Abstract

This research aims to analyze the role of regional leaders in the Bantul District Government in promoting innovative work behavior of civil servants in the Lapor Bantul program in order to optimize Bantul Smart City. This study departs from the phenomenon of efforts to improve services carried out by the Bantul District Government to foster innovative behaviors. In uncovering these phenomena, this research will analyze to what extent and how the role and actions taken by regional leaders in the Bantul District related to the Lapor Bantul program in mobilizing employees and other stakeholders so that they can contribute to and participate in the development of Bantul District together. Lapor Bantul was chosen as the focus of the research because it is a priority program indicator for the realization of Bantul Smart City. There still needs to be efforts for resident engagement and better integration among various stakeholders so that the dimension of smart society can be realized optimally. Based on purposive sampling technique, 3 informants were determined for the research, namely the Secretary of the Bantul District, the Head of the Lapor Bantul Department, and the Head of DISKOMINFO, considering their experience in policy making and program implementation for a minimum of 3 years. Data collection techniques used observation, documentation, and in-depth interviews with qualitative data analysis methods including data reduction, data display, and the conclusion.

Abstract

This study investigates the production process of public sector innovation in addressing stunting prevalence in Rote Ndao Regency, a topic that remains underexplored by public sector innovation scholars. Employing a qualitative approach with a multiple case study method, this research involved in-depth interviews with 20 informants directly engaged in two innovation initiatives: the Ka’a Fadi Innovation implemented by the PMD Office and the Mama Bo’i Innovation developed by the Health Office. The study identifies four key stages in the innovation production process: idea production, idea transformation into a prototype, championing for support, and integrating the prototype into formal policy. The findings reveal distinct differences in the production process and critical factors influencing the realization of these innovations. The Ka’a Fadi Innovation follows three stages of the production process. Four critical factors influence it, while the Mama Bo’i Innovation progresses through all four stages, supported by the same four critical factors. These determinants include transformational leadership, resource management, innovation characteristics, and external environment. The novelty of this research lies in its identification of unique production processes and key determinants that facilitate public sector innovation in resource-constrained local government settings. This study offers valuable insights into strategies for fostering public innovation in regions with limited resources, contributing to the broader discourse on public sector innovation.

Abstract

Ponain Village is located in Amarasi District, Kupang Regency, where most of the residents work as free-range chicken farmers and general farmers. However, agricultural by-products such as rotten tomatoes and chilies have not been optimally utilized. These by-products can serve as a medium for cultivating Black Soldier Fly (BSF) maggots (Hermetia illucens). This community service program was conducted using the Participatory Action Research (PAR) method, which involves active participation from specific groups. The process consisted of three stages: preparation, implementation, and evaluation. The implementation phase included socialization and training on BSF maggot cultivation. The evaluation was carried out through pre-tests and post-tests. A total of 30 participants attended the program, including members of Karang Taruna (youth organization), church youth, and farmers from Ponain Village. The results showed a significant increase in knowledge about BSF maggots, rising from 13.33% to 96.67%. Additionally, awareness of the potential use of agricultural by-products for BSF maggot cultivation increased from 26.67% to 83.33%. In conclusion, this community service activity successfully enabled Karang Taruna, church youth, and farmers in Ponain Village to utilize agricultural by-products for BSF maggot cultivation. Moreover, it significantly improved participants' knowledge of optimizing these resources for sustainable farming practices.Desa Ponain merupakan desa yang terletak di Kecamatan Amarasi, Kabupaten Kupang yang mana sebagian besar masyarakatnya berprofesi sebagai petani sayuran dan peternak ayam kampung.  Hasil sampingan dari pertanian adalah limbah tomat dan cabai yang tidak layak dijual dan masih belum dimanfaatkan secara optimal. Limbah sayuran tersebut dapat dimanfaatkan sebagai media untuk budidaya maggot Black Soldier Fly (BSF) (Hermetia illucens). Metode pendekatan pada kegiatan pengabdian kepada masyarakat ini menggunakan pendekatan Participatory Action Research (PAR). PAR merupakan metode yang dilakukan dengan melibatkan partisipasi kelompok tertentu, dengan tiga tahapan yaitu persiapan, pelaksanaan dan evaluasi. Kegiatan pelaksanaan meliputi penyuluhan dan pelatihan budidaya maggot BSF. Evaluasi yang digunakan yaitu pre-test dan post-test. Kegiatan ini dihadiri sebanyak 30 peserta yang terdiri dari Karang Taruna, Pemuda-Pemudi Gereja dan Petani Desa Ponain. Hasil dari pengabdian ini yaitu adanya peningkatan pengetahuan mengenai maggot BSF dari 13,33% menjadi 96,67%, serta adanya peningkatan pengetahuan peserta mengenai bahwa limbah pertanian dapat digunakan sebagai budidaya maggot BSF dari 26,67% menjadi 83,33%. Dapat disimpulkan bahwa Karang Taruna, Pemuda-Pemudi Gereja dan Petani Desa Ponain mampu memanfaatkan limbah pertanian untuk budidaya maggot BSF, serta meningkatnya pengetahuan peserta dalam memanfaatkan limbah pertanian untuk budidaya maggot secara maksimal.

