Abstract

Batik industry is an industry that many exist in Pekalongan city, theexistence of batik industry are produces waste from the process of making batik.There are two possibilities to dispose the batik waste, there are processed first anddiposed directly without processing that will cause pollution. The purpose of thisresearch are to identify the patterns of inter-governmental cooperation, andgovernment with private and community in overcoming the problem of batik wastepollution, and to know the success rate ofcooperation patterns that has been doneto overcome the problem of batik waste pollution.The method of the research is used qualitative approach with data collectiontechnique that consist of observation, interview, and documentation. Informants inthis research are head of Environmental Section and Environmental LawArrangement of Environmental Department (DLH) Pekalongan city, Head ofPollution Control and Damage Section of DLH Pekalongan city, Head of wastepollution control section of DLH Pekalongan city, the private sector there is batikcraftsmen, and the community there is environmental care community.The result of the study indicate that 1) The pattern of inter-governmentalcooperation is for funding the manufacture of IPAL, 2) The pattern of governmentcooperation with the privat sector (batik craftsmen) is divison the authority, that isgovernment facilitates the construction of IPAL and provides land, whereas batikcraftsmen are obliged to maintain and operate the IPAL, 3) The pattern ofgovernment cooperation with the community is the community independentlyprovide assistance for the construction of IPAL, while the government did thecoaching, supervision, assistances, and providing moral support. 4) Theimplementation of cooperation in overcoming the pollution of batik wate inPekalongan city has not effectively.Keywords : Cooperation, Pollution of Batik Waste

Abstract

Since the enactment of Regulation No.43 of 2017 concerning the implementation of health insurance namely Universal Health Coverage in collaboration with BPJS Kesehatan in Semarang City, society of Semarang City who do not have health insurance will be guaranteed by the City Government through a budget originating from the APBD so that with the presence of UHC the society can access health services for free as long as they want to be placed in Class III of Health Care Facilities.In its own implementation there are obstacles that hamper such as the lack of public knowledge about the existence of UHC. This study aims to analyze the implementation of UHC in the city of Semarang, especially in realizing the resilience of the city in Semarang and to describe the obstacles encountered in implementing UHC. The method used in this study is descriptive qualitative with the type of data used are primary data and secondary data and the data collection techniques used were interviews and documentation.. The results of the study show that with the enactment of the UHC, the health level of the city of Semarang has increased and disease outbreaks can be fought so that it contributes to realizing the resilience of the city. However, there are obstacles that are encountered where the lack of socialization that is done causes not all society know about UHC, besides that the community is considered to have the presumption that by registering UHC, the arrears with the BPJS Health does not need to be paid. Suggestions from this research are that it is better for the Semarang City Health Office as the executor to consistently intensify UHC socialization until the smallest government scope also emphasizes understanding of regulations related to delinquency fees with BPJS Health, and recommendations to consider the impact of the ever increasing number of UHC participants.

Abstract

This research aims to examine about the village heads election at Boyolali District in 2013 that is using a new method, namely electronics election (electronic voting). E-voting methods are used only in 8 villages, namely Kebonbimo Village, Kebongulo, Gondang Slamet, Sambi, Trayu, Genting, Karangnongko, and Dologan Villages. The use of e-voting is conducted to reduce errors and barriers which occur ini elections by conventional means. This research analyzes use of implementation factors expressed by van Meter and van Horn are; 1) Standard and Policy Goals; 2) Resource; 3) Communications; 4) Implementating Agent Characteristics; 5) Disposition; 6) Environmental Conditions (social, economic, polital). The methods used in the study is a research method in combination with qualitative and quantitative approach with a descriptive method. In obtaining the data, the researcher use research tools interviews with research informants is the District Secretariat of Boyolali District, Election Committee of the district and of the village and then distributed questuinnaire spread to the community. The research also use secondary data derived form documentation contained in the District Secretariat of Boyolali District and also other literature sources such as books and journals.Results of this research showed that the implementation of e-voting has been implemented by the Government which is also supported by the villager. The villager is satisfied with use of methods of e-voting in an election. Implementation of e-voting in Boyolali District also reached the goals, that is to reduce errors that occur in election, especially in the vote count. In addition to the support resources also have an important role in the execution of a program. Communication is intertwined between the Committee, the Committee of village, district, and also the villager looks satisfied towards using of method of e-voting. social condition, economy, and politics is not so influential in the implementation of e-voting, because the villager felt that use of methods of e-voting in election already as applied in Indonesia not to outmoded.

