Abstract

Green open space (RTH) in Kuantan Singingi managed by the local government through the Office of Market, Hygiene and in 2014 an area of 112.26 hectares with trees that have been planted 8.720 (average rat 78 trees per ha) situated in Taluk Kuantan as its capital. This study aims to identify and explain as well as factors that affect the capability of the government of Regency Kuantan Singingi in the Management of green open space (RTH) Year 2011-2015.This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories.Based on the results of the study found the spread of green open space (RTH) is generally uneven. There is still a lack of green open space (RTH) in Kuantan Singingi the area of 122 ha, but local authorities are already working to make the creation of decent and green space as needed. The problem of budget constraints, human resources, infrastructure constraint Singingi Kuantan district government in the management of RTH maximum.Keywords: Capability, Management, Local Government

Abstract

The potential of the Siak diversity of potential tourist objects makes Siak has promising prospects for tourism development. In a sense, the tourism product is a potential vary widely in marketing and determining the travel market segmentation so that tourists visiting the Siak could increase. Management and development based on local regulation number 12 of 2012 on Regional Tourism Development Master Plan, especially at points Siak Nature emerald forest tourist area has great potential to be made tourist attractions.This research uses descriptive analysis method using a qualitative approach, which is located in Siak district with a focus on the factors - factors that constrain District Government Siak manage tourist area of forest emerald by the Department of Tourism, Youth and Sports towards tourism forest of 38,000 potentially huge as tourist attraction.Based on this research can be concluded Siak district government through the Department of Tourism, Youth and Sports in implementing tungas and functions to develop and manage natural attractions emerald forest area is not maximized. It can be seen from four variables inhibiting factor, namely the budget, infrastructure, partnerships and human resources.Keyword : Inhibiting Factors, Nature, Zamrud Forest

Abstract

In this research theres intersting phenomenas in leadership succession at Riau KNPI 2014th. i.e, the leader KNPI choosen by acclamation. The history proving that belongs 3 years of period, this is the first time the election of leader KNPI choosen by acclamation. This because the recession one of candidate of leader KNPI from 2 candidates that pass the verification. The recession was doing by Nasaruddin. The reason of recession was illogical, that he’s going vacation to the other towns and thats not ethical if Nasaruddin keep forward in that succesion. Afterward theres an other intersting facts that presence of Pancasila Youth Society Organisation in the forum implementation of DPD KNPI Riau Province XIII. Need to know that Youth Pancasila was not included in the participant invitation or participant observer in forum Riau Province KNPI 2014.Theory (approachability) that the writer using as a analysis tools in this research is the theory about Lobby and authorities. Whereas the method that writer use is qualitatively method and type of research is description, i.e sought to analysis the dynamics and giving explanation data that get from observation result. Which aim to emphasize and substantive an theory so get the information about current situation. The technique collecting data in this research is using interview technique and documentation study.Based on the research results and analysis the writers get three basic conclutions. First, democracy process in period XIII of KNPI 2014 not showing a good process and ideal. Second, KNPI of Riau Province, in this case committee of MUSPROV XIII KNPI Riau Province does not do public transparency to information of actual cause by the Nasaruddin recession from second candidates of election. And third, in leadership succession of Riau KNPI, purely the result of kongkalikong between Ari Nugroho side and Nasaruddin.Keywords : Dynamics, Leadership Succession and KNPI

Abstract

Forest and critical land in Indragiri Hulu very concern that 12.20% of the total area Indragiri Hulu, so that efforts are needed to rehabilitate forests and land as a form of saving the forest from extinction. This study aims to investigate the implementation of forest rehabilitation and inhibiting factors as well as supporting the implementation of forest rehabilitation in the District Forestry Office Peranap by Indragiri Hulu.This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories.Rehabilitation of the forest by the Forest Service in the District Peranap still not optimally in the running management of forest rehabilitation in the form of planning, implementation, monitoring and evaluation. There is a limiting factor namely human resources, sanctions, and infrastructure rehabilitation activities. While supporting factors in forest rehabilitation namely the will of society, the potential of good land resources, and the availability of seeds / seedlings.Keywords: Forest Rehabilitation

Abstract

The main problem in this paper is that there are doubts about the concept of policy network in policy studies. This doubt has been written by Dowding by debating policy networks as Methapor or Model. To that end, the article was written with the aim to discuss the development of the concept of policy network and explain the utility and limitation of the concept in explaining the policy process. Policy networks are in principle a study that seeks to explain the relationships between actors and their interests and resources in order to influence the policy process. Each actor will bring their interests and preferences and bargain between actors so that the linkage of actors form the typology of policy networks. More holistically, the utility of policy networks is directed to be able to answer the main question in network studies ie how does the network appear? How can the network remain and change? How can changes in the network occur? While the limitation of the use of the concept of policy networks is more on the empirical level that uses it in research with in-depth study because to see the complexity of actors, relationships between actors, and interests is not easy and as simple as thought.

Thisresearch is case sudy with qualitative method. The data in this research collected with observation, depthinterview and documentation study. Based the research show that Village head and BadanPermusyawaratan Desa (BPD) have a role in active on making Village regulation. Abstract

This research backgrounded by achievement Nagari Simarasok government to role model villagein Indonesia at 2011. This study describes implementation Nagari Simarasok government sosuccesfull to get predicate the best village in national level. It used qualitative method withinformation and date were obtained indepth interview key persons likes wali nagari, kepalajorong, socialite, local government, private sector, and civil society and from the documentsavailable in the village office. The results form research show that Nagari Simarasok governmenthas been practiced the principle of good governance and coordination with private sector andcivil society. Synergi of the governance actor is the key Nagari Simarasok government succesfullat 2011.

Abstract

The research problem in this study was initiated with the interim decision of the Constitutional Court No. 63/PHPU.D-IX/2011 which basically instruct the Regional Election Commission ( ElectionCommission ) to implement the Pekanbaru City Ballot Re ( PSU ) in all regions of the city of Pekanbaru . Therefore, this study sought to describe the impact of the issuance of the policy is for interested parties . This study used a qualitative approach to the sources of information and data obtained from in-depth interviews of infroman research and study documentation . This study obtain the result that the Constitutional Court policies impact not only to the policy target group RegionalElection Commission of Pekanbaru , but also impacts outside the target groups such as the mutation of the Civil Service in the local government area in Pekanbaru . Then the impact of other policies are costs to be borne either by the government or indirectly by the public costs of delays Voting Re-Election of Regional Head and Deputy Head of Pekanbaru .

Abstract

This research is motivated by the social conflict in the Kuantan Singingi Regency high impact on the surrounding environment. The aim of this study determines the source of conflict and effort of handling conflicts in the Kuantan Singingi Regency. The method used in this study is to use a qualitative approach and using the techniques of data collection through interviews, documentation and observation studies. The results showed that the source of conflict in Kuantan Singingi Regency sourced from the economic interests of each actor and conflict resolution is done by consensus and law enforcement
