Abstract

This study departs from the problems in the development of the Taman Nasional Bukit Tigapuluh (TNBT) in the region Indragiri Hulu Riau Province namely the destruction of ecosystems and inadequate infrastructure. This study seeks to examine the government's strategy in the development of the Taman Nasional Bukit Tigapuluh (TNBT). The research method in this study using kualititatif approach. This study showed that in the development of theTaman Nasional Bukit Tigapuluh (TNBT) includes planning, utilization and control is not running optimally. Synergy and cooperation between government agencies such as the Taman Nasional Bukit Tigapuluh (TNBT), the Regional Government of Riau Province, Local Government Indragiri upstream has not gone well so that the development of eco-tourism area is likely to be slow.

Abstract

This study tries to explain the political communication in the preparation Prolegda Riau Province 2015 phenomenon that occurs in the community is the information regarding the preparation of Prolegda not to society, causing a lack of community involvement in the preparation of this Prolegda Riau Province. To answer the questions in this article, the study used the theory of political communication with a qualitative research approach. Sources of information in this study was obtained from the Regional Secretariat of the Legal Bureau and the Agency Formation Riau Province Regional Regulation Riau Provincial Parliament in the form of primary and secondary data. These results indicate that the political communication used in the preparation Prolegda Riau Province in 2015 was communications group. Riau Provincial Government through the relevant agencies and the DPRD Riau Province (BPPD and the Commission) to capture the aspirations of the community using the media work meetings, hearings and meetings in the field.

Abstract

The focus of this research is to find the law political model on the conflict situation in case DAS Siak years 2009-2014. This focus of this research is to find the factor influence of the conflict land DAS Siak from the law perspective. Method of this research is to identify; (1) the law factor and; (2) the non-factor conflict law by Berhard Limbong concept,and (3) the indentify structural factor. The result of this second years study is about the law model of land the Siak riverside area. And the good goverment and the DAS society value.

Abstract

This research attempts to analyze the forms of power in the utilization of communal land in Kampar Regency. The interests of indigenous peoples in terms of ulayat land tenure feel threatened by the existence of plantation corporations by bringing large investments which ultimately provide economic added value for the Government and Regional Government. This study uses qualitative research methods with a phenomenological approach. Data was obtained through interviews conducted with elements of the Kampar District Government, Lembaga Adat Kampar (LAK), the Archipelago Indigenous Peoples Alliance (AMAN) Kampar, and traditional leaders. Technical data analysis in this study was conducted interactively. The argument from this study shows that there are 2 (two) forms of power that influence the implementation of ulayat land use in Kampar Regency. The first is visible power, where the practice of power occurs in the formal sphere in the policy-making process of recognizing and protecting customary law communities in Kampar District. In addition, the practice of visible power is also evident from the interaction between actors in resolving communal land conflicts that occurred in Kampar District. While the second form of power in the utilization of communal land is hidden power. This hidden power practice is carried out by corporate actors who are suspected of taking over customary land by playing their power in licenses issued by the Government.

Abstract

Esai ini berupaya menelaah hubungan kausalitas antara regulasi ketatanegaraan [keberadaan pemerintah pusat sebagai negara dalam arti sempit terhadap ‘Pemerintahan Alam Melayu’], dan corak pemerintahan daerah [berdasarkan budaya politik lokal sebagai implementasi desentralisasi] di kawasan Riau Kepulauan yang dianggap strategis secara geografis. Esai iniber tujuan, [i] Menjelaskan faktor-faktor yang mendukung urgensinya mewujudkan ‘Pemerintahan Alam Melayu’ di Kepulauan Riau sebagai kawasan strategis. [ii] Menjelaskan implemen tasi ‘Pemerintahan Alam Melayu’ di Kepulauan Riau sebagai kawasan atau wilayah strategs. Hasil penelaahan menunjukkan, [i] Berdasarkan perspektif Geo-politik dan pola Hubungan Pusat-daerah, corak pemerintahan lokal sebagai upaya pelaksanaan desentralisasi di Kepulauan Riau adalah sebuah keniscayaan karena merupakan kawasan perbatasan yang strategis [ii] Berdasarkan kedua perspektif tersebut, esai ini menginisiasi studi akademis, dan formulasi kebijakan pembentukan ‘Provinsi Istimewa Melayu Riau Kepulauan’.

