Abstract

Desa Mekarsari, Kec. Selaawi, Kab. Garut memiliki potensi bambu melimpah dan memiliki mata pencahariaan mayoritas sebagai pengrajin bambu tetapi masih belum berkembang. Beberapa indikasi masalah yang ditemukan diantaranya kekurangan sumber daya; kurangnya kegiatan sosialisasi terkait kebijakan pemberdayaan usaha mikro di Desa Mekarsari; serta kegiatan pelatihan belum mendapatkan output yang baik dari masyarakat. Penelitian ini menggunakan teori faktor keberhasilan implementasi kebijakan, meliputi: kondisi kebijakan, faktor pendukung, kondisi lingkungan, dan pihak-pihak terkait. Metode penelitian yang digunakan adalah metode deskriptif kualitatif dengan teknik pengumpulan data melalui studi kepustakaan dan studi lapangan. Berdasakan hasil penelitian, disimpulkan bahwa Implementasi Kebijakan Pemberdayaan Usaha Mikro Bambu Kreatif di Desa Mekarsari Kecamatan Selaawi Kabupaten Garut masih belum terlaksana dengan baik. Hal ini terlihat dari empat faktor yang mempengaruhi keberhasilan implementasi kebijakan cenderung belum terpenuhi. Adapun saran yang diberikan yaitu perlu dilakukan program pelatihan dan pendampingan yang berkelanjutan. Kemudian, penyertaan modal baik logistik maupun keuangan. Tidak kalah penting adalah melakukan kegiatan sosialisasi kebijakan pemberdayaan usaha mikro bambu kreatif di Desa Mekarsari.

Abstract

Topik penelitian ini adalah Implementasi Studi Kebijakan Pengembangan Pariwisata di Kawasan Wisata Pantai Toronipa, Kabupaten Konawe, Sulawesi Tenggara. Rumusan masalah dalam penelitian ini adalah, mengapa tidak ada strategi dalam implementasi kebijakan pengembangan pariwisata yang telah diusulkan oleh pemerintah daerah. Metode analisis yang digunakan adalah deskriptif kualitatif dengan aspek-aspek yang dieksplorasi meliputi komunikasi, sikap implementasi, struktur birokrasi, dan sumber daya. Hasil penelitian menunjukkan bahwa aspek komunikasi, yaitu tidak adanya komunikasi intensif antara pengelola objek wisata dengan pemerintah daerah (kecamatan) dan DPRD setempat yang ditunjukkan oleh tidak adanya fasilitas pendukung yang diberikan selama bertahun-tahun keberadaan objek wisata tersebut, kecuali beberapa bantuan dari dinas pariwisata daerah. Dari aspek sumber daya, dalam hal ini sumber daya manusia, yaitu ketersediaan manajer yang siap melaksanakan tugasnya tetapi tidak didukung oleh sumber daya non-manusia/fasilitas dalam upaya pengembangan pariwisata untuk lebih meningkatkan jumlah pengunjung, karena ini adalah salah satu strategi pengembangan pariwisata yang harus dilakukan oleh pemerintah daerah (kecamatan), selain dapat meningkatkan kesejahteraan masyarakat setempat di daerah wisata, juga akan dapat memperoleh nilai tambah Pendapatan Asli Daerah dari sektor pariwisata. Sedangkan dari aspek sikap pelaksana, para pelaksana/manajer di bidang pariwisata telah melaksanakan beberapa tugas dan fungsi dengan baik tetapi mereka masih merasakan kurangnya perhatian dari pemerintah daerah setiap tahunnya, dalam upaya mengembangkan strategi pariwisata daerah. Hal ini ditunjukkan oleh kebijakan daerah mengenai tarif yang dianggap oleh pelaksana berdampak pada penurunan jumlah pengunjung yang datang, sehingga para pelaksana melakukan kebijakan taktis agar tidak terjadi penurunan minat pengunjung untuk berwisata karena ketidaksesuaian antara fasilitas dan layanan pemerintah daerah yang ada (yang diharapkan). Terakhir, struktur birokrasi, dalam hal sumber daya manusia, khususnya di kantor pemuda, olahraga, budaya, dan pariwisata, telah menunjukkan kondisi yang lebih baik karena kompetensi ski dan sektor pariwisata. Oleh karena itu, kesimpulannya adalah sikap (disposisi) pelaksana, sumber daya, dan komunikasi belum menunjukkan atau menggambarkan strategi untuk mengembangkan kebijakan pariwisata daerah yang baik. Namun, aspek struktur birokrasi telah menunjukkan kondisi yang lebih baik.

