Abstract

Dakwah adalah hal yang penting dan mulia dalam mengembangkan ajaran agama serta kebaikan-kebaikan bagi alam semesta. Namun dalam perkembangannya dakwah mengalami beberapa masalah berkaitan dengan distorsi informasi maupun pemahaman agama yang kurang tepat sehingga mengakibatkan konsekuensi tindakan yang merugikan dan kontraproduktif. Dakwah menggunakan platform digital merupakan sebuah keniscayaan pada era disrupsi teknologi informasi sehingga sangat tepat untuk menerapkannya pada santri mahasiswa. Melalui kegiatan ini diharapkan santri mahasiswa dapat memiliki pengetahuan dan ketrampilan dakwah berbasis digital dan dapat berkontribusi dalam menciptakan konten dakwah digital yang bermanfaat. Kegiatan pengabdian ini berhasil memberikan medium dakwah digital kepada mahasiswa melalui channel You Tube berkaitan dengan proses pembuatan dan pengelolaan dakwah digital. Dengan model belajar sambil melakukan dibimbing oleh dosen yang telah berpengalaman, konten dakwah digital dapat terwujud dan memeroleh tanggapan positif dari publik. Hasil pengabdian ini memberikan proses pembelajaran ketrampilan kepada santri mahasiswa untuk terlibat dan bertanggung jawab melakukan dakwah menggunakan platform digital.

Abstract

The case of Kendeng, Rembang regency, Central Java, due to the expansion of cement factory buildings in Tuban and Gresik East Java, has led to conflict not only between the community and policymakers but also between community members. This paper discusses the fragmentation in the community by mapping argumentation behind pro and contra the policy. Based on research during 2018-2019, applying desk study, interviews, and direct observation, this paper identifies that the conflict has led to the social grouping into pro-, anti-cement, and neutral people, which impacted the daily social life of the community. The grouping has created tension in daily social relationships, creating fragmentation among the village community members. The case allows us to reflect more on the need for the policy to be aware of the social impact of a development policy within the community; moreover, for rural communities, the neighborhood is a crucial institution for them.

Abstract

This paper discusses the argumentative turn amongst farmers and the other different stakeholders in the case of land disputes, Kebumen, Central Java, Indonesia. While policy makers insisted that the land function conversion from agriculture and tourism to mining was needed to support local development as through the absorption of labors into employment sector, as well as to improve local people’s income, local farmers insisted that the conversion merely uprooting their ownership of land and let them back to periods where they were jobless and lack of source of income decades ago. This paper applied qualitative research supported with observation and interviews with parties involved in the case, to highlight the argumentative turn within land policy, which in the case of Kebumen leads to policy conflict. This paper identifies the elite-driven policy in the land dispute cases in Kebumen has led policy close to discussions with various stakeholders, which are necessary to be heard in the policy making. This finding highlights the idea that policy creates within itself politics that is in-line with the interest of the elites, and yet, resulted in the feedback loop, manifested through the strong resistance of the community.

Abstract

The policy of strategy ecotourism development in the border area is actually to improve the function of the autonomous village as promised by the Jokowi-JK government policy, which is to build from the periphery. . The development process should not fully follow the logic of the governance structure, but by looking at the needs and the conditions of the asymmetrical region. At least there are several reasons that underlie a policy research. First, because of the condition of the border communities that live in poverty, many migrants work in Malaysia; Second, the inequality of infrastructure facilities between Indonesia and Malaysia which leads to inequality of optimism in public services; Third, the occurrence of business transaction processes that cause dependence on Malaysian society to fulfill their daily needs. The results of the research with a qualitative approach can be concluded that the government does not yet have a strategic agenda for ecotourism development and quantitatively the results of hypothesis testing are significantly proven that there is a natural potential that can be used as an asset of scientific information for the development of an ecotourism model.

