Sejumlah pertanyaan yang ingin dijawab dalam penelitian ini Pertama, bagaimana proses masuknya aktor internasional (TheIsland Foundation) ke Kabupaten Bintan ?.Kedua, Bagaimana sikap Pemerintah daerah Kabupaten Bintan terhadap keterlibatan TheIsland Fondation dalam pemberdayaan masyarakat ?. Ketiga, bagaimana model kemitraan antara Pemerintah Daerah dengan TheIsland Fondation?Setting penelitian ini adalah di lokasi Desa Wisata Kampung Panglong di desa Berakit Kabupaten Bintan. Penelitian ini menerapkan jenis penelitian deskriptif dengan pendekatan kualitatif. Data diperoleh melalui informan kunci (keyperson) yang ditentukan secara bertujuan (purposive). Ada pun yang ditetapkan atau dapat ditentukan sebagai keyperson adalah agen pelaksana dari The Island Foundation dan Pemerintah Daerah. Sedangkan informan lainnya adalah pejabat terkait di SKPD terkait (Badan Pemberdayaan Masyarakat-perempuan-dan perlindungan anak, Kesbangpol), Pemerintah Desa, para pengurus KUBE, dan para pelajar yang disentuh, serta beberapa tokok masyarakat, yang akan ditentukan kemudian secara snow ball. Disamping itu, studi dokumentasi dan observasi juga digunakan untuk menjaring data yang relevan. Kehadiran Aktor Internasional untuk berpartisipasi dalam pembangunan manusia di Kepulauan Riau, khususnya Bintan belum disadari oleh pemerintah sebagai potensi. Keterbatasan sumberdaya pemerintah sebagai agen tunggal pembangunan seharusnya membuat pemerintah dalam memanfaatkan setiap potensi dukungan sumberdaya diluar pemerintah itu sendiri, baik itu swasta, masyarakat maupun aktor internasonal/global. Kemitraan seperti ini lah yang diinginkan oleh gagasan sound governance, akan tetapi belum difahami sam oleh pemerintah daerah baik level Kab, Bintan maupun level Pemerintah Desa Berakit. Dengan kata lain, kemitraan positif yang antara pemerintah Daerah/Desa dengan TIF belum terjalin dengan seimbang

Abstract

PDAM Tirta Karimun is a regional water supply company that provides services for estimating clean water for the community in Tanjung Batu Kundur. This study aims to see how the PDAM's servants are in providing services to the PDAM user community. This research was carried out descriptively with a qualitative approach, in this qualitative descriptive study the researcher will provide a systematic, factual and accurate description of the facts according to the scope of the research title. From the results of the research in this PDAM, this research resulted in the result that this PDAM has provided transparent and responsible services, but in this service there are still many shortcomings, especially in the water management and distribution, many problems such as not running water during the dry season, turbid water during the rainy season and where water is not suitable for consumption because it is muddy and smelly when after the rain, after the dry season and when the water is not mixed with chemicals. The conclusion in this study is that the PDAM service still has many shortcomings even though they have done what they have to do. For suggestions, it is expected to provide the expected service where the community is greatly helped if the PDAM runs smoothly, therefore it is expected to improve its quality and service.

Abstract

This study aims to evaluate the performance of the implementation of the Tanjungpinang City Bus Rapid Transit (BRT) program. The method used in this study is a qualitative approach and type of descriptive research by presenting scientifically from the results obtained from the field through observation, interview and documentation techniques. There were 8 informants in the study. The location of this research is in Tanjungpinang City which is the operational area of BRT. Data analysis techniques in this study are data reduction, data presentation and conclusion drawing. The results of this study, namely the BRT program which has been running for approximately 7 months, has been running quite well and the program objectives have been achieved gradually, but there are some problems that have to be addressed, namely the lack of passengers from the community. know that BRT is public transportation and also due to the lack of socialization carried out only through the media, for the addition of BRT route routes that do not pass through the city route due to collision with the existing City transportation, the community is more crowded in the city area, and the last problem is delays in the disbursement of BRT's operational funds that become a barrier to the operation of the BRT, which requires costs for fuel and service per day.

