AbstrakPengelolaan sampah berbasis masyarakat dapat menjadi salah satu alternative dalam pengurangan sampah. Belum adanya pengelolaan sampah secara mandiri dapat mengakibatkan sampah yang menumpuk. Pemberdayaan masyarakat melalui bank sampah diharapkan dapat membantu memecahkan masalah dalam pengelolaan sampah, sehingga dapat membentuk kelompok dengan mengajak masyarakat untuk lebih kreatif di dalam memisahkan sampah organic dan nonorganic agar lingkungan menjadi sehat dan bersih selain itu dapat menambah pendapatan ketika sampah tersebut dapat dijual atau ditabung di bank sampah. Permasalahan yang ada pada bank sampah di Desa Kramatwatu seperti mati suri artinya keberadaannya ada tapi sudah tidak aktif lagi dalam membantu masyarakat sekitarnya. Metode yang akan digunakan dalam pengabdian ini adalah dengan mengadakan workshop dan mengundang kepala desa dan anggota lembaga pemberdayaan masyarakat desa dan anggota lembaga pemberdayaan masyarakat desa agar mereka dapat menarik masyarakat untuk dapat mencintai hidup sehat dan bersih serta dapat memanfaatkan barang bekas (sampah) menjadi barang yang dapat dimanfaatkan kembali dan dapat menambah pendapatan keluarga. Selain itu pengabdian ini juga dapat menghidupkan kembali bank sampah yang ada di Desa Kramatwatu.Kata Kunci: masyarakat, pemberdayaan, pengelolaan sampah AbstractCommunity-based waste management can be an alternative in reducing waste. The problems that exist in the waste bank in Kramatwatu Village are like suspended animation, meaning that they exist but are no longer active in helping the surrounding community. The method that will be used in this service is to hold a workshop and invite village heads and members of village community empowerment institutions and members of village community empowerment institutions so that they can attract people to be able to love healthy and clean life and be able to use used goods (garbage) into useful goods. can be reused and can increase family income. The purpose of this study is to learn more about the various communication strategies used by the Serang Regency Investment and One-Stop Service Office (DPMPTSP), through this the government increases permission for people to do certain things, so that this will make life easier. easy for many people. This study uses a qualitative approach that relies on descriptive data collection techniques, such as observation and interviews. This research gives the result that the strategy used is to build communication through internal and external approaches. Internal approach communication is carried out by building emotional closeness to each individual who works within the Investment and One-Stop Service Office of Serang Regency, so that it can produce cooperation with good output in providing services to the community. As for the external approach communication strategy, namely carrying out a communication strategy that aims to create excellent public services through innovation in non-business licensing services and business licensing. The implementation of the non-business licensing system is carried out through the SIMPONIE Wabsite (Online Licensing Management Information System) as a non-business licensing service facility that is not processed through the OSS (Online Single Submission) system, to simplify and speed up business licensing for business actors. Through the OSS (Online Single Submission) service in collaboration with the regional government, namely the Serang Regency One-Stop Investment and Integrated Services Service to socialize and assist with problems for business actors in their area.

The policies regarding Halal product guarantees are regulated in Law Number 33 of 2014. This Law aims to provide legal certainty regarding the halalness of a product circulating in public. In addition, it also created a sense of security and a sense of public trust in the products. Banten, which is well-known as one of the religious provinces, is also a benchmark for how the public has sufficient awareness and knowledge of the implementation of Halal Product Assurance (JPH) for products circulating in the market. This research is aimed to find out and analyze how the Implementation of Law Number 33 of 2014 concerning Guarantees for Halal Products (Studies on Implementation of Guarantees for Halal Products in Banten). The qualitative method was used in collecting data. The results of the research using the Edward III policy implementation model approach show that the implementation of Law Number 33 of 2014 concerning Halal Product Assurance (Study on the Implementation of Halal Product Guarantees in Banten) is still not going well. First, there is still confusion from businessmen in the flow of the halal certification registration process which is currently undergoing a transition period from LPPOM MUI to BPJPH. Second, there is no BPJPH organizational structure in the regions so it is currently under the Ministry of Religion in each province. Third, the regular Halal certification fee is quite expensive and affects the number of applicants for Halal certification. Forth, most Muslim communities do not know that Halal food products are not only strictly consuming pork and its derivatives. But it must be seen from the production process from upstream to downstream. Keywords: Public Policy Implementation, Law on Guarantees of Halal Products, Halal Certification.

