Abstract

Penelitian ini menganalisis implementasi kebijakan pembayaran non-tunai pada sewa uji laboratorium di Dinas Bina Marga Provinsi Sulawesi Tengah dengan menggunakan teori Edward III. Penelitian deskriptif kualitatif ini melibatkan tujuh informan yang dipilih melalui teknik purposive sampling. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi, kemudian dianalisis melalui kondensasi data, penyajian data, dan verifikasi. Hasil penelitian menunjukkan bahwa komunikasi kebijakan berjalan baik, sumber daya manusia memadai, dan struktur birokrasi mendukung, meskipun terdapat tantangan seperti preferensi pihak ketiga, kebutuhan pelatihan lanjutan, dan penyesuaian infrastruktur teknologi. Kebijakan ini berhasil meningkatkan akuntabilitas, transparansi, dan efisiensi. Rekomendasi meliputi peningkatan pelatihan staf, penguatan koordinasi, pengembangan teknologi, dan evaluasi berkala untuk optimalisasi implementasi kebijakan.

Abstract

This study aims to evaluate the achievement of the Minimum Service Standards (SPM) for Hypertension health services at the Birobuli Community Health Center. This research adopts a descriptive type with a qualitative approach. Data collection techniques involved observation, interviews, and documentation. Data analysis used the interactive model of Miles and Huberman, consisting of data condensation, data presentation, and conclusion drawing. The results showed that overall, the implementation of the Minimum Service Standards (SPM) policy at Birobuli Community Health Center was quite effective, efficient, and met the standards of adequacy, equity, responsiveness, and appropriateness. Despite some obstacles, the Birobuli Health Center has made efforts to overcome them.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui kinerja dosen terhadap laporan kinerja berbasis aplikasi di Lingkungan Fakultas Ilmu Sosial dan Ilmu Politik Universitas Tadulako. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara terencana tidak terstruktur, observasi tidak terstruktur, dan dokumentasi. Informan yang terlibat dalam penelitian ini terdiri dari dosen dan tenaga kependidikan yang dipilih secara purposive sampling. Analisis data dilakukan secara interaktif, meliputi pengumpulan data, kondensasi data, display data, dan penarikan kesimpulan. Proses analisis berlangsung selama pengumpulan data dan berfokus pada interpretasi hasil wawancara serta pengamatan di lapangan. Hasil penelitian menunjukkan bahwa dosen mengalami kesulitan dalam mengisi laporan kinerja berbasis aplikasi, terutama bagi dosen yang belum tersertifikasi dan dosen senior yang kurang familiar dengan teknologi. Selain itu, terdapat masalah dalam pemenuhan administrasi yang diperlukan untuk pelaporan, serta kesalahan dalam penempatan kegiatan pada tridarma. Kesimpulan dari penelitian ini menegaskan bahwa untuk meningkatkan kinerja dosen dalam pelaporan kinerja berbasis aplikasi, diperlukan pelatihan yang lebih intensif dan dukungan dari pimpinan fakultas. Hal ini penting agar dosen dapat memahami dan menguasai aplikasi pelaporan kinerja dengan baik, sehingga dapat meningkatkan akuntabilitas dan kualitas kinerja mereka.

Abstract

There are indications of issues in the implementation of the Coastal Community Empowerment Program in Labean Village, Balaesang Subdistrict, facing challenges in evaluating concrete actions by the Social Affairs Office related to preventive, repressive, rehabilitative, and reintegrative efforts. The aim of this research is to analyze the Implementation of the Coastal Community Empowerment Program in Labean Village. This study utilized a qualitative approach with data collection techniques involving interviews, observations, and documentation with stakeholders such as the Social Affairs Office, village heads, community leaders, and related institutions to assess the strategies and evaluations conducted. The research findings show that communication strategies through direct meetings, print media, and social media have been successful in disseminating program information. Collaborations with village heads, community leaders, and a well-organized bureaucratic structure demonstrate strong efforts in supporting the program. However, the evaluation of concrete actions by the Social Affairs Office concerning preventive, repressive, rehabilitative, and reintegrative efforts needs further attention. In conclusion, there is a need for a focus on evaluating concrete actions and improvements in social evaluation strategies to ensure the sustainability and effectiveness of the Coastal Community Empowerment Program in Labean Village.

