Abstract

Digital transformation in public services is essential for enhancing government performance and modernizing systems. In the realm of multicultural communication, it's crucial that technology is both technically effective and culturally inclusive. This research analyzes trends in digital government transformation from 2018 to 2022, revealing 340 indexed research articles in the Scopus database. Using qualitative research and bibliometric analysis with CiteSpace software, the study examines publications based on the number of articles, contributing countries, fields of study, authors, affiliated institutions, and citation counts. The findings indicate a rising trend in publications, with computer science as a core discipline. Digital organizational resilience emerges as a dominant topic, emphasizing the need for governments to adapt to technological changes effectively. The University of the Aegean is noted as a leading institution, while Draheim has the highest contribution level, and Russia is identified as the most prolific contributing country. The implications suggest that for successful digital transformation, governments must prioritize inclusivity and cultural sensitivity in their technology strategies. This research contributes to understanding how multicultural communication can enhance digital initiatives and emphasizes the importance of considering all societal segments in policy development. Ultimately, the findings lay a foundation for developing a more inclusive government through sustainable technology and recognition of cultural diversity, enabling better engagement and service delivery to diverse communities. Keywords: Bibliometric Analysis, CiteSpace, Digital Transformation, E-Government, Multicultural Communication. AbstrakTransformasi digital dalam pelayanan publik merupakan langkah untuk meningkatkan kinerja pemerintahan dan modernisasi sistem pemerintahan. Based on the findings of the analysis that quality human resources are one of the strengths of MSMEs in Kamali Beach, Baubau City, according to the AHP decision-making technique. Because the product manufacturing process is still traditional, using simple technology and human labor, the approach that can be taken is to develop human resource expertise through the use of technology coupled with the use of more contemporary equipment in the product manufacturing process, as well as by expanding product distribution. networks built through government-run training programs.

Abstract

Twitter is the main platform for digital campaigns that influence public opinion. Through Twitter, political parties reach a wider audience to disseminate messages effectively. This research analyses narrative content on social media as a medium for political party campaigns delivered via social media. This research examines the campaign content strategy of nationalist party Twitter accounts in Indonesia. The method used is a qualitative method utilising Quality Data Analysis (QDA) with the help of Nvivo 12 Plus software. Three nationalist party Twitter accounts were taken based on their popularity, particularly @Gerindra, @Nasdem, and @PDI_Perjuangan. The @Gerindra account with 68.1 thousand followers highlights aspects of the party's identity and the figure of Prabowo Subianto. In contrast, the @NasDem account focuses more on party identity, national issues, and active participation in political society. The @PDI_Perjuangan account focuses on the spirit of struggle, the candidacy of Ganjar Pranowo, and the construction of the party's identity and history, with high activity, namely 1219 tweets in three months. The results of the analysis of the content of nationalist party Twitter accounts can provide insight into political party communication strategies in digital campaigns in Indonesia.

Abstract

The potential of the tourism sector offers opportunities to increase the competitiveness of a region. This prospect lies in implementing the leadership framework of the Triple Helix government. This research aims to establish the correlation between tourism's latent potential and collaborative synergies between local government, industry stakeholders, and the academic community at universities, all in an effort to drive the evolution of the tourism sector. The focus of this research is on leadership and the real results that come from government, embodied in the Triple Helix policy. This study uses a qualitative method to assess and analyze the Triple Helix. This approach includes analysis of underlying causal factors, evaluation of results, and analysis of interactive models. The results of the study show that the leadership aspect in the context of the Triple Helix government framework has not yet reached its peak, especially in the tourism industry, including (a) increasing the value of superior products, (b) regional income, (c) employment, (d) providing a tourism platform that is recognized in education, (e) offering unique memorabilia, and (f) strengthening the brand identity of the designated Tourism Area. However, this effort shows a suboptimal level of performance due to several deficiencies, covering issues such as (a) formal and informal institutions, (b) the world of work, (c) the domain of production technology, (d) the paradigm of corporate governance ( management), (e) access to market outlets, and (f) infrastructure.

Abstract

Government discretion plays a crucial role in enhancing the efficiency of public service delivery, particularly in addressing complex societal needs. This study aims to explore the dimensions of governmental discretion, examining its potential to improve public service quality while identifying inherent challenges. The research employs a qualitative approach, including case studies, and identifies key factors influencing discretion, such as organizational culture, resource management, and legal frameworks. While discretion can encourage innovation and responsiveness, it also carries risks of mismanagement and reduced accountability without appropriate safeguards. The study's findings indicate that regional government discretion, although effective in improving public service efficiency, must be implemented with consideration of existing challenges, such as limited resources and managerial capacity. The novelty of this research lies in the integration of the concept of discretion with digital technology and the enhancement of public participation. It also offers concrete recommendations on how to improve the effectiveness of discretion in the context of more transparent and accountable local government practices. This research further emphasizes the importance of creating a clear legal framework that supports better management of discretion without posing the risk of abuse of power.

Abstract

The increasing adoption of digital governance has significantly transformed public service delivery, aiming to improve efficiency, transparency, and citizen involvement. This study explores the impact of digital governance on public service efficiency, focusing on a cross-country comparison between industrialized and developing nations. The primary goal is to understand how digital governance influences service delivery in various contexts and to identify factors that contribute to its success. Using a mixed-methods approach, the study combines quantitative analysis of digital governance adoption and public service efficiency with qualitative insights from interviews with government officials and experts. The results show that digital governance enhances efficiency in countries with advanced digital infrastructure and institutional support, reducing processing times, costs, and improving citizen satisfaction. However, in developing countries, benefits were limited due to challenges such as poor infrastructure, lack of training, and political instability. The study emphasizes the importance of infrastructure, political will, legal frameworks, and digital literacy in determining the effectiveness of digital governance. The novelty of this research lies in its cross-country approach, offering new insights into optimizing digital governance strategies across different national contexts. Recommendations for policymakers include enhancing infrastructure, fostering political commitment, and improving digital literacy to maximize the potential of digital governance for better public service delivery.
