Pasal 13 ayat (4) Peraturan Daerah Kota Cilegon Nomor 10 Tahun 2018 tentang Perlindungan dan Pengelolaan Lingkungan Hidup menyebutkan bahwa Pemerintah Daerah wajib melakukan pemantauan kualitas lingkungan hidup di daerah untuk mengetahui kecenderungan kualitas lingkungan hidup. Identifikasi masalah, yaitu bagaimana pelaksanaan kewenangan Dinas Lingkungan Hidup dalam penanggulangan pencemaran udara di Kota Cilegon berdasarkan asas keberlanjutan dalam Peraturan Daerah Kota Cilegon Nomor 10 Tahun 2018 tentang Perlindungan dan Pengelolaan Lingkungan Hidup Daerah dan apa saja kendala pelaksanaan kewenangan Dinas Lingkungan Hidup dalam penanggulangan pencemaran udara di Kota Cilegon. Teori yang digunakan, yaitu teori kewenangan dan penegakan hukum. Metode penelitian yang digunakan adalah metode yuridis empiris dengan spesifikasi penelitian kualitatif deskriptif analitis. Hasil penelitian ini menunjukkan bahwa Dinas Lingkungan Hidup melaksanakan penanggulangan pencemaran udara berdasarkan kewenangan delegasi Pasal 41 Peraturan Daerah Kota Cilegon Nomor 10 Tahun 2018 tentang Perlindungan dan Pengelolaan Lingkungan Hidup Daerah dengan melakukan pembinaan, penegakan hukum berupa pengawasan dan pemberian sanksi, konsultasi serta pendampingan teknis terhadap penanggung jawab usaha dan/atau kegiatan, namun menghadapi hambatan pada terbatasnya sarana dan prasarana yang dimiliki. Hambatan yang dihadapi memerlukan perbaikan pada dua elemen, yaitu struktur hukum memerlukan penguatan melalui peningkatan alokasi anggaran yang memadai. Budaya hukum perlu ditegakkan secara konsisten untuk mendorong kepercayaan masyarakat terhadap Dinas Lingkungan Hidup Kota Cilegon melalui edukasi dan sosialisasi terkait status lingkungan hidup, prosedur pengaduan secara berkala, pemberian informasi peringatan pencemaran, serta optimalisasi pengembangan sistem informasi lingkungan yang terpadu, terkoordinasi dan dipublikasikan.

Abstract

This study examines the role of the Cilegon City Government in the development of clean water infrastructure for communities living in the hilly areas of Pulomerak District. Clean water is a fundamental public service that directly affects public health, environmental quality, and social welfare. Using a qualitative descriptive approach, this research analyzes policy frameworks, institutional roles, and implementation practices related to clean water development at the local level. The findings indicate that the Cilegon City Government plays a central role through regulatory authority, infrastructure development, and coordination with local institutions and communities. The development of clean water facilities has contributed to improved access to water, better sanitation practices, and reduced health risks among residents in hilly areas. However, several challenges remain, including geographical constraints, funding limitations, institutional coordination, and environmental sustainability. Community participation and integrated policy implementation emerge as key factors in ensuring the long-term sustainability of clean water services. This study highlights the importance of strengthening local governance capacity and collaborative approaches to achieve equitable and sustainable clean water provision in geographically constrained areas.

Abstract

This study examines the implementation of the Weekend Land Service Program (PELATARAN) at the ATR/BPN Office of Serang Regency as an instrument for improving public service quality under Law Number 25 of 2009 on Public Services. Employing an empirical juridical method with descriptive-analytical specification, the research integrates primary data obtained from interviews and field observations with secondary legal materials, including statutory regulations and internal administrative instruments governing the program. The findings demonstrate that PELATARAN possesses a legally defensible foundation within the framework of governmental administrative authority, particularly through the alignment between institutional mandates in land administration and the operational legitimacy provided by ministerial circulars and local decrees. Empirically, the program enhances accessibility and procedural certainty by expanding service availability beyond conventional working days, yet its effectiveness remains contingent upon human resource capacity, consistency of standard implementation, and the institutionalization of measurable service indicators. The study further highlights that accountability mechanisms, complaint handling systems, and maladministration prevention are decisive determinants of sustainable service quality. The research contributes by linking normative legality with empirical governance performance in land service innovation.

Abstract

Background of study: Workers’ awareness of their rights and obligations within Indonesia’s employment social security system remains relatively low, particularly among informal workers. Although BPJS Ketenagakerjaan provides comprehensive protection against occupational risks, many workers still lack a clear understanding of program benefits and participation requirements, limiting the effectiveness of national social protection efforts. Aims and scope of paper: This paper examines the role of BPJS Ketenagakerjaan in improving workers’ awareness of their rights and obligations as participants in employment-based social security. The study explores existing outreach strategies, levels of worker literacy, barriers to participation, and the implications for overall social protection. Methods: A qualitative literature review method was employed by synthesizing secondary data from academic articles, government regulations, and BPJS Ketenagakerjaan reports published within the last ten years. The analysis identifies recurring issues related to worker knowledge, program implementation, and institutional challenges. Result: The findings show that BPJS Ketenagakerjaan plays an important role in disseminating information, expanding membership, and improving service accessibility. However, workers’ understanding of program benefits remains limited, participation in the informal sector is relatively low, and employer compliance is often inconsistent. Existing socialization efforts have not fully closed the awareness gap, especially among vulnerable worker groups. Conclusion: The study concludes that improving workers’ awareness requires more targeted and continuous education programs, stronger employer enforcement, and broader collaboration among government institutions. Enhancing literacy and participation is essential to achieving more comprehensive and equitable labor protection in Indonesia.

Abstract

The need for transparent governance in Tangerang Regency has been growing in line with the times. The implementation of the Electronic-Based Government System (SPBE) offers various benefits, such as easy access to public services without spatial or temporal limitations through the official website and the Tangerang Gemilang app, as well as the creation of more dynamic interactions between the government and the public. This study employs an empirical legal method to analyze the application of legal provisions in practice. The theories utilized include the theory of authority, which emphasizes the legitimacy of government actions based on laws and regulations, as well as the theory of public service, which focuses on the quality of services provided to the public. The research findings indicate that the SPBE in Tangerang Regency has a strong regulatory foundation and structure. However, the effectiveness of its implementation still faces various obstacles, such as limited human resources, uneven technological infrastructure, budget constraints, weak coordination among local government agencies, and low digital literacy among the public. These obstacles have prevented the goal of improving the quality of public services from being fully achieved, meaning that strong legal authority does not necessarily guarantee the effectiveness of services.
