Abstract

The use of information and communication technology in governance is a digital governance concept. Online single submission through government regulation number 24 of 2018 as a licensing reform through the concept of implementing digital government. As a response, the Sumedang Regency government underwent a digital-based service transformation through SI ICE MANDIRI. SI ICE MANDIRI as an online-based service system for each licensing and non-licensing at the one-stop integrated investment office. This study uses a descriptive qualitative method through direct observation and interviews with leadership informants, DPMPTSP technical employees, and the community in Sumedang. This study aims to determine and describe the extent of the service transformation process through SI ICE MANDIRI which is integrated with OSS on business permits in the Sumedang Regency environment. The results of this study reveal that SI ICE MANDIRI is still in the development stage, so licensing services are still not optimal. Using the theoretical concept of the Digital Government Maturity Model, it shows that the digital transformation of MANDIRI's SI ICE which is integrated with OSS occupies the integration stage, which means that the business license service process through OSS is carried out through an integrated system between the central government and the regions in various government agencies. Through this service system, the community or business actors carry out the permit process in one stage through the SI ICE MANDIRI and OSS systems.

Abstract

This study aims to understand the global publication’s trend on waqf management around the world until April 2022. This descriptive bibliometric study was conducted by utilizing a literature review from Scopus database. VOSviewer software is used to visualize the results. The analysis carried out includes publication trend, contributions based on country of origin, journals distribution, the most cited articles, bibliographic coupling analysis, and keyword analysis. The results showed that the number of publications on waqf management had increased since its inception in 2007 to April 2022. Malaysia is the country with the most researchers to produce 29 articles. The article entitled “Waqf Accounting and Management in Indonesian Waqf Institutions: The Cases of Two Waqf Foundations” from the journal Humanomics is the most cited with a total of 27 citations. Waqf, waqf management, and cash waqf are the top three most discussed keywords. The keywords "sustainable development", "muslim community", and "history" are not widely discussed. Abstract

This study aims to determine the evaluation model of zakat management for the civil servant by the National Amil Zakat Agency (BAZNAS) in the city of Bandung. Qualitative research methods used are needed data related to the evaluation of professional zakat management by using a set of open and flexible question lists from formulation of the problem regarding assessment of civil servant professional zakat management in the National Amil Zakat Agency (BAZNAS) of Bandung, to be explained, described, investigated and understood overall problem that occurs. The results showed that the evaluation model of zakat management of the Bandung City Civil Servants (ASN) profession was carried out by the Bandung City BAZNAS, as a planner, executor, and coordinator in the collection and utilization of zakat. The Zakat Collecting Unit (UPZ), whose task is to collect professional zakat from ASN, uses the Official Assessment system through salary deductions made by the Salary Treasurer. The process, benefits, and impacts relating to the pattern of receipt and distribution of professional zakat are carried out by delegating management authority and responsibility for the payment of the National Amil Zakat Agency (BAZNAS) and distributing professional zakat to the entitled parties, 8 Ashraf both consumptive and productive. in the form of venture capital. Abstract

The fight against poverty is an ongoing task for emerging nations like Indonesia, which is one of those nations. The number of people living in poverty in Indonesia is increasing, despite the fact that several government programs aimed at alleviating poverty have been introduced; these programs do not appear to be trustworthy enough to solve the problems they were intended to solve. The purpose of this study is to investigate how the policy of zakat has been implemented in Indonesia in an effort to lessen the country's level of poverty. This research makes use of a qualitative descriptive approach by looking at research from libraries. According to the findings, the potential for zakat in Indonesia has reached an astounding quantity, which indicates that zakat may be utilized as an alternate method for addressing the issue of poverty in Indonesia. It is reasonable for the people of Indonesia to have hope that the country's poverty rate will begin to decline as soon as professional management is implemented. According to the findings of this study, maximizing the potential of zakat would bring economic prosperity to the community. This is something that will certainly be promoted by the participation of all aspects of the nation.

