Abstract

Revitalisasi Sekolah Menengah Kejuruan (SMK) merupakan strategi pemerintah dalam meningkatkan kualitas tenaga kerja lulusan SMK agar sesuai dengan kebutuhan industri. Pemerintah Provinsi Banten memiliki peran penting dalam perumusan kebijakan yang mendukung penguatan pendidikan di SMK, sebagaimana tertuang dalam Instruksi Presiden Nomor 9 Tahun 2016 tentang Revitalisasi SMK. Penelitian ini bertujuan untuk menganalisis peran Pemerintah Provinsi Banten dalam perumusan Kebijakan Revitalisasi SMK. Penelitian menggunakan metode studi pustaka dan analisis dokumen. Hasil penelitian menunjukkan bahwa meskipun kebijakan daerah telah ditetapkan, namun belum didukung dengan kebijakan teknis dan terukur untuk dapat diimplementasikan secara nyata oleh Pemerintah Provinsi Banten. Oleh karena itu, Pemerintah Provinsi Banten harus menuangkan rencana kerja yang konkrit dalam dokumen perencanaan perangkat daerah.

Abstract

Along with the increasing population and changes in people's increasingly consumptive lifestyles, the volume of waste produced every day is increasing. The pile of waste throughout Indonesia in 2023 that is well managed is 24,266,750.68 tons/year, while waste that is not well managed is 15,850,104.69 tons/year. Banten Province is ranked fifth as the largest waste producer in Indonesia. As much as 2.6 tons/year are produced from 7 districts/cities in the region. This indicates that low public awareness of environmental cleanliness is one of the main factors causing waste accumulation. However, steps are needed to overcome the low public awareness of environmental cleanliness as the cause of this waste accumulation. The method used in this study is a literature study. Data collection through related references, ending with reading in detail and recording relevant materials to support the research analysis. This data was analyzed using a participatory approach, which aims to identify community participation, challenges faced, and the impact of policies on improving the quality of waste banks. The Waste Bank Program is an effort to reduce waste accumulation by providing incentives to the community. The Waste Bank functions not only to accommodate waste, but also to manage waste according to the needs of the community.

Abstract

This study aims to explore the implementation of work culture as a managerial instrument to improve organizational performance in Serang District, Serang City, Banten. The research employs a literature review methodology with descriptive-qualitative analysis. Data were obtained from relevant academic literature, government reports, and official documents to provide comprehensive insights into current work culture practices within local government institutions. The findings reveal that work culture encompassing professionalism, discipline, and collaboration plays a crucial role in supporting the effectiveness and efficiency of public service delivery. These core values serve as the foundation for creating a productive work environment that directly impacts service quality. Effective communication between leaders and employees, coupled with well-structured bureaucratic systems supported by standard operating procedures, emerges as key to successful work culture implementation. This organizational framework ensures consistency, accountability, and transparency in administrative processes. However, significant challenges including limited staff capacity and inadequate facilities hinder optimal organizational performance. These constraints affect government institutions' ability to respond effectively to public needs and demands. Therefore, strengthening human resource capacity through continuous training programs and developing robust information technology infrastructure is essential for enhancing public services and building public trust in local government. The study concludes that sustainable organizational performance improvement requires a holistic approach combining cultural transformation, structural reinforcement, and technological advancement. Strategic interventions focusing on employee development, infrastructure modernization, and policy implementation are necessary to overcome existing barriers and establish a more efficient, responsive, and citizen-oriented public service delivery system.

Abstract

This study uses an incremental approach to thoroughly analyze the policy of increasing the Value Added Tax (VAT) rate from 10% to 11%. The study also analyzes the implications and impacts of this policy on various sectors. The incremental approach emphasizes gradual and sustainable policy adjustments, focusing on practical improvements while considering community needs and resource constraints. The VAT increase is included in the Tax Harmonization Law (UU HPP) to strengthen Indonesia's fiscal capacity and significantly address the budget deficit caused by the COVID-19 pandemic. The methods used in this study are a literature review and various previous studies relevant to the focus of this study. The findings show that although this policy aims to stabilize state revenue and support national recovery programs, it also poses challenges for the community and business actors. On the negative side, the VAT increase has led to higher costs for goods and services, thereby reducing household purchasing power, especially for low- and middle-income groups. Additionally, small and medium-sized enterprises (SMEs) are facing increased production costs, which impact profits and competitiveness. This study highlights the dual impact of the VAT increase, balancing its role in fiscal recovery with the socio-economic challenges it creates.

