Abstract

The growth of the global halal industry presents significant opportunities for halal SMEs in Indonesia, particularly in West Nusa Tenggara Province (NTB). However, challenges in enhancing organizational agility remain a major obstacle amid the ever-changing market dynamics. This study aims to analyze the influence of technological transformation and leadership on the agility of halal SMEs, with dynamic capabilities as a mediating variable. A quantitative approach was employed through an explanatory survey method, involving 100 halal-certified SMEs in Bima City, Bima Regency, and Dompu Regency, selected using purposive sampling. Data were collected using a Likert-scale questionnaire and analyzed with Structural Equation Modelling (SEM) using SmartPLS software. The results of the study show that technological transformation and leadership, with dynamic capabilities as a mediating variable, have a positive and significant effect on the agility of halal MSMEs.

Methods: This study uses a causal research design with a quantitative approach. The research was conducted at the Water Resources and Highways service office, Drainage Division, Jimerto street no. 6-8, Ketabang Village, Genteng District, Surabaya city, East Java. The population in this study consisted of 94 civil servants and non-civil servants working in the Drainage Division of the Water Resources and Highways service office Surabaya city Goverment. The sampling technique used the census method, so that the number of samples taken was 94 employees of the Drainage Division. Data collection was carried out by distributing questionnaires. The data analysis technique used was SEM (Structural Equation Model) based on Partial Least Square (PLS) version 4.1.1.5. Results: The results of this study prove that servant leadership has no effect on job satisfaction, organizational culture has a positive and significant effect on job satisfaction, servant leadership has no effect on employee performance, organizational culture has a significant and positive effect on employee performance, and job satisfaction is unable to mediate servant leadership and organizational culture on employee performance. Implications: These findings imply that strengthening organizational culture should be prioritized over servant leadership to enhance job satisfaction and employee performance in public sector organizations.

Abstract

This study investigates how adaptive resilience and human capital regeneration contribute to strategic sustainability in SMEs, while examining the potential moderating role of institutional flexibility. The research addresses a critical gap in understanding the interplay between organizational capabilities and institutional environments in emerging market contexts. Employing a quantitative research design, data were collected from SMEs in East Java through comprehensive surveys. The analysis utilized Structural Equation Modeling to assess the hypothesized relationships between the key constructs while ensuring robust validity and reliability tests. The results demonstrate that both adaptive resilience and human capital regeneration positively influence strategic sustainability. Contrary to expectations, institutional flexibility does not significantly moderate these relationships, suggesting that internal organizational capabilities may play a more pivotal role than external institutional factors in driving SME sustainability. This study offers novel theoretical insights by challenging conventional assumptions about institutional support in emerging markets. It contributes to the dynamic capabilities literature by highlighting the primacy of internal resilience and human capital development over institutional adaptability for SME sustainability.