Abstract

ABSTRACT            Social policy is one of the purpose of the national development which aims to create social welfare. Political consideration can not be separated from policy even social policy because the policy establishment and implementation was made by politic actors who have interests in policy so there are many bargains happend in social policy.            BLT and BPJS are quite popular social policies that were issued by the government of Susilo Bambang Yudhoyono which aims to compensate fuel price and ensure public health. Aspects and political meanings are inseparable from those two programs including the political timing. This research was using descriptive qualitative method with in depth interview and document as the data collection.            In the implementation and establishment of BLT and BPJS researcher found one of the political aspect in the policy was the mobilization of voters and the use of BLT and BPJS to face the election in 2009 and 2014 as the political gain of the government of SBY. Researcher also found behavior and responses from SBY in responding the problems and pro contra from BLT and BPJS is to maximize political gain. Abstract

The need for good traditional market management as well as the problemsoccurring in the management of traditional markets into the background of thisresearch. Problems arise: How is the conflict of interest between the RegencyGovernment and the Village Government in the management of Suruh MarketSemarang regency? What are the social and economic impacts of conflict ofinterest between the Regency Government and the Village Government in themanagement of Suruh Market Semarang regency?The purpose of this study is to explain how the process of conflict ofinterest in the management of traditional markets is Suruh Market between theRegency Government and Village Government. In addition to describe andanalyze the impacts resulting from the conflict of interest in the management oftraditional markets, especially Suruh Market viewed from the social and economicaspects.This study uses a combined research method between qualitative andquantitative with a qualitative approach fixed as the main approach. Dataobtained through interviews and questionnaires. The data obtained from thequantitative approach through the survey is used to reinforce the facts related tothe theme and the formulation of related problems. In addition, usingTriangulation data sources to compare the results of interviews with one another.The result of the research shows that conflict of interest occurs because ofdifferent interests between parties involved. Regency Government, VillageGovernment and Traders have a mutually striving interest. Conflict of interestoccurs when the Regency Government wants to take over and manage the SuruhMarket completely but there is a rejection by the Village Government. The socialimpact that occurs is the decline in the number of traders and competition amongtraders is getting tougher. Abstract

This research is motivated by the emerge of Thematic Village Innovation in Semarang City. The aim is to raise potential while resolving problems that arise in the community. In order to improve community welfare, regional governments need to make changes in the form of efforts to overcome existing social problems and to develop the community.The method used in this study is a mixed method with qualitative and quantitative approaches with descriptive methods. The purpose of this study was to obtain data on participation in innovation and community empowerment in Kampung Sehat Ramah Anak, which is one of the Thematic Villages formed in 2016 which was once a slum area and whose children did not have positive activities. The study and analysis are based on literature studies and actual conditions and the tendency of community participation in innovation and empowerment in Kampung Sehat Ramah Anak. Study and analysis based on literature studies and the actual conditions and trends in community participation in innovation and empowerment in Kampung Sehat Ramah Anak.The results of this study show the innovation in the community, the characteristics of the community in the knowledge of innovation, participation in innovation planning, knowledge of the actors and programs provided and community participation in empowerment activities. Therefore, the importance of involving the community in each activity starts from the beginning of planning to evaluation. Abstract

Bandung telah dinobatkan sebagai kota kreatif oleh lembaga internasional. Adanya proses yangpanjang yang harus dilalui untuk mendapatkan predikat sebagai kota kreatif berbagai kegiatanberkolaborasi dan potensi kreatif di kota Bandung yang menghantarkan Bandung sebagai kotakreatif. Penelitian ini bertujuan untuk mengetahui dan menganalisis inovasi – inovasi berbasiskolaborasi serta bagaimana kolaborasi antar aktor yang dijalankan untuk mewujudkan Bandungsebagai kota kreatif. Metode penelitian yang digunakan adalah metode kualitatif. Dalam penelitianini menggunakan teori inovasi, teori kolaborasi , model pentahelix dan konsep kota kreatif. Hasilpenelitian menunjukan terdapat berbagai kegiatan kolaborasi yang muncul dari kegiatankomunitas disana yang menghantarkan Bandung sebagai kota kreatif. Seiring dengan berjalannyawaktu, pemerintah mulai konsen dalam pengembangan Bandung sebagai kota kreatif. PredikatBandung sebagai kota kreatif merupakan tantangan bagi pemerintah untuk dapat berinovasidengan cara berkolaborasi dengan beberapa aktor dari masyarakat kota Bandung dengan tujuanguna mempertegas predikat sebagai kota kreatif.

