Abstract

The realization of quality services for the welfare of the community is one of the commitments to change through bureaucratic reform, in its implementation conflicts often arise due to inconsistencies. This is what happened in Pemalang Regency, on the one hand the bureaucracy is aggressively carrying out bureaucratic reform as a form of self-improvement, but on the other hand it slows down the progress of the bureaucracy due to the declining culture of service and weak employee integrity. This paper aims to determine the causes of the non-optimal results of the evaluation of bureaucratic reform along with the supporting and inhibiting factors for implementing bureaucratic reform in the Pemalang Regency Government. This paper study uses a qualitative method with case studies. Data was collected through observation, documentation and interviews. The data analysis techniques are: data collection, data reduction, data presentation, data analysis and triangulation and drawing conclusions to test the validity of the data and find objective truth. The results of the study in this paper indicate that the bureaucratic reforms carried out by the Pemalang Regency government have not shown significant signs of increasing towards a more optimal direction in an effort to realize Good Governance, there are still normative problems related to the quality and capacity of the apparatus resources. An increase in commitment and a change in mindset is needed from the leadership to all levels of employees to make fundamental changes and reforms to the government administration system to achieve good governance.

Abstract

Sejak Undang-undang No. 6 tahun 2014 tentang Desa diundangkan, kewenangan desa makin menguat sehingga inisiatif desa untuk membangun dan memberdayakan masyarakat semakin memperoleh ruang yang luas. Namun demikian, kewenangan yang luas ini tentu perlu didukung dengan kapasitas yang makin dikuatkan pula. Selama ini, keraguan atas implementasi Undang-undang ini terletak pada aspek kapasitas pemerintah desa. Tentu saja, karena sudah lama sekali desa dibiarkan tertinggal, desa menghadapi banyak tantangan dalam upaya mengembangkan diri. Namun demikian, bukan berarti pemberian kewenangan kepada pemerintah desa lantas tidak layak untuk diadvokasi. Kelahiran Undang-undang Desa justru merupakan waktu yang tepat untuk memungkinkan dan memberikan kesempatan pemerintah desa untuk memperbaiki celah-celah tatakelola yang sudah lama tidak mendapat perhatian pemerintah. Penguatan tatakelola pemerintahan desa dengan tujuan mengefektifkan dana desa adalah salah satu hal yang tidak dapat dihindari. Apalagi, salah satu inti dari implementasi Undang-undang Desa adalah penyaluran Dana Desa untuk tujuan menunjang pembangunan di desa. Kegiatan pengabdian ini bertujuan membantu pemerintah desa meningkatkan pemahaman mengenai tatakelola pemerintahan desa dengan strategi pengelolaan dana desa yang efektif di desa Ujungpandan, Kecamatan Welahan, Kabupaten Jepara.

Abstract

Di masa lalu, birokrasi dan layanan publik selalu diasosiasikan dengan kondisi yang serba lamban, berbelit-belit, tidak efektif dan efisien. Namun, sejak gelombang reformasi 1998, berbagai regulasi telah berubah dimana profesionalitas menjadi tolok ukur dalam pelayanan. Lebih-lebih, sejak Peraturan Pemerintah No.28 Tahun 2017 tentang Inovasi Daerah, profesionalitas layanan masih harus diimbangi dengan kinerja pemerintah yang inovatif. Dampaknya, beberapa daerah mulai menginisiasi inovasi perihal layanan publik. Adapun artikel ini bertujuan untuk mendeskripsikan bagaimana inovasi sederhana berupa layanan pesan singkat (short massage service) dan aplikasi whatsaapp yang diinisiasi Pemerintah Kelurahan Rowosari, Kecamatan Tembalang, Kota Semarang menjadi ruang desiminasi informasi maupun akses layanan warga di Kantor Kelurahan Rowosari. Inisiasi ini hadir sebagai kolaborasi bersama, antara tim pengabdian Prodi Ilmu Pemerintahan Universitas Diponegoro dengan multistakeholder di Kelurahan Rowosari. Hasilnya, inovasi sederhana ini tidak saja berdampak pada peningkatan dan perbaikan kualitas layanan publik di kelurahan tersebut, tetapi juga menjadi ruang bersama bagi warga untuk merespon kondisi darurat ataupun melahirkan inovasi yang lainnya.

