Abstract

Penelitian ini bertujuan untuk menganalisi strategi komisi pemilihan umum Provinsi Riau dalam meningkatkan angka partisipasi peilih dalam pilgub riau tahun 2018 dan faktor yang mempengaruhi dalam meningkatkan angka partisipasi pemilih. Teori yang digunakan adalah teori menurut Chandler yang mengelompokkan ke dalam 3 kelompok yaitu Formulasi dan Sasaran Jangka Panjang (Perencanaan), Pemilihan Tindakan (Pencapaian Visi dan Misi), Alokasi Sumber Daya (Dukungan Pelaksanaan Kegiatan). Lokasi penelitian ini di Provinsi Riau. Penelitian ini menggunakan pendekatan kualitatif yang bersifat deskriptif. Teknik pengumpulan data dilakukan dengan wawancara dan penelusuran dokumen. Hasil penelitian yang didapatkan  adalah Tahapan formulasi dan sasaran jangka panjang, tahapan ini ada kejelasan menunjukan rencana yang sosialisasi ditetapkan oleh KPU, Tahapan pemilihan tindakan, tahapan ini KPU melaksanakan sosialisasi kepada segmen seluruh pemilih dengan metode sosialisasinya berupa yaitu tatap muka serta penggunaan media massa dengan pola pelaksanaannya disesuaikan karakteristik dengan segmen yang dituju, Tahapan pengalokasian sumber daya, tahapan ini sudah menunjukan dilaksanakannya peningkatan kegiatan sumber daya berupa bimbingan teknis seluluh kepada panitia ad yang hoc akan melakukan sosialisasi pemilukada

Abstract

Penelitian ini berangkat dari permasalahan tata kelola jasa layanan parkir di Kota Pekanbaru yang belum terlaksana dengan baik. Naiknya tarif parkir mengakibatkan semakin meningkatnya juru parkir di berbagai titik di Kota Pekanbaru. Kemudian kenaikan ini juga mendapat penolakan dari masyarakat sebagai pengguna jasa layanan parkir. Kenaikan tarif ini juga tidak dibarengi dengan semakin baiknya pelayanan yang diberikan. Selain pelayanan dan kebocoran karcis, tidak lengkapnya atribut yang dipakai juru parkir juga menjadi masalah. Dengan semakin kompleksnya permasalahan parkir di atas, maka sangat diperlukan sinergitas atau kerja sama antara 3 domain penting yaitu antara pemerintah sebagai pembuat kebijakan, sektor swasta sebagai penggerak ekonomi dan yang paling penting adalah masyarakat sebagai subjek dan obyek dari pemerintah dan swasta. Teori yang digunakan dalam penelitian adalah Governance menurut Sedarmayanti dengan prinsip-prinsip dasar yaitu:  Demokratis, Adil, Rule of Law, Partisipatif, Kemitraan. Lokasi penelitian adalah di Kota Pekanbaru. Penelitian ini menggunakan pendekatan penelitian kualitatif. Jenis penelitian ini adalah deskriptif. Teknik pengumpulan data dalam penelitian kualitatif menggunakan wawancara, observasi, dokumentasi, dan data visual. Hasil dari penelitian menunjukan bahwa tata kelola pemerintahan dalam kebijakan jasa layanan parkir Kota Pekanbaru belum berjalan dengan baik. Hal ini dilihat dari belum terpenuhinya kelima prinsip yang harus ada dalam governance, yaitu demokratis, adil, rule of law, partisipatif, kemitraan. Serta adanya faktor pengahambat yang mempengaruhi tata kelola jasa layanan parkir di Kota Pekanbaru, seperti faktor kualitas sumber daya manusia, minimnya partisipatif masyarakat serta kurangnya sosialisasi yang dilakukan oleh Dinas Perhubungan dan UPT Perparkiran, serta faktor sarana dan prasarana yang kurang memadai.

Abstract

The implementation of Siskeudes in village financial management still faces various constraints, including technical and institutional challenges, particularly related to village officials’ understanding of the use of the Siskeudes application and the availability of human resources. This study aims to analyze the implementation of Siskeudes in village financial management as well as the factors influencing it. The research refers to the provisions of laws and regulations, particularly the Regulation of the Minister of Home Affairs (Permendagri) Number 20 of 2018 concerning Village Financial Management. The research method employed is a descriptive qualitative approach, with data collection techniques conducted through interviews and documentation. Data analysis is carried out through data reduction, data presentation, and conclusion drawing or verification. The research was conducted in Lubuk Sakat Village, Perhentian Raja District, Kampar Regency. The results of the study indicate that the implementation of Siskeudes in village financial management at the stages of planning, implementation, administration, reporting, and accountability has generally been carried out, but has not yet been fully optimal. The use of Siskeudes in financial management still encounters obstacles limited understanding due to changes in application versions, and technical issues such as network problems. The factors influencing the implementation of Siskeudes include communication, which has been fairly effective; limited resources and insufficient understanding among village officials; the disposition or attitude of implementers, which is relatively positive; and a bureaucratic structure that does not yet support an optimal division of labor. Abstract

