Abstract

This study aims to evaluate the implementation of decentralization in Indonesia since the enactment of regional autonomy following the 1999 reform era. Decentralization was intended to bring public services closer to the people, strengthen local democracy, and enhance government efficiency. However, its implementation has produced mixed outcomes and various challenges. This article examines the successes of decentralization in encouraging public participation, increasing local government revenue, and accelerating infrastructure development. On the other hand, it also highlights several failures, such as weak local government capacity, widespread corruption at the regional level, and persistent development disparities among regions. The evaluation uses a qualitative approach, primarily through literature review and policy analysis. The findings reveal that the success of decentralization is heavily influenced by the quality of local governance, human resource capacity, and consistent regulatory support from the central government. Therefore, a reformulation of decentralization policy is needed one that is more adaptive and responsive to local dynamics—in order to achieve the full potential of regional autonomy.

Abstract

Indonesia's governance reforms have brought about major changes in central-regional relations through the policy of decentralisation. This study analyses the dynamics of decentralisation since the reform era and the contemporary issues that accompany it. Using a descriptive qualitative analysis method based on literature review and secondary data, this study finds that decentralisation has given wider authority to the regions, but faces challenges such as fiscal inequality, uneven bureaucratic capacity, and increased potential for corruption at the local level Policy changes through the 1999, 2004, and 2014 laws show adjustments in establishing a balance between regional autonomy and central control for effective governance. Lack of central-local coordination often leads to overlapping policies, while dynastic politics and weak law enforcement hamper democratisation. However, decentralisation has also encouraged innovation in public services, especially in high-capacity regions, although infrastructure and digital disparities remain an obstacle. To ensure optimal benefits from decentralisation, policy reforms, improved apparatus capacity and closer collaboration between central and local governments are needed to create transparent, effective and sustainable governance. The contribution of this article lies in its presentation, which enriches the public policy literature in Indonesia by providing a comprehensive analysis of the dynamics of post-reform decentralisation and its implications for effective and equitable governance.

Abstract

Fiscal decentralization is one of the key policies in the regional autonomy system implemented in Indonesia, aimed at improving efficiency and equitable development at the regional level. One of the regions implementing fiscal decentralization is West Sumatra, known for its Nagari system as a village-level government unit that plays a strategic role in the management of local financial resources. However, despite the goal of fiscal decentralization in West Sumatra to enhance regional financial independence, several issues arise concerning the management and distribution of Nagari finances. The primary challenges faced include uneven allocation of funds from the central government, limited financial management capacity at the Nagari level, and poor quality of financial reporting and accountability, which impact the transparency and accountability of fund management. This article aims to analyze these issues and propose solutions related to financial management in Nagari as an effort to improve the effectiveness of fiscal decentralization in West Sumatra. Using a qualitative approach, this study identifies factors influencing the financial performance of Nagari, including fiscal policies, human resources, and existing institutional structures. Furthermore, this article also provides recommendations for strengthening the capacity of Nagari apparatus, improving financial information systems based on technology, and enhancing coordination between local and central governments to ensure a more equitable and fair distribution of budgets.

Abstract

The Parliamentary Democracy Period (1950-1959) was a crucial period in laying the foundations for decentralization and local government in post-independence Indonesia. This article aims to analyze the theory and practice of decentralization and local government in that era using qualitative research methods through the approach of literature study and historical analysis. This research focuses on tracing the applicable main law, namely Law No. 1 of 1957 concerning the Principles of Regional Government, and analyzing it through a theoretical lens put forward by experts such as Joko Kirmanto, Sadu Wasistiono, and Utang Rasidin. The findings of the study show that although theoretically Law No. 1/1957 represents significant progress by adopting a model of real and widespread autonomy, in practice its implementation is faced with complex challenges. The dominant factors are national political instability, diversity of interpretations at the local level, and the still strong centralist of the colonial legacy bureaucracy. This article concludes that the Parliamentary period succeeded in creating a democratic decentralization blueprint, but failed to realize it effectively, providing valuable lessons for the development of regional autonomy in later eras.

Abstract

This research examines the ulayat land conflict in Nagari Kinali and Nagari Simpang Tiga from 1996 to 2024. The main issues discussed are the roots of the ulayat land ownership conflict, the period of the conflict, and its resolution. The research uses historical methods with four stages: heuristics, source criticism, interpretation, and historiography. Data was collected from various primary and secondary sources, including personal documents, archives, and interviews with traditional leaders and community members. Secondary sources include books, journals, theses, and newspapers. The research results show that the conflicts in Kinali and Simpang Tiga were caused by investors who did not fulfill their agreements with ninik mamak, such as not establishing plasma plantations. Conflict resolution is carried out through traditional deliberations and legal channels, but the court has not yet given a decision that the ninik mamak considers fair. This conflict still continues today with the dispute unresolved.
