The Indonesian government established PP. Number 24 Year 2015 about Plantation Funds Funding and Prepres No. 61 Year 2015 about the Collection and Use its funds from the collection of export of CPO and its derivatives. The collection and management funds conducted by Indonesian Oil Palm BPDP. Results of research conducted that Tuah Meusapat Kopermas that will do the rejuvenation of oil palm plantation using BPDP oil palm grant shows that rejuvenation farmers oil palm plantation 400 hectare are use oil palm BPDP Rp. 25,000,000,- and sharing of farmers funds Rp. 35,000,000, - per hectare with total rejuvenation fund of Rp. 24,000,000,000, - per 400 hectare. Three alternative funding schemes show : 1) Skim-I 100% farmer’s funds Rp. , - per hectare, requirement of Rp. 60,000,000, - per hectare; 2) Skim-II 50% farmer's fund Rp. 17,500,000, - and 50% bank credit Rp. 17,500,000, - interest annuity bank during construction 12% Rp. 6,917,656, -, l requirement Rp. 66,917,656, - per hectare; and 3) Skim-III farmers fund 100% of banking credit Rp. 35,000,000, - interest annuity bank during construction 12% Rp. 13,835,311, -,the total requirement of Rp. 73,835,311, - per hectare. The three funding schemes have equal opportunities to be implemented, but depends on the financial capacity of farmers. The baseb of project feasibility on NPV, IRR,B / C Ratio, Payback Period and BEP the products creterias the three schemes are feasible.

In the period of 2006 - 2015, the production of rice, corn and soybean increased but the government still had to import because the national requirement is still bigger than production, the effort to increase the production is done by UPSUS Pajale. This research was conducted to determine the effect of planting area and production of rice, corn and soybean to provincial PDRB of Indonesia. The results showed that the harvested area of paddy, corn and soybean crops had a strong influence on production at the beginning of the 2015 UPSUS Pajale program but the effect was decreased in 2016. The harvested area of paddy, corn and soybean is not strong in influencing the provincial PDRB in Indonesia, where by simultaneous test and partial test in 2016 the area of harvest of paddy, corn and soybean does not show significant influence to provincial PRDB. Production of paddy, corn and soybeans is also not strong in influencing the PDRB of provinces in Indonesia, where with the simultaneous test in 2016 rice, corn and soybean production show a significant influence on provincial PDRB but with partial test only rice production showing significant influence to PDRB. Rice shows more influence to provincial PDRB compared to corn and soybean. Research suggests that to encourage production of vital harvesting factors is important, but more importantly increase productivity from existing land areas, and improve farming support infrastructure

ANALISIS POLA PRODUKSI DAN KELAYAKAN PEMBANGUNAN PABRIK KELAPA SAWIT DI PANTAI BARAT ACEH Aswin Nasution

This study was conducted to analyze the balance of palm oil FFB production pattern with raw material needs POF on the west coast of Aceh, how the addition of POF is required and the feasibility of construction. The research method used is Purposive Cluster Sampling with the research object farmers and plantation companies. The results of this study indicate that by assuming no increase in plantation area, the FFB palm oil production patterns on the west coast of Aceh increased until 2022 and subsequently production decreased following the increase in age of the plant. Did not happen balance between FFB production patterns and material requirements POF where there is overbalance production of 490,418 tons of FFB processing capacity of 12 units POF operating today. FFB overbalance of processing capacity of the POF in 2014 requires the addition of 3-6 POF unit capacity of 30 tons / hour with 3 units at 100% of the processing capacity and 6 units at 60% processing capacity. Distribution addition of POF is 1 unit in West Aceh, 1-2 units in Nagan Raya and 2-3 units in Southwest Aceh. FFB overbalance top occurred in 2022 amounted to 1,531,317 tons with the needs 27-34 POF unit capacity of 30 tons / hour. The addition of POF will need to follow the addition of overbalance FFB. With an investment 100% using their own funds or 60% using bank loans POF development is feasible, the investment is not feasible if there is increase in cost 15% by inflation. On investment of 100% using its own funds the project is able to restrain increase in cost 12.60% by inflation, while using 60% bank loan projects only able to restrain increase in cost 12.00%. Economic analysis with indicators of market and marketing, management and human resources, legal, technical and technology and socio economic shows that the development of POF is feasible.

Palm oil plants as a superior crop in West Aceh District have recently experienced a shock with the decline in FFB prices due to international, national and local issues regarding palm oil trading. Preventive efforts to overcome this need to be done early by choosing alternative plants and supporting farmers' income, namely areca nut plants. The results showed that the development of areca palm as an alternative plant and oil palm supporting plants in West Aceh District should be focused on the fields of cultivation, industry, marketing and institutional farmers that are carried out in an integrated manner, not partially.

