Abstract

Rukun Tetangga 03 and 02 in Rukun Warga 01, Rempoa Village, East Ciputat District, South Tangerang City, are geographically suburban areas near Jakarta. The environment is characterized by urban villages, with most residents having completed primary education. The majority of residents fall into the middle to lower-class economic category. Facing post-pandemic economic challenges, residents often opt for cooperative loans. Limited financial knowledge leads to inadequate attention to sound financial management. In response to these challenges, this service program focuses on educating residents about family financial planning and management. The stages of the activity include problem identification, program implementation, and evaluation. The results of the educational activities demonstrate an increase in knowledge related to family financial planning and management.

Abstract

Pengembangan kompetensi Aparatur Sipil Negara merupakan salah satu program pemerintah untuk menjawab tantangan dalam menghadapi Revolusi Industri 4.0. Tujuan penelitian ini adalah untuk menganalisis strategi pengembangan kompetensi Aparatur Sipil Negara dalam menghadapi Revolusi Industri 4.0. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kepustakaan dengan fokus analisis kekuatan, kelemahan, peluangan dan ancaman, dalam pengembangan kompetensi. Hasil penelitian menunjukkan: (1) penggunakan teknologi yang digunakan di masing-masing daerah untuk mengembangkan kreativitas dan inovasi aparatur, (2) peraturan dalam penggunaan robot Artificial Intelligence dibuat sehingga tidak terjadi kesenjangan dengan aparatur, (3) mengembangkan teknologi dalam pengembangan kompetensi Aparatur Negeri Sipil, (4) menyusun peraturan daerah sebagai rujukan pengembangan kompetensi yang menggunakan anggaran daerah atau anggaran negara, dan (5) membangun kerjasama dengan Lembaga Pendidikan atau Universitas dalam negeri maupun luar negeri. Adapun saran yang disampaikan, yaitu (1) budaya belajar bagi ASN perlu dilaksanakan sehingga aparatur lebih peka dan sadar akan pentingnya mengikuti Pendidikan dan pelatihan dengan memanfaatkan beasiswa di luar anggaran daerah dengan maksimal dalam rangka pengembangan kompetensi aparatur, (2) perlu adanya pengkajian lebih lanjut terkait penggunaan robot Artificial Intelligence untuk mengganti eselon III dan IV, sedangkan Aparatur Sipil Negara merupakan pembuat, pelaksana dan perencana kebijakan pemerintah, dan (3) pemanfaatan teknologi yang ada untuk mengembangkan inovasi dan kreativitas aparatur.

Abstract

Every child has the right to continue to receive education, as mandated by the 1945 Constitution. The inclusive education policy is one of the government’s policies to support the mandate of the 1945 Constitution. Unfortunately, this policy still faces various obstacles, even though it has been implemented since 2009. This research will then be carried out to analyze the process of implementing inclusive education policies in the South Tangerang city area. This research is descriptive qualitative research. The data used in this study were obtained through interviews, observation and document studies. The results of this study then found that implementing inclusive education policies in Tangerang is still not going well completely. This is because there is still no specific legal basis regarding inclusive education, the budget is still dependent on the provincial government, and there is no SOP for implementing inclusive education. Therefore, the government needs to clarify the legal umbrella or legal basis for inclusive education to clarify the SOPs, budget and maximum implementation.

Abstract

This study aims to determine the evaluation of employee placement policies in South Tangerang City. The method used in this study is a qualitative method with a descriptive approach which is collected through documentation, observation, and interview methods. The results of this study indicate that this policy succeeded in achieving the expected results. Several Mayor Regulations have been issued to regulate the placement of employees, so that there is a clear legal basis in South Tangerang City. Efforts such as employee assessment and merit application design programs have made staffing more efficient, helping to apply the principle of "the right person in the right position" more effectively, therefore this policy has sufficient alternatives and is able to solve problems, but still has problems which is still influenced by the political element in policy making.

Abstract

The involvement of MSMEs in the country's economic development has significant benefits for economic growth. The development of MSMEs is one of the commitments of the Indonesian Government because MSMEs are considered to be one of the supporters of the country's GDP. However, MSME business actors still face obstacles in understanding the benefits of using technology for their businesses, including digital technology. This research then aims to see how the implementation of integrated entrepreneurship development policies occurs in East Jakarta. This research was carried out using a descriptive qualitative approach. The data obtained in this research came from interviews, observation, and documentation. The results of this research then found that the policy standards and targets refer to DKI Jakarta Gubernatorial Regulation Number 2 of 2020 but do not specifically regulate the use of digital media. The resources used in the integrated entrepreneurship development policy are 8 entrepreneurship assistants. The government provides technical and non-technical training. The government is socializing the use of digital media among business actors. Coordination is carried out in stages up to the sub-district level. The use of digital media has an impact on aspects of increasing income, increasing digital literacy, and changing policies.

