Abstract

Transnational crime is a cross-border crime that has troubled many states. In enforcing the criminal law of a states, sometimes it is difficult for the state to pursue transnational criminals because of its cross-border nature, so that the differences in jurisdiction between countries make it difficult to enforce the law. For this reason, in order not to be hindered by the cross-border nature, the states concerned can cooperate between states using the Mutual Legal assistance Agreement. Mutual Legal Assistance is an international legal instrument that is widely used by countries as a tool to take action and prevent crimes that are transnational in nature. With this agreement, more effective law enforcement can be carried out and make it easier for law enforcers to move into areas with different jurisdictions. This research is a normative juridical research based on secondary data with a statutory approach. This article concludes that mutual legal assistance will greatly play a role in law enforcement on transnational crimes involving Indonesia-Switzerland

Abstract

This article discusses legal problems in the use of Artificial Intelligence (AI). In its development, AI has built human existence in various fields including the military. There is a problem when an Autonomous Weapon System (AWS) uses AI instead of a non-human operator. It was found that, AWS was unable to fulfill the principle of distinction and principle of proportionality set forth in article 51 paragraphs (1-3) and paragraph (5) of Additional Protocol I 1977. These principles are two solid matters, as they relate to the technical requirements expected on performance. field that can only be carried out by humans. Although AWS uses sensors as a distinguishing tool, it provides an estimate that this weapon system can apply the principle of discrimination. A discriminatory attack will also violate the law if it is not adjusted to the principle of proportionality. This is where the important role of humans in preventing unnecessary losses. In addition, the use of AI on AWS has also led to the disconnection of supervisory responsibilities that require superiors and subordinates. This is clearly what AWS does and a commander who gives the order to carry out the attack. For this reason, special arrangements are needed to regulate AWS in the form of a new convention or the addition of a protocol to The United Nations Convention on Certain Weapons 1980 with the aim of limiting the use of AI so that human presence remains in every use of weapons.

Abstract

We promise to our God the victory of the presidential candidate we support, that is the essence of #nazarpemilu. Promoting of populist political communication that occurred on the social media platform X during the 2024 Indonesian presidential election campaign. The hashtag is a fascinating trend as it combines elements of religion and the election, and it did not originate from the elites but rather from the supporters.Using a content analysis approach this study aims to explore the role of #Nazarpemilu in shaping faith-based populist political communication during the 2024 Indonesian presidential election campaign on the social media platform X.. We found first, #Nazarpemilu contains various hopes and promises from supporters to their God for the victory of the presidential candidate they support. Second, the involvement of some political actors in the hashtag affiliated with parties with Islamic ideologies. Third, some identified messages contain strategies to persuade other users to vote for the supported presidential candidate and strategies to push the movement into the offline realm. Fourth, this hashtag has an exposure effect on other users. Fifth, this hashtag is also tainted by the activities of pro-Prabowo-Gibran candidate pair buzzer activities countering the hashtag with a reversed narrative. Base on this findings that populist content shared by users that appeals to faith-based in the form of hashtags can play an effective role in spreading populist political communication on the social media platform X and have implications for voters mobilization.

Abstract

This study discusses the process of collaborative governance in handling floods in the city of Semarang. The phenomenon is that the people's mindset is not in line with the disaster mitigation system, the increased risk of flood disasters due to the growth and expansion of settlements and industry, and the lack of optimal coordination in flood handling and rehabilitation. The research objective is to analyze the collaboration process that occurs in handling floods in the city of Semarang and the supporting and inhibiting factors. The research method used is a qualitative method. The results of research show that the collaboration process has been going well, which consists of face-to-face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. However, the share understanding indicator is not optimal due to differences in understanding of the problems faced by the private sector and the community with BPBD Semarang City. Supporting factors are network structures that are well built with each other and there is no hierarchy in this network; commitment through the efforts each goes through; trust in one another; information that is easily accessed; and human resources involved. The inhibiting factors are governance, distributive accountability and responsibility, and access to resources. Obstacles encountered can come from the government itself, where there is minimal transparency, no division of decisions that can hinder collaboration, and technical implementation due to constraints on authority that are compartmentalized.