Abstract

Abstrak: Pengabdian masyarakat ini bertujuan memberikan sosialisasi terkait penataan desa menjadi desa adat sesuai Undang-undang Nomor 6 Tahun 2014 tentang Desa pada masyarakat Desa Boti yang masih memiliki tradisi yang kuat. Tetapi desa tersebut sampai saat ini belum juga diproses dan ditetapkan menjadi desa adat. Hal ini disebabkan karena pemerintah desa dan masyarakat desa Boti belum juga melakukan musyawarah karena belum mengetahui dan memahami benar tentang desa dan desa adat, terutama mengenai kelebihan dan kekurangan desa dan desa adat, dan bisa jadi masih ada faktor lain sebagai penyebabnya. Sosialisasi ini diberikan kepada 30 peserta yang berasal dari unsur pemerintah desa, perwakilan 12 suku masyarakat adat, perwakilan Sonaf Boti dan tokoh masyarakat Desa Boti. Hasil sosialisasi 100% peserta menyatakan bahwa pengabdian tersebut sangat bermanfaat dan merasa memiliki pengetahuan dan kesadaran untuk pembentukan Desa Adat Boti. 78% peserta melanjutkan ke tahap pendampingan peralihan desa ke desa adat dan 83% peserta berharap Desa Boti dapat menjadi desa binaan Universitas Nusa Cendana. Proses pembentukan desa adat membutuhkan waktu dan pengetahuan yang cukup, sehingga ke depan peserta dapat diberikan waktu lebih panjang untuk berdiskusi terkait pemenuhan syarat-syarat peralihan dari desa ke desa adat.Abstract: This community service aims to provide socialization regarding restructuring villages into traditional villages by Law Number 6 of 2014 concerning Villages to the Boti Village community, which still has strong traditions. However, this village still needs to be processed and designated as a traditional village. The village government and the Boti village community have not yet deliberated. After all, they still need to learn and understand appropriately about villages and traditional villages, especially regarding the advantages and disadvantages of traditional villages and villages. There are other factors as the cause. This socialization was given to 30 participants from elements of the village government, representatives of 12 indigenous tribes, representatives of Sonaf Boti, and community leaders in Boti Village. As a result of the socialization, 100% of participants stated that the service was beneficial and felt they had the knowledge and awareness to form the Boti Traditional Village. 78% of participants continued to assist the transition of villages to traditional villages, and 83% of participants hoped that Boti Village could become a village supported by Nusa Cendana University. Establishing a traditional village requires sufficient time and knowledge so that in the future, participants can be given more time to discuss fulfilling the conditions for transitioning from village to traditional village.

