Abstract

The social media network has become one of the most favored digital technology platforms for information and entertainment among the public today. However, in social media practices, women often appear as objects that are sexualized or commodified commercially. According to a survey by wearesocial.com and Hootsuite, most internet users in Indonesia fall into the categories of teenagers and young adults. Building upon the results of this survey, community service focuses on the age group of 13 to 18 years old who are currently studying at a Senior High School (SMA). Abstract

The phenomenon of child victims of sexual violence increased during COVID-19 from 2021 to 2022. This indicates that COVID-19 is a vulnerable and dangerous situation because children live near their families and interact with social environments outside of school. Child victims of sexual violence are often difficult to obtain information about the legal incidents that befell them. This is due to the limited vocabulary of children and their vulnerability to threats from perpetrators, which can result in psychological trauma for the victims. The objectives of this community service program are: first, to map the types of violence affecting child victims; second, to prevent and address child victims of sexual violence. The community service methods used include: a pre survey of the locations and situations that will be the target of community service; second, observation and interviews with neighborhood and local residents' association officials who include young families with children; and third, offline community service and discussions with young families with children. The results obtained include a diversity of types of violence against child victims, and, fundamentally, children's mental and physical development can be affected in the future. Efforts to prevent and handle child victims of sexual violence require obtaining statements from child victims in a language that children understand and involving parties who are trusted and competent in addressing the basic needs of child victims of sexual violence.

Abstract

This study aims to analyze the quality of excellent land administration services based on community response in two regions with different characteristics, namely Kendal Regency and Semarang City. The main issue examined focuses on differences in community perceptions and experiences of public services in the land sector, particularly regarding the aspects of speed, transparency, and professionalism of officials. The approach used is qualitative with a comparative case study design, which allows researchers to explore social phenomena in depth in a local context. Data were collected through semi-structured interviews, participatory observation, and documentation studies, with participants selected using purposive and snowball sampling. The results of the study identified three main themes, namely: (1) public perceptions of excellent service, (2) responsiveness and professionalism of officials, and (3) transparency and certainty of services. The Kendal community considers the friendliness of officials to be a key aspect of service, but still faces obstacles in terms of certainty of time and cost. Meanwhile, the people of Semarang consider the efficiency and openness of the digital system to be the main advantages, despite the challenge of the digital literacy gap. These findings reinforce the SERVQUAL theory by adding the dimensions of socio-cultural context and service digitalization. Theoretically, this study contributes to the development of adaptive service-based public administration studies, while practically providing recommendations for improving the capacity of officials and integrating inclusive digital service systems. Further research is recommended to explore the aspects of inclusiveness and digital literacy in public services in semi-rural areas.

Abstract

Sexual violence against persons with disabilities is a crime that requires full attention. Persons with disabilities, as victims of crime, must receive justice. This study aims to identify the obstacles experienced by persons with disabilities in the evidentiary process of law enforcement and to provide information about a disability-friendly evidentiary system. This research is normative in nature, with data sources derived from secondary data. The data were collected, classified, and processed according to the discussion to provide answers to the issues raised, then presented descriptively. The results show that obstacles may arise from persons with disabilities themselves, law enforcement officers, and the still-developing understanding of sexual violence. Regarding the evidentiary system, there is a need to update regulations to facilitate the evidentiary process. The evidentiary system based on Law No. 12 of 2022 offers a disability-friendly approach to achieving justice. In implementing the evidentiary process, disability-friendly measures must also be considered, as stipulated in Government Regulation No. 39 of 2020 concerning Reasonable Accommodation for Persons with Disabilities in Judicial Processes.

