Abstract

Background of study: Workers’ awareness of their rights and obligations within Indonesia’s employment social security system remains relatively low, particularly among informal workers. Although BPJS Ketenagakerjaan provides comprehensive protection against occupational risks, many workers still lack a clear understanding of program benefits and participation requirements, limiting the effectiveness of national social protection efforts. Aims and scope of paper: This paper examines the role of BPJS Ketenagakerjaan in improving workers’ awareness of their rights and obligations as participants in employment-based social security. The study explores existing outreach strategies, levels of worker literacy, barriers to participation, and the implications for overall social protection. Methods: A qualitative literature review method was employed by synthesizing secondary data from academic articles, government regulations, and BPJS Ketenagakerjaan reports published within the last ten years. The analysis identifies recurring issues related to worker knowledge, program implementation, and institutional challenges. Result: The findings show that BPJS Ketenagakerjaan plays an important role in disseminating information, expanding membership, and improving service accessibility. However, workers’ understanding of program benefits remains limited, participation in the informal sector is relatively low, and employer compliance is often inconsistent. Existing socialization efforts have not fully closed the awareness gap, especially among vulnerable worker groups. Conclusion: The study concludes that improving workers’ awareness requires more targeted and continuous education programs, stronger employer enforcement, and broader collaboration among government institutions. Enhancing literacy and participation is essential to achieving more comprehensive and equitable labor protection in Indonesia.

Abstract

The need for transparent governance in Tangerang Regency has been growing in line with the times. The implementation of the Electronic-Based Government System (SPBE) offers various benefits, such as easy access to public services without spatial or temporal limitations through the official website and the Tangerang Gemilang app, as well as the creation of more dynamic interactions between the government and the public. This study employs an empirical legal method to analyze the application of legal provisions in practice. The theories utilized include the theory of authority, which emphasizes the legitimacy of government actions based on laws and regulations, as well as the theory of public service, which focuses on the quality of services provided to the public. The research findings indicate that the SPBE in Tangerang Regency has a strong regulatory foundation and structure. However, the effectiveness of its implementation still faces various obstacles, such as limited human resources, uneven technological infrastructure, budget constraints, weak coordination among local government agencies, and low digital literacy among the public. These obstacles have prevented the goal of improving the quality of public services from being fully achieved, meaning that strong legal authority does not necessarily guarantee the effectiveness of services.

Abstract

A wedding package promotion website is a solution to make it easier for prospective customers to obtain service information quickly and accurately. This study aims to build a wedding package marketing website for Rizi Catering that provides complete information about service packages, a documentation gallery, and an order form that is directly connected to WhatsApp marketing. The development method used is the Waterfall model, which includes the following stages: analysis, design, implementation, testing, and maintenance. The website was developed using PHP for system logic, MySQL as the database, and CSS for the user interface. Testing results using the Black Box Testing method showed that all functions operate as designed, pages load properly, the booking form successfully saves data to the database, and WhatsApp integration functions optimally. Additionally, the User Acceptance Test (UAT) results achieved an average percentage of 77%, indicating that the Rizi Catering website is well-received by visitors. The research findings can be accessed via https://rizicatering.free.nf/. Thus, the website successfully fulfills the research objectives as an informative promotional tool while simplifying the initial order documentation process at Rizi Catering.

Abstract

This study aims to analyze the decision of the Serang State Administrative Court Number 31/G/2023/PTUN. SRG in a dispute over the adoption deed of a child arising from maladministration of the inclusion of status on the deed. The problem focuses on the misapplication of the law by state administrative officials and the position of PTUN decisions as a guideline for resolving administrative disputes based on the principle of contrarius actus, which is the authority of TUN officials who issue decisions to cancel or correct. This study uses an empirical juridical method with a qualitative approach. Data was obtained through a study of documents on court decisions and laws and regulations that were the basis for the judge's consideration, as well as interviews with the Serang PTUN judge who was involved in the examination of the case. The analysis was conducted to assess the suitability between legal norms and their application in population administration practices. The results of the study show that the court decision provides legal certainty to the plaintiff for the error in the inclusion of status in the child adoption certificate. Based on the principle of contrarius actus, officials of the Population and Civil Registration Office are obliged to correct administrative errors, as well as deactivate and revoke Decree Number 474.1/819-Cs/1999 concerning the birth certificate concerned. This decision affirms the importance of TUN officials' compliance with the principles of legality and protection of citizens' rights in the implementation of state administration.

