Abstract

Kedisiplinan merupakan hal yang penting didalam segala hal, terutama didalam suatu organisasi ataupun dalam pekerjaan, disiplin yang tinggi akan mempercepat untuk menuju keberhasilan yang inigin dituju. Dari segalamacam tindakan yang tidak mencerminkan disiplin, salah satunya adalah mangkir. Mangkir bisa diartikan tidak datangnya seseorang ke suatu tempat yang diharuskan untuk didatangi, bisa dikatakan sebagai absen. Mangkir merupakan sebuah hal yang tidak dapat di benarkan sehingga harus mendapatkan sanksi, dalam penanganan pekerja mangkir dapat di temukan di Undang-Undang sebagai acuan bagi sektor publik maupun swasta dalam menetapkan aturannya dalam menangani pekerja yang mangkir. Di dalam tulisan ini akan membahas mengenai mangkir dan sanksi yang akan didapatkan oleh pekerja yang mangkir khusunya PT Kilang Pertamina Internasional dalam memberi penanganan kepada pekerjanya.

Abstract

Indonesia merupakan negara yang memiliki luas wilayah yang luas dan memiliki potensi sumber daya alam serta sumber daya manusia yang melimpah. Hal ini dikarenakan jumlah masyarakat Indonesia yang begitu banyak. Namun sayangnya, potensi sumber daya yang melimpah ini belum sepenuhnya dimanfaatkan oleh negara. Untuk meningkatkan kualitas pendidikan dan sumber daya manusia, diperlukan kerjasama antara pemerintah dan lembaga swasta. PT Pertamina menerapkan CSR (Corporate Social Responsibility) dengan melakukan berbagai program untuk mendukung pembangunan berkelanjutan. Hasil dari penelitian ini menunjukkan bahwa proses pengimplementasian yang dilakukan dengan program yang diambil dari hasil keputusan rapat kerja dan pengajuan program dari luar perusahaan, lalu beberapa proses selanjutnya sampai eksekusi program dan laporan pelaksanaan. Dan ada 4 pilar yang menjadi program utama yaitu, program Pertamina Sehati, Pertamina Cerdas, Pertamina Berdikari hingga Pertamina Hijau. Program-program yang dilakukan ini tentunya memiliki manfaat yang besar bagi masyarakat maupun perusahaan. Selain itu pula juga berkontribusi dalam keberlangsungan ekonomi yang berkelanjutan ataupun pembangunan berkelanjutan.

Abstract

Military aviation safety is a critical element in maintaining operational readiness and protecting national strategic assets. One of the most significant human factors affecting aviation safety is fatigue. In response, the Indonesian Air Force (TNI AU) has adopted the Fatigue Risk Management System (FRMS) as an integral part of its Safety Management System (SMS). This research aims to analyze the implementation of the FRMS policy for aviation safety at Air Force Regional Command I (Kodau I), focusing on the aspects of resources, procedures, and compliance. This research employs a qualitative descriptive approach using a case study method. Data were collected through field observations, in-depth interviews with key informants, and analysis of policy documents and safety reports. Data triangulation was applied to ensure the validity and reliability of the findings. The results indicate that in terms of resources, Kodau I has adequate physical facilities to support FRMS implementation; however, limitations remain in fatigue monitoring technology and the coverage of FRMS training programs. Regarding procedures, FRMS policies and standard operating procedures have been systematically developed and integrated into the SMS framework, yet data recording and processing systems remain largely manual, limiting long-term analytical capability. In terms of compliance, most personnel comply with flight duty time regulations, but challenges persist in fatigue reporting and training participation due to cultural factors