Abstract

Tidak ada yang meragukan bahwa IT (Information and Technology) adalah kunci dalam menyambut perubahan 4.0 yang dipandang telah mendisrupsi banyak hal. Namun demikian, tidak banyak unit-unit pemerintahan yang secara cepat beradaptasi dengan situasi baru. Di tengah respon yang cukup kalang-kabut oleh pemerintah, baik di tingkat pusat maupun daerah, Banyuwangi relatif mampu melakukan penyesuaian diri dengan perubahan-perubahan baru yang berlandaskan Internet-of-Thing (IoT). Tentu saja, Banyuwangi tidak sedang menuju untuk menjadi seperti Silicon Valley, Amerika Serikat, yang telah lama dikenal sebagai episentrum bisnis-bisnis IT global. Banyuwangi masih sebatas gesit dalam memanfaatkan keterbukaan akses dan informasi untuk masuk ke dalam alur bisnis berbasis IT yang semakin ekspansif. Dampak dari kecepatan penyesuaian diri tersebut telah berhasil mengubah banyak hal menjadi lebih baik di masyarakat, baik secara ekonomi, pelayanan publik, maupun pendidikan. Hasil penelitian penulisselama tahun 2019 menunjukkan bahwa inovasi IT oleh Pemerintah Kabupaten Banyuwangi menjadi jantung bagi perubahan banyak aspek kehidupan di sana. Inovasi ini kemudian merangsang lahirnya inovasi baru di banyak hal lainnya

Abstract

The Family Hope Program aims to develop social protection for the poor in Indonesia. The PKH program helps reduce the burden of responsibility and change the lifestyle of poor families by providing cash assistance to meet their needs for Very Poor Households (RTSM) by providing conditional cash transfers as recipients of assistance provided in the health and education fields to non-healthy families who can meet their needs. daily. Similar to Rokan Hilir Regency, errors occurred in Pujud Regency due to the district government's lack of prudence in handling the problem, so that many recipients were not properly targeted. The purpose of this research is to find out how the government coordinates poverty data in the Central Statistics Agency of Rokan Hilir Regency and what are the obstacles to government coordination related to the PKH program in Pujud Regency. The theory used is Inu Kenchana Shafee's Government Coordination Theory on Coordination Elements: Regulation, Synchronization, Cooperation and the Common Good. The research methodology used is descriptive and qualitative to provide a clear picture of the management that occurs in the context of coordinating the Family Hope Program. Data collection techniques were carried out using interviews and documentation. The result of this study is that state coordination in synchronizing PKH data is still not optimal. This can be seen from the coordination between the village government and the district government where communication is still not running. In addition, the government's obstacle in coordinating PKH is the lack of human resources and government coordination.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan e-Government di Dinas Pendidikan dan Kebudayaan Provinsi Jawa Tengah. Sebagai metode, penelitian ini menggunakan metode deskriptif kualitatif. Temuan yang diperoleh oleh peneliti dalam penelitian ini adalah Disdikbud Jawa Tengah belum memiliki SOP yang secara khusus membahas mengenai implementasi e-Government. Ketiadaan SOP ini sangat berpengaruh dalam setiap aspek lainnya dan menyebabkan hambatan khususnya di aspek struktur birokrasi. Disdikbud Jawa Tengah juga masih mengalami hambatan lain seperti kurangnya jumlah dan kualitas sumber daya manusia dan kurangnya anggaran dana dalam menyediakan fasilitas yang baik. Secara keseluruhan, implementasi kebijakan e-Government di instansi tersebut belum berhasil dan masih terdapat banyak hambatan-hambatan yang menyertai

