Abstract

This study investigates the critical factors influencing the initiation of Public Sector Innovation (PSI) in Indonesia, focusing on governance and service-type innovations within two local government settings: Yogyakarta and Kupang. The methodology employed was a qualitative approach with multiple case studies complemented by the critical incident technique for data analysis. The data were gathered from 23 informants who played significant roles in the early stages of the innovation process at the local government level. The findings reveal that in Yogyakarta, the successful initiation of innovations such as Sego Segawe and YES 119 was primarily driven by robust political leadership, extensive external networks, and the availability of resources. In contrast, the innovations in Kupang, such as Kupang Green and Clean (KGC) and Brigade Kupang Sehat (BKS), were heavily influenced by strong collaboration with external stakeholders and the adaptability of innovations to local conditions. A comparative analysis of the two cases underscores that while both regions benefited from political support and external collaboration, the specific local context and available resources played a crucial role in shaping the innovation process. The novelty of this research lies in its cross-regional comparison, which provides new insights into how local contexts in different geographic regions of Indonesia influence the initiation and success of public sector innovations. These insights contribute to the broader PSI literature by highlighting the importance of contextual factors in successfully initiating public sector innovations in developing countries.

Abstract

Background This study examines the imbalance between emergency response funding and long-term recovery financing following the 2024 eruption of Mount Lewotobi Laki-Laki in East Flores. The research aims to determine whether the global pattern, marked by rapid and substantial funding during the response phase and a sharp decline during recovery, also appears in this local context. Methods A qualitative approach was employed by combining a systematic review of disaster-financing literature in Asia with empirical data from East Flores. Data were collected through document analysis, official reports, and in-depth interviews with humanitarian practitioners and local authorities. Thematic coding was used to analyze patterns in funding flows, institutional constraints, and community experiences. Results Findings reveal a structural gap between response and recovery funding. Support during the emergency phase was abundant, while recovery efforts faced limited and inconsistent financial resources. This shortfall contributed to delays in permanent housing, unclear relocation processes, disrupted education services, loss of livelihoods, and heightened social and psychological stress among affected communities. Conclusions The study highlights the need for long-term recovery funding schemes, stronger coordination mechanisms, and greater community involvement in recovery planning. These insights underscore the importance of improving disaster-recovery governance in low-fiscal island regions such as Eastern Indonesia.

Abstract

This study investigates the critical challenges hindering sustainable community-based tourism (CBT) deve- lopment in the Fatumnasi tourism area of East Nusa Tenggara, Indonesia. The research addresses gaps in previous studies that often overlook specific causes of success or failure and predominantly focus on developed regions or other developing countries with better infrastructure. Utilizing a qualitative case study method, data were collected through semi-structured interviews, focus group discussions, field observations, and document analysis. Key findings reveal that socio-economic challenges, infrastructural deficiencies, governance and policy issues, community engagement and empowerment, and environmental and cultural preservation are significant barriers. The novelty of this research lies in its comprehensive examination of these barriers within the unique context of Fatumnasi, providing detailed insights into the challenges newly developing regions face. The study contributes valuable recommendations for policy-makers and community stakeholders to enhance the sustainability and benefits of CBT initiatives in similar areas.

Abstract

This research examines the challenges of female representation in legislative elections in Lembata Regency, East Nusa Tenggara, with the aim of understanding the obstacles faced by women in formal political arenas. Despite the implementation of a 30% minimum quota for female representation in the legislature, women in Lembata Regency still face difficulties in achieving elected positions. Using a qualitative case study approach, this study identifies three key dimensions affecting women's representation: macro dimension (political systems and affirmative action policies), meso dimension (the role of political parties), and micro dimension (the individual capacity of female candidates). The findings show that although women meet the administrative quota, structural barriers, patriarchal culture, and unequal political resources still hinder their election. To enhance female representation, more concrete political support and a shift in societal attitudes towards gender inclusivity are needed.