Abstract

AbstrakPenelitian ini berfokus pada implementasi Perda 2/2012 tentang penanggulangan bencana di Kabupoaten Bekasi. Penelitian ini menggunakan metode kualitatif  dengan menggunakan teori Van Meter dan Van Horn. Hasil kajian menunjukkan bahwa standar dan tujuan kebijakan belum dilaksanakan secara optimal sehingga sasaran kebijakan tidak merasakan dampak dari regulasi yang ada. Kemudian sumber daya yang belum memadai baik dari segi kualitas sumber daya manusia, anggaran, maupun material di Desa Pantai Hurip. Hubungan antar organisasi telah dilakukan namun belum berjalan secara maksimal, hanya berupa komunikasi struktural dan kondisional. Karakteristik pelaksana yang belum terimplementasi dengan baik khususnya di Desa Pantai Hurip, dikarenakan belum adanya sinergi dan kerjasama yang terbangun dengan masyarakat di Desa Pantai Hurip. Selain itu, kondisi lingkungan ekonomi, sosial, dan politik tidak mendukung pelaksanaan penanggulangan bencana. Disposisi implementor atau sikap agen pelaksana dalam memahami kebijakan sudah baik, namun perlu adanya langkah-langkah realistis dan preventif yang dilakukan dalam penanggulangan bencana khususnya di Desa Pantai Hurip.Kata Kunci: Implementasi Kebijakan, Penanggulangan Bencana, Kebijakan Bencana Alam, Mitigasi AbstractThis research focuses on the implementation of Regional Regulation 2/2012 on disaster management in Bekasi Regency. This study uses a qualitative method using the Van Meter and Van Horn’s theory in policy implementation. The results of the study show that policy standards and objectives have not been implemented optimally so that policy targets do not feel the impact of existing regulations. Then the inadequate resources both in terms of the quality of human resources, budget, and materials in Pantai Hurip Village. Relations between organizations have been carried out but have not run optimally, only in the form of structural and conditional communication. The characteristics of implementers that have not been implemented properly, especially in Pantai Hurip Village, are due to the absence of synergy and cooperation that has been developed with the community in Pantai Hurip Village. In addition, economic, social, and political environmental conditions do not support the implementation of disaster management. The disposition of the implementor or the attitude of the implementing agent in understanding the policy is good, but realistic and preventive steps are needed in disaster management, especially in Pantai Hurip Village.Keywords: Policy Implementation, Disaster Management, Natural Disaster Policy, Mitigation

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan program KIP Kuliah di UMJ berdasarkan model Van Meter dan Van Horn. Metode yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa: (1) Standar dan Sasaran Kebijakan telah dipahami dengan baik oleh pihak universitas melalui SOP dan SK Rektor, meskipun masih terdapat keluhan mahasiswa tentang ketidaktepatan sasaran penerima. (2) Sumber Daya telah memadai, baik dari aspek SDM maupun teknologi, tetapi masih ditemukan pungutan biaya yang tidak sesuai dengan regulasi nasional. (3) Komunikasi Antar Lembaga telah terbangun melalui jalur internal dan eksternal, namun belum sepenuhnya optimal dalam menjangkau mahasiswa secara merata. (4) Karakteristik Agen Pelaksana menunjukkan komitmen yang tinggi, meskipun mahasiswa menilai pelayanan belum sepenuhnya empatik. (5) Kondisi Sosial, Ekonomi, dan Politik sangat memengaruhi pelaksanaan, dan perbedaan persepsi antara pihak kampus dan mahasiswa menandakan perlunya perbaikan verifikasi. (6) Disposisi Implementor menunjukkan dukungan moral dan kelembagaan yang kuat, tetapi tindak lanjut hasil evaluasi dinilai belum maksimal. Dengan demikian, implementasi program KIP Kuliah di UMJ telah berjalan cukup baik, namun masih memerlukan perbaikan dalam aspek ketepatan sasaran, koordinasi internal, serta penyesuaian kebijakan kampus dengan regulasi nasional

Abstract

The development of Transit Oriented Development (TOD) areas aims to improve accessibility and integration of mass transportation in urban areas. This study aims to analyze the effect of TOD development on increasing the Land Value Zone (ZNT). The method used is a literature study by analyzing 35 scientific journals and various related references, and supported by Land Value Zone (ZNT) data from Bhumi ATR/BPN in the Lebak Bulus, Blok M, and Dukuh Atas MRT areas. The results show that areas located close to MRT stations tend to have higher land values ​​than areas further away. The Blok M and Dukuh Atas MRT areas have land values ​​that are generally in the category above Rp20,000,000 per square meter, while the Lebak Bulus MRT area shows land values ​​that vary in the range of Rp5,000,000–Rp20,000,000 per square meter. The increase in land value is influenced by high accessibility, economic activity, and regional development supported by the implementation of the TOD concept. Thus, TOD development has an impact on increasing the Land Value Zone (ZNT) and can be an indicator of urban area development and a consideration in regional planning.