Abstract

Kecamatan Belakang Padang, yang terletak di wilayah kepulauan Kota Batam, menghadapi berbagai tantangan dalam penyelenggaraan pelayanan publik yang efektif dan manajemen kinerja aparatur pemerintahan. Wilayah ini terdiri dari pulau-pulau kecil yang tersebar, dengan akses transportasi dan komunikasi yang terbatas, sehingga memengaruhi kualitas dan kecepatan pelayanan kepada masyarakat. Permasalahan utama yang dihadapi adalah belum optimalnya sistem manajemen kinerja aparatur dan rendahnya partisipasi masyarakat dalam evaluasi pelayanan publik. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas aparatur sipil negara (ASN) dalam menyusun indikator kinerja individu, mengimplementasikan prinsip Total Quality Management (TQM), serta membangun sistem evaluasi kinerja berbasis data lokal. Pendekatan yang digunakan adalah partisipatif-kolaboratif melalui tahapan observasi, Focus Group Discussion (FGD), pelatihan teknis, dan pendampingan intensif. Hasil kegiatan menunjukkan peningkatan signifikan dalam pemahaman ASN terhadap indikator kinerja, penyusunan standar pelayanan minimum, serta kemampuan penggunaan aplikasi evaluasi sederhana berbasis digital. Selain itu, kegiatan ini juga berhasil membangun sinergi antara aparatur kecamatan dan masyarakat dalam mewujudkan pelayanan publik yang lebih transparan dan responsif. Kegiatan pengabdian ini membuktikan bahwa penerapan prinsip-prinsip TQM dalam konteks wilayah kepulauan dapat dilakukan secara efektif apabila disertai dengan pelibatan aktif komunitas lokal dan dukungan kelembagaan.

Abstract

The Student Education and Training Center (PPLP) in Riau Islands was formed based on the Ministry of Youth and Sports (KEMENPORA) program in the development of achievement sports coaching centers in the regions. Currently Riau Islands Province has 3 PPLP Sports Branches that are running, namely Pencak Silat, Taekwondo and Archery which are managed by the Riau Islands Provincial Youth and Sports Office. In its implementation there are several shortcomings such as sports facilities, facilities and infrastructure, and the achievements of athletes. The purpose of this study was to obtain a complete picture and evaluate the process of implementing the coaching program for PPLP athletes in Riau Islands Province. This research methodology uses a qualitative descriptive approach with primary and secondary data sources, and data collection methods in the form of documentation, interviews, and observations. The theory used by researchers in evaluation uses Masson & Gibbon's theory in Hayat (2018) which includes indicators: The process has run optimally, seen from the role of the management in implementing the coaching program that has been well coordinated. For formative indicators, it is less than optimal as seen from the fulfillment of athletes' facility needs which are not fully met. For summative indicators, it runs less optimally seen from the results of athletes' achievements that have not been consistent at the national level. The conclusion of this research is that the PPLP program has been running quite well in Riau Islands Province, it's just not optimal seen from additional professionals such as sports specialists, infrastructure and the results of athletes' achievements at the National level. Suggestions for improvement are that the administrators involved in the PPLP program must be able to increase their contribution, especially in terms of meeting the needs of athletes

Abstract

Garbage is a problem that often occurs everywhere. One example is in Tanjungpinang City with various types of waste problems, one of which is plastic waste. For this reason, it needs to be handled seriously. One of the measures that has been carried out by the Tanjungpinang City government regarding the handling of plastic waste is to create a Tanjungpinang Mayor regulation policy no. 14 of 2022 concerning reducing the use of plastic bags. This regulatory policy was implemented on July 7 2022 and the policy of this regulation has been in place for approximately 2 years now. However, the results of implementing this policy regulation are still not as expected, with the data that has been presented in the background proving that every year there is an increase and plastic waste is in second place among the number of types of waste that exist. For this reason, this research aims to evaluate all forms of activities in implementing this policy using a descriptive qualitative approach according to the evaluation theory of Abdulkahar Badjuri & Teguh Yuwono (2002) which consists of 4 indicators, namely: suitability evaluation, effectiveness evaluation, efficiency evaluation and meta evaluation. Based on this theory, this research hopes that in the future this problem can be resolved and that regulatory policies run as expected so as to produce the desired results.

Abstract

Coastal areas and small islands, such as the Riau Islands Province, face persistent challenges in waste management. Batam City experiences high household waste generation and severe plastic pollution, threatening local ecosystems and socio-economic resilience. Contributing factors include geographic isolation, limited infrastructure, and weak monitoring systems. This study uses an integrative framework that links circular economy principles with community-based governance in the context of coastal waste management in island regions. The novelty of this study is the development of an adaptive governance network model that integrates three dimensions of empowerment, namely psychological, organizational, and communal, with circular economy mechanisms to transform waste into economic assets. Using a qualitative case study through observation, interviews, and document analysis, findings reveal a fragmented, multi-actor landscape where corporate social responsibility programs, grassroots waste banks, government facilities, and interventions by non-governmental organizations operate independently with limited coordination. Despite existing capacities, the absence of inter-organizational collaboration has led to low waste sorting rates, reaching only 18%. The study proposes establishing an institutional platform for multi-stakeholder collaboration that integrates circular economy principles with community empowerment. Such a coordinated governance network can support sustainable coastal waste management and contribute to ecosystem restoration in Batam City.