Abstract

The culture of toxic masculinity is still a significant obstacle in handling rape cases against adult men. The view that men should always be strong and unlikely to be victims leads to low reporting and weak institutional attention. This study aims to analyze the factors of rape of adult men in the struggle of toxic masculinity culture and examine the responsiveness of law in its handling using Nonet and Selznick's responsive legal theory as an analytical framework. This research uses a qualitative approach with a socio-legal research type, which combines observation, interviews, questionnaires and literature studies. The results of the study show that toxic masculinity functions as a structural barrier that suppresses the victim's courage to report, triggers the bias of law enforcement officials, and increases the risk of secondary victimization. Although Indonesia's positive law has moved towards more inclusive victim recognition through the Indonesia Criminal Code Number 1 of 2023, legal implementation still faces challenges in terms of institutional sensitivity and substantive protection of victims. This study emphasizes the importance of strengthening gender-justice-oriented responsive laws in ensuring protection and recovery for adult male rape victims.

Abstract

The development of regulations resulting from the Financial Sector Development and Strengthening Act (P2SK Act) has changed the acronym of the People’s Credit Bank to the People’s Economic Bank, which, of course, changes the needs of today’s society. This research also aims to analyze the extent to which the government adapts to technological and informatics developments through progressive regulatory updates as evidenced by the emergence of new financial regulations, namely the P2SK Law. The research method used in this study is a comparative approach that analyzes the comparison of credit lending institutions before and after the P2SK Law. The analysis applied in this research is the Qualitative Method of Comparative Analysis Model, which compares two objects under study based on the author’s framework of thought. This normative-empirical legal research is studied based on regulations and examined based on social empirical facts in the field. The data processed comes from literature studies of previous studies collected and analyzed by the author. The results of this study interpret that the monetary and real sectors are integrated with regulations created by the government, which are mutually compatible. Regulatory updates must also follow the rapid development of the times in the economic sector, which is the main factor supporting the prosperity of a country. The substance of the new regulations of the P2SK Law is also adjusted to the needs of the community through the functions and principles of the People’s Economic Bank itself.

Abstract

The practice of flaunting a luxurious lifestyle among public officials through social media has drawn widespread attention, indicating a shift in political communication and self-representation patterns that have the potential to influence public trust and shape a consumerist culture in society. This phenomenon is problematic because it not only touches on social and ethical dimensions but can also lead to legal consequences related to the principles of propriety, integrity, and responsibility through the position obtained. This research has an urgency to legal studies that have not been optimally comprehensive and requires a special study regarding the relationship between officials' flexing with legal principles, government ethics, and social norms in the digital era. This study uses a qualitative method with a normative juridical approach and is supported by non-doctrinal studies through social concept analysis, with data collection techniques in the form of library studies of laws and regulations, legal doctrine, and relevant literature. The results of the study indicate that the flexing phenomenon is influenced by the theory of symbolic consumption and social dramaturgy in the form of the use of modern lifestyles as a means of image formation and status legitimacy. The originality of this research lies in the link between consumer flexing behavior and the legal ethics of public officials in the digital age. This study concludes that there is a need to strengthen ethical regulations and social media oversight mechanisms for legislators.

Abstract

The persistence of gender-based killings in Indonesia reflects structural challenges in legal recognition, data integration, and institutional coordination in addressing violence against women. Although various laws on the protection of women have been enacted, Indonesian positive law does not explicitly recognise femicide as a gender-based category of homicide, and national data systems do not consistently provide gender-disaggregated monitoring of such cases. This study aims to analyse the urgency of establishing a Femicide Watch mechanism in Indonesia as a strategic instrument to prevent femicide and to examine its relevance within the framework of Sustainable Development Goal (SDG) 5. This research employs a qualitative empirical approach using a socio-legal perspective. Data were collected through in-depth interviews with a legal practitioner and psychologist, as well as officials from a regional women and child protection unit, complemented by secondary data from legislation, judicial developments, institutional reports, and provincial statistics on violence against women. Comparative analysis of international practices was also conducted. The facts show that although a rapid response mechanism for protection services has been established at the national level, the judicial system remains reactive and lacks a comprehensive governance framework to address gender issues. The state's refusal to recognize femicide means that data is not classified, making it difficult to accurately monitor progress. The establishment of mechanisms to systematically monitor killings of women will strengthen legal protections and increase accountability, reaffirming Indonesia's commitment to gender equality and violence reduction in line with the Sustainable Development Goals (SDGs).
