Abstract

Public administration reform aims to create a professional, efficient, and service-oriented bureaucracy. However, in its implementation, bureaucratic modernization often ignores local cultural values that have long been guidelines for work ethics, including for Civil Servants (PNS). This study examines the revitalization of cultural values in public administration reform, focusing on PNS in Gorontalo. This study uses a qualitative approach with a descriptive method, where data are collected through interviews, observations, and document analysis. The results of the study indicate that local cultural values of mutual cooperation, honesty, and the principle of harmony between customs, social norms, and religion still influence the work ethic of PNS in Gorontalo. However, the implementation of these values faces challenges in a bureaucratic system that increasingly prioritizes administrative procedures and compliance with formal regulations. Several factors that hinder cultural revitalization in public administration include rigid bureaucratic structures, lack of culture-based training, and low integration of cultural values in institutional policies. This study recommends a strategy for revitalizing cultural values in public administration reform, including through strengthening local wisdom-based training, developing culture-oriented leadership, and aligning regulations with the social values of society. With this approach, it is hoped that a bureaucracy can be formed that is not only modern and efficient, but also more inclusive, humanistic, and rooted in local cultural values.

Abstract

This study aims to explore the dynamics of women's leadership in the governance of private universities in Gorontalo Province, focusing on the challenges, strategies, and their contributions to the quality of management of higher education institutions. Although the discourse of gender equality is increasingly strengthening in the world of education, the representation of women in strategic positions is still relatively limited. A qualitative approach was used with a case study method through in-depth interviews, participant observation, and document review in a number of private universities in Gorontalo. The results of the study indicate that women leaders have high adaptive capacity, build collaborative leadership models, and play an important role in driving institutional innovation. However, they still face various structural barriers, including gender stereotypes, patriarchal culture, and lack of internal policy support. This study concludes that empowering women's leadership not only has an impact on more inclusive and responsive governance, but also on improving the academic quality and governance of universities as a whole. The implications of these findings encourage the need for affirmative policies and institutional cultural transformation to strengthen participation in higher education leadership structures.

Abstract

This study examines how Village Fund implementation shapes stunting reduction outcomes at the village level in Indonesia. Using a qualitative case study approach in Tingkohubu Village, the research explores four dimensions of policy implementation: communication, resources, disposition, and bureaucratic structure. Data were collected through in-depth interviews and field observations and analyzed using a mechanism-based approach. The findings indicate that although the Village Fund supports key interventions such as Posyandu services, supplementary feeding, and health education, implementation remains uneven. Communication is largely administrative rather than transformative, resources are available but inadequately distributed, implementers are committed but motivated, and bureaucratic structures are formally established but inconsistently applied. These conditions create a policy-system mismatch, where policy design is not fully aligned with local implementation capacity. This study contributes by demonstrating that stunting reduction outcomes are shaped not only by resource availability but also by the configuration of implementation processes at the frontline service level.

Abstract

Market levies are a regional taxation category that holds significant promise for increasing regional fiscal resources, complementing local tax revenues. The objectives of this study are; (1) Understanding the Communication Mechanism in the Implementation of Market Service Fee Policy in Gorontalo City. (2) Examination of Resource Availability in the Implementation of Market Service Tax Policy in Gorontalo. (3) Understanding the Bureaucratic Framework in the Implementation of Market Service Tax Policy in Gorontalo City. (4) Examination of the Implementation of Market Service Tax Policy Disposition in Gorontalo City. The method used in this study is a descriptive qualitative method. The results of this study indicate that the communication of market service fee policy has been carried out through systematic formal channels and is supported by a clear bureaucratic structure and division of tasks, but its implementation is still not optimal. This is caused by several obstacles, including unequal understanding and distribution of information among traders, limited resources in terms of both quantity and quality of human resources, budget, and inadequate market facilities. Furthermore, weak coordination and suboptimal implementation of SOPs in the field also impact work consistency, while the disposition or attitude of implementers who have demonstrated commitment but are not yet unified requires a more comprehensive strategic approach. Therefore, integrated efforts are needed, including improving the communication framework, strengthening human resource capacity, improving facilities, stricter supervision, and ongoing coaching to create more effective and professional policy implementation.

Abstract

This study aims to analyze the risk management of School Operational Assistance (BOS) funds in Bone Bolango Regency from the perspectives of public administration and good governance. The study was motivated by the persistence of various problems in the management of BOS funds, such as delays in fund disbursement, weak supervision, limited human resource capacity, and the suboptimal implementation of transparency and accountability in school financial administration. This study employed a qualitative approach with a descriptive method. Data collection techniques were conducted through observation, in-depth interviews, and documentation. Data analysis utilized an interactive model consisting of data reduction, data presentation, and conclusion drawing. The findings reveal that risk management in the governance of BOS funds in Bone Bolango Regency has not yet operated optimally. Based on the Berg Risk Management Model approach, the identified risks include goal setting, risk identification, risk analysis, risk assessment, risk treatment selection, as well as monitoring and evaluation. The implementation of good governance principles such as transparency, accountability, effectiveness, and community participation still requires strengthening. This study recommends improving the capacity of BOS fund managers, strengthening internal supervision, digitalizing financial management systems, and enhancing coordination among educational stakeholders in order to establish effective and accountable governance of educational operational funding.

Abstract

Gorontalo’s oral traditions, as part of its intangible cultural heritage, face serious threats due to the declining use of the local language, changes in the communication patterns of the younger generation, and the dominance of digital technology, which is displacing conventional mechanisms of cultural transmission. Various preservation efforts undertaken to date have tended to be documentary in nature and have not yet been able to sustainably increase the involvement of the younger generation. This study aims to develop a digital gamification model as a policy instrument to support the preservation of Gorontalo’s oral traditions among the younger generation. The research employs a qualitative approach using the Design Science Research (DSR) method, which encompasses problem identification, formulation of solution objectives, design and development of artifacts, demonstration, evaluation, and communication of results. Data were collected through observation, in-depth interviews, Focus Group Discussions (FGDs), and documentation involving 26 informants comprising elementary school students, teachers, school principals, cultural figures, academics, and local government officials. The artifact evaluation was conducted by six validators representing the fields of culture, language, educational technology, gamification, and public policy. The research findings indicate that limited proficiency in the Gorontalo language, the perception of oral traditions as an outdated culture, and limited exposure to local culture in the digital environment are the primary factors contributing to the declining interest of the younger generation in Gorontalo’s oral traditions. As a solution, this study developed a digital gamification model that integrates elements such as points, badges, levels, leaderboards, and narrative-based learning into Gorontalo oral tradition content. The developed model enhances user engagement through a more interactive, contextual, and generation-appropriate learning experience. The primary contribution of this study lies in the development of digital gamification positioned not only as a learning medium but also as an innovative policy instrument in the governance of intangible cultural heritage preservation at the regional level. These findings expand the study of public policy innovation by demonstrating the potential of gamification technology as a new mechanism to support the sustainability of oral traditions in the digital age.