Abstract

This study explains how to implement a one-way system program in breaking down traffic jams in the Sukajadi area of Bandung City. The implementation of this one-way system program is motivated by the problem of increasing levels of congestion in the Sukajadi area, which is a fairly congested road that is passed by the community of road users. Therefore, government action is needed to address the issue of congestion in the Sukajadi area through this one-way system program. The purpose of this study is to understand how the implementation of the one-way system program in the Sukajadi Area by the Bandung City Transportation Service in breaking down congestion and managing safe, comfortable and orderly traffic flow for the community. The research method used by the author is a qualitative approach. The results showed that the implementation of a one-way system program by the Bandung City Transportation and Polrestabes Service was still not in accordance with the principles of existing program implementation because the dimensions of bureaucratic professionalism, public awareness and community response to the program had not been fulfilled. From the professionalism dimension, bureaucrats are still lacking in conducting socialization so that the dissemination of information about the program is not evenly distributed. Also, it is still fixated on the procedures contained in the Minister of Transportation Regulation Number 96 of 2015 concerning Traffic Management and Engineering Guidelines which makes implementers inflexible in taking action in program implementation.  Penelitian ini menjelaskan tentang bagaimana implementasi program sistem satu arah dalam mengurai kemacetan di  Kawasan Sukajadi Kota Bandung. Penerapan program sistem satu arah ini dilatarbelakangi dari permasalahan tingkat kemacetan yang semakin tinggi di Kawasan Sukajadi yang merupakan ruas jalan cukup padat yang dilewati masyarakat pengguna jalan. Maka dari itu, diperlukan tindakan Pemerintah dalam mengatasi isu kemacetan di Kawasan Sukajadi melalui program sistem satu arah ini. Tujuan dari penelitian ini adalah untuk memahami bagaimana pelaksanaan penerapan program sistem satu arah pada Kawasan Sukajadi oleh Dinas Perhubungan Kota Bandung dalam mengurai kemacetan dan mengatur alur lalu lintas yang aman, nyaman, dan tertib untuk masyarakat. Metode penelitian yang digunakan oleh Penulis adalah pendekatan kualitatif. Hasil penelitian menunjukkan bahwa implementasi program sistem satu arah oleh Dinas Perhubungan dan Polrestabes Kota Bandung masih belum sesuai dengan prinsip implementasi program yang ada karena masih belum terpenuhinya dimensi profesionalisme birokrat, kesadaran masyarakat serta respond an tanggapan masyarakat atas program. Dari dimensi profesionalisme birokrat masih kurang dalam melakukan sosialisasi sehingga penyebaran informasi mengenai program tidak merata. Serta, masih terpaku pada prosedur yang tertuang dalam Peraturan Menteri Perhubungan Nomor 96 Tahun 2015 tentang Pedoman Manajemen dan Rekayasa Lalu Lintas yang membuat implementor tidak fleksibel dalam mengambil tindakan dalam pelaksanaan program.

Abstract

Penelitian ini dilatarbelakangi oleh adanya program Indeks Desa Membangun yang bertujuan untuk melaksanakan pembangunan desa yang terukur, merata, dan berkelanjutan. Namun, persebaran desa dengan status desa mandiri saat ini belum merata. Salah satunya dapat dilihat di Kecamatan Rancaekek yang hingga saat ini baru memiliki satu desa dengan status sebagai desa mandiri, yaitu Desa Rancaekek Wetan. Tujuan dari penelitian ini ialah untuk mengetahui kapasitas organisasi Desa Rancaekek Wetan dalam mempertahankan status kemandirian desa, khusunya kapasitas sumber daya perangkat desa. Penelitian ini dilaksanakan dengan menggunakan metode kualitatif untuk memahami dan menjelaskan berbagai dimensi yang ada dalam Kapasitas Organisasi. Teori yang digunakan dalam penelitian ini ialah teori kapasitas organisasi oleh Hall et al. (2003). Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Teknik keabsahan dilakukan dengan triangulasi sumber informan yang didapatkan di lapangan. Hasil penelitian menunjukkan bahwa Desa Rancaekek Wetan belum memiliki kapasitas perangkat desa yang cukup dalam melaksanakan Indeks Desa Membangun. Terlihat dari belum adanya SDM yang bertanggung jawab atas pelaksanaan IDM dan belum adanya pelatihan terkait IDM yang diberikan. Saran yang diajukan atas permasalahan tersebut ialah dilakukannya pemetaan beban kerja pegawai dan diperlukan adanya inisiatif perangkat desa untuk melaksanakan pelatihan terkait pelaksanaan IDM This research is motivated by the existence of the Village Building Index program which aims to carry out measurable, equitable, and sustainable village development. However, the distribution of villages with independent village status is currently not evenly distributed. One of them can be seen in the District of Rancaekek which until now only has one village with the status of an independent village, namely the Village of Rancaekek Wetan. The purpose of this study was to determine the organizational capacity of Rancaekek Wetan Village in maintaining the status of village independence, especially the capacity of village apparatus resources. This research was conducted using qualitative methods to understand and explain the various dimensions that exist in Organizational Capacity. The theory used in this study is the theory of organizational capacity by Hall et al. (2003). Data collection techniques were carried out through observation, interviews, and documentation. The validity technique was carried out by triangulation of informant sources obtained in the field. The results showed that Rancaekek Wetan Village did not yet have sufficient village apparatus capacity in implementing the Village Building Index. It can be seen from the absence of human resources responsible for the implementation of IDM and the absence of training related to IDM provided. Suggestions put forward for these problems are mapping of the workload of employees and the need for village apparatus initiatives to carry out training related to the implementation of IDM