COMMUNITY EMPOWERMENT OF SANGGAR WUNI CREATIVE UTILIZATION OF COCONUT FIBER AS AN ENVIRONMENTALLY FRIENDLY HOUSEHOLD NECESSITY PRODUCT IN TEGAL RATU VILLAGE, CIWANDAN DISTRICT, CILEGON CITY. The coconut fiber is a product of coconut husks. Coconut coir is a component of coconut fruit which if used properly can become a product needed by the domestic market and become a product that has a high export value. Ciwandan District is an area that has many large capital-intensive industries. Human Resources (HR) of local communities are considered not yet qualified to compete at the level of high-ranking officials who have policies. Both mentally and in knowledge compared to immigrants who are educationally and knowledgeable superior to the local community. Friction between migrants and local communities always arises when there is a new factory through the recruitment of workers. Local people think that only people far away can work because there are people inside. Meanwhile, 'natives' find it difficult to get to work because there are no insiders. This issue continues to this day. The problem of unemployment in capital-intensive industrial locations became the subject of discussion at Sanggar Wuni Kreasi. Various formulations such as the development of Small and Medium Enterprises (SMEs) are a long-term solution to this problem. Sanggar Wuni Kreasi which is a community that carries out community empowerment activities starting from the fields of education, economy, art, and others.

Land and Building Tax is a type of tax where the value is relatively smaller than other types of taxes. PBB object is land and buildings. Even though the object is related to land and building ownership in the community, the community's compliance to pay for it is still low. This study aims to find out what causes low public compliance from internal and external faktors. Internal faktors are related to the condition and self of the community (WP) while external faktors are related to regulations, tax administration and sanctions. The method used in this study is descriptive qualitative, using in-depth interview data collection techniques. Analysis of the research data used the Triangulation method according to Miles and Huberman with research informants consisting of village officials in Padarincang District, the community as taxpayers, PBB P2 tax collectors and the head of the tax revenue section of the Serang District Regional Office of Revenue. The results of the study show that internal faktors have a dominant influence where the faktor is the lack of understanding of the public in paying taxes due to economic faktors, and external faktors come from weak administration of the tax system related to the uncertainty of the schedule and time for the distribution of SPPT PBB-P2 and the fines for PBB P2 taxes which are assessed low so as not to give a deterrent effect on society. Therefore, innovation is needed in the form of a socialization method that is more interactive and easily understood by the public so that there is an increased understanding of the obligation to pay land and building tax in rural and urban areas.

This study aims to analyze how the Communication Strategy carried out by Nahdlatul Ulama as an Islamic-based Community Organization Followers of the Teachings of Hadratus Syeikh Hasyim Ashari in increasing its existence. In this research a qualitative descriptive approach was used. Solving problems related to strategy is by using the SWOT Analysis Approach. Observations were carried out by conducting interviews with 4 informants who knew the problem. From the observations made, all of them show that the Communication Strategy carried out by Nahdlatul Ulama as an Islamic-based Community Organization Followers of the Teachings of Hadratus Syeikh Hasyim Ashari Service by attaching photos or pictures of Hadratus Syeikh Hasyim Ashari on billboards, banners and flyers for various kinds of events, is a strategy that effective according to the expected goals and in accordance with the function and theory of communication.

The development of the Wilmar Serang industrial area is a government effort to increase economic growth and people's welfare. In practice, the policy has an impact on society. The impacts generated in this study are limited to economic impacts and social impacts. The purpose of this research is to identify the factors that influence the impact, identify forms of government intervention in reducing the impact, and evaluate the impact. The method used is descriptive qualitative method and determination of research informants using purposive sampling. The research location was carried out in Kramatwatu District, Serang Regency. Data collection techniques were carried out through interviews and documentation studies. Test the validity of the data using the triangulation technique which is carried out continuously until there is no need to confirm the informant. The results of this study show what are the factors that influence the impact, the form of government intervention in reducing the impact as well as the results of policy evaluation based on 6 (six) evaluation criteria which show that the Wilmar Serang industrial area development policy has not been implemented properly in its entirety.

