Abstract

This study aims to analyze consumer perceptions in Serang, Banten, towards generative AI-based marketing personalization, focusing on factors of acceptance, concerns, and the influence of local culture. Using a qualitative phenomenological approach, data were collected through in-depth interviews with 18 consumers who actively use digital platforms. The results show that while consumers value the benefits of AI personalization, such as relevant product recommendations and time efficiency, they also voice deep concerns regarding data privacy and system accuracy. Unique findings reveal a strong preference for local brands and the importance of digital literacy in shaping technology acceptance. This study provides practical recommendations for businesses, including increasing data transparency and a hybrid development model that integrates AI with human interaction. Limitations of the study include the limited number of participants and the geographic focus on one region, so further research is recommended to expand the scope with a mixed-method approach and cross-regional comparative studies. This study contributes to the understanding of the application of AI in marketing in the local context of Indonesia, especially in non-metropolitan areas such as Serang

Abstract

Pajak hotel dan restoran merupakan salah satu wajib pajak yang dibebankan untuk membayar pajak. Dasar hukum yang mengatur pembayaran pajak hotel dan restoran diakomodir dalam Qanun Kota Langsa No. 9 Tahun 2010 tentang Pajak Hotel dan Restoran. Dalam muatan pengaturannya, disimpulkan bahwa mekanisme pembayaran pajak hotel dan restoran oleh wajib pajak yaitu menggunakan mekanisme self asessment atau pembayaran sendiri, yang artinya bahwa setiap wajib pajak diwajibkan membayar sendiri secara langsung pajak yang dibebankan ke kas daerah. Dengan penerapan self asessment maka tentunya wajib pajak dituntut pula untuk menghitung sendiri perhitungan pajaknya yang akan dibayarkan. Metode yang digunakan dalam penulisan ini adalah metode penelitian hukum normatif. Hasil penelitian menunjukkan tingkat kepatuhan wajib pajak hotel setelah jatuh tempo pembayaran pajak masih minim. Sungguhpun pihak Dinasi Pendapatan Kekayaan dan Aset Kota Langsa telah menghitung perhitungan awal potensi penghasilan daerah   yang bersumber dari pajak hotel dan restoran cukup besar. Faktor penyebab beberapa wajib pajak hotel tidak tepat waktu melakukan pembayaran dengan mekanisme self asessment adalah kurangnya omzet penghasilan yang diraih oleh pihak hotel. Sehingga pada saat dilakukan pendataan pajak hingga pembayaran pajak pada saat jatuh tempo tidak dilaksanakan.

Abstract

This article examines the potential for integrating zakat and taxation within Aceh's unique Sharia fiscal system. With Aceh's special autonomy and the application of Sharia law, there is a significant opportunity to harmonize zakat (Islamic almsgiving) and taxes as part of a more inclusive, equitable fiscal system. This integration is seen as a potential solution to address fiscal challenges, reduce reliance on central government transfers, and promote local economic independence. The paper explores the legal and institutional frameworks that govern zakat collection and tax policies in Aceh, identifying key opportunities for synergy between the two systems. Additionally, it discusses the challenges of reconciling national tax laws with regional Sharia regulations, the administrative hurdles of coordinating zakat data with tax authorities, and the potential for creating incentives for taxpayers to contribute zakat. The article concludes by proposing a framework for implementing a more integrated system that enhances the fiscal self-sufficiency of Aceh, supports social justice, and aligns with Islamic principles of wealth distribution. This study provides valuable insights into how regional autonomy and Sharia law can be leveraged to create a more holistic and sustainable fiscal policy in Aceh.

Abstract

This study was conducted to determine the effect of communication and coordination on the performance of employees in the fire department at the Serang City Satpol PP Service partially and simultaneously, with data collection techniques through questionnaires. The sampling technique used saturated sampling, the sample amounted to 74 people who were employees of the Fire Department of the Serang City Satpol PP Office. The descriptive analysis results showed that the respondents classified the communication, coordination and performance as very good because they were in the interval 4.20 – 5.00. By partial test the communication variable has a positive and significant effect on employee performance and the coordination variable has a significant and significant effect on employee performance in the Fire Department of the Satpol PP Serang City Office. In a joint test (simultaneous) communication and coordination have a positive and significant effect on the performance of the Fire Department of the Serang City Police Satpol PP employees. The percentage contribution of the influence of communication and coordination variables on employee performance variables is 43.4%, while the remaining 56.6% can be explained by other factors not examined in this study,

Abstract

This community service aims to socialize effective marketing strategies in preparing an entrepreneurial spirit for students at MA Miftahul Ulum School, Serang Regency. In the context of rapid economic development, entrepreneurship is a very important skill for the younger generation to have. Socialization activities are carried out through a series of interactive trainings that include basic entrepreneurial theories, digital marketing techniques, branding, and market analysis. The methods used include lectures, group discussions, and practical simulations that allow students to directly design marketing plans for the products they develop. Active participation of students in this activity is expected to improve their understanding and skills in implementing marketing strategies. The results of the socialization activities showed a significant increase in students' understanding of the concept of entrepreneurship and their ability to design innovative marketing strategies. Feedback from students showed high enthusiasm and interest in the material presented. It is hoped that this program will not only improve students' entrepreneurial spirit, but also make a positive contribution to the development of the local economy in Serang Regency through innovation and business that they can create in the future.

