Abstract

The purpose of this article is to examine the effects of the Indonesian government's oil fuel price policy on the nation's poverty rate. This study investigates how variations in oil fuel costs affect the population's ability to make purchases, particularly those who are below the poverty line. It does so by using secondary data from a variety of sources and quantitative analysis techniques. According to the study's findings, the oil industry's gasoline pricing strategy significantly affects the poverty rate because rising fuel costs tend to make people poorer. According to this article, the government should think about the socioeconomic repercussions of its energy policy and look for ways to lessen the effects of rising fuel prices. The study adds to the body of knowledge on energy and poverty policies in Indonesia by offering new insights into the relationship between energy policy and poverty.

Abstract

This research was conducted with the aim of understanding the implementation of the Family Hope Program (PKH) in the Ciwangi Village, Balubur Limbangan District, Garut Regency. Several issues were identified in the implementation process, causing it to not run smoothly. This was due to various factors related to policy substance, the behavior of implementers, network interaction, target group participation, and resources in the implementation in Ciwangi Village, Balubur Limbangan Subdistrict, Garut Regency. The theory used in this research is the policy implementation theory proposed by Muchlis Hamdi (2014), which consists of policy substance, the behavior of implementers, network interaction, target group participation, and resources. This research utilized a qualitative research method with data collection techniques through observation, interviews, and documentation. The informant selection technique employed was purposive sampling, with a total of 8 informants. The findings indicate that the implementation of the Family Hope Program in Ciwangi Village, Balubur Limbangan District, Garut Regency, has not fulfilled several factors crucial for the success of policy implementation. However, there are also factors that have been fully met, such as policy substance and network interaction.

Abstract

This study aims to analyze the effect of unemployment rate and workforce structure on economic growth in West Java during the period 2019-2024. The method used is path analysis with secondary data obtained from various official sources. The results of the analysis show that the relationship between unemployment rate (X1) and workforce structure (X2) on economic growth (Y) tends to be weak, with an R-squared value of 2.8%, indicating that the model is only able to explain 2.8% of the variation in economic growth. This study concludes that unemployment rate and workforce structure do not have a significant effect on economic growth in West Java during the study period. Other factors not included in the model are likely to contribute more to economic growth. This finding underscores the importance of considering additional variables and improving research methods in regional economic analysis.

Abstract

Implementing policies related to regional government affairs significantly impacts the administration and reporting processes within local governance structures. This study investigates the influence of such policies on the Regional Government Administration Report (LPPD) at the Governance Section of the Regional Secretariat of Indramayu District. By employing a mixed-methods approach, combining both quantitative and qualitative data collection techniques, the research aims to understand how policy implementation affects the effectiveness and accuracy of the LPPD. A comprehensive literature review was conducted to establish a theoretical framework, drawing on critical concepts in policy implementation and regional governance. The study's population includes officials and administrators within the Governance Section, with data collected through surveys and interviews. The findings reveal that effective policy implementation positively correlates with the quality of the LPPD, highlighting key factors such as resource allocation, training, and stakeholder engagement. However, challenges such as bureaucratic inertia and limited technical capacity were also identified as barriers to optimal implementation. The study concludes by providing practical recommendations for enhancing policy implementation processes and improving the LAPD's role in regional governance. Future research directions are suggested to explore further the dynamics between policy implementation and administrative reporting in other regional contexts.

Abstract

This study analyzes the intensification of the mobile service program for recording Electronic Identity Cards (e-ID) ahead of the 2024 Regional Election in Cirebon City, which targets 4,387 high school students who have not yet recorded. Using a qualitative approach with a case study method, the research adopted Muchlis Hamdi's theoretical framework to analyze three dimensions of implementation: productivity, linearity, and efficiency. The data were collected through in-depth interviews with eight key informants, including Disdukcapil officials, the implementation team, and school representatives, supported by observations and documentation studies. The results indicated that the program achieved 74.18% of the effective target of 4,268 students in terms of productivity. This suboptimality can be attributed to demographic complexity and target group resistance. In terms of linearity, the program exhibited adequate balance and compatibility across five key domains: implementers who possessed the necessary competencies and qualifications; procedures, time, and cost aspects. Despite encountering infrastructure challenges, the optimization of limited resources in a cost-efficient manner. However, the budget aspect revealed dynamics that necessitated attention. The program exhibited a solution-oriented approach and operational flexibility in increasing first-time voter participation.