Abstract

This study discusses the process of collaborative governance in handling floods in the city of Semarang. The phenomenon is that the people's mindset is not in line with the disaster mitigation system, the increased risk of flood disasters due to the growth and expansion of settlements and industry, and the lack of optimal coordination in flood handling and rehabilitation. The research objective is to analyze the collaboration process that occurs in handling floods in the city of Semarang and the supporting and inhibiting factors. The research method used is a qualitative method. The results of research show that the collaboration process has been going well, which consists of face-to-face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. However, the share understanding indicator is not optimal due to differences in understanding of the problems faced by the private sector and the community with BPBD Semarang City. Supporting factors are network structures that are well built with each other and there is no hierarchy in this network; commitment through the efforts each goes through; trust in one another; information that is easily accessed; and human resources involved. The inhibiting factors are governance, distributive accountability and responsibility, and access to resources. Obstacles encountered can come from the government itself, where there is minimal transparency, no division of decisions that can hinder collaboration, and technical implementation due to constraints on authority that are compartmentalized.

Abstract

The research was conducted with the intention of knowing about the dynamics of the female legislators of the Ciamis DPRD in the process of making Regional Regulation (Perda) Number 18 of 2018 concerning Child Friendly Districts (KLA) and analyzing the causes of conflict between each member of the Ciamis DPRD. The met­hod used in this research is qualitative with a case study approach. The technique of collecting data in this research is by means of observation, interviews and collecting documents related to the research topic. This study concludes that the dynamics of women legislators in fighting for the interests of children is by accommodating the draft Local Regulation on KLA in an accommodation compromise. The factions in the Ciamis DPRD fully support the issuance of the Regional Regulation, although the political communication process is still carried out by each faction.

Abstract

Geothermal is one of the new renewable energy, which is more environmentally friendly than the existing fossil energy and has great potential to become an alternative source of energy in the future. However, the level of social acceptance of geothermal power plants operating in forest areas has not been widely studied. This study aims to reveal the social acceptance of affected residents toward the exploration of Baturaden geothermal power plant, operating in the protection forest area of ​​Mount Slamet. The survey was conducted online  to indirectly affected residents living mostly in Banyumas urban areas, while the offline face-to-face survey was administered to the directly affected residents in Sambirata and Karang Tengah villages. A total of 286 samples were analyzed. It was found that the majority of respondents preferred not to continue the establishment of the geothermal power plant, but both rural and urban dwellers have distinctive responses and reasonings. The rural tended to have stronger rejection compared to the urban residents. The acceptance of the project in both groups combined was motivated mainly by the prospect of electricity from more environmentally friendly energy sources and compliance to government policy. Those who refused tend to see from the negative impacts on the disruptions of the daily livelihood in rural areas and environmental damages. Three attitude factors significantly affect the continuation of drilling operation of GPP, namely: economic prospects of geothermal utilization in protection forests, technological optimism to migate the engative impacts, and perceived environmental concerns. To increase the social acceptance, it is suggested that policy makers and energy industry players should integrate the mitigation measures by using more proper technology within the project budget and act harmoniously to increase public awareness of the use of renewable and cleaner energy as well as pay attention to the health, welfare and culture of the local community

Abstract

The phenomenon that occurs in the recruitment process for members of the Indonesian National Police in realizing Good Governance is following the principles of good management, such as Clean, Transparent, Accountable, and Humanist. This is intended so that the philosophy of the right man on the right place remains the basis for consideration in the context of recruiting members of the National Police. However, it is possible to accept the recruitment of members of the National Police, which is considered to be full of acts of corruption, collusion and nepotism (KKN). The purpose of this study is to analyze the problems faced by Polri in managing the principles of good governance through the BETAH principle in the recruitment of Polri members in 2015-2019. The research method used in this study is a descriptive method with a qualitative approach that is oriented towards naturalistic or natural phenomena, aiming to understand human and social problems. The results of the study show that various irregularities still occur in the recruitment and selection process for the National Police organized by Polda throughout Indonesia. The various modes of deviation include: (1) fraud and embezzlement by promising to pass, (2) the policy of prioritizing local sons, (3) leaking test questions, and (4) abuse of authority. These various problems occur because there are still gaps that have the potential for irregularities in the mechanism of the National Police recruitment and selection process, so this study will also discuss issues related to the mechanism of the National Police recruitment and selection process which still has the potential for such irregularities to occur. The selection of the National Police, which is held by all regional committees in all regional police units, must be able to formulate regulations and mechanisms that can ensure the implementation of the National Police recruitment and selection process based on a merit system.