Abstract

Despite being the country with the largest Muslim population globally, Indonesia faces challenges in implementing halal food supply regulations, particularly in the meat industry. This study aims to explore the factors influencing the decision of actors in the halal meat supply chain in Aceh, Indonesia, to obtain halal certification for their products. Data was collected through structured interviews with 150 participants involved in the halal meat supply chain. The data analysis was conducted using Structural Equation Modeling with Partial Least Squares (SEM-PLS). The study applied the Theory of Planned Behavior (TPB) alongside government regulations on halal food and compliance to predict certification behavior through the intention to certify. The findings suggest that attitude, subjective norms, perceived behavioral control, halal regulation, and compliance influence the intention to certify, which in turn affects the behavior of the actors. This study demonstrates that intention to certify acts as a mediating factor in the relationship between these variables and the behavior of actors within the halal meat industry. These findings have substantial implications for both the halal food industry and regulatory bodies seeking to enhance halal certification rates in Indonesia.========================================================================================================ABSTRAK - Determinan Perilaku Sertifikasi Daging Halal di Indonesia: Analisis Theory of Planned Behavior. Meskipun merupakan negara dengan populasi Muslim terbesar di dunia, Indonesia menghadapi tantangan dalam implementasi regulasi penyediaan makanan halal, khususnya di industri daging. Studi ini bertujuan untuk mengeksplorasi faktor-faktor yang mempengaruhi keputusan pelaku dalam rantai pasokan daging halal di Aceh, Indonesia, untuk mendapatkan sertifikasi halal untuk produk mereka. Data dikumpulkan melalui wawancara terstruktur dengan 150 partisipan yang terlibat dalam rantai pasokan daging halal. Data analisis dilakukan menggunakan Structural Equation Modeling dengan Partial Least Squares (SEM-PLS). Penelitian ini menggunakan Theory of Planned Behavior (TPB) bersama dengan peraturan pemerintah tentang makanan halal dan kepatuhan digunakan sebagai kerangka teoritis untuk memprediksi intensi pensertifikasian produk. Hasil kajian menunjukkan bahwa sikap, norma subjektif, persepsi kontrol perilaku, regulasi halal, dan kepatuhan mempengaruhi intensi untuk mensertifikasi, yang pada gilirannya mempengaruhi perilaku pelaku. Studi ini menyimpulkan bahwa intensi memediasi hubungan antara variabel-variabel tersebut dengan perilaku pelaku usaha di industri daging halal. Kajian ini mempunyai implikasi yang sangat signifikan bagi industri makanan halal dan badan regulasi dalam meningkatkan tingkat sertifikasi halal di Indonesia.

Abstract

Modernization has shifted Acehnese society from simplicity to consumerism. In Islam, excessive consumption is classified as israf (overspending on permissible matters) and tabzir (wasting wealth on non-beneficial purposes). Quraish Shihab’s Tafsir Al-Misbah highlights their role in social inequality and spiritual degradation. This study employs a qualitative descriptive-interpretative approach, utilizing library research and semi-structured interviews with three community leaders in Pidie Jaya. Data were analyzed thematically and interpretatively, comparing respondents’ views with Tafsir Al-Misbah. The findings indicate that the respondents’ understanding aligns with Quraish Shihab’s exegesis, although they place greater emphasis on economic aspects over spiritual dimensions. This awareness helps prevent a status-driven consumer culture in Aceh, confirming that balanced consumption is integral to the principle of hifzul mal (preserving wealth) in Islam. However, strong social norms promote excessive spending, necessitating educational strategies through religious institutions, formal education, and social media to cultivate ethical consumption habits in line with Islamic values.

