Abstract

Optimising the hygienic quality of salted fish is critical for coastal communities seeking to grow their economies and overcome the problems of Gaya Baru Village's Fishermen's Home Industry (IRT). Partners face difficulties drying fish when it rains, storing salted fish is still very simple, and partners lack good marketing techniques. The goal of this Community Service (PkM) is to: 1) increase technological knowledge; 2) increase the entrepreneurial spirit and motivation of partner entrepreneurs; and 3) improve HR capabilities in business management, production, and finance. The PkM has resulted in the development of two salted fish businesses in Gaya Baru village, allowing those who work to become self-sufficient.

Abstract

This research aims to optimize tourism potential in the Buton Islands, Indonesia, using Geographic Information Systems (GIS) and Big Data Analytics. The study addresses the low tourism potential in the region and constraints in tourism development, such as lack of information and data. Qualitative methods include document analysis, literature studies, and focus group discussions. Quantitative methods involve surveying respondents about the use of GIS and Big Data Analytics in tourism development. Data was collected from government documents, online news, and direct observation of tourist sites. The results emphasize the importance of IT and GIS in developing the tourism sector in the Buton Islands, particularly in Baubau City and South Buton Regency. GIS is crucial for identifying and managing tourism potential, while Big Data Analytics helps optimize development by analyzing visitation trends, tourist preferences, and consumer behavior patterns. The integration of these technologies can improve tourist experience and efficiency of tourism-related public services. By integrating GIS, Big Data Analytics, and Information Technology, local government and stakeholders can collaborate to create a superior tourism experience, support local economic growth, and ensure the sustainability of the natural and cultural environment in the Buton Islands.

Abstract

Technological Advances encourage internet users on mobile phones or other communication tools to access or obtain information via social media, including conversations on social media on Twitter, about the implementation of Provincial special autonomy. This research method utilizes Twitter data crawled by the Drone Emprit Academic application with the keyword " special autonomy of Papua." The study analyzed 170,641 mentions collected on Twitter with the tweet "Special Autonomy for Papua." The results of this study show that the community's response to Papua's special autonomy from February 1, 2021, to February 1, 2022, was 170,641 mentions. The results of this study showed the public reaction to conversations related to Papuan special autonomy on Twitter that positive sentiment dominated with 124,181 (73 percent) mentions, followed by negative sentiment with 37,570 (22 percent) mentions, and neutral sentiment with 8,890 (5 percent) mentions. The results of this study contribute to understanding the dominant topic of Papua's special autonomy, which can be used as a reference by the government in supporting policies and improving service quality through Papua's special autonomy.

Abstract

Program Bantuan Pangan Non Tunai (BPNT) merupakan program nasional dikelola oleh kementerian sosial yang dilimpahkan pada tingkat Kabupaten/Kota bertujuan mengurangi beban pengeluaran Keluarga Penerima Manfaat (KPM). Tujuan dari penelitian ini adalah untuk mengetahui evaluasi kebijakan BPNT di kelurahan Baadia kecamatan Murhum kota Baubau. penelitian ini menggunakan toeri evaluasi kebijakan William N. Dunn dengan menggunakan metode deskriptif kualitatif serta teknik analisis data Miles dan Huberman Untuk mencapai kesimpulan. Berdasarkan hasil penelitian menujukkan bahwa efektifitas apabila hasil yang diinginkan telah mencapai tujuan yang dilihat dari ketepatan, kecukupan dan kulalitas; cukup baik dalam meringankan beban pengeluaran serta dari segi kualitas sangat baik dengan KPM yang menyatakan kepuasan terhadap kualitas beras yang mereka dapatkan. Namun, dari keseluruhan dapat disimpulkan belum cukup efektif hal ini dapat dilihat dari penambahan masyarakat miskin. Efisiensi penelitian ini dilihat dari jumlah usaha dalam mencapai hasil yang diharapkan melalui tingkat pemerataan, waktu dan responsivitas. masih banyak terdapat keluarga penerima manfaat yang belum menangkap maksud tujuan dari program BPNT membuktikan bahwa kurangnya usaha pemerintah untuk memberikan sosialisasi dan ketepatan waktu dimana masyarakat kurang kejelasan dalam waktu penerimaan bantuan yang berarti belum efektif. ada baiknya pemerintah selalu melaksanakan dengan rutin survei lapangan untuk memastikan masyarakat yang berhak dan tidak sebagai penerima manfaat.

Abstract

The study highlights the significance of understanding the impact of digitalization on public services in local government organizations, particularly about coordination strategy and digitalization policy. The rapid advancements in information technology have transformed the delivery and acquisition of public services, necessitating a comprehensive understanding of the factors influencing the efficiency of digital services.  A quantitative approach was used, with Smart-PLS 3.0 analysis involving respondents from South Buton Regency local government organizations. Data collection was conducted through a direct survey in the field. The results showed a strong relationship between coordination, strategy, and digitalization policy, with a significant relationship between these factors and the effectiveness of digital services. However, no significant relationship between digitalization policy and digital service effectiveness was found. The results of this study provide valuable insights into the dynamics of interoperability governance and the nuanced relationships between coordination, strategy, digitization policy, and digital service effectiveness in local government organizations. Despite the significant influence of coordination and strategy, the role of digitalization policy on digital service effectiveness suggests the need for further evaluation or a change in policy approach. Limitations of this study include the small sample size and focus on one geographical area, so caution is needed in generalizing the findings. Nevertheless, this study contributes significantly to understanding the implementation of digitization in public services, with practical implications for policy development and management practices.