Abstract

This study intends to explain and elaborate on the quality of the Pilkada in the pandemic era which was held in Indragiri Hulu Regency in 2020. The Pilkada held in 2020 was very different from the previous Pilkada because it was threatened by the spread of the COVID-19 pandemic. Therefore, it is interesting to assess the quality of the Pilkada in Indragiri Hulu Regency during this pandemic. This study uses a qualitative approach with sources of information from research informants, documents, research journals, audio-visual materials, and data from online media. The data collected is then analyzed qualitatively by using the theory of the quality of elections and democracy. The results of the study show that the 2020 Regional Head Elections in Indragiri Hulu have not been carried out freely and fairly, there are still money politics practices, violations of health protocol rules which are important policies in the Pilkada during the pandemic. However, on the other hand, there are still positive results in the implementation of the Indragiri Hulu Pilkada, namely increasing the political participation of the community in exercising their voting rights. Based on these findings, it is concluded that the quality of the Pilkada in Indragiri Hulu Regency is still low and does not meet the principles of quality and integrity elections.

Abstract

This study aims to explain the condition of the gap in voter participation rates between the 2018 Riau Pilkada and the 2019 Election in Riau. In the 2018 Riau Province Pilkada, voter participation rates were relatively low. In contrast to the election in Riau in 2019, voter participation was relatively high and significantly different. The question is what are the factors that cause the gap in the voter turnout rate? The question becomes interesting, because in fact these two different election momentum were followed by the majority of the same voters, took place in a relatively short time interval and were held in the same place. There are many theoretical options to explain the condition of the existing gap but considering that the two elections were conducted in close proximity, so it is irrational to assume that there is a big change in the condition of voters, this study looks at the difference in stimulus factors that causes the gap as theorized by Milbrath. The method approach in this study uses a mix-method with an emphasis on qualitative methods. While the typology of research applied is causal comparative research. This study found three main factors that caused the gap in voter participation rates in the two election momentums, namely: First, the difference in the number of political actors with an interest in providing stimulus to voters; Second, political echoes that stimulate voters to identify certain candidates who are contesting and are motivated to win them; third, the influence of mass media and social media. This study suggests that the Pilkada be held simultaneously with the regional legislative elections while the presidential elections are carried out simultaneously with the national elections to balance voter participation.

Abstract

This study aims to provide an explanation of the relationship between civil society, democracy, and democratization and to explain the contribution of civil society to democratization. The method used in this study is a literature study or literature study. Sources of information from this study are from books and journals of research results which are analyzed with relevant theories. The results of this study indicate that there is a close conceptual and practical relationship between civil society, democracy, and democratization. Civil society has both positive and negative implication in democratization. The positive implications of civil society for democratization are when it is able to play a role in bringing changes from authoritarianism to democratic consolidation by taking on the role of balancing state power, defending public interests, and being able to influence the state policy agenda for mutual prosperity. Civil society also has a negative side if it is dominated by ethnocentrism, radicals, and power oriented.

Abstract

Civic education aims to build and shape the character of citizens by Pancasila and the 1945 Constitution. One aspect of civic education that needs to be developed is regarding elections and politics which are fundamental elements of democratization. The targets of this activity are village government officials, village communities, and community leaders in Pantai Raja Village. This community service activity is carried out in the form of socialization politics with the stages of preparation, implementation, evaluation, and recommendations. The results of civic education in Pantai Raja Village are the results of increasing the community's ability to identify problems in elections and politics that are focused on identity politics, voter data, and black campaigning.

Abstract

One of the Sustainable Development Goals (SDGs) objectives is to overcome climate change by preventing deforestation and forest degradation. Indonesia is a country with a high rate of deforestation and forest degradation. Therefore, this study aims to analyze stakeholders’ participation in addressing deforestation and forest degradation in transforming forest governance in Indonesia to achieve SDGs. This study applies a qualitative approach, and the data are collected through interviews and examination of documents. The collected data are analyzed by interactive models and theories relevant to the study. The findings of this study indicate that there has been a change in forest governance in Indonesia from top-down into bottom-up forest governance, prioritizing the principles of participatory governance. Indonesia's current forest governance system has involved multi-stakeholders in achieving transparent, accountable, and constitutional forest governance, favouring public interest. Furthermore, local, national, and international Civil Society Organizations (CSOs) also play a role and synergize with the government, private sector, community, and indigenous peoples to encourage improvements in forest governance in Indonesia. Finally, the business community plays a role in sustainable forest management to maintain forest resources and ecosystems. It can be concluded that forest management in Indonesia has led to participatory governance by involving stakeholders, leading to a distribution of roles, authorities, and responsibilities in forest governance in Indonesia.