Abstract

Abstrak: Program pencegahan stunting di Desa Oeltua, Kabupaten Kupang, bertujuan meningkatkan kapasitas kader posyandu dengan mengembangkan softskill seperti komunikasi dan kepemimpinan, serta hardskill seperti pemetaan masalah gizi dan pemanfaatan sumber daya lokal, seperti budidaya maggot BSF dan ayam KUB . Kegiatan Pengabdian kepada Masyarakat (PkM) ini mencakup pelatihan dan workshop pemanfaatan limbah hortikultura untuk budidaya maggot Black Soldier Fly (BSF) dan pemeliharaan ayam Kampung Unggul Balitbangtan (KUB) guna pemenuhan kebutuhan protein bagi keluarga. Selain itu, peserta dibekali keterampilan dalam pemetaan masalah gizi dan pemberdayaan perempuan untuk mendukung pemenuhan pangan keluarga. Mitra dalam program ini adalah 31 kader Posyandu Bahagia yang berlokasi di Desa Oeltua, Kecamatan Taebenu, Kabupaten Kupang. Evaluasi program dilakukan melalui pre-test dan post-test, masing-masing terdiri dari 15 soal untuk mengukur sejauh mana peningkatan pemahaman peserta. Hasil pre-test menunjukkan bahwa hanya 42% peserta memiliki pemahaman yang benar terkait stunting dan pemanfaatan sumber daya lokal, sedangkan setelah kegiatan berakhir, hasil post-test mencatat peningkatan signifikan dengan 74% peserta mampu menjawab dengan benar. Sebanyak 25% peserta juga berpartisipasi aktif dalam diskusi dan praktik langsung selama kegiatan berlangsung. Program ini diharapkan berkelanjutan dalam mendukung kemandirian gizi masyarakat dan menurunkan angka stunting melalui pemanfaatan sumber daya lokal serta pemberdayaan perempuan, dengan dampak positif jangka panjang di wilayah seperti Desa Oeltua. Abstract: The stunting prevention program in Oeltua Village, Kupang Regency, aims to increase the capacity of posyandu cadres by developing soft skills such as communication and leadership, as well as hard skills such as mapping nutrition problems and utilizing local resources, such as BSF maggot cultivation and KUB chickens. This community service activity includes training and workshops on the utilization of horticultural waste for Black Soldier Fly (BSF) maggot cultivation and raising Balitbangtan Superior Village Chicken (KUB) to fulfill protein needs for families. In addition, participants were equipped with skills in mapping nutrition problems and empowering women to support family food fulfillment. The partners in this program are 31 cadres of Posyandu Bahagia located in Oeltua Village, Taebenu District, Kupang Regency. Program evaluation was conducted through pre-test and post-test, each consisting of 15 questions to measure the extent of the participants' understanding. The pre-test results showed that only 42% of participants had a correct understanding of stunting and local resource utilization, while after the activity ended, the post-test results recorded a significant improvement with 74% of participants able to answer correctly. A total of 25% of participants also actively participated in discussions and hands-on practices during the activity. This program is expected to be sustainable in supporting community nutrition independence and reducing stunting rates through the use of local resources and empowering women, with long-term positive impacts in areas such as Oeltua Village.

Abstract

This research aims to identify and understand the barriers affecting public sector employees' innovative behaviors, particularly examining how these obstacles differ across stages of innovation and between genders. Utilizing a qualitative phenomenological approach, the research involved in-depth interviews with 40 informants from six agencies in Kupang City and Kupang Regency. Data were analyzed through thematic analysis techniques, revealing eleven major barriers categorized into political-administrative leadership, public management, and individual factors. Political-administrative barriers include insufficient support from political actors and a restrictive organizational climate. Public management challenges encompass a risk-averse culture, weak interdepartmental collaboration, limited knowledge sharing, bureaucratic constraints, and regulatory rigidity that restricts creative ideas perceived as "out of the box." Another key finding highlights the demotivating effect of redundant local digital innovations replaced by centrally mandated platforms, fostering employee frustration and discouragement. Individual barriers identified include a lack of expertise, limited access to policymakers, and significant gender-related issues such as patriarchy, stereotypes, and domestic responsibilities. The study highlights its novelty by uncovering how regional contextual factors, especially gender dynamics, uniquely shape barriers to innovation. This study uniquely contributes to the literature by specifically examining barriers to innovative work behavior (IWB) in the under-researched context of Eastern Indonesia, focusing on both innovation stages and gender differences.

