Abstract

Changes to national health service regulations, particularly through the latest hospital accreditation standards and the National Health Insurance Standard Inpatient Class (KRIS JKN) policy, require regional hospitals to improve their organizational adaptability so that they can continue to provide quality and sustainable services. This study aims to answer the question: how capable is the Tanjungpinang City Hospital organization in responding to regulatory changes? This study employed a qualitative approach using a case study design. Data were collected through in-depth interviews with purposively selected key informants, supported by document analyses. Data analysis employed the interactive model of Miles, Huberman, and Saldana, which encompasses data condensation, data presentation, and conclusion drawing through the triangulation of sources and methods. The operational capabilities in this study included human resource management, clinical service flow, hospital information systems, financial management, and service quality assurance mechanisms. The results show that the Tanjungpinang City Hospital has demonstrated managerial commitment through the renewal of standard operating procedures (SOPs), strengthening of organizational structures, and digitization of health services. Innovation capabilities are evident through facility improvements, the development of specialist services, and enhancing human resource competencies. However, operational capabilities still face obstacles, particularly in integrating electronic medical record systems with clinical service needs. The findings of this study imply that integrated organizational capacity building is necessary to improve the quality of regional hospital services and support institutional readiness to face the dynamics of future healthcare regulations.

Abstract

Cleanliness is an inseparable part that is the obligation of every individual for survival; in the conditions of the COVID-19 pandemic, stakeholders have prepared policies in the health sector so that people get their right to live healthily. This study intends to evaluate the role of the government in managing sanitation programs during the COVID-19 pandemic, where policies previously needed to formulate solid policies. This research method uses a literature study where data analysis uses relevant secondary data so that it can be analyzed in depth using the concept of the policy implementation process. The results show that in the sanitation program during the COVID-19 pandemic, the government's role in setting agendas must refer to existing problems in the form of community group routines. Furthermore, the government's policy formulation must take a community-based approach that provides insight into the importance of sanitation program involvement and legitimacy. Finally, an evaluation of government policies must make breakthroughs and program initiations in each regional stakeholder by prioritizing innovations that can happen by the Indonesian people.

Abstract

Marine pollution is one of the most pressing environmental challenges in coastal areas, particularly in areas with intensive shipping and tourism activities such as Bintan Regency, Indonesia. Recurrent oil spills, accumulation of marine debris and microplastics, and degradation of mangrove and coral reef ecosystems highlight the need for an integrated governance model capable of ensuring both ecological sustainability and the socio-economic resilience of coastal communities. This study aims to assess the performance of public management in controlling marine pollution in Bintan and propose a governance model that emphasizes strengthening institutional coordination, preventive measures, and accountability mechanisms. The method used is a case study with a qualitative-descriptive approach, based on secondary data obtained from government documents, environmental regulations, media reports, and international scientific articles. Data were analyzed using thematic content analysis techniques to identify key issues, institutional roles, and the effectiveness of policy instruments. The results show that although regulatory frameworks such as PP No. 19/1999, DIKPLHD Bintan, and MARPOL obligations are in place, implementation in the field remains fragmentary and reactive, reflected in the recurrence of black oil pollution and limited ship waste reception facilities. This study emphasizes the importance of a polycentric governance model that integrates Integrated Coastal Zone Management (ICZM), collaborative governance between state and non-state actors, and economic instruments such as indirect fee schemes for wastewater treatment facilities. In conclusion, strengthening monitoring capacity, participatory evaluation, and multi-level actor integration are key to reducing the rate of recurrent pollution while protecting Bintan's coastal ecosystems and communities.

Abstract

Kecamatan Belakang Padang, yang terletak di wilayah kepulauan Kota Batam, menghadapi berbagai tantangan dalam penyelenggaraan pelayanan publik yang efektif dan manajemen kinerja aparatur pemerintahan. Wilayah ini terdiri dari pulau-pulau kecil yang tersebar, dengan akses transportasi dan komunikasi yang terbatas, sehingga memengaruhi kualitas dan kecepatan pelayanan kepada masyarakat. Permasalahan utama yang dihadapi adalah belum optimalnya sistem manajemen kinerja aparatur dan rendahnya partisipasi masyarakat dalam evaluasi pelayanan publik. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas aparatur sipil negara (ASN) dalam menyusun indikator kinerja individu, mengimplementasikan prinsip Total Quality Management (TQM), serta membangun sistem evaluasi kinerja berbasis data lokal. Pendekatan yang digunakan adalah partisipatif-kolaboratif melalui tahapan observasi, Focus Group Discussion (FGD), pelatihan teknis, dan pendampingan intensif. Hasil kegiatan menunjukkan peningkatan signifikan dalam pemahaman ASN terhadap indikator kinerja, penyusunan standar pelayanan minimum, serta kemampuan penggunaan aplikasi evaluasi sederhana berbasis digital. Selain itu, kegiatan ini juga berhasil membangun sinergi antara aparatur kecamatan dan masyarakat dalam mewujudkan pelayanan publik yang lebih transparan dan responsif. Kegiatan pengabdian ini membuktikan bahwa penerapan prinsip-prinsip TQM dalam konteks wilayah kepulauan dapat dilakukan secara efektif apabila disertai dengan pelibatan aktif komunitas lokal dan dukungan kelembagaan.