Abstract

AbstractSemarang is the capital of Central Java province. As a big city, investment is required for regional development. One way to increase investment in Semarang is with innovations in investment licensing. The purpose of this research is to find BPPT innovations in investment licensing, how the process of innovation in the BPPT and to identify any obstacles in the innovation of investment services. This study used qualitative research methods to explore and understand the meaning that comes from social problems.The results of this research indicate that there are some innovations in investment service applied in BPPT, process of implementing the innovation of investment services and obstacles in the innovation of investment services. Investment service innovations consisting of process innovation, service innovation and system innovation. For the process of innovation implementing is based on standard operating procedures and instructions from the central government. Furthermore there are four obstacles in the innovation of investment services.Advice given to BPPT institution is the need for monitoring and evaluation of the innovation investment, studying the obstacles that occur in the process of investment licensing service and continue to develop new innovations, especially in the investment service.Keywords : innovation, investment service

Abstract

Dalam meningkatkan kinerja ASN maka mereka diberikan kesempatan untuk meningkatkan kompetensinya. Sementara itu, pemerintah gencar melakukan inovasi terhadap sistem birokrasi. Sehingga, upaya yang dilakukan pemerintah adalah meningkatkan kinerja ASN yang inovatif melalui pendidikan dan pelatihan kepemimpinan dengan output produk yang inovatif. Namun tidak semua output berupa inovasi tersebut berlanjut pasca pendidikan dan pelatihan kepemimpinan selesai. Dari 10 inovasi/proyek perubahan, 4 diantaranya tidak berlanjut karena alumni dimutasi. Bagi yang berlanjut juga terdapat hambatan dalam berbagai faktor. Penelitian ini memiliki tujuan untuk melihat efektivitas pembuatan proyek perubahan/inovasi pada Pendidikan dan Pelatihan Kepemimpinan IV dalam menentukan inovasi khususnya Pendidikan dan Pelatihan Kepemimpinan IV Angkatan 1 Tahun 2019 BPSDMD Provinsi Jawa Tengah. Dengan metode kualitatif dan melakukan wawancara terhadap 20 informan pada 6 inovasi yang berlanjut dan pra penelitian kepada 10 alumni/inovator. Hasilnya menunjukkan 4 inovasi/proyek perubahan tidak berjalan karena alumni/inovator dimutasi. Enam inovasi/proyek perubahan yang berlanjut memiliki faktor pendukung berupa inovasi yang bebas dan sesuai dengan tupoksi, tidak membutuhkan banyak ketrampilan khusus, dukungan pimpinan, dukungan stakholder, sarana dan prasana, adanya gagasan untuk memperbaiki dan mengembangankan inovasi. Meskipun memiliki hambatan seperti kurangnya sosialisasi, anggaran, tidak adanya insentif, kurangnya partisipasi, faktor kondisi, regulasi dan persetujuan, dan pengguna belum terbiasa dengan perubahan para implementator memiliki solusi untuk mengatasi dan memiliki keinginan untuk mempertahankan inovasi tersebut. Sementara bagi birokrasi inovasi/proyek perubahan tersebut memiliki dampak dan bagi pengguna inovasi banyak yang merasakan dampak positifnya. Sehingga pembuatan inovasi/proyek perubahan pada Pendidikan dan Pelatihan Kepemimpinan IV efektif dalam menentukan inovasi.

Abstract

Accountability is one of the key elements of sustaining Good Governance. Therefore, a Government Agency is said to be able to implement Good Governance if this key element is considered good by the standard that the performance targets that have been determined are based on the needs of the community, as well as the budget that has been allocated in the previous fiscal year.This study uses a mixed methodology with data collection techniques, namely interviews, data or archives, and questionnaires. After that, the analysis uses triangulation theory, sources and methods. The results show that the increase in the value of performance accountability is not always directly proportional to the substantive performance, although in some sectors it is directly proportional, namely the increase in the value of performance is in accordance with the results felt by the public. Therefore, the government is trying to improve substantive performance with administrative work through innovation, strengthening leadership and strengthening top-down and bottom-up.These efforts such as innovation, strengthening leadership and strengthening top-down and bottom-up have been able to improve the performance accountability represented by the performance accountability system value of provincial government agencies in Jakarta in the last 5 (five) years, namely 2015–2019.Researchers recommend to improve the implementation of the efforts made to level up the score of SAKIP, and not only the score of SAKIP but the increasing of substantive performance run by the DKI Jakarta Provincial Government.
