Abstract

This study aims to analyze the impact of tourism on community livelihoods in Fatumnasi Village and Eonbesi Village, South Central Timor District, East Nusa Tenggara. Tourism is recognized as an important sector in local economic development, especially in remote areas with distinctive natural and cultural potential. Nonetheless, tourism development also presents challenges related to the balance between economic benefits and environmental and cultural sustainability. The research method used was a qualitative approach with in-depth interviews, participatory observation, and document analysis. The results show that tourism has a positive impact on increasing income and community awareness of cultural preservation, but the economic benefits are not evenly distributed, causing social inequality. In addition, government involvement in supporting infrastructure and community empowerment is still limited. The novelty of this study lies in the identification of specific factors that support or hinder the sustainability of CBT in remote areas, which makes an important contribution to the development of literature related to tourism and sustainable livelihoods in the Asia-Pacific region. The study also provides strategic recommendations for policymakers to optimize the economic benefits of tourism while maintaining the sustainability of the local environment and culture.

Abstract

This study investigates the failure of bureaucratic simplification policy in South-Central Timor Regency, Indonesia, particularly the mandated transition of echelon IV structural roles into functional positions under Permenpan RB No. 17 of 2021. Using a qualitative case study approach, the research collected data through in-depth interviews, participatory observations, and document analysis involving affected civil servants, structural officials, and governance experts. Four interrelated barriers were identified: exclusion of civil servants from decision-making processes, demotivation due to unclear career paths and insufficient financial incentives, stagnant leadership at the echelon II level, and inadequate systemic support, including training and infrastructure. These challenges reflect the interplay of socio-political dynamics and regional resource constraints, which complicate the application of agile governance principles in peripheral regions. The study’s novelty lies in its localized perspective, which reveals governance and administrative complexities often overlooked in mainstream reform narratives. It emphasizes the critical role of leadership behavior, employee involvement, and institutional readiness in sustaining reform, offering practical insights for policy improvement in resource-limited contexts.

Abstract

This study aims to examine how the governance of the salt industry in Malaka Regency, East Nusa Tenggara, Indonesia, affects local democracy, particularly by distinguishing between procedural and substantive democratic outcomes. Despite growing interest in the democratic implications of natural resource governance, existing studies on coastal extractive resources often conflate these two dimensions, leading to mixed conclusions. Employing a qualitative single-case study approach, data were collected through field observations, in-depth interviews, focus group discussions, and desk research. The findings reveal that salt governance in Malaka triggered grassroots resistance and significantly increased voter turnout in the 2020 regional elections, ultimately contributing to the fall of a dominant political dynasty. These developments reflect a strengthening of procedural democracy through heightened civic engagement and electoral accountability. However, the same governance processes resulted in substantive democratic failures, including land dispossession, environmental degradation, and violations of customary rights. Furthermore, the political transition led to the rise of a cartel-style regime, where elites reconfigured power through alliances among business actors, bureaucrats, and political leaders. This study concludes that coastal extractive governance can simultaneously advance procedural democracy while undermining substantive democracy and calls for a more nuanced evaluation of democratic quality in resource-dependent, decentralized regions.