Abstract

Sarana transportasi menggunakan energi listrik saat ini menjadi familier di Indonesia, kemajuan teknologi sepeda motor listrik sebagai sarana transportasi selalu mengikuti kebutuhan manusia dalam melakukan perjalanan transportasi darat. Sepeda motor sangat di minati sebab memiliki kelebihan salah satunya model yang praktis di medan kemacetan, selain itu juga memiliki kelebihan yaitu konsumsi bahan bakar yang hemat dikarenakan memiliki desain mesin yang kecil dan perawatannya pun juga murah. Tujuan transformasi teknologi energi tidak lain merupakan usaha dalam menghemat bahan bakar di tengah semakin mahalnya harga bahan bakar minyak. Metode penelitian yang digunakan dalam penelitian ini adalah metode eksperimen untuk pengambilan data secara langsung pada desain prototype sepeda motor listrik yang berjalan di medan jalan yang bervariasi. Penelitian ini menghasilkan beberapa analisis data antara lain: Rata-rata kecepatan Motor BLDC 1500 W berdasarkan variasi uji jalan prototipe Sepeda Motor Listrik sebesar 28 km/jam, Pola karakteristik terbaik menunjukkan variasi kecepatan Motor BLDC 1500 Watt terhadap konsumsi daya listrik Baterai yaitu sebesar 34 km/jam dengan konsumsi daya sebesar 554 Watt, Besar nilai konsumsi rata-rata suplai daya listrik baterai yang diperlukan motor BLDC 1500 Watt 602 Watt, Rata-rata variasi kecepatan dan konsumsi daya terbaik pada uji jalan prototipe sepeda motor listrik 1500 Watt berada pada medan jalan yang lurus dan beraspal.

Abstract

Pengelolaan sampah melalui bank sampah merupakan upaya dalam memberdayakan masyarakat untuk mengurangi timbunan sampah yang ada. Dimana masing-masing rumah tangga dapat melakukan pemilahan mandiri. Kegiatan pengelolaan bank sampah adalah perwujudan dari collaborative governance karena dalam pengelolaannya dilakukan melalui bentuk kerja sama antara pemerintah, swasta dan masyarakat. Tujuan dilaksanakan penelitian ini adalah untuk mengetahui bagaimana proses tahapan dan faktor-faktor keberhasilan dalam pengelolaan sampah di Bank Sampah Indria Jaya Kelurahan Kalipancur Kota Semarang. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Informasi serta data yang didapatkan dilakukan dengan cara menggunakan teknik wawancara, dokumentasi, dan observasi. Untuk menunjang data penelitian, maka penelitian ini juga menggunakan studi literatur yang didapatkan dari internet, jurnal, dan dokumen penting lainnya. Pada pemilihan informan, informan dipilih menggunakan teknik purposive sampling sesuai dengan kebutuhan penelitian. Teori yang digunakan adalah menggunakan teori milik Morse dan Stephens (2012:567) terdiri dari Tahapan Collaborative Governance dan teori Goldsmith dan Donald (2009: 135-136) tentang kriteria keberhasilan Collaborative Governance. Hasil dari penelitian menunjukan bahwa dalam tahapan kolaborasi dapat berjalan dengan baik dipengaruhi jika kriteria keberhasilan terpenuhi seperti adanya rasa kepercayaan, komitmen yang kuat, sumber daya yang berkualitas, dan pembagian tanggung jawab yang jelas dibuktikan dengan adanya dampak dan respon positif yang dirasakan oleh masyarakat Kelurahan Kalipancur. Selain itu, hadirnya kolaborasi di bank sampah selain dapat mengurangi tumpukan sampah tetapi juga dapat meningkatkan kesadaran masyarakat untuk peduli terhadap lingkungan. Kesimpulan dari penelitian ini bahwa dalam kolaborasi di Bank Sampah Indria Jaya terjadi hirarki dalam struktur jaringan kolaborasi. Selain itu, terjadi perubahan komitmen tujuan awal yang dipengaruhi oleh kepentingan masing-masing aktor kolaborasi yang membuat kinerja dan kontribusi setiap aktor tidak dapat maksimal.