Abstract

The purpose of this study is to Determine the Quality of Service for the First Time Certificate Issuance at the Donggala Regency Land Office. Qualitative method as the basis of the research, the object of the research is the quality of the service of the First Time Certificate Issuance at the Donggala Regency Land Office, while the research subject involves the apparatus that serves the service process as the target of analysis. Informants are selected based on the Purposive Sampling technique. Data collection is carried out through literature studies, field studies (observation and interviews), data analysis is carried out inductively through the stages of reduction, presentation, and conclusion. Based on the results of the research, the quality of the first certificate issuance service at the Donggala Regency land office is as follows: The Dimension of Precision Has Been Running Quite Effectively However, the Dimension of Speed Has Not Been Effective, the Dimension of Convenience Has Not Been Fully Effective, and the Dimension of Justice Has Not Been Fully Effective. In conclusion, the quality of the service for the issuance of certificates for the first time at the Donggala Regency Land Office has not been effective.

Abstract

Penelitian ini bertujuan untuk mengetahui dan memberikan gambaran mengenai Hasil Pelaksanaan Motivasi Kerja Aparatur Sipil Negara (ASN) Pada Dinas Perkebunan dan Peternakan Kabupaten Pasangkayu Dengan berbagai aspek dalam pelaksanaanya. Penelitian ini dilakukan di Kantor Dinas Perkebunan Dan Peternakan Kabupaten Pasangkayu dengan teknik pemilihan dan penentuan informan secara porpossive sebanyak 5 (lima) orang, dan mengacu pada teori motivasi kerja dari McCllend. Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif dan teknik pengumpulan datanya melalui observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa motivasi kerja Aparatur Sipil Negara (ASN) pada Dinas Perkebunan dan Peternakan Kabupaten Pasangkayu dapat dikatakan sudah cukup baik berdasarkan teori McCllend yakni ada tiga sub variabel yaitu Kebutuhan pencapaian (need for achievement), Kebutuhan kekuasaan (need for power), dan Kebutuhan hubungan (need for affliation). Penelitian menunjukkan bahwa motivasi kerja ASN di Kantor Dinas Perkebunan dan Peternakan Kabupaten Pasangkayu, berdasarkan teori McClelland, didorong oleh tiga sub variabel: kebutuhan pencapaian, kebutuhan kekuasaan, dan kebutuhan hubungan. Meningkatkan semangat kerja di kantor tersebut dapat dicapai melalui penetapan tujuan yang terukur terkait dengan pengembangan sektor perkebunan dan peternakan,  serta melibatkan aspek pelatihan, komunikasi transparan, dan pengakuan atas pencapaian. Pemenuhan kebutuhan pencapaian memainkan peran penting dalam memotivasi ASN, sementara kurangnya pemenuhan kebutuhan kekuasaan dan kebutuhan hubungan dapat mengurangi motivasi dan mempengaruhi hubungan antar rekan kerja. Oleh karena itu, penting bagi organisasi untuk memperhatikan dan memenuhi kebutuhan tersebut guna meningkatkan motivasi, kesejahteraan kerja, dan kinerja para ASN, terutama para penyuluh pertanian, dalam mencapai tujuan dan visi Dinas.

Abstract

Penelitian ini bertujuan untuk menganalisis dan mengevaluasi kebijakan pemerintah provinsi Sulawesi Tengah untuk meningkatkan Kapasitas Fiskal Daerah. Penelitian ini menggunakan pendekatan kualitatif dengan tipe penelitian deskriptif. Hasil penelitian menunjukkan bahwa evaluasi kebijakan terhadap peningkatan Kapasitas Fiskal Daerah di provinsi Sulawesi Tengah berdasarkan teori Evaluasi Kebijakan menurut Bardach, (Patton dkk., 2013), mencakup kriteria Technical Feasibility dan Administrative Operability belum berjalan efektif dan optimal. Namun pada kriteria Political viability dan Economy and Financial Possibility sudah cukup berjalan dengan baik. Hal itu dilihat bahwa pengeluaran pegawai di provinsi Sulawesi Tengah tidak dapat ditutupi oleh Pendapatan Asli Daerah, dengan sisa anggaran hanya sekitar 1%-2% setelah pengurangan, sehingga tidak mencukupi untuk belanja lainnya seperti barang/jasa, hibah, modal, dan prioritas lainnya. Dengan pengeluaran pegawai yang tinggi menunjukkan bahwa sebagian besar anggaran daerah digunakan untuk membayar pegawai. Pada tahun 2020 hingga 2022, Kapasitas Fiskal Daerah (KFD) Provinsi Sulawesi Tengah menurun signifikan. Penurunan Kapasitas Fiskal Daerah (KFD) menunjukkan bahwa langkah-langkah yang diambil belum efektif. Selain itu pemerintah daerah provinsi Sulawesi Tengah masih bergantung pada pendapatan transfer karena Pendapatan Asli Daerah (PAD) yang rendah. Meski pendapatan melebihi target, PAD tetap tidak mencukupi Kapasitas Fiskal Daerah. Selanjutnya koordinasi antar perangkat daerah dalam menyusun APBD tercermin dari peran BPKAD yang aktif berkoordinasi dengan semua perangkat daerah untuk mengetahui prioritas masing-masing sebelum ditetapkan sebagai kebijakan. Bahkan proses pengambilan keputusan melibatkan semua unsur di BAPENDA untuk memastikan koordinasi yang baik secara vertikal dan horizontal, sehingga semua pihak terlibat dan bertanggung jawab. Serta ketersediaan anggaran yang terus meningkat menunjukkan bahwa ekonomi dan dukungan finansial bukanlah kendala utama, melainkan penentu keberhasilan suatu kebijakan.