Abstract

This study aims to determine the influence of competency development and performance on the professionalism of Civil Servants (ASN) in the Padang Lawas Regency Government both partially and simultaneously. The population of this study consists of all ASN employees in the Padang Lawas Regency Government, with a sample size of 100 people. The data analysis method is quantitative, using SPSS Version 23. The results of the study are as follows: 1). Based on the hypothesis test, it can be explained that competency development has a significant effect on employee professionalism in the Padang Lawas Regency Government. The influence of competency development on employee professionalism is 40.6%, indicating a significant effect. 2). Based on the hypothesis test, it can be explained that performance significantly affects employee professionalism in the Padang Lawas Regency Government, with the influence of performance on employee professionalism at 42.7%. 3). Based on the hypothesis test, the combination of competency development and performance together significantly affects employee professionalism in the Padang Lawas Regency Government by 57.1%. The remaining 42.9% is influenced by other factors or variables not included in the research model.

Abstract

This study aims to determine the influence of community participation and organizational culture on tourism development in Padang Lawas Regency. The research method used is quantitative, with a sample size of 80 people. Data collection methods include literature review, interviews, questionnaires, and documentation. Data analysis was conducted to test the hypotheses using correlation analysis with SPSS. The results of the study show that the community participation factors examined, including as a goal (objective), as a legally valid action (authoritative choice), and as a hypothesis, have a positive and significant effect on tourism development in Padang Lawas Regency. The analysis shows that community participation influences tourism development by 0.406 with significance at the 0.000 level, indicating a positive and significant contribution of community participation to tourism development. Therefore, the hypothesis stating that the influence of community participation on tourism development is determined by dimensions of community participation, which include decision-making, program implementation, monitoring and evaluation, and the utilization of results, is proven to have a positive and significant effect on tourism development, contributing 40.6%. Similarly, organizational culture, which encompasses academic culture, socio-cultural aspects, and democratic practices, also shows a positive and significant contribution to tourism development with a beta value of 0.427. This indicates a positive and significant contribution of organizational culture to tourism development. Overall, community participation and organizational culture contribute positively and significantly by 58.2% to tourism development, while the remaining 41.8% is influenced by other variables not examined in this study.

Several problems were found in the implementation of the programme innovation, causing the process to not run completely well. This is caused by several things related to regulations, human resources management, budgeting, innovation organisation, risk management, and knowledge contained in the innovation process of the Consulting Day on Friday program at the Cirebon City Regional Inspectorate. The theory used in this study is the OECD's (2017) theory of policy innovation, which explains that six aspects need to be considered in policy innovation: regulation, human resources management, budgeting, innovation organisation, risk management, and knowledge. This research uses qualitative research methods with data collection techniques through observation, interviews, and documentation. The informant determination technique used was purposive sampling technique with a total of 8 informants. The results showed that the implementation of the Consulting Day on Friday programme innovation has fulfilled the six dimensions of OECD policy innovation but has not fully run well, such as technical implementation guidelines that are still integrated with the usual consulting services, the formation of innovations has not been in accordance with central guidelines on regional innovation, risk management and prototypes are not carried out to minimise risks, have not utilised the potential for rewards and recognition of innovation, and the role of innovation organisations that has not yet had an impact.

Abstract

Salah satu permasalahan yang dihadapi dalam mewujudkan Kota Layak Anak adalah perundungan anak. Perundungan anak merupakan isu sosial yang sudah cair di masyarakat, khususnya di Kota Bogor. Isu perundungan anak di Kota Bogor merupakan isu yang kerap terdengar selain tawuran pelajar. Kemudian tingkat pelaporan kasus yang rendah berimplikasi pada sulitnya mengentaskan perundungan anak. Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa dalam mengentaskan perundungan anak, Kota Bogor melibatkan stakeholder lintas sektor dan multilevel sesuai dengan Perda Kota Bogor Nomor 3 Tahun 2017 dengan menerbitkan SK Gugus Tugas KLA. Metode yang digunakan dalam upaya ini menitikberatkan pada pemberdayaan masyarakat dan pemberian edukasi, kendati demikian ditemukan usaha menutupi kasus perundungan oleh sekolah serta kurangnya intensitas pertemuan antar stakeholder untuk membahas isu perundungan anak. Kota Bogor telah memiliki komitmen untuk mengentaskan perundungan anak, namun dalam praktiknya diperlukan aturan khusus mengenai perundungan anak di Kota Bogor agar tercipta kesepahaman antar stakeholder dalam memahami konsep perundungan serta dapat mengelaborasi pelaksanaan kolaborasi yang diusahakan agar kolaborasi menjadi efektif.