Abstract

This study examines the effectiveness of the Regional Cultural Preservation Office Region VIII in managing the Banten Girang Site as an effort to preserve cultural heritage within the framework of legal protection and administrative governance. This research applies an empirical juridical method with a qualitative descriptive approach through interviews, and document analysis. The findings indicate that the management of the Banten Girang Site has been implemented through preventive preservation measures, periodic technical assessments, supervision by site custodians, and limited public outreach activities. However, the implementation has not yet reached optimal effectiveness due to several constraints, including unclear administrative authority, limited budget support, inadequate infrastructure, and suboptimal inter-institutional coordination. The study further identifies that sustainable preservation requires legal certainty, institutional harmonization, stronger fiscal support, community participation, and revitalization of supporting facilities. The findings affirm that effective cultural heritage preservation depends on the integration of legal substance, institutional capacity, administrative consistency, and public awareness. Strengthening collaborative governance is therefore essential to ensure the long-term sustainability of the Banten Girang Site as a historical and educational asset.

Abstract

The Lebak Regency spatial planning plan was prepared based on Lebak Regency Regional Regulation Number 2 of 2014 concerning the Lebak Regency Regional Spatial Plan for 2014-2034 with the aim of creating a highly competitive and sustainable Regency regional space based on agriculture, plantations, tourism and mining. To realize this, spatial planning is needed based on the principles of spatial planning contained in Article 2 of Law Number 26 of 2007 concerning Spatial Planning. The research method used is the normative juridical method. The normative juridical method is defined as research on statutory rules, both from the perspective of the statutory hierarchy (vertical) and the harmonious relationship of legislation (horizontal). The purpose of this writing is to find out how the application of spatial planning principles in the Lebak Regency Spatial Planning Plan for Mining Activities in the Mount Liman Area is Reviewed Based on Law Number 26 of 2007 concerning Spatial Planning. Based on the results of the discussion, it can be concluded that the regional government has attempted to control spatial planning and supervision of illegal gold mining in Lebak Regency. Regulations for mining activities in Lebak Regency Regional Regulation Number 2 of 2014 concerning Lebak Regency Spatial Planning for 2014-2034. Article 64 paragraph (5) letter c does not allow mining in protected areas. However, there is a discrepancy in the application of spatial planning principles in the 2014-2034 Lebak Regency Regional Spatial Plan, namely consisting of the principle of integration, the principle of harmony, harmony and balance, the principle of sustainability, the principle of efficiency and effectiveness as well as the principle of legal certainty and justice. This is due to the determination of the Cirinten sub-district area as a mining area.

Abstract

Indonesian Migrant Workers (PMI) are Indonesian citizens who will, are or have done Work by Receiving Wages outside the Territory of Indonesia, this is regulated in Law Number 18 of 2017 concerning the Protection of Indonesian Migrant Workers and its derivative Regulations. Indonesian Migrant Workers are Indonesian citizens who are still under the authority of the Indonesian government, however the position of Indonesian Migrant Workers abroad is very vulnerable to facing unpleasant cases such as Violence, Human Trafficking, Illegal Migrant Workers and various other cases. These cases trigger conflicts between Indonesia and the recipient countries of Indonesian Migrant Workers, due to the relationship between 2 different citizenships. So it is important for the Government of the Republic of Indonesia to provide legal protection efforts and Preventive Actions to Indonesian Migrant Workers who will go Abroad, both in terms of administration, readiness and the purpose of Indonesian Migrant Workers. The method used is the Normative Juridical Method, and the purpose of this study is to analyze how the Urgency of Legal Protection for Indonesian Migrant Workers in Anticipating Conflicts Between Countries. The results of this study explain that the role of the government in making regulations or international agreements with countries where Indonesian migrant workers work is very important in order to protect Indonesian citizens and prevent conflicts between countries that can occur due to problems caused by Indonesian migrant workers.