Abstract

Handling public complaints is an important indicator in assessing the quality of public services, including land acquisition and compensation services. This study aims to analyze the effectiveness of handling land acquisition compensation complaints through the Omnichannel Communication Assistant (OCA) at the Directorate General of Land Acquisition and Land Development. This study uses a descriptive method with a qualitative approach. Data were obtained through observations during internships as OCA administrators, interviews with complaint service managers, and documentation of complaint ticket data for the period January - December 2025. The results showed that there were 236 complaint tickets received through the OCA. The majority of complaints submitted by the public related to information regarding land acquisition procedures, Compensation Money, and the status of compensation payments. The research findings indicate that the OCA plays a role in facilitating public access to submit complaints and obtain information quickly. In addition, the OCA assists the communication process between the public and relevant agencies in the land acquisition process. However, some complaints still require document verification and cross-agency coordination so that the resolution process cannot be carried out entirely through the OCA system.

Abstract

This article examines how open government and electronic government support the localisation of the Sustainable Development Goals (SDGs) in the Jakarta Provincial Government, Indonesia. Although digital platforms have become central to contemporary public administration, their contribution to sustainable development depends not only on technological availability but also on institutional coordination, data quality, public participation, and accountability. Using a descriptive qualitative case-study design, the article analyses documentary materials, policy instruments, and interview-based evidence from thirteen purposively selected informants representing provincial government units. The study is grounded in the uploaded Indonesian research material on open government and electronic government in the SDGs framework in Jakarta and is strengthened by recent international and Indonesian policy literature on open data, e-governance, and SDG implementation. The findings indicate that Jakarta has institutionalised important elements of open government through Jakarta Open Data, Satu Data Jakarta, smart-city initiatives, and web-based public information services. These platforms increase the visibility of government datasets, strengthen the possibility of evidence-based planning, and create channels through which citizens, researchers, businesses, and civil society organisations can monitor public programmes. However, the impact of these initiatives remains uneven. The main constraints include inconsistent updating of datasets, limited interoperability across agencies, insufficient digital literacy among segments of society, uneven monitoring and evaluation, cybersecurity concerns, and the risk that transparency becomes procedural rather than deliberative. The article argues that open government and electronic government can function as enabling infrastructures for SDG 9, SDG 11, SDG 16, and SDG 17 when they are integrated with participatory planning, high-quality metadata, privacy protection, service co-design, and measurable institutional accountability.

Abstract

Parliamentary modernisation has become a critical agenda in democratic governance, particularly in contexts where public confidence in representative institutions remains fragile. This study examines how the implementation of Open Parliament contributes to the modernisation of the House of Representatives of the Republic of Indonesia (DPR RI). Using a qualitative descriptive design based on documentary analysis and literature review, the study analyses official parliamentary documents, Open Parliament Indonesia materials, digital platforms, and relevant academic sources. The analysis applies two interconnected frameworks: the principles of open parliament, including transparency, participation, accountability, accessibility, and digital communication; and the criteria of a modern democratic parliament, namely representativeness, transparency, accessibility, accountability, and effectiveness. The findings indicate that Open Parliament Indonesia has strengthened the DPR RI’s modernisation agenda through several institutional innovations, including the Public Information and Documentation Officer platform, the Legislative Information System, participatory mechanisms for law-making, the redesign of the parliamentary website, and the use of parliamentary media and social media channels. These initiatives have expanded public access to legislative information and created new opportunities for civic engagement. However, several limitations remain, particularly incomplete information disclosure, uneven data quality, limited budget transparency, weak feedback mechanisms, and low public awareness. The study argues that Open Parliament should be understood not merely as digitalisation, but as an institutional reform strategy that embeds openness, deliberation, and accountability into parliamentary practice. It contributes to scholarship on legislative reform in emerging democracies and offers practical implications for strengthening governance.

Abstract

This study aims to understand how leadership in the digital era builds trust and encourages public participation, with a focus on communication strategies and the use of digital technology. The research method used is qualitative with a descriptive design, to describe the leadership phenomenon in depth based on the perceptions and experiences of participants. The study was conducted in Bandung City as a location that is digitally and socially active. The population in this study were government officials and digitally active citizens, with a sample of 15 people consisting of public officials, social media practitioners, and community leaders, selected purposively. The results of the study indicate that effective digital leadership is characterized by information transparency, interactive engagement with the community, and the ability to manage reputation online. Public trust is formed from consistent communication and rapid response to issues. Participation increases when leaders open up a two-way dialogue space. Research recommendations encourage strengthening digital literacy for leaders, implementing participatory communication platforms, and developing digital ethics policies that protect the public's right to information and privacy.