Abstract

The potential of the tourism sector offers opportunities to increase the competitiveness of a region. This prospect lies in implementing the leadership framework of the Triple Helix government. This research aims to establish the correlation between tourism's latent potential and collaborative synergies between local government, industry stakeholders, and the academic community at universities, all in an effort to drive the evolution of the tourism sector. The focus of this research is on leadership and the real results that come from government, embodied in the Triple Helix policy. This study uses a qualitative method to assess and analyze the Triple Helix. This approach includes analysis of underlying causal factors, evaluation of results, and analysis of interactive models. The results of the study show that the leadership aspect in the context of the Triple Helix government framework has not yet reached its peak, especially in the tourism industry, including (a) increasing the value of superior products, (b) regional income, (c) employment, (d) providing a tourism platform that is recognized in education, (e) offering unique memorabilia, and (f) strengthening the brand identity of the designated Tourism Area. However, this effort shows a suboptimal level of performance due to several deficiencies, covering issues such as (a) formal and informal institutions, (b) the world of work, (c) the domain of production technology, (d) the paradigm of corporate governance ( management), (e) access to market outlets, and (f) infrastructure.

Abstract

The development of information and communication technology (ICT) has driven the digital transformation of government, with e-government becoming the main instrument for improving bureaucratic efficiency, quality of public services, transparency, and community participation. In ASEAN countries, the implementation of e-government varies significantly, with Singapore leading the way, while Cambodia, Myanmar, and Laos are still in the early stages of development. This study aims to analyze trends in scientific publications on e-government in Asean countries between 2014-2024 using a bibliometric approach. Data were obtained using Publish or Perish software from the Scopus database, then analyzed and visualized using VOSviewer. The results of the study show that 2020 was the peak of productivity with the highest number of publications and citations, especially related to the adoption of digital services during the Covid-19 pandemic. Indonesia and Thailand were recorded as the countries with the largest contribution to publications, while Singapore dominated in the implementation of e-government practices. The main focus of the study was still on the issues of digital transformation and information and communication technology, with the theme of innovation covering digital transformation. These findings confirm that the success of e-government is greatly influenced by the readiness of digital infrastructure, public literacy, human resource capacity, and government commitment. This study contributes by providing a comprehensive overview of the dynamics of e-government research in Asean countries.

Abstract

Artikel ini mengkaji hubungan antara hukum Islam dan modernitas dalam kerangka teoretis-filosofis serta aplikatif-sosiologis, dengan fokus pada dinamika pembaruan hukum keluarga Islam di Indonesia. Modernitas sering kali dipersepsikan sebagai ancaman terhadap keutuhan nilai-nilai syariat, padahal ia juga dapat menjadi peluang bagi revitalisasi hukum Islam melalui pendekatan ijtihād kontekstual dan maqāṣid al-syarī‘ah. Penelitian ini menggunakan metode normatif-analitis yang dipadukan dengan kajian pustaka dari berbagai jurnal nasional bereputasi SINTA, dengan tujuan menelusuri sejauh mana prinsip-prinsip hukum Islam mampu beradaptasi terhadap perkembangan sosial, ekonomi, dan budaya modern. Hasil kajian menunjukkan bahwa hukum Islam memiliki fleksibilitas epistemologis yang tinggi karena fondasinya yang berbasis pada rasionalitas maqāṣid dan keterbukaan terhadap realitas empiris. Dalam konteks hukum keluarga Islam, modernitas mendorong reinterpretasi terhadap sejumlah isu kontemporer seperti kesetaraan gender, hak-hak anak, keadilan dalam relasi suami istri, serta perlindungan hukum terhadap kelompok rentan. Reinterpretasi ini tidak dimaksudkan untuk menggantikan syariat, melainkan untuk memperkuat aktualisasinya dalam kehidupan sosial yang terus berubah. Oleh karena itu, pembaruan hukum Islam di era modern seyogianya dipahami bukan sebagai bentuk sekularisasi, tetapi sebagai manifestasi dari tajdīd al-fiqh yang berorientasi pada kemaslahatan manusia dan keadilan universal

Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan pengawasan ketertiban lalu lintas oleh Dinas Perhubungan Kabupaten Buton serta mengidentifikasi kendala yang dihadapi dalam pelaksanaannya. Metode yang digunakan adalah pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara dan observasi. Hasil penelitian menunjukkan bahwa pengawasan lalu lintas telah dilaksanakan melalui penerapan Standar Operasional Prosedur (SOP), pengawasan stasioner di titik strategis, serta patroli mobile dan operasi gabungan dengan kepolisian. Namun, efektivitas pengawasan belum optimal, yang ditunjukkan oleh masih tingginya tingkat pelanggaran lalu lintas dan belum meratanya pengawasan di seluruh wilayah. Kendala utama yang dihadapi meliputi keterbatasan sumber daya manusia, rendahnya kesadaran masyarakat, keterbatasan sarana dan prasarana, serta belum optimalnya koordinasi antar instansi. Upaya yang dilakukan meliputi penegakan hukum, sosialisasi, dan peningkatan pengawasan, namun masih didominasi pendekatan represif. Oleh karena itu, diperlukan penguatan pendekatan preventif, peningkatan kapasitas sumber daya, serta pemanfaatan teknologi untuk meningkatkan efektivitas pengawasan lalu lintas.