Abstract

Penelitian ini membahas mengenai pengaruh dari kualitas pelayanan terhadap kepuasan masyarakat dalam penerbitan STNK di Kantor Samsat Kota Tanjungpinang. Berdasarkan Indeks Kepuasan Masyarakat (IKM) pada kantor Samsat Kota Tanjungpinang tahun 2022 mencapai kepuasan sebesar 89,95%. Problematika penelitian ini menunjukkan adanya rasa ketidakpuasan dan keluhan dari masyarakat dengan layanan penerbitan Surat Tanda Nomor Kendaraan (STNK) seperti proses administrasi yang berbelit-belit, dan beberapa diantara mereka lebih memilih untuk menggunakan jasa calo atau perantara maupun orang dalam agar STNK tersebut dapat diproses dengan cepat. Hal tersebut menunjukkan adanya kesenjangan dalam kaitannya dengan indikator kualitas pelayanan yakni dari segi kehandalan, daya tanggap dan empati. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh kualitas pelayanan terhadap kepuasan masyarakat pada saat penerbitan STNK di Samsat Kota Tanjungpinang. Pengambilan sampel pada penelitian ini dilakukan dengan metode purposive sampling dengan sampel sebanyak 100 responden yang didapat dengan menggunakan rumus Slovin. Adapun teknik analisis data yang digunakan dalam penelitian ini adalah teknik regresi sederhana dengan pengujian hipotesis yang diproses dengan program SPSS versi 26. Hasil dari penelitian ini menunjukkan bahwa terdapat pengaruh antara kualitas pelayanan terhadap kepuasan masyarakat di Kota Tanjungpinang. Dari hasil Koefisien Determinasi (R2) ditemukan bahwa kualitas pelayanan berpengaruh positif terhadap kepuasan masyarakat yakni 0,874 atau 87,4%. Hal ini membuktikan bahwa kualitas pelayanan berpengaruh positif dan signifikan dengan kepuasan masyarakat sesuai dengan interval koefisien 0,80 – 1,000 yang termasuk dalam kategori sangat kuat. Dan sisanya sebesar 12,6% adalah dipengaruhi oleh faktor lain yang tidak diteliti.

Abstract

The objective of the research is to explain how collaborative tax validation can be structured as a repeatable and auditable mechanism in an industrial-estate environment and to formulate an implementable framework for optimizing local revenue realization. The study employs a qualitative secondary-data design using document-based evidence, including relevant laws and implementing regulations, administrative procedures and SOPs, institutional reports, and publicly accessible industrial-estate documents. Data were analyzed through qualitative content analysis with iterative coding to identify recurring themes and bottlenecks in the validation process, followed by synthesis into a phased implementation model and governance requirements. The results indicate that the main leakage risk is driven less by outright non-payment and more by systematic mismatches between administrative registries and operational reality, compounded by weak evidence standards for confirming asset presence and use inside the estate. Effective collaboration is shown to depend on explicit data governance arrangements purpose limitation, stewardship roles, standardization protocols, audit trails, and dispute-resolution pathways rather than purely technical integration. The study also finds that a phased approach is most feasible: (1) standardizing identifiers and taxable-object categories; (2) piloting data-sharing governance and a minimum viable dataset; (3) implementing a validation workflow with clear exception handling; and (4) scaling through performance metrics and integrity controls. In conclusion, collaborative validation can be strengthened when designed as routine compliance infrastructure that reduces ambiguity, clarifies institutional roles, and produces verifiable evidence for liability confirmation, thereby improving the sustainability and predictability of local revenue collection in industrial regions.

Abstract

Protocol is a crucial aspect in the administration of regional government, especially in supporting the smooth running of the official agenda of the Governor of the Riau Islands as regional head and representative of the central government in the region. The role of protocol is not only limited to regulating spatial planning and ceremonies, but also functions to maintain the image of the institution, strengthen communication between agencies, and ensure respect for various local customs. This research aims to analyze the role of management in implementing the Riau Islands Governor's protocol and identify the challenges faced. This research uses a qualitative descriptive method. This research discusses the transformation of protocol management within the Riau Islands Provincial Government which no longer merely carries out the technical function of organizing ceremonial events, but has developed into a strategic instrument in supporting the effectiveness of government communications, strengthening the institutional image, and maintaining smooth cross-bureaucratic coordination. In conclusion, the role of protocol is not only focused on the technical planning of ceremonial events, but has also developed into an important element in managing government communications, ensuring smooth coordination between bureaucracies, and forming a positive image of local government.