Abstract

This study aims to analyze the quality of inclusive education services for Children with Special Needs (CSN) in Palu City using the New Public Service (NPS) approach developed by Robert B. Denhardt. The NPS framework emphasizes a public service orientation that does not merely focus on efficiency or customer satisfaction, but rather positions citizens as active participants in decision-making processes. It also underscores the importance of democratic values, ethics, accountability, and collaboration. This study employs a qualitative method, with data collected through in-depth interviews, observations, and document analysis conducted in several inclusive schools in Palu. The findings indicate that the quality of education services for CSN continues to face a number of challenges, including limited community involvement, insufficient budgetary and infrastructural support, and weak coordination among schools, families, and other stakeholders. Although the principle of inclusivity has been formally adopted, its implementation remains far from the core tenets of NPS. Therefore, strengthening participatory governance that is responsive to the needs of CSN is essential to realizing an inclusive and equitable education service.

Abstract

This study aims to analyze the management framework of multicultural-based Islamic religious education in elementary schools. This study uses a qualitative approach with a phenomenological approach. The locus of this research is SDN 1 Kota Bangun. To obtain data, the authors conducted interviews, observations, and documentation. Data reduction procedures, data presentation, and concluding analyzed the collected data. The study results show that the management of multicultural-based Islamic Religious Education learning must be carried out by planning, implementing and evaluating learning that is carried out in totality, integrated, involving all parties and is sustainable to provide optimal results. This research has implications for the importance of religious moderation education from an early age to anticipate students' exclusive and intolerant attitudes.

Abstract

This study aims to determine the Effectiveness of the Second Motor Vehicle Name Reverse Duty Exemption Program in 2022 (Study at the Technical Implementation Unit of Region I Palu). This study used a method with descriptive qualitative data. The research location is located in the Technical Implementation Unit of Region I Palu The theory used in this study is the theory proposed by Dunncan (in steers). The informants in this study amounted to 5 (five) people. The data obtained in this study are from observations, interviews, and documentation. Data analysis methods are Data Collection, Data Condensation, Data Presentation, and Conclusion Drawing / Verification. The results of this study show that the effectiveness of the Second Motor Vehicle Name Duty Exemption Program in 2022 (Study at the Technical Implementation Unit of Region I Palu) has not been running effectively, this is due to the non-achievement of the effectiveness indicators used in this study, such as the Integration indicator, seen from the aspects of: First, Coordination. From the results of the study, it is known that from the aspect of internal and external coordination has not been effective. Second, Socialization. As for those related to the implementation of socialization with taxpayers, it has been carried out effectively. Adaptation indicators, seen from the aspect: First, the resources of the tax collector apparatus are inadequate. Second, the Tax Collection Facility, especially those related to the Application of the kamputerisai system, has not been optimal so that the management of tax revenue data and information has not been effective. Similarly, field operational support facilities are not yet available as needed, the Third Tax Collection Mechanism, where it is known that at the time of the Waiver of Motor Vehicle Tax Fines and the exemption of Motor Vehicle name return duties for the management of UPTB Region I Palu tax collection has not been optimal because it does not have a set Standard Operating Procedure (SOP) and still uses SOPs as usually regulated in regulations.