Abstract

Singarajan Village has economic potential through Micro, Small, and Medium Enterprises (MSMEs); however, most transactions are still cash-based, making them less efficient and more risky. To support digital economic transformation and financial inclusion, the community service team implemented the Quick Response Code Indonesian Standard (QRIS) as an integrated digital payment system. The method applied was a participatory approach through socialization, training, transaction simulations, and assistance with merchant registration for QRIS. The activities involved MSME actors, the village government, and support from Bank Indonesia and BRI as strategic partners. The results showed an increase in MSMEs’ understanding and skills in using QRIS, as evidenced by the growing number of merchants registering their businesses and their willingness to adopt cashless transactions. QRIS has proven to provide benefits such as payment convenience, transaction security, time efficiency, and opportunities to expand into digital markets. The recommendations include continuous mentoring, improved digital literacy, and strengthened network infrastructure to ensure the sustainability of QRIS adoption. Thus, QRIS has the potential to become an entry point for transforming rural economies to be more inclusive, efficient, and competitive.

Abstract

Kewenangan merupakan unsur fundamental dalam pembentukan produk hukum dalam sistem ketatanegaraan Indonesia. Setiap produk hukum yang dibentuk oleh lembaga negara maupun pejabat pemerintahan harus didasarkan pada kewenangan yang sah sesuai dengan ketentuan peraturan perundang-undangan. Dalam praktiknya, masih ditemukan berbagai produk hukum yang dibentuk tanpa dasar kewenangan yang jelas, baik akibat tumpang tindih kewenangan, penyalahgunaan wewenang, maupun ketidaksesuaian prosedur pembentukan peraturan. Kondisi tersebut menimbulkan persoalan yuridis yang berdampak pada keabsahan produk hukum serta kepastian hukum dalam penyelenggaraan pemerintahan. Penelitian ini bertujuan untuk menganalisis konsekuensi yuridis terhadap produk hukum yang dibentuk tanpa dasar kewenangan dalam sistem ketatanegaraan Indonesia. Metode penelitian yang digunakan adalah penelitian hukum normatif dengan pendekatan perundang-undangan dan pendekatan konseptual. Bahan hukum yang digunakan terdiri atas bahan hukum primer, sekunder, dan tersier yang dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa kewenangan dalam pembentukan produk hukum diperoleh melalui atribusi, delegasi, dan mandat. Produk hukum yang dibentuk tanpa dasar kewenangan yang sah dapat dikategorikan sebagai produk hukum yang cacat secara yuridis, baik karena cacat substansi, wilayah, maupun waktu pelaksanaan kewenangan. Konsekuensi yuridis yang timbul dapat berupa batal mutlak, batal demi hukum, maupun dapat dibatalkan. Selain itu, produk hukum tersebut juga dapat diuji melalui mekanisme judicial review oleh Mahkamah Konstitusi, Mahkamah Agung, maupun Pengadilan Tata Usaha Negara. Oleh karena itu, diperlukan pengawasan dan harmonisasi kewenangan guna mewujudkan kepastian hukum dalam sistem ketatanegaraan Indonesia.

Abstract

The provision of public services at the village level, particularly in licensing procedures, often faces challenges related to legal certainty, transparency, and potential maladministration. This article describes efforts to strengthen state administrative law through the implementation of Minimum Service Standards (SPM) based on Minister of Home Affairs Regulation Number 59 of 2021 in Sindangheula Village, Serang Regency. The objective of this activity is to enhance the legal understanding of village officials and the community regarding standardized service benchmarks, thereby establishing licensing procedures that are transparent, accountable, and free from illegal levies. The method employed in this community service activity is Community Education through Legal Counseling with a Participatory Action Research (PAR) approach. The PAR method was selected because it emphasizes collaboration and active engagement between researchers and participants, viewing research as a process "from, by, and by, for the community." The legal counseling, delivered by lecturers from the Faculty of Law, Universitas Sultan Ageng Tirtayasa, was conducted interactively through group discussions and question-and-answer sessions, enabling the community not only to receive information unidirectionally but also to actively formulate solutions to bureaucratic challenges they encounter. The results of the activity demonstrate a significant improvement in the legal literacy of both the community and village officials concerning their rights and obligations in licensing services. This participatory approach successfully fostered collective awareness to oversee information transparency and service accountability, thereby minimizing discretionary practices and strengthening the institutional legitimacy of village governance.