Abstract

This research focuses on the Evaluation of the Development of the Banten Lama Regional Tourism Strategic Area, Serang City, Banten Province. with the aim of knowing the results of the evaluation of the Old Banten Development. According to (Dunn 2003), there are six indicators for evaluation, namely adequacy, equity, responsiveness and suitability and this research uses descriptive qualitative research methods. Informants in the research came from elements of the Serang city government, Banten province and the center as well as other stakeholders. The results of the research are known. The effectiveness of the development of the Banten Sultanate area is still less than optimal, as indicated by the division of tasks and functions that are not yet synergistic, there are unfinished buildings, minimal parking management, weak implementation of sanctions related to acts of vandalism, minimal care and maintenance, minimal provision of signs, there is resistance. development by residents. Efficiency is still weak due to the minimal development budget for the Sultanate of Banten. Adequacy is still minimal, indicated by the absence of a special decree to manage Banten Lama, the lack of parking attendants, the lack of trash cans, seating, grass cleaning equipment, and the absence of communication equipment in the field. Leveling is still less than optimal, which is indicated by the lack of discipline among visitors and the public regarding cleanliness, while the advantage is that the community gets economic income. Good responsiveness is characterized by officers who are fast and alert. Less than optimal accuracy is indicated by the lack of comprehensive physical development.

Abstract

Penggunaan media sosial dalam berbagai aspek termasuk kesehatan semakin meningkat beberapa tahun terakhir. Efektifitas dan efisiensi penggunaan media sosial dalam upaya promosi kesehatan oleh rumah sakit menjadi keunggulan dibandingkan menggunakan media konvensional. Penelitian ini bertujuan untuk mendapatkan informasi tentang penggunaan media sosial oleh rumah sakit dalam upaya penyelenggaraan promosi kesehatan rumah sakit dari sudut pandang: 1) jenis media sosial yang digunakan, 2) efektifitas program, 3) tingkat keterlibatan, dan 4) upaya meningkatkan tingkat keterlibatan. Dari penelusuran terhadap 62 artikel (rentang waktu 2017-2022) dengan menggunakan database Google Scholar dan Garuda dan kata kunci media, sosial, rumah sakit, promosi, dan kesehatan, peneliti mendapatkan 3 artikel yang sesuai berdasarkan judul, abstrak, isi dan tujuan penelitian. Studi literatur ini mengungkapkan bahwa media sosial memiliki efektifitas dan efisiensi yang tinggi terhadap penyelenggaraan program promosi kesehatan oleh rumah sakit. Temuan lain yaitu Instagram menjadi platform media sosial yang paling banyak digunakan dengan tingkat keterlibatan tertinggi dibandingkan platform media sosial lain. Upaya dan strategi yang menarik dan unik dapat lebih meningkatkan tingkat keterlibatan masyarakat terhadap akun media sosial rumah sakit sehingga terjadi peningkatan kesadaran hidup sehat pada pasyarakat Indonesia.

Abstract

Indonesia merupakan negara kepulauan yang memiliki Potensi sumber daya ikan sebesar 1.772triliun rupiah. potensi tersebut terancam musnah dengan masifnya IUUF. Pemberantasan IUUF telahdilaksanakan secara intensif mulai dari tahun 2015. Akan tetapi, permasalahannya adalah IUUFmasih masif di wilayah pengelolaan perikanan Negara Republik Indonesia. Metode penelitiandilakukan dengan studi literatur, temuan data-data sekunder, wawancara dilakukan dengan snowballkepada narasumber dan informan pemilik otoritas dan praktisi yang terkait dengan praktekpemberantasan IUUF. Hasil penelitian pemberantasan IUUF melalui pemberian sanksipenenggelaman efektif membuat terapi kejut tapi tidak menimbulkan efek jera, internalisasipenyadartahuan kepada nelayan dan pelaku usaha, penguatan sarana dan prasarana pengawasan, danpenguatan peran Indonesia di Kawasan ASEAN diprediksi efektif dalam mengatasi IUUF menjadiLRRF. Abstract

The success of the public bureaucracy in carrying out its duties is largely determined by the leadership, the non-physical work environment and the happiness of its employees. This study aims to determine the performance of Banten Provincial Agriculture Service employees through the role of transformational leadership, non-physical work environment and subjective well-being. Non-experimental quantitative methods were used in this study with a sample of 192 employees. The results of the study show that transformational leadership, non-physical work environment, and subjective well-being either partially or simultaneously have a significant positive effect on employee performance. The three variables simultaneously affect employee performance by 67.5%, while the remaining 32.5% are influenced by other variables outside of this study. The transformational leadership variable is the variable that has the most role in predicting employee performance (0.381) compared to subjective welfare variables (0.341) and non-physical work environment (0.180).