Abstract

This study analyzes the service innovation of the Tanjak Lobam Tax Compliance Movement (Gerakan Taat Pajak Lobam) implemented in the Bintan Industrial Estate (Bintan Inti Industrial Estate/BIIE), Bintan Regency, using Everett M. Rogers’ (2003) Diffusion of Innovations theory, which consists of five key attributes: relative advantage, compatibility, complexity, trialability, and observability. This research employs a qualitative approach with a case study design. Data were collected through in-depth interviews with officials from the Bintan Regional Revenue Management Unit (UPTD PPD Bintan), representatives of industrial companies, and workers in the BIIE area, supported by field observations and document analysis. The findings indicate that the Tanjak Lobam innovation demonstrates a strong relative advantage, as it improves time efficiency, reduces transaction costs, and accelerates administrative processes for Motor Vehicle Tax (Pajak Kendaraan Bermotor/PKB) and Heavy Equipment Tax (Pajak Alat Berat/PAB). In terms of compatibility, the innovation aligns well with the characteristics of an industrial estate that requires flexible services without disrupting production activities. Regarding complexity, initial challenges were identified in data integration and system adaptation; however, these were gradually resolved through intensive socialization and field assistance provided by tax officers. In terms of trialability, the implementation was conducted in stages through limited trials and pilot projects, which strengthened user acceptance. Meanwhile, the observability aspect is reflected in tangible outcomes, such as improved tax compliance, reduced arrears, and changes in vehicle administration behavior within the industrial environment. The study concludes that the Tanjak Lobam initiative is an effective public service innovation that has been successfully adopted by various stakeholders because it fulfills all innovation attributes proposed by Rogers (2003). Furthermore, this innovation not only enhances regional tax service performance but also strengthens collaboration among local government, industrial actors, and workers within an industrial estate-based tax governance system.

Abstract

Food security is a national development priority supported through the utilization of Village Funds based on local potential. This study aims to analyze the implementation of the Village Fund-based Food Security Program in Bintan Pesisir District, Bintan Regency. The research employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Data analysis was conducted using the policy implementation model of Van Meter and Van Horn. The findings indicate that the program has been implemented through various activities, including food crop cultivation, fisheries development, seafood processing, and community group empowerment. However, several challenges remain, such as limited human resources, low community participation, weak monitoring and evaluation mechanisms, and the geographical conditions of coastal areas. The study concludes that strengthening the capacity of village officials, increasing community participation, and enhancing program supervision are essential to improving the effectiveness of Village Fund-based food security programs.

Abstract

This study aims to analyze the impact of service quality on community satisfaction at the Public Service Mall of Tanjungpinang City. The research uses a descriptive qualitative approach with the main theory of Expectation Disconfirmation Theory by Oliver and the supporting theory of SERVQUAL, which includes the dimensions of tangibles, reliability, responsiveness, assurance, and empathy. Data collection techniques were conducted through interviews, observations, and documentation involving service users, Public Service Mall employees, and the DPMPTSP of Tanjungpinang City as informants. Data analysis used the interactive model of Miles and Huberman through data reduction, data presentation, and conclusion drawing. The results indicate that the service quality at the Public Service Mall of Tanjungpinang City has generally met community expectations and contributed to community satisfaction. This is reflected in the dimensions of tangibles, reliability, responsiveness, assurance, and empathy, which are demonstrated through relatively prompt services, courteous staff, adequate facilities, and easy access to public services. However, several challenges remain, including waiting times for certain services and procedures that are perceived as relatively complicated. Therefore, good service quality contributes to enhancing community satisfaction, trust, and comfort in utilizing public services.

Abstract

Permasalahan pengelolaan sampah di Kota Tanjungpinang menjadi tantangan serius bagi upaya mewujudkan lingkungan yang bersih dan berkelanjutan. Kegiatan Pengabdian kepada Masyarakat ini bertujuan meningkatkan kesadaran, keterampilan, dan partisipasi warga dalam pengelolaan sampah berbasis komunitas melalui penerapan prinsip ekonomi sirkular. Metode yang digunakan meliputi penyuluhan, Focus Group Discussion (FGD), dan pendampingan teknis kepada pengurus serta masyarakat di Bank Sampah Berkah, Kelurahan Sei Jang. FGD berfungsi untuk mengidentifikasi permasalahan utama, seperti keterbatasan fasilitas, rendahnya keterampilan teknis, dan lemahnya jaringan pemasaran produk daur ulang. Hasil kegiatan menunjukkan adanya peningkatan signifikan dalam perilaku pemilahan sampah rumah tangga, penguatan kapasitas pengurus, dan munculnya inovasi produk berbasis daur ulang, seperti kompos dan kerajinan plastik. Kegiatan ini juga berhasil memperluas jejaring kemitraan antara masyarakat, pemerintah, akademisi, dan pelaku usaha, yang menjadi kunci dalam mewujudkan sistem pengelolaan sampah berkelanjutan. Kesimpulannya, pendekatan partisipatif melalui FGD dan pendampingan berkelanjutan terbukti efektif dalam memperkuat pengelolaan sampah berbasis komunitas dan mendukung penerapan ekonomi sirkular di tingkat lokal. Model Bank Sampah Berkah Sei Jang diharapkan menjadi praktik baik yang dapat direplikasi di wilayah perkotaan lainnya di Indonesia.