Integrity zone development is an effort to realize bureaucratic reform aimed at creating a government institution that is clean, accountable, and service oriented. The Riau High Prosecutor's Office, as a law enforcement institution, actively participates in implementing integrity zones to achieve the Clean and Serving Bureaucracy Area (WBBM) title. This study aims to explore and explain the process of integrity zone development at the Riau High Prosecutor’s Office in 2024, the implementation of related policies and theories, as well as the challenges and developments encountered during its implementation. This research was conducted using a descriptive qualitative approach. Data collection techniques included interviews, documentation, and observation. The data were analyzed through the stages of data reduction, data presentation, and conclusion drawing. The results show that the integrity zone development at the Riau High Prosecutor's Office is carried out through six areas of change: change management, organizational structuring, human resource management, strengthening accountability, strengthening supervision, and improving the quality of public services. This aligns with Dwiyanto’s theory of bureaucratic reform, which emphasizes the importance of transformation in organizational structure, improved human resource quality, simplification of procedures, enhanced supervision and accountability, and better public service delivery. The implementation of the integrity zone theory is carried out gradually, based on PERMEN PANRB Regulation No.90 of 2021. The Riau High Prosecutor's Office has also developed various innovations, including the use of information technology in public services, as part of its commitment to WBBM. However, several challenges remain, including the suboptimal score of the SAKIP, obstacles in simplifying service procedures, and the presence of internal behaviors that are inconsistent with the principles of integrity. Nevertheless, there have been significant positive changes in work culture and service systems, indicating that the integrity zone development process at the Riau High Prosecutor's Office is moving in a promising direction. Abstract

Disclosure Public information disclosure is one of the important principles in realizing good governance. The implementation of Law Number 14 of 2008 concerning Public Information Disclosure places the Information Commission as an institution authorized to resolve public information disputes through mediation mechanisms and non-litigation adjudication. However, in practice, information dispute resolution still faces various problems, such as low compliance by public bodies with decisions, dispute resolution that exceeds the 100-day working deadline, weak post-decision monitoring, and limited human resources and technical support. This condition shows that the accountability aspect in resolving public information disputes still needs to be strengthened. This research aims to find out and analyze the accountability of the Riau Provincial Information Commission in resolving public information disputes in 2023–2024. This study uses a qualitative method with a descriptive approach. Data collection techniques are carried out through interviews, documentation, and literature studies. The research analysis uses accountability theory according to David Hulme and Mark Turner which includes six indicators, namely the legitimacy of policymakers, moral quality, responsiveness, openness, optimal use of resources, and efforts to improve efficiency and effectiveness. The results of the study show that the Riau Provincial Information Commission has carried out the function of resolving public information disputes through mediation mechanisms and non-litigation adjudication in accordance with the provisions of laws and regulations. However, accountability in dispute resolution is not fully optimal. This can be seen from the fact that there are still disputes that are resolved beyond the specified time limit, limited executive authority to force public bodies to implement decisions, weak post-decision monitoring and evaluation, and limited human resources and technical support. Therefore, it is necessary to strengthen cross-sector coordination, increase institutional capacity, and optimize the supervisory system to increase the effectiveness of resolving public information disputes and realize the principle of information disclosure in a more accountable manner. From this research obtained result that on formulation Rencana PembangunanDesa (RPJMDes) Buluh Cina 2011-2015 pass through Musrenbangdes. Abstract

This research purpose to analize roles and relation form between Village Head and BadanPermusyawaratan Desa (BPD) Buluh Cina Village on making decision expecially Village regulation. Thisresearch is case sudy with qualitative method. The data in this research collected with observation, depthinterview and documentation study. Based the research show that Village head and BadanPermusyawaratan Desa (BPD) have a role in active on making Village regulation. Partnership betweenVillage head and Badan Permusyawaratan Desa (BPD) on making Village regulation indicatedharmonisasi village government institutionalism.

Abstract

This research backgrounded by achievement Nagari Simarasok government to role model villagein Indonesia at 2011. This study describes implementation Nagari Simarasok government sosuccesfull to get predicate the best village in national level. It used qualitative method withinformation and date were obtained indepth interview key persons likes wali nagari, kepalajorong, socialite, local government, private sector, and civil society and from the documentsavailable in the village office. The results form research show that Nagari Simarasok governmenthas been practiced the principle of good governance and coordination with private sector andcivil society. Synergi of the governance actor is the key Nagari Simarasok government succesfullat 2011.

Abstract

The research problem in this study was initiated with the interim decision of the Constitutional Court No. 63/PHPU.D-IX/2011 which basically instruct the Regional Election Commission ( ElectionCommission ) to implement the Pekanbaru City Ballot Re ( PSU ) in all regions of the city of Pekanbaru . Therefore, this study sought to describe the impact of the issuance of the policy is for interested parties . This study used a qualitative approach to the sources of information and data obtained from in-depth interviews of infroman research and study documentation . This study obtain the result that the Constitutional Court policies impact not only to the policy target group RegionalElection Commission of Pekanbaru , but also impacts outside the target groups such as the mutation of the Civil Service in the local government area in Pekanbaru . Then the impact of other policies are costs to be borne either by the government or indirectly by the public costs of delays Voting Re-Election of Regional Head and Deputy Head of Pekanbaru .

Abstract

This research is motivated by the social conflict in the Kuantan Singingi Regency high impact on the surrounding environment. The aim of this study determines the source of conflict and effort of handling conflicts in the Kuantan Singingi Regency. The method used in this study is to use a qualitative approach and using the techniques of data collection through interviews, documentation and observation studies. The results showed that the source of conflict in Kuantan Singingi Regency sourced from the economic interests of each actor and conflict resolution is done by consensus and law enforcement