Abstract

This study aims to analyze how the performance of the PPA Unit of the Kupang City Police Criminal Investigation Unit in handling cases of domestic violence that occur in Kupang City. The number of informants was 9 people. The performance theory used as the basis for analysis is the theory of Dwiyanto (2008), which includes four main indicators: Productivity, Responsiveness, Responsibilities. And Accountability. This research uses a qualitative approach with descriptive methods. Data was obtained through observation, interviews, documentation, and literature study. The data sources used are primary and secondary data. The triangulation technique used is source triangulation. The results showed that in terms of productivity, the PPA Unit of Kupang City Polresta needs to improve the quality of investigations, especially in collecting evidence and witnesses, the availability of inadequate RPK, good cooperation carried out by the PPA Unit of Kupang City Polresta with UPTD PPA Kupang City in handling domestic violence cases but there needs to be improvements in coordination procedures and the need for improvement in conducting socialization. In terms of responsiveness, the Kupang City Police PPA Unit showed concern and responded quickly to victim reports, but there were still obstacles in handling cases. In terms of responsiveness, the implementation of tasks is largely in accordance with applicable regulations, although there are technical errors in the implementation in the field. Abstract

Penelitian ini bertujuan untuk mengevaluasi pelaksanaan kegiatan perlindungan dan pengamanan satwa komodo (Varanus komodoensis) di Taman Nasional Komodo, sebagai salah satu kawasan konservasi strategis di Indonesia. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi langsung, serta studi dokumen perencanaan dan pelaksanaan kegiatan konservasi. Fokus evaluasi mencakup perencanaan kegiatan, pelaksanaan di lapangan, faktor pendukung dan penghambat, serta hasil dan dampak kegiatan tersebut. Hasil penelitian menunjukkan bahwa meskipun kegiatan perlindungan telah berjalan sesuai rencana teknis, pelaksanaannya masih menghadapi kendala berupa keterbatasan sumber daya manusia, logistik, dan keterlibatan masyarakat lokal yang belum optimal. Beberapa dampak teridentifikasi, seperti penurunan tingkat pelanggaran kawasan dan penurunan jumlah petugas. Penelitian ini merekomendasikan penguatan pendekatan kolaboratif dan adaptif dalam konservasi komodo secara berkelanjutan.

Abstract

Introduction: This study aims to identify key determinants influencing EMR adoption and measure their subsequent impact on organizational performance in Type-C hospitals, emphasizing internal organizational factors, user acceptance, and adaptability to healthcare policy dynamics. With persistent implementation gaps in low-resource settings despite national mandates our objective was to explore user-centered determinants of EMR success and address the shortcomings of top-down health digitalization strategies in developing countries. Methods: This cross-sectional explanatory study involved a survey-based quantitative design conducted across three Type-C hospitals in Kupang City, Indonesia, between January and March 2024. A total of 282 healthcare professionals, selected using stratified random sampling, participated in the study. Data were collected using a validated Likert-scale questionnaire measuring variables such as human capital, task-technology fit, and system acceptance. Given the non-interventional nature of this study, adherence to ethical research standards including voluntary informed consent, and obtained administrative approvals from relevant local government authorities, formal ethical approval was waived as per prevailing national guidelines. Results: The primary outcome of the study was the identification of key drivers of EMR acceptance, with human capital (? = 0.205; p < 0.001), task-technology fit (? = 0.203; p = 0.001), and effort expectancy (? = 0.176; p < 0.001) showing significant influence. Additionally, user satisfaction was found to mediate the relationship between acceptance and organizational performance (? = 0.728; p < 0.001). External variables such as perceived cost and government policy showed no significant effect (p > 0.05). The strongest indirect effect on performance was recorded via the pathway: Acceptance ? Satisfaction ? Performance (? = 0.394; p < 0.001). Conclusion: In conclusion, our study contributes to the understanding of EMR adoption in resource-constrained health systems by highlighting the dominant role of internal capabilities over external mandates. This research provides insights into the importance of user satisfaction and system alignment in shaping digital health success. Future studies should explore longitudinal impacts and the role of organizational culture, ultimately advancing knowledge in the field of international health informatics.
