved overlapping route yearly by the regulator. Restructuring the route network and preposition institutional arrangement of public transport management are needed to improve public transport services in the community. Restructuring the route network into two, namely: first, the subsidiaryp route network that serves the main line of Jember city use the concept of road based public transport (BRT) with medium buses; second, develop twigs routes of feeder line to serve distrct road network in urban areas. Formulation of public policy was conducted through four stages: formulation of the problem, preparation of policy agenda, selection of policy alternatives to solve the problem, and determination of the policy to minimize the two groups resistance (pro and contra).                                                                                  Keywords: policy formulation, policy agenda, problem solving, policy setting  Abstrak Sebuah kota yang berkembang harusnya memiliki sistem angkutan umum yang dapat diandalkan. Terus menurunnya kinerja pelayanan tidak lepas dari menjauhnya masyarakat menggunakan angkutan umum karena tidak nyaman dan tidak handalnya pelayanan yang ada, hingga overlapping lintasan trayek yang sudah bertahun-tahun tidak terselesaikan oleh regulator. Penataan kembali jaringan trayek dan kelembagaan pengelolaan angkutan umum diperlukan untuk meningkatkan pelayanan angkutan umum di tengah masyarakat. Penataan jaringan trayek dilakukan terbagi dua, yaitu: pertama, jaringan trayek cabang yang melayani jalur utama perkotaan Jember menggunakan konsep angkutan umum berbasis jalan dengan armada bus sedang; kedua, jaringan trayek ranting yang melayani jaringan jalan kabupaten di kawasan perkotaan yang semakin berkembang. Formulasi dalam kebijakan publik dilakukan melalui empat tahapan, yaitu: perumusan masalah, agenda kebijakan, pemilihan alternatif kebijakan untuk memecahkan masalah, dan penetapan kebijakan dilakukan untuk mengurangi resistensi dua model kelompok (pro dan kontra). Kata kunci: perumusan kebijakan, agenda kebijakan, pemecahan masalah, penetapan kebijakan