Abstract

Minimnya creative center, rendahnya kualitas SDM kreatif, regulasi yang kurang mendukung, lemahnya akses permodalan dan lemahnya metode distribusi pemasaran merupakan hambatan dalam pengembangan ekonomi kreatif. Tujuan penelitian ini adalah untuk menganalisa sinergitas pemangku kepentingan melalui prinsip koordinasi efektif yang dibangun dalam upaya pengembangan ekonomi kreatif di Kawasan Kasultanan Banten Kota Serang. Koordinasi diantara fungsi pemangku kepentingan yang berbeda merupakan hal penting dalam membangun sinergitas. Oleh kerena itu, sinergitas pemangku kepentingan dapat ditinjau melalui beberapa prinsip koordinasi efektif diantaranya koordinasi melalui kontak langsung, koordinasi pada tahap awal, koordinasi sebagai hubungan timbal balik dan koordinasi sebagai proses berkelanjutan. Penelitian menggunakan metode deskriptif melalui pendekatan kualitatif dengan menganalisa hasil wawancara dan data sekunder yang diperoleh dari hasil studi literature. Hasil penelitian menunjukan bahwa pemangku kepentingan tidak dapat menjalankan peran koordinasi yang efektif. Kondisi ini mencerminkan bahwa sinergitas yang dibangun diantar pemangku kepentingan dalam kerangka pengembangan ekonomi kreatif di Kawasan Kasultanan Banten Kota Serang belum berjalan secara optimal.

Abstract Public Administration Ethics as an effort to prevent the emergence of Corruption, Collusion, and Nepotism. Acts of corruption, collusion and nepotism can appear whenever and wherever along the way there is a meeting between intention and opportunity, as has been stated previously. Acts of corruption, collusion and nepotism can occur in both high, middle and low level public bureaucracies. Therefore, to prevent or overcome acts of corruption, collusion, and nepotism in the public bureaucracy, efforts must be made not to reconcile the intentions and opportunities. One of the efforts to prevent the meeting between intentions and opportunities is to uphold and enforce the ethics of Public Administration in the ranks of the public bureaucracy or government. The ethical values of the bureaucracy, as described above, if they really have become a "norm" that must be followed and obeyed by the public bureaucracy in carrying out their duties and authorities, will be able to prevent acts of corruption, collusion, and nepotism in the public bureaucracy. although there is no supervisory agency as mentioned above. However, it is recognized that bureaucratic ethics are not sufficient to ensure that there is no corruption, collusion and nepotism in the bureaucracy. There is the most important thing and the most important thing is to return to the personality of each actor (human). In other words, internal control in the form of faith and religion inherent in humans. They will not commit acts of corruption, collusion, and nepotism when they know and believe that the act is an act that is not good, despicable and not commendable, especially when viewed from the beliefs and religious values they profess. Because all of their attitudes, actions, and behavior must be accounted for later to Allah SWT.Keywords: Public Administration, Ethics, Good Governance AbstrakEtika Administrasi Publik sebagai upaya mencegah timbulnya Korupsi, Kolusi, dan Nepotisme. Tindakan Korupsi, Kolusi Dan Nepotisme bisa muncul kapan dan dimanapun sepanjang jalan terjadi pertemuan antara niat dan kesempatan, seperti apa yang telah dikemukakan terdahulu. Tindakan korupsi, kolusi dan nepotisme bisa terjadi baik pada birokrasi publik tingkat tinggi, menengah maupun rendahan. Oleh karenanya untuk mencegah atau mengatasi tindakan korupsi, kolusi, dan nepotisme pada tubuh birokrasi publik harus berupaya untuk tidak mempertemukan antara niat dan kesempatan tadi. Salah satu upaya untuk mencegah tidak bertemunya antara niat dan kesempatan tadi adalah menjunjung tinggi dan menegakkan etika Administrasi Publik pada jajaran birokrasi public atau Pemerintahan. Nilai-nilai etika birokrasi tadi sebagaimana digambarkan diatas, jika betul-betul sudah menjadi suatu “norm” yang harus diikuti dan dipatuhi bagi birokrasi publik dalam menjalankan tugas dan kewenangannya, maka akan dapat mencegah timbulnya tindakan korupsi, kolusi, dan nepotisme dalam tubuh birokrasi publik kendatipun tidak ada lembaga pengawasan sebagaimana yang telah disebutkan diatas. Namun diakui, bahwa etika birokrasi tersebut belum cukup untuk menjamin tidak terjadi perilaku korup, kolusi dan nepotisme pada tubuh birokrasi. Terdapat hal yang paling penting dan yang terpenting adalah kembali kepada kepribadian dari masing-masing pelaku (manusianya). Dengan kata lain kontrol internal dalam bentuk keimanan dan keagamaan yang melekat pada diri manusianya. Mereka tidak akan melakukan tindakan korupsi, kolusi, dan nepotisme manakala mereka mengetahui dan menyakini bahwa perbuatan tersebut merupakan suatu tindakan yang tidak baik, tercela dan tidak terpuji terutama jika dilihat dari nilai keyakinan dan keagamaan yang mereka anut. Karena segala dari suatu sikap, perbuatan, dan tingkah laku mereka harus dipertanggungjawabkan kelak kepada Allah SWT.Kata kunci:  Etika, Administrasi Publik, Good Governance