Abstract

This research tried to explore the social policy of the Direct Cash Assistance of Village Fund. As the COVID-19 or SARS-CoV-2 was first detected and began to develop at the end of 2019 in Wuhan, China, it did not stop spreading to almost all countries in the world throughout 2020. The diseases that attack the respiratory organs have made more than 590 million people worldwide infected with this virus. In Indonesia, the pandemic caused several major impacts in all sectors, such as the health sector, the economic sector, the education sector, the religious sector, and others. In fact, the implementation of PSBB and PPKM policies can reduce the economic growth and cause many people losing their jobs, thereby it potentially increasing the number of poor people. In the context of handling and anticipating the impact of the COVID-19 pandemic, the Government has launched several social safety net programs, one of which is called as the Direct Cash Assistance of Village Fund which is expected to ease the economic burden of rural communities during the COVID-19 pandemic. The research was conducted using a qualitative method with a descriptive analytical approach. Data obtained through the literature studies. The results of this study found that there were complexities and several problems encountered in the implementation of the Village Fund Direct Cash Assistance distribution that tackled by the village.

Abstract

The efforts of the Bengkulu City Regional Government in dealing with waste have been quite good by issuing various regional regulations and mayoral regulations, but in the field trash still piles up here and there, this is the background to the research because waste is not managed properly at the Jakat beach tourism object. This study aims to analyze how the collaboration of the Bengkulu city government in dealing with waste in tourism objects. This research method was carried out using a qualitative approach with case studies that focused on what kind of collaboration the Bengkulu city government had in dealing with waste at the Jakat Beach tourism object. Data was collected through in-depth interviews and discussions with the Bengkulu City Regional Government's State Civil Apparatus (ASN), micro-entrepreneurs who are active in the Jakat Beach tourism object. There were 6 informants who came from 3 stakeholders, namely micro entrepreneurs, communities and local government. The results of the study show that the collaboration carried out by the Bengkulu City Government in dealing with waste has not been optimal, it has been confirmed that the Bengkulu City Regional Government does not yet have a legal/written collaboration with any party to deal with waste at the Jakat Beach tourist attraction

Abstract

Inovasi artinya membuat suatu kebaharuan, ide baru yang kemudian diimplementasikan kepada masyarakat, bertujuan untuk memperbaiki suatu kondisi pada masyarakat tersebut. Suatu kebaharuan sudah tentu diperlukan adaptasi, hingga akhirnya dapat diterima oleh masyarakat. Sehingga, dibalik inovasi pasti tersimpan cerita luar biasa. Meski begitu, tidak banyak penelitian mengenai dibalik sebuah inovasi. Inovasi Ladis Song Malam yang berusaha mengubah tatanan Terminal Kota Tegal menjadi lebih baik melalui pendidikan dan sukses memperoleh Top 99 Inovasi Pelayanan Publik. Tentu memiliki kisah menarik dibalik kesuksesannya, Oleh karena itu, artikel ini berusaha untuk menggali kisah dibalik inovasi dalam bingkai pro dan kontra masyarakat serta strategi pemerintah terkait hal tersebut, sekaligus berusaha melengkapi celah penelitian sebuah inovasi sebelumnya. Hasil penelitian menunjukkan bahwa terdapat pro dan kontra dalam tubuh masyarakat terminal kota tegal. Inovasi yang sesuai dengan kebutuhan dan adanya tokoh masyarakat yang terlibat telah mengantarkan masyarakat memilih pro terhadap inovasi. Sedangkan sistem inovasi tidak sesuai dengan kondisi masyarakat dan rasa ancaman akan ekosistem yang telah dibangun selama bertahun-tahun menjadi alasan kontra masyarakat. Hingga saat ini, inovasi terus berjalan, akan tetapi pemerintah perlu adanya keseriusan dalam pengelolaan dan pengembangan inovasi, agar tujuan dapat terwujud sepenuhnya