Abstract

Penelitian ini mengeksplorasi penerapan pemasaran berkelanjutan dalam industri fashion di Kota Serang, sebuah kota yang mengalami transformasi signifikan dalam sektor ini. Dengan meningkatnya perhatian global terhadap keberlanjutan, penelitian ini bertujuan untuk mengidentifikasi tantangan dan peluang yang dihadapi oleh pelaku usaha kecil dan menengah (UKM) dalam mengadopsi praktik pemasaran yang ramah lingkungan. Metodologi yang digunakan mencakup survei kuantitatif dan wawancara kualitatif yang mendalam, melibatkan berbagai pelaku industri. Hasil penelitian menunjukkan bahwa meskipun terdapat kesadaran akan pentingnya keberlanjutan, banyak pelaku usaha yang terhambat oleh kurangnya pengetahuan, akses terhadap teknologi, dan dukungan infrastruktur. Selain itu, preferensi konsumen yang lebih memilih produk murah dan mudah diakses menjadi tantangan tersendiri. Penelitian ini menyarankan perlunya program edukasi yang intensif dan kerjasama antara pemerintah dan industri untuk meningkatkan kapasitas pelaku usaha. Temuan ini diharapkan dapat menjadi referensi bagi peneliti selanjutnya dan pemangku kepentingan dalam merumuskan strategi yang lebih efektif untuk mempromosikan praktik berkelanjutan di industri fashion lokal.

Abstract

Tingkat pemanfaatan dan minat masyarakat terhadap produk perbankan syariah di Kota Lhokseumawe masih belum optimal, meskipun infrastruktur perbankan syariah telah tersedia. Hal ini sering kali disebabkan oleh kurangnya pemahaman yang komprehensif mengenai perbedaan mendasar antara sistem keuangan konvensional dan syariah, serta manfaat jangka panjang yang ditawarkan oleh perbankan syariah. Fenomena ini menciptakan kesenjangan antara ketersediaan layanan perbankan syariah dengan tingkat partisipasi masyarakat. Banyak masyarakat yang masih ragu atau belum sepenuhnya memahami cara kerja produk seperti murabahah, mudharabah, atau ijarah, sehingga cenderung memilih produk perbankan konvensional yang lebih familiar. Program pengabdian masyarakat ini hadir sebagai inisiatif strategis untuk menjembatani kesenjangan tersebut melalui edukasi keuangan syariah secara masif dan terstruktur. Pelaksanaan program dilakukan melalui tahapan yang terencana dan sistematis, diawali dengan persiapan dan koordinasi. Tahap ini meliputi survei awal untuk memetakan tingkat pemahaman masyarakat dan menjalin kolaborasi dengan lembaga perbankan syariah lokal, Otoritas Jasa Keuangan (OJK), serta Majelis Ulama Indonesia (MUI). Selanjutnya, tim mengembangkan materi edukasi yang relevan, mudah dipahami, dan menarik dalam berbagai format, termasuk presentasi interaktif, modul pelatihan, infografis, dan video singkat. Materi ini akan mencakup dasar-dasar ekonomi Islam, perbedaan antara perbankan syariah dan konvensional, serta jenis-jenis produk perbankan syariah beserta akadnya. Tahap implementasi akan dilakukan melalui seminar dan workshop interaktif di lokasi strategis, serta membuka booth informasi di area publik untuk konsultasi personal. Pemanfaatan platform digital dan media sosial juga menjadi bagian dari metode ini untuk menjangkau audiens yang lebih luas. Di akhir program, evaluasi akan dilakukan melalui kuesioner dan wawancara untuk mengukur peningkatan minat dan pemahaman masyarakat. Diharapkan program ini dapat meningkatkan literasi keuangan syariah di kalangan masyarakat Lhokseumawe , mengubah persepsi dari skeptis menjadi tertarik, dan mendorong partisipasi aktif dalam sistem keuangan yang berlandaskan prinsip keadilan dan keberkahan. Program ini juga memiliki visi menumbuhkan kesadaran akan pentingnya transaksi yang adil dan berkah, yang akan berkontribusi pada penciptaan ekosistem ekonomi syariah yang lebih kokoh, inklusif, dan berkelanjutan di Lhokseumawe.

Abstract

Article 192 of Law No. 11 of 2006 on the government of Aceh states that "zakat as a reduction of income taxes payable (taxes credit)," while article 22 of Law No. 23 of 2011 on the management of zakat states that "zakat as a deduction the amount of taxable income (taxes deductable)." therefore there has been a disharmony of the two provisions, and so far the provisions of zakat as a reduction of income tax payable (taxes credit) in Aceh has not been effective yet. The purpose of this study is to investigate the implementation of the provisions of "zakat as a tax deduction payable in Aceh. and what regulation dispute resolution between Article 192 of Law No. 11 of 2006 on the Aceh government with the income tax law in Aceh." The results of the research indicates that the implementation of zakat as a reduction of income taxes payable have not been effective because the central government represented by the Ministry of finance rejected the provision. As for the solution is a) change/void the article such by the competent institutions that formed it; b)apply for a judicial review to the constitutional court; c) apply the principles of law /legal doctrine "lex specialis derogat legi generalis," The President issued the implementing regulations of Article 192 of Law No. 11 of 2006.