Abstract

Abstrak: Stunting serta pencegahannya perlu dipahami oleh remaja, pemuda serta orang tua. Tujuan kegiatan ini adalah untuk memberikan pemahaman bagi mitra pada daerah kantong stunting tentang konsep stunting serta dampak dan penanganannya. Solusi yang ditawarkan kepada 38 orang mitra yang terdiri dari remaja, pemuda, orang tua dan ibu serta calon ibu untuk mengatasi permasalahan kelompok adalah perlunya pemahaman bahwa stunting bukan merupakan penyakit turunan, suanggi (sihir) ataupun genetik orang tua, selain itu diperlukan pamahaman tentang pemanfaatan berbagai pangan lokal yang melimpah di lokasi untuk pencegahan stunting. Metode yang digunakan adalah ceramah, praktik dan pendampingan selama program berjalan. Evaluasi PkM ini dilakukan dengan mengisi angket kuisioner yang telah disiapkan oleh tim PkM yang memperoleh hasil bahwa 20% “setuju” dan 80% “sangat setuju” bahwa materi yang disampaikan mudah dipahami, jelas dan terperinci. Serta 100% responden “setuju” bahwa kegiatan pengabdian ini sesuai dengan kebutuhan, mampu menjawab dan memberikan solusi atas permasalahan yang dihadapi.Abstract: Stunting and its prevention need to be understood by adolescents, young people and parents. The purpose of this activity is to provide an understanding for partners in stunting pocket areas about the concept of stunting and its impacts and handling. The solution offered to 38 partners consisting of adolescents, young people, parents and mothers and prospective mothers to overcome group problems is the need to understand that stunting is not a hereditary disease, suanggi (magic) or genetics of parents, in addition it is necessary to understand the use of various local foods that are abundant in the location to prevent stunting. The methods used are lectures, practices and mentoring during the program. The evaluation of this PkM was carried out by filling out a questionnaire that had been prepared by the PkM team which obtained the results that 20% "agree" and 80% "strongly agree" that the material presented was easy to understand, clear and detailed. And 100% of respondents "agree" that this community service activity is in accordance with needs, able to answer and provide solutions to the problems faced.

Abstract

Abstrak: Program pencegahan stunting merupakan upaya krusial dalam meningkatkan kualitas sumber daya manusia, terutama di wilayah yang rentan terhadap bencana seperti Desa Fatumnasi, Kabupaten Timor Tengah Selatan. Program ini bertujuan untuk meningkatkan kapasitas kader kesehatan dalam pencegahan stunting, mengingat tingginya prevalensi stunting di desa ini dan keterbatasan kapasitas kader yang berperan penting dalam mendeteksi dan menangani kasus stunting. Mitra kegiatan ini adalah kader kesehatan posyandu Desa Fatumnasi, yang merupakan garda terdepan dalam layanan kesehatan masyarakat di daerah rawan bencana. Kegiatan Pengabdian kepada Masyarakat (PkM) ini melibatkan beberapa tahapan, mulai dari persiapan, pelaksanaan, hingga evaluasi. Pelatihan dan workshop difokuskan pada pemetaan wilayah rawan stunting serta peningkatan keterampilan kader dalam menghadapi tantangan geografis dan situasi darurat akibat bencana alam. Evaluasi program dilakukan menggunakan metode angket dan survei terhadap peserta untuk mengukur tingkat pemahaman. Hasil menunjukkan bahwa 50% peserta mengalami peningkatan pemahaman terhadap materi, dengan 25% partisipasi aktif dalam diskusi dan workshop. Program ini diharapkan dapat berkelanjutan dan mendukung upaya nasional dalam menurunkan angka stunting, terutama di wilayah rawan bencana.Abstract:.The stunting prevention program is crucial to enhance human resource quality, particularly in disaster-prone areas such as Fatumnasi Village and Timor Tengah Selatan Regency. This program aims to strengthen the capacity of healthcare cadres to prevent stunting, given the high prevalence of stunting in the village and the limited capacity of the cadres, who play a vital role in detecting and addressing stunting cases. The program's partners are the Fatumnasi Village posyandu health cadres, who serve as the frontline in providing public health services in disaster-prone areas. This community service initiative (PkM) involves several stages: preparation, implementation, and evaluation. Training and workshops are focused on mapping areas vulnerable to stunting and enhancing the cadres' skills in tackling geographic challenges and emergencies due to natural disasters. Program evaluation was conducted through questionnaires and surveys to assess participants' understanding. The results indicated that 50% of participants demonstrated improved comprehension of the material, with 25% actively participating in discussions and workshops. This program is expected to be sustainable and support national efforts to reduce stunting rates, particularly in disaster-prone regions.