Perkebunan diyakini memiliki potensi yang kuat dalam mendorong pembangunan perekonomian wilayah dengan menciptakan pertumbuhan ekonomi dan percepatan pembangunan. Agar tujuan pembangunan perkebunan dapat tercapai maka perlu dilakukan pengembangan komoditi unggulan perkebunan daerah dengan memperhatikan potensi daerah melalui pengklusteran komoditi dan wilayah pengembangan. Penelitian ini dilakukan untuk melihat potret komoditi unggulan perkebunan di Kabupaten Simeulue dengan menggunakan analisis Location Quetion (LQ) dan Shift Share Analysis (SSA). Hasil penelitian menunjukkan secara berurutan komoditi unggulan perkebunan di Kabupaten Simeulue adalah pala, kakao, karet, pinang, kelapa, sagu dan cengkeh. Namun berdasarkan nilai penjualan komoditi unggulan dalam mendukung perekonomian secara berurutan adalah cengkeh, kelapa, kelapa sawit, pala, kakao, karet, pinang dan sagu. Komoditi prioritas pengembangan utama di Kabupaten Simeulue adalah karet, pala, kelapa sawit, kakao dan cengkeh. Prioritas pengembangan kedua adalah kelapa, kakao, cengkeh, pinang, pala, karet dan sagu. Prioritas pengembangan ketiga adalah pinang, sagu dan kelapa. Komoditi perkebunan unggulan berdasarkan keunggulan dan nilai penjualan komoditi terbagi dalam empat kelompok yaitu kelompok (I) keunggulan rendah - harga jual bagus adalah cengkeh; kelompok (II) keunggulan rendah – harga jual tidak bagus adalah kelapa, sagu dan kelapa sawit; kelompok (III) keunggulan tinggi – harga jual tidak bagus adalah pala, kakao, karet dan pinang. Tidak ada komoditi unggulan yang masuk pada kelompok (IV) yaitu keunggulan tinggi dan harga jual bagus.

This article aims to discuss the socialization of the people's palm oil program in the context of improving the people's economy in Nagan Raya Regency, Aceh Province. The government's focus on the oil palm rejuvenation program is supported by a replanting subsidy policy that uses funds from the Oil Palm Plantation Management Agency (BPDPKS). The purpose of the socialization activity is to provide information about the oil palm rejuvenation program and to arouse community enthusiasm for oil palm cultivation in Nagan Raya Regency in order to improve the welfare of oil palm farmers. The socialization activity explained in detail and clearly how best to carry out oil palm rejuvenation, explained the advantages and disadvantages of oil palm rejuvenation techniques, as well as provided information about the requirements and stages of oil palm rejuvenation activities, and helped increase access to groups receiving funds from the Oil Palm Plantation Fund Management Agency (BPDPKS).

Meskipun budidaya kelapa sawit menjanjikan pendapatan yang baik bagi petani namun berbagai persoalan tetap menjadi faktor pembatas keberlangsungannya. Persoalan rendahnya produktivitas petani akibat banyaknya tanaman tua, rusak, dan tidak menggunakan benih unggul perlu diselesaikan dengan replanting. Namun petani tidak memiliki kemampuan dana yang cukup untuk melakukan replanting secara baik, dan rendahnya sumberdaya manusia petani dalam menyiapkan persyaratan untuk mendapatkan dana insentif peremajaan perkebunan kelapa sawit yang disiapkan pemerintah melalui BPDPKS. Melalui kegiatan pengabbian penugasan oleh dosen Jurusan Agribisnis Fakultas Pertanian Universitas Teuku Umar dalam bentuk sosialisasi dan pelatihan penyusunan proposal Peremajaan Kelapa Sawit Rakyat (PSR) pada anggota Koperasi Produsen Gunong Mak Tuha ini diharapkan petani mengetahui keberadaan program PSR, memahami cara menyusun proposal untuk mendapatkan dana hibah PSR, dan peremajaan kelapa sawit petani dapat dilakukan menggunakan dana insentif PSR. Peremajaan kelapa sawit rakyat perlu mendapat dukungan semua pihak, sehingga permasalahan produktivitas kelapa sawit yang rendah dapat diselesaikan.

Humans have inquisitive nature and behavior, however differences in the quality and capacity of reason and knowledge have resulted in differences in the analysis of thought in finding the truth as epistemology. Epistemology which only emphasizes the ability of reason and senses, abandoning religion or God's revelation brings havoc to modern humans with a crisis of values and a life that is devoid of meaning. Islamic epistemology teaches God as the source of knowledge and truth while humans are the center, where religion or God's revelation as a source of absolute knowledge and truth can be obtained through (1) Al-Quran; (2) Hadith; (3) five senses; (4) Intellect; and (5) Qalb or heart. The solution to world problems that are so complex requires an Islamic epistemological, because Islam which originates from the revelation of Allah SWT has guaranteed its truth as a true guide to life.

Masyarakat Desa Alue Ambang sebagian besar bekerja sebagai nelayan dengan hasil utama mereka yaitu udang kelong.Selain hasil tangkapan utama, hasil tangkapan nelayan Desa Alue Ambang adalah ikan rucah atau ikan hasil tangkapan samping (HTS). Penelitian ini bertujuan untuk menganalisis kontribusi nelayan dan juga untuk mengetahui bagaimana kontribusi pendapatan nelayan terhadap pendapatan keluarga di Desa Alue Ambang. Dengan adanya penelitian ini diharapkan masyarakat setempat dapat merasakan manfaatnya, dan juga tentunya kita harapkan dapat membuka peluang ekonomi, dan sebagai bahan informasi atau masukan bagi pengusaha-pengusaha setempat yang bergerak pada bidang laut.Teknik yang digunakan dalam pengumpulan data yaitu menggunakan kuisioner yang saya bagikan ke 30 Responden yang ditentukan dengan menggunakan metode slovin. Pendapatan total rumah tangga nelayan mendapat tambahan pendapatan dari pendapatan usaha lain sebanyak 7 Orang nelayan. Tingkat kontribusi pendapatan nelayan terhadap pendapatan keluarga di Desa Alue Ambang, Kecamatan Teunom, Kabupaten Aceh Jaya berada dalam rentang 66,6%-100% yaitu 95,93%, yang berarti tingkat kontribusinya Tinggi Sehingga usaha bernelayan di Desa Ini, layak untuk dikembangkan bahkan bisa dipertahankan.
