Abstract

This paper discusses the process of organizational restructuring that occurred at the Regional Secretariat of Ende District as a result of the policy of regional apparatus arrangement in Ende District, East Nusa Tenggara Province. Although it has gone through various changes, a number of regulatory tools have been replaced with the consequences of changing the concept of organizational restructuring from downsizing to rightsizing, but have not been able to significantly improve the performance of the Regional Secretariat of Ende District. In this study the author uses the concept of restructuring derived from the 4R theory (Gouilarrt & Kelly, 1995) with the indicators namely building an organizational model, integrating physical infrastructure, and redesigning the work architecture. The research method used is descriptive with a qualitative approach that is carried out through observation and interviews and reinforced secondary data studies from relevant agency documents and the results of previous competent research. The results show that indicators build economic models, integration of physical infrastructure, and redesign the work architecture have not run optimally. The restructuring was apparently not balanced with the availability of human resources and pre-facility facilities as well as good financial management . Keywords: Regional Secretariat of Ende District, Restructuring, Local Government Organization

Abstract

The volume of waste generation in Indonesia is 65.8 million tons/year in 2018 and will continue to increase to around 70 million tons/year in 2022. To overcome this problem, the government has established several policy products, but the implementation of these policies has not been able to making Indonesia free from waste problems. This study aims to determine and detect the effectiveness of the implementation of waste management policies in Indonesia for the 2019-2022 and 2023-2025 periods. This study uses qualitative methods through a literature review approach with secondary data collection techniques. The results of the study show that (1) the implementation of waste management policies in Indonesia for the 2019-2022 period has not been effective because the targets and objectives of waste management have not been achieved, and the waste management system has not been optimal from the aspects of resources, institutions and law enforcement; and (2) the implementation of waste management policies in Indonesia in 2023-2025 is predicted and has the potential to not be effective. This is because the targets set in the regional government's RPJMD for the 2021-2026 period are much smaller than the targets set in the Jakstranas/Jakstrada. Recommendations that can be given so that the implementation of waste management policies can be more effective is to improve the regulatory system for waste management in Indonesia through harmonization between policies.

Abstract

The Indonesian government implemented a substantial change in building permit regulation through the transformation of the IMB (building permit) to PBG (building approval) as a result of the Omnibus Law on Job Creation Act. The policy reforms intend to increase investment and optimize the arrangement of buildings and environments to enhance disaster resilience and encourage sustainable development. During the implementation stage has resulted in several challenges such as lack of regulation and implementation guideline for district or city administrator, complexity of technical standard requirement for PBG, unclear technical recommendation letter from regional technical services, and insufficient PBG services related to human resources issues. This study aims to analyses the PBG implementation challenges experienced by the local government as well as the Indonesian community, to figure out the government's steps for tackling these public issues. Using multiple research methods including a literature review, a fishbone diagram, systems thinking, and SWOT analysis, this research finds the form of policy recommendation for effectively addressing the problems. This strategy includes intensive coordination with central government, in this case Kementerian PUPR, collaboration with licensing regional agencies, improvement support facilities to meet building standards, expanding monitoring of construction by enforcing penalties and strict sanctions, and setting up task force team to expedite the building permit approval, which could help boosting up local government income.

Abstract

Realizing effective and efficient governance through bureaucratic simplification in all ministries, institutions, and local governments in Indonesia faces various obstacles and challenges. One of them is in the context of human resource management. This study aims to see how the Cimahi City Government implements bureaucratic simplification and runs governance with a leaner organizational structure. In this study, the researcher used a descriptive qualitative method using the concept of job structure preparation. The results of the study showed that the restructuring carried out by the Cimahi City Government was not based on an updated job analysis. So there is no definite identification related to the duties, responsibilities, and qualifications needed for each position that will have consequences for the organizational structure after the simplification of the bureaucracy. As a result, ASNs have difficulty adapting after the simplification of the bureaucracy and the emergence of redundancy in the implementation of tasks from ASNs who do not understand their new role.