Abstract

Kinerja merupakan gambaran mengenai tingkat pencapaian pelaksanaan suatu kegiatan dalam sebuah organisasi. Kinerja pegawai mempengaruhi seberapa banyak mereka memberikan kontribusi kepada organisasi. Kinerja pegawai merupakan salah satu faktor yang mempengaruhi kemajuan organisasi. jumlah populasi sebanyak 30 orang. Sampel dalam penelitian ini yaitu jumlah populasi sebanyak 30 orang pegawai sekaligus menjadi sampel. Teknik pengumpulan data dengan studi pustaka, wawancara, dokumentasi dan kuesioner. Teknik analisis data yang digunakan adalah analisis korelasi dengan menggunakan program SPSS versi 25. Uji yang digunakan adalah Analisis Regresi Linier Berganda, uji t, uji F dan koefisien determinasi. Hasil menunjukkan terdapat pengaruh prestasi dengan dimensi hasil kerja, pengetahuan, inisiatif, disiplin waktu, kerjasama terhadap kinerja pegawai Pada Dinas Pendidikan Dan Kebudayaan Kabupaten Padang Lawas. Sebesar 0,785 atau 78,5%. Hal ini berarti semakin tinggi prestasi maka akan meningkatkan kinerja pegawai. Secara simultan variabel Kepuasaan kerja dan prestasi mampunyai pengaruh yang signifikan sebesar 0,785 atau 78,5% terhadap kinerja pegawai Dinas Pendidikan Dan Kebudayaan Kabupaten Padang Lawas dengan kategori kuat.

Abstract

Upaya untuk meningkatkan kualitas SDM ini, utamanya sumber daya manusia instansi perlu dilakukan secara baik, terarah, dan terencana, sehingga instansi pun dapat bersaing secara sehat dengan instansi lain, Terutama didalam permasalahan pemotivasian dan gaya kepemimpinan terhadap kinerja pegawai. Metode yang digunakan yakni metode deskriptif analitik dengan pendekatan kuantitatif. Tekhnik pengumpulan data dengan studi pustaka, dokumentasi, kuesioner dan wawancara. Tekhnik analisis data Analisis Regresi Linier Berganda, Uji-T (Parsial), Uji-F (Serempak), Uji Koefisien Determinasi R2. Hasil penelitian menunjukkan bahwa pemotivasian berpengaruh signifikan sebesar 0,563 atau 56,3% terhadap kinerja pegawai, pengaruhnya dengan kategori cukup kuat. Dimana semakin baik pemotivasian maka kinerja pegawai juga akan semakin tinggi. Gaya kepemimpinan berpengaruh signifikan sebesar 0.683 atau 68,3% terhadap kinerja pegawai Dinas Pendidikan Dan Kebudayaan Kabupaten Padang Lawas, pengaruhnya dengan kategori kuat. Terdapat pengaruh yang positif dimana semakin baik gaya kepemimpinan maka kinerja pegawai juga akan semakin tinggi. Secara simultan variabel pemotivasian dan gaya kepemimpinan mampunyai pengaruh yang signifikan sebesar 0.689 atau 68,9% terhadap kinerja pegawai Dinas Pendidikan Dan Kebudayaan Kabupaten Padang Lawas dengan kategori sangat kuat, sedangkan sisanya 13,30 % lagi dijelaskan oleh faktor lain, yaitu seperti variabel pemotivasian dan gaya kepemimpinan.

Abstract

This study explores the dynamics of fertilizer subsidy implementation in Indonesia, focusing on its impact on agricultural policy and practice. With the critical role of subsidies in supporting the agricultural sector, this research aims to provide a comprehensive analysis of their implementation and effectiveness. Utilizing a systematic literature review methodology, the study synthesizes data from a wide range of academic journals, government reports, and policy analyses. The findings highlight the complexities involved in the implementation process, including issues related to policy design, distribution mechanisms, and the actual impact on farmers' productivity and sustainability practices. The study identifies key challenges such as bureaucratic inefficiencies, misallocation of resources, and unintended consequences on smallholder farmers. Additionally, it examines the implications of these subsidies for sustainable agricultural development and the economic resilience of rural communities in Indonesia. The conclusion offers critical reflections on policy recommendations and future directions for optimizing the effectiveness of fertilizer subsidies in enhancing sustainable agricultural growth.

