Abstract

Indonesia’s decentralization has significantly transformed rural development, with the creation of Village-Owned Enterprises (BUMDes) becoming a key development strategy. However, the performance of BUMDes varies widely across regions. Most previous studies have focused mainly on economic performance, administrative arrangements, and operational accountability. These studies often overlook the socio-political factors that influence BUMDes success, such as local governance, political support, and community participation. From a governance perspective, earlier research tends to adopt a narrow approach, concentrating only on the administrative structure of BUMDes as village-owned enterprises. This approach neglects broader governance dynamics, particularly the relationships between local communities, political actors, and government institutions. This study addresses this gap by examining governance practices in both successful and unsuccessful BUMDes across four villages in Java, selected based on the Village Development Index. The findings show that successful BUMDes are typically supported by visionary and participatory leadership, strong political commitment from local governments, and active community involvement. These elements reflect a form of responsible governance and strong civic engagement. In contrast, poorly performing BUMDes tend to have passive leadership and weak political and community support, often limited to symbolic participation. Overall, the study highlights the importance of leadership, political will, and meaningful participation, and proposes an integrated governance framework that situates rural enterprises within their broader socio-political context.

Abstract

This study examines how local power contestation and institutional dynamics influence the sustainability of Healthy City initiatives in Indonesia, focusing on a comparative analysis of Semarang and Makassar. It aims to explore how governance arrangements, leadership, and civic participation shape early patterns of policy sustainability. Drawing on a governance perspective that emphasizes state–society relations and institutional interaction, this study employs a qualitative most-similar case approach. Data were collected through preliminary semi-structured interviews with government officials, health practitioners, civil society actors, and academics, complemented by an initial review of policy documents. The findings indicate that formal policies and institutional structures alone are insufficient to sustain Healthy City programs. Makassar demonstrates a more polycentric governance model supported by a multi-stakeholder Healthy City Forum, enabling cross-sector collaboration and longer-term policy continuity. In contrast, Semarang exhibits a more top-down and sectoral governance pattern, which limits coordination and weakens sustainability. Additionally, weak accountability and hidden power relations constrain meaningful community participation in both cities. This study concludes that aligning political leadership, institutional capacity, and civic engagement is crucial for sustaining urban health initiatives. As a preliminary analysis, the findings highlight the importance of collaborative governance and suggest the need for further in-depth research.

Abstract

Rock mining resources in the Kendeng Mountains, Sukolilo District, still face several problems in their management process, particularly the widespread presence of illegal miners operating without permits and the conflicts arising from environmental damage around the mining areas. This study aims to examine the government’s supervision system in addressing rock mining problems in the Kendeng Mountains as well as the dynamics of conflict between miners and the surrounding community. The research employed a qualitative method with a descriptive approach. Data were collected through observation, in-depth interviews, and documentation using purposive sampling involving local communities, miners, village officials, local government representatives, and law enforcement officers. The data were analyzed using the interactive model of Miles and Huberman, which includes data reduction, data display, and conclusion drawing and verification. The findings indicate that the rock mining conflict in the Kendeng Mountains is multidimensional, encompassing regulatory conflicts, technical-operational conflicts, and community resistance caused by environmental degradation, dust pollution, road infrastructure damage, and declining agricultural productivity. The increasing number of illegal mining activities has triggered horizontal conflicts between miners and local residents, as well as vertical conflicts between miners and the government due to discrepancies between formal regulations and practices in the field. Government supervision and conflict prevention efforts have not been implemented optimally and have not yet fostered a sense of responsibility among miners, which is influenced by weak field supervision, limited understanding of licensing procedures among miners, and insufficient policy socialization. Therefore, this study emphasizes the importance of strengthening the supervision system, enforcing stricter law enforcement, enhancing community participation, and fostering collaboration among stakeholders to achieve sustainable natural resource management and to minimize mining conflicts in the Kendeng Mountains, Sukolilo District.

Abstract

This study aims to analyze the revision of Indonesia’s Marriage Law in 2019 by applying the policy network approach developed by David Marsh and Martin Smith, with a particular focus on how network dynamics shape policy outcomes for the minimum marriage age of women. The research contributes to the field of public policy and political communication by offering a relational perspective that moves beyond actor-centered explanations and highlights the importance of network structures, interactions, and resource distribution. Using a qualitative case study design, this research examines four analytical dimensions: network environment, network structure, actors’ interests and resources, and patterns of network interaction. Data were collected through document analysis, in-depth interviews with activists involved in the advocacy process, and various secondary data. The findings reveal that the success of the amendment was driven by a cohesive policy network built mainly by civil society coalitions providing advocacy, expertise, and public pressure. However, the study also finds that this success was strongly influenced by a favorable policy window shaped by key political events, including judicial changes and shifting elite alignments, which reduced resistance to reform. These results highlight that while policy networks are crucial in organizing and advancing advocacy efforts, their effectiveness is contingent upon broader political opportunities.