Abstract

This study aims to analyze pentahelix collaboration in waste management in Kupang City, East Nusa Tenggara Province. Waste, particularly household waste, has become a serious problem in almost all major cities in Indonesia, including Kupang. The research employs a qualitative approach using in-depth interviews, participatory observation, and document analysis. The findings reveal significant limitations in human resources, transportation facilities, containers, and budget allocation for waste management. Collaboration among stakeholders remains minimal, with the waste management roadmap yet to be widely socialized. Existing legal instruments are limited to MoUs, cooperation agreements, and temporary decrees. Moreover, public awareness of sorting and disposing of waste properly remains low. The novelty of this study lies in highlighting that waste management cannot be addressed solely by the government but requires pentahelix collaboration involving local government, communities, the private sector, media, and academia. The impact of this research is twofold: it exposes systemic weaknesses in waste governance in peripheral regions while underscoring the importance of cross-actor collaboration. The practical recommendations offered include establishing permanent regulations, strengthening infrastructure, ensuring sustainable budget allocation, and promoting environmental literacy, starting from families to educational institutions. Thus, this study not only identifies problems but also provides concrete policy directions for strengthening sustainable waste governance in Kupang City.

Abstract

The credit point policy for lecturers plays a central role in academic promotion within higher education. However, its implementation often faces multiple challenges, particularly in institutions with limited administrative and digital capacities. This study specifically aims to examine the policy content and implementation context of the credit point system at Nusa Cendana University during 2022–2024, with a focus on identifying the key barriers and enablers shaping academic promotion outcomes. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis involving 15 key informants, including university leaders, faculty administrators, and lecturers. Findings reveal that although the policy is formally grounded in national regulations, its practical application is hindered by limited policy literacy, complex procedural requirements, unequal workload distribution, insufficient technical assistance, and weak institutional support. These barriers have led to ineffective promotion outcomes and underutilization of the policy’s potential. To address these challenges, the study recommends simplifying technical guidelines, enhancing institutional coordination, accelerating administrative digitalization, and fostering a supportive academic ecosystem. A web-based information system is also proposed to assist lecturers in calculating and managing credit points more efficiently. By applying Grindle’s policy implementation framework, this research contributes to the literature on higher education governance by demonstrating how national-level regulatory instruments are mediated by institutional capacity and local contextual realities, particularly in resource-constrained universities in peripheral regions of Indonesia.

Abstract

The purpose of this study was to explain the level of representation of women in bureaucratic, structural positions and the inhibiting factors they face in occupying bureaucratic, structural positions in East Flores Regency. The research method used is qualitative descriptive with interviews of 13 informants determined through purposive. The results of this study explain that in the last three years, the number of female civil servants in echelons II and III is less than that of men. In 2021, there were three female civil servants left because, in 2020, one of the female civil servants died. Furthermore, in 2022, one of the female civil servants finished her term. The inhibiting factors faced by women in bureaucratic, structural positions are viewed in two forms: 1) internal constraints such as lack of self-confidence and the multiple roles played by women, 2) external constraints related to a) constraints from the family, and b) constraints from society related to the value system and norms. The research is expected as input for East Flores Regency

Abstract

This article explores the impact of top-down delayering policies on government employees in vertical institutions in Eastern Indonesia. This study used a qualitative approach through in-depth interviews with government employees in three vertical agencies in East Nusa Tenggara. Four main dimensions are explained: job suitability with competencies, future career patterns, innovative work behavior, and employee welfare. Findings indicate a significant mismatch betsween employee competencies and the demands of the new position, resulting in decreased efficiency, role confusion, and low morale. Concerns about unclear future career patterns were also identified, affecting employee motivation and morale. On the other hand, the transition to a more functional structure contributes to an increase in innovative work behavior, with employees feeling more empowered to make creative contributions. Apart from that, this policy also positively impacts the economic welfare of employees through increasing benefits and performance. This research underscores the importance of effective change management, adequate preparation, and communication in implementing bureaucratic delayering policies. Limitations of the study include the limited sample and focus on individual perceptions.

Abstract

This study aims to describe various educational innovations in the learning process at SMAN 1 Kupang in the post-Covid-19 period and the factors that influence the process of innovation. This study uses qualitative methods with the type of case study research, with interview techniques. This research was sourced from 7 informants who were directly involved in the process of educational innovation in the learning process at SMAN 1 Kota Kupang. This study found that digital learning innovations had been carried out by schools before the Covid-19 period took place. This innovation was then developed by the school principal and teachers when Covid-19 occurred and continued after post-Covid-19. This is following the aim of SMAN 1 Kota Kupang to become a technology-based school and a driving school in the City of Kupang.