Abstract

Penelitian ini dilatarbelakangi oleh fenomena Pandemi Covid-19 di Indonesia dan pemerintah yang terus mengeluarkan perubahan aturan dan kebijakan untuk menekan angka pandemi Covid-19. Namun, perubahan kebijakan yang dilakukan pemerintah untuk memutus mata rantai covid-19 telah menimbulkan masalah baru bagi sebagian besar lingkungan internal organisasi, termasuk Ditjen P2P. Penelitian ini bertujuan untuk mengetahui kemampuan resiliensi suatu organisasi yang dilakukan oleh Direktorat Jenderal P2P Kementerian Kesehatan pada masa Pandemi Covid-19, melalui pendekatan kualitatif, dengan menggunakan guidance theory resiliensi organisasi yang dikemukakan oleh Hollnagel et. (2011). Metode pengumpulan data yang digunakan adalah observasi, wawancara, studi dokumentasi dan studi literatur. Penelitian ini menggunakan teknik analis data melalui tiga tahapan yaitu kondensasi data, penyajian data, serta verifikasi data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa Direktorat Jenderal P2P mampu bertahan selama krisis pandemi Covid-19 yang berdampak pada ketidakstabilan manajemen organisasi, namun masih terdapat beberapa kekurangan dan keterbatasan dalam mengimplementasikan strategi dalam upaya resilien tersebut. Oleh karena itu, ada beberapa hal yang perlu diperhatikan kembali yaitu jumlah sumber daya manusia yang dimiliki dan sistem budaya kerja online untuk jangka panjang, terutama terkait double meeting. This research is motivated by the phenomenon of the Covid-19 Pandemic in Indonesia and the government which continues to issue changes to rules and policies to reduce the number of the Covid-19 pandemic. However, the policy changes made by the government to break the Covid-19 chain have created new problems for most of the organization's internal environment, including the Directorate General of P2P. This study aims to determine the resilience capability of an organization carried out by the Directorate General of P2P of the Ministry of Health during the Covid-19 Pandemic, through a qualitative approach, using the organizational resilience theory guidelines proposed by Hollnagel et. (2011). The data collection methods used were observation, interviews, documentation studies and literature studies. This study uses data analysis techniques through three stages, namely data condensation, data display, and drawing and verifying conclusions. The results of this study indicate that the Directorate General of P2P survived during the Covid-19 pandemic crisis which had an impact on the instability of organizational management, but there were still some shortcomings and limitations in implementing the strategy in this resilience effort. Therefore, there are several things that need to be reconsidered, namely the number of human resources owned and the online work culture system for the long term, especially related to multiple meetings.

Abstract

Currently Minang Mart is managed by a private party, namely PT Ritel Modern Minang. Problems in the development of Minang Mart began to emerge after the public found out that the program was not managed by BUMD like the initial concept, but was handed over to the private sector, namely PT RMM (Minang Modern Retail. which was not expected to be achieved so that the management of Minang Mart was given to PT Retai Modern Minang. The purpose of this study was to determine the success or failure of the Implementation of the Program Regarding the Establishment of Minang Mart as an Effort of the Local Government to Empower Traditional Traders in the City of Padang. This study used qualitative methods as a method in solve problems and phenomena that researchers take Qualitative research is carried out to build knowledge through understanding and discovery Qualitative research approach is a research and understanding process based on methods that investigate a social phenomenon and a human problem. The reality on the ground reveals that, since the beginning of the establishment, Minang mart has been managed by PT Retail Modern Minang without any intervention from the BUMD which was initially responsible for the development and establishment of Minang mart. In addition, the purpose of Minang Mart which was planned from the start did not go as expected due to poor management. Saat ini Minang Mart dikelola oleh pihak swasta yaitu PT Ritel Modern Minang. Permasalahan dalam pengembangan Minang Mart mulai muncul setelah masyarakat mengetahui bahwa program itu ternyata tidak dikelola oleh BUMD seperti konsep awal, tetapi diserahkan pada swasta, yaitu PT RMM (Ritel Modern Minang. Hal tersebut disebabkan oleh tidak bersinergi nya ke-3 BUMD yang terlibat sehingga tujuan yang diharapkan tidak tercapai sehingga pengelolaan Minang Mart diberikan kepada PT Retai Modern Minang. Tujuan dalam penelitian ini adalah untuk mengetahui berhasil atau tidaknya Implementasi Program Mengenai Pendirian Minang Mart Sebagai Upaya Pemerintah Daerah Memberdayakan Pedagang Tradisional Di Kota Padang. Penelitian ini menggunakan metode kualitatif sebagai metode dalam memecahkan masalah-masalah dan fenomena yang peneliti ambil. Penelitian kualitatif dilaksanakan untuk membangun pengetahuan melalui pemahaman dan penemuan. Pendekatan penelitian kualitatif adalah suatu proses penelitian dan pemahaman yang berdasarkan pada metode yang menyelidiki suatu fenomena social dan masalah manusia. Kenyataan yang terjadi lapangan mengungkapkan bahwa, sejak awal berdirinya minang mart sudah dikelola oleh PT Retail Modern Minang tanpa adanya campur tangan dari pihak BUMD yang awalnya menjadi penanggung jawab dalam pengembagan dan pendirian minang mart. Selain itu, tujuan minang mart yang direncanakan sejak awal tidak berjalan dengan yang diharapkan karena manajemen yang buruk.