Abstract

Tujuan dilakukannya penelitian ini adalah untuk menganalisis Nilai-Nilai kepemimpinan pada Yayasan Trikarsa Bina Bangsa.  Sedangkan metode penelitian yang digunakan oleh penulis metode Kualitatif. Teknik-teknik yang di gunakan pengumpulan data yaitu dengan cara wawancara, Fokus Grup Diskusi (FGD), tinjauan pustaka. Dari analisa peneliti didapatkan peran pemimpin sangat dominan membentuk karakter pengurus dan anggota sehingga dapat menempatkan diri sebagai panutan yang dapat memberikan teladan. Disisi lain pemimpin di Yayasan Trikarsa Bina Bangsa masih menggunakan cara memaksakan keinginanya untuk mencapai target yang diinginkan. Namun pemimpin tidak melihat dari sisi kemampuan anggotanya hal ini di khawatirkan berdampak kurang baik bagi pengembangan organisasi. Kata Kunci: Kepemimpinan

Abstract

The efforts of the Bengkulu City Regional Government in dealing with waste have been quite good by issuing various regional regulations and mayoral regulations, but in the field trash still piles up here and there, this is the background to the research because waste is not managed properly at the Jakat beach tourism object. This study aims to analyze how the collaboration of the Bengkulu city government in dealing with waste in tourism objects. This research method was carried out using a qualitative approach with case studies that focused on what kind of collaboration the Bengkulu city government had in dealing with waste at the Jakat Beach tourism object. Data was collected through in-depth interviews and discussions with the Bengkulu City Regional Government's State Civil Apparatus (ASN), micro-entrepreneurs who are active in the Jakat Beach tourism object. There were 6 informants who came from 3 stakeholders, namely micro entrepreneurs, communities and local government. The results of the study show that the collaboration carried out by the Bengkulu City Government in dealing with waste has not been optimal, it has been confirmed that the Bengkulu City Regional Government does not yet have a legal/written collaboration with any party to deal with waste at the Jakat Beach tourist attraction

Abstract

This study analyzes the unexpected electoral defeat of a three-term incumbent in the 2024 Provincial Dewan Perwakilan Rakyat Daerah (DPRD) race in Central Java’s Electoral District 4, an area historically characterized by strong Nahdlatul Ulama (NU) socioreligious dominance and long-term Partai Kebangkitan Bangsa (PKB) electoral stability. While existing research on Indonesian local politics underscores incumbency advantage rooted in ritual embeddedness, symbolic authority, and organizational loyalty, such explanations are insufficient to capture the challenger’s unprecedented rise. This article addresses that gap by examining the relational, communicative, and symbolic mechanisms that reshaped voter preferences. Using a qualitative case-study design, the research draws on eighteen semi-structured interviews, participant observation in religious and community events, digital-content analysis, and official data from the General Elections Commission (Komisi Pemilihan Umum, KPU). The findings reveal that the incumbent experienced a substantive decline in symbolic authority due to reduced ritual visibility and diminishing emotional proximity, corresponding with an 8–12% decrease in vote share across key polling-station clusters. Conversely, the challenger constructed legitimacy through embodied service practices, adaptive political communication tailored to diverse audiences, and hybrid digital–offline visibility that amplified everyday interactions into credible public narratives. The study concludes that voter behavior in NU-based rural constituencies is undergoing a cultural reorientation in which sincerity, accessibility, and continuous moral presence now outweigh structural party advantages. These insights expand theoretical discussions on personalization, symbolic legitimacy, and relational politics in Indonesia’s decentralized electoral landscape, providing a more nuanced understanding of how challengers can penetrate entrenched socioreligious strongholds.