Abstract

The new approach to state financial management began with the introduction of Law Number 17 of 2003 on State Finance, Law Number 1 of 2004 on State Treasury, and Law Number 15 of 2004 on the Audit of State Financial Management and Accountability. The implementation of Minister of Religious Affairs Regulation Number 32 of 2021, which essentially serves as a policy or program within the Ministry of Religious Affairs, outlines the procedures for appointing treasury officials. This process will significantly influence the transparency and accountability of budget management. The success of these policies in achieving their intended outcomes naturally depends on factors related to policy, organizational structure, and the surrounding environment. The competence of frontline implementers is the competence of policy implementers, while the competence of implementers is a work ability of each policy implementer which includes aspects of knowledge, skills, and work attitudes in accordance with the expected standardization. Minister of Religious Affairs Regulation Number 32 of 2021 Article 2 Paragraph 5 states that state treasury officials, namely Paying Warrant Signing Officers, Commitment Making Officials and Expenditure Treasurers must have a certificate of competence. With regard to the prerequisites to be able to carry out duties as a state treasury official, they must have competence, where one of the indicators of having this competence is eligibility indicated by the certificate obtained after following the certification process. To achieve good policy implementation cannot be achieved in a short time where there must be several stages taken. The first stage is called the fullness stage where it is very important to be qualified to be eligible for office, the next stage is quality, namely how the work is carried out better and who does it.

Abstract

This study evaluates the effectiveness of teacher certification policy in addressing the teacher shortage crisis in Indonesia. Using a qualitative approach, data were collected from interviews with certified teachers, principals, and policymakers to understand the implementation of the policy, the challenges faced, and its impact on education quality. The results show that although teacher certification can improve pedagogical skills, implementation is often hampered by inadequate operational support, uneven distribution of certified teachers, and budget constraints. Inequitable distribution of teachers, especially in remote areas, as well as budget and ongoing training issues are key issues that reduce the effectiveness of the policy. To increase the impact of the certification policy, better operational support at the school level, incentives for teachers in less developed areas, and most importantly, more effective budget planning are needed. These findings provide important insights for policy makers and education practitioners in designing more comprehensive strategies to improve education quality in Indonesia.

Abstract

Makan Bergizi Gratis (MBG) is one of the government’s initiatives to improve school children’s nutrition and reduce stunting rates in Indonesia. However, its implementation in West Bandung Regency still faces various challenges. The occurrence of mass food poisoning among students after consuming MBG meals highlights weak food quality monitoring, limited resources, and suboptimal coordination between schools, food providers, and related agencies. This study aims to analyze the implementation of the MBG program in West Bandung Regency using a descriptive qualitative approach. The findings reveal that the MBG program has not been fully implemented in accordance with the expected standards. The main inhibiting factors include weak monitoring systems, lack of food safety education, and inadequate cross-sectoral collaboration. Therefore, strengthening monitoring mechanisms, enhancing implementers’ capacity, and encouraging community involvement are essential to ensure that the MBG program is safe, healthy, and sustainable.

Abstract

This study analyzes the intensification of the mobile service program for recording Electronic Identity Cards (e-ID) ahead of the 2024 Regional Election in Cirebon City, which targets 4,387 high school students who have not yet recorded. Using a qualitative approach with a case study method, the research adopted Muchlis Hamdi's theoretical framework to analyze three dimensions of implementation: productivity, linearity, and efficiency. The data were collected through in-depth interviews with eight key informants, including Disdukcapil officials, the implementation team, and school representatives, supported by observations and documentation studies. The results indicated that the program achieved 74.18% of the effective target of 4,268 students in terms of productivity. This suboptimality can be attributed to demographic complexity and target group resistance. In terms of linearity, the program exhibited adequate balance and compatibility across five key domains: implementers who possessed the necessary competencies and qualifications; procedures, time, and cost aspects. Despite encountering infrastructure challenges, the optimization of limited resources in a cost-efficient manner. However, the budget aspect revealed dynamics that necessitated attention. The program exhibited a solution-oriented approach and operational flexibility in increasing first-time voter participation.

Abstract

This study aims to analyze the juridical and constitutional implications, political stability dynamics, and institutional effectiveness following the Constitutional Court’s decisions on electoral reform, particularly Decision 135/PUU-XXII/2024. Using a qualitative method with a doctrinal-normative and policy analysis approach, the research examines the effectiveness of Constitutional Court rulings in relation to political compliance, electoral system restructuring, and central–regional governance relations. The findings reveal that although Constitutional Court decisions are erga omnes, many non–self-executing rulings are only partially implemented due to the subordination of judicial authority to pragmatic political consensus between the Legislature and the Executive. The ruling on electoral separation offers administrative and humanitarian benefits and has the potential to strengthen regional representation and policy focus; however, it also produces significant risks, including the emergence of two major political cycles in close succession and heightened politicization of Acting Regional Heads during the 2–2.5 years transitional period. Furthermore, the effectiveness of the national Legislature and the Executive remain constrained by structural political fragmentation inherent in the proportional electoral system, whereas the separation of local elections contributes only marginally to improving the effectiveness of regional parliaments and does not resolve the broader issue of national political cohesion. The study concludes that the success of electoral reform depends on consistent enforcement of Constitutional Court rulings, coalition stability, and institutional designs capable of adapting to both national and regional political dynamics.