The focus of this research is the evaluation of Serang City Regional Regulation Number 17 of 2010 concerning Local Taxes, especially Hotel Taxes on Boarding Houses in Serang City. In this evaluation, there are several problems in the implementation of the policy, such as the number of boarding houses with more than ten rooms not recorded by the Regional Revenue Agency (Regional Revenue Agency (Bapenda) Kota Serang, which makes boarding house owners with hotel tax categories not registered as taxpayers; Low level of awareness of hotel taxpayers on the boarding house of Serang City; The weak role of the government in approaching the taxpayer or going directly to the field; and the lack of socialization carried out by Regional Revenue Agency (Bapenda) Serang City. The theory used is the evaluation theory developed by Daniel Stufflebeam consists of four stages of evaluation aspects, namely CIPP. The qualitative descriptive method provides an overview of data analysis techniques using the Irawan model. The result of this study is that the implementation of the hotel tax policy on boarding houses in Serang City has not been running optimally. The hotel tax rate onboarding houses at a rate of 10% is still felt objection by the hotel taxpayer on the boarding house to make the taxpayer in arrears to pay the local tax. The lack of human resources, which is an important element in the success of policies that have data collection, registration, reporting, and evaluation of hotel taxes on boarding houses, is still experiencing a shortage. The available facilities and infrastructure are still inadequate. Socialization is still not optimal and thorough, so information about hotel tax policies on boarding houses is not conveyed properly, and weak enforcement of sanctions. Not yet optimally the contribution of hotel taxes on boarding houses to the Local Own-Source Revenue of Serang City Area from the regional tax sector.

The background of this research was focused on the problems in the taspen authentication application system such as system errors, lack of system updates, lack of availability of Human Resources for TASPEN Cipondoh employees, and the number of queues that are still piling up at the beginning of the month. The purpose of this study is to find out how the pension funds disbursement system through the taspen authentication application at PT. TASPEN Cipondoh Branch. The theories used by the theory of program effectiveness according to Duncan in steers (2012: 53) include: Aspects of Goal Achievement, Aspects of Integration, and Aspects of Adaptation. This research uses qualitative methods. The results of the taspen authentication application research there are system problems that often occur such as system errors, unstable networks, and application socialization processes that have not been maximized. The low competence level of officers in providing services so that in terms of its use retirees still do not feel the ease of the Taspen Authentication application. The suggestion submitted by the researcher is PT. TASPEN is improving the taspen authentication application system, improving information publication by conducting gradual socialization and training directly to retirees related to the use of the taspen authentication application, as well as improving the competence of officers by providing special training in the field of information technology.

Stunting atau anak dengan tinggi badan pendek merupakan persoalan yang dihadapi oleh Indonesia terkhusus Kabupaten Pandeglang. Dalam Rencana Pembangunan Jangka Menengah Indonesia 2020-2024, tahun 2019 balita stunting sebesar 27,7% dan penurunan stunting mencapai 14% sampai tahun 2024 merupakan proyek prioritas strategi. Sementara Pemerintah Provinsi Banten dalam RPJMD 2017-2022 mentargetkan penuruan prevalensi stunting sebesar 23,60% dimana Kabupaten Pandeglang merupakan kabupaten dengan jumlah balita stunting terbesar. Stunting adalah kondisi di mana anak mengalami gangguan pertumbuhan sehingga menyebabkan tubuhnya lebih pendek dibandingkan dengan teman seusianya dan penyebab utama adalah kekurangan nutrisi dan buruknya sanitasi rumah tangga. Garda terdepan dalam penurunan stunting adalah posyandu dan kader posyandu. Strategi komunikasi merupakan bagian dari komunikasi public dimana berbagai pesan atau program yang disusun oleh pemerintah dapat disampaikan kepada masyarakat dengan menggunakan saluran yang tepat. Komunikasi public bertujuan untuk menyampaikan informasi dan memotivasi masyarakat agar melakukan kegiatan yang diinginkan oleh pemberi informasi. Kegiatan ini bertujuan untuk memberikan edukasi dan pelatihan kepada kader posyandu Desa Ramaya tentang Strategi Komunikasi yang dapat dilakukan untuk mempengaruhi keluarga dalam hal ini Ibu terkait penyuluhan gizi, pola asuh dan tumbuh kembang anak. Hal ini bertujuan agar Kesehatan dan status gizi anak menjadi baik. Peserta penyuluhan dan pelatihan adalah kader posyandu dan kader PKK sebanyak 25 orang. Hasil pelatihan menunjukan adanya peningkatan pemahaman kader tentang program-program pemerintah mengatasi stunting, strategi komunikasi yang akan dilakukan serta pesan yang dibuat untuk disampaikan oleh kader kepada sasaran primer dan sekunder pada masyarakat Desa Ramaya sebagai upaya pencegahan stunting di Desa Ramaya Kecamatan Menes Kabupaten Pandeglang