Abstract

Indonesia is one of the countries with a large market for online transportation. This paper describes a meta-analysis on policy inequality regarding public transportation. Meta-analysis and Computer Assisted Qualitative Data Software (CAQDAS) were utilized to evaluate the inequality of public transportation policy for conventional transportation. Scopus search engine was also used to identify broad literature on a particular policy regulation in Indonesia between 2010 and 2021. Then, this study employed online news related to the conflict between conventional and online transportation. The result disclosed a policy inequality between online and conventional transportation based on the social movement on online media. Thus, the government has to implement a strict policy applicable to transportation. The words “protest”, “regulation,” and “police” were also seen clearly on the issue. In addition, the protesters, comprised of drivers from Uber, Grabcar, and Go-Car, said that Transportation Ministry Regulation No 32/2016 would disadvantage them because it is too difficult to comply with the requirements. Hence, the government can decide on self-regulation to design a policy for online transportation. In this case, state law is still necessary when monopolistic attempts are made, unfair competition exists, public safety as consumers is maintained, and taxes are collected.

Abstract

The purpose of this study is to discuss the concept of public service motivation (PSM) among lecturers in tertiary institutions. This study focuses on studying how existing literature represents the understanding of faculty members about PSM in the context of higher education. The method used in this study is the systematic review method, which is a comprehensive review driven by protocols and data synthesis that focuses on a topic or related key question. PSM has a significant positive impact on higher education and public services. PSM has a positive effect on public services, learning experiences, and community development. The results of this study provide a detailed understanding of PSM and their significance in the field of higher education. Furthermore, the implications of these findings will be discussed in relation to the direction of future research and practical implications for the higher education sector. The period of implementation of this research will depend on the number of papers analyzed and the complexity of literature synthesis.Keywords: Motivation of public services, Higher education, Systematic review

Abstract

Election supervision is not only the task of the Election Supervisory Agency (Bawaslu), but the community is expected to play a role in supervising each stage. The role of the community is not only to give their voting rights during the implementation of elections, but also to oversee the process of the election stages. One of them is the role of the recitation teacher of the Diniyah Madrasah (Madin) in Brebes Regency, participating in the socialization of participatory supervision to the community regarding Election Supervision. The Communication Forum of Diniyah Takmiliyah (FKDT) of Brebes Regency participated in the training stage to become an election facilitator held by the Media Nusantara Development Association (PPMN) in collaboration with the Association for Elections and Democracy (Perludem). Furthermore, Bawaslu of Brebes Regency conducted an MoU with FKDT of Brebes Regency regarding the socialization of participatory supervision. FKDT is trained to have the ability to socialize through various means including election graphic design training, election journalists and election facilitators. The follow-up of the socialization is of course so that the community plays a role as a pioneer and reporter of election supervision.

Abstract

This research aims to determine the effect of transformational leadership skills and organizational climate on job satisfaction that affects the performance of the business at PT. Inti Jaya Purnama, Central Jakarta, DKI Jakarta. This research employed a quantitative research design with the survey method. The samples are 155 employees chosen using random sampling. Data are analyzed using the structural equation modeling based on Partial Least Squares (PLS-SEM) with the assistance of SmartPLS version 3.0. PLS is used in structural equation modeling based on a standardized coefficient of regression (β) that allows for the simultaneous examination of both the measurement and structural models. The research findings acquired via this approach are subsequently assessed 1) transformational leadership skills on job satisfaction with the value of t observation as much as 10.035 which is bigger than the tα as much as 1.975 with the value of significance as much as 0.000 which is less than 0.05; 2) Organizational climate affects positively and significantly on job satisfaction with the value of t observation as much 4.955 which is bigger than the tα as much as 1.975 with the value of significance as much as 0.000 which is less than 0.05; and 3) job satisfaction has a significant effect on business performance with the value of t observation as much as 22.687 which is bigger than the tα as much as 1.975 with the value of significance as much as 0.000 which is less than 0.05.

Abstract

Personal information is certain personal information that is kept confidential, stored and actually held and protected, therefore personal data protection is one of the human rights included in privacy protection. This research aims to find out, describe and analyze Public Participation in the discussion of the drafting of the Personal Data Protection Bill. The research method used is descriptive qualitative. Indonesia now has a Personal Data Protection Law which is expected to be implemented in accordance with the applicable articles and make people feel safe with the PDP Law. This research refers to Sherry Arnstein's theory (1969) with indicators of Information, Consultation, and Palacation. The results based on Sherry Arnstein's (1969) indicators state that participation is formed in the second ladder, namely in the second stage, tokenism, participation that is formed is information that is carried out in two directions because it has provided information related to the PDP Bill by conducting FGD, hearings, digital literacy, and counseling, Then the consultation carried out by means of Public Hearings is considered that Commission I has accommodated some of the input from stakeholders and victims whose data is scattered from the input that Commission I translates into the language of the Law, and the placation carried out at the beginning of the meeting, however, the placation is considered imperfect because of the closed meeting until the PDP Bill is passed, so the public cannot find out whether the final result of input from the community is accommodated or not. Suggestions from this research are that it is necessary to open participation as much as possible to all levels of society and accommodate all input from the community.
