Abstract

The implementation of house enhancement policy in inhabitable settlement through village structuring at DKI in 2013 (a case study at kampung deret Petogogan) was aimed to find out how a policy is implemented at DKI Jakarta, and how local society’s participation an to changing their house areas healthier, more well-structured and more habitable. The research methodology was qualitative. The data collection came from primary and secondary data. Research subjects were the Department of Housing and Building of DKI Jakarta Province, the Department of Housing and Building of South Jakarta, and Petogogan inhabitants.Tecnique of collecting data, by interview and documentation. The inhabitable is one of the social problems that is difficult to be solved. Building an inhabitable settlement called as slum area can cause a potential problem in the city. The implementation of house enhancement policy in inhabitable settlement through village structuring at DKI Jakarta is one of the outstanding programs planned and socialized by the government of DKI Jakarta. The target village operates the concept of changing regions into one unified region. It is different from the slum reduction programs initiated by the previous governor of Jakarta, the policy involved the community during implementation. Abstract

The Ombudsman study explains the lack of complaints not because of the performance of public services either, in fact people are reluctant to complain because it is considered not to bring any changes to the public service. The central government develops the LAPOR / Aspirations and Online People's Complaint Service, based on electronic applications, targeting in 2017 all Institutions / Ministries / BUMN / D / LGs can be integrated into the LAPOR program in order to improve the quality of public services. In 2016 the city government of Semarang began to implement the LAPOR policy with the name of Lapor Hendi. This policy is categorized as the use of electronic facilities by government / e-government in the field of public services, specifically the public service complaints management section.The objective of this research is to know Lapor Hendi process as public policy which is electronic from the side of its policy resources, using theory of policy resources from Harvard JFK School Of Government study, that is from Support, Capacity and Value aspect. Researched with descriptive kuaitatif method, by way of data retrieval through interviews, observation, and literature study.The result of the research shows that from the support side, there is support from the regulation of mayor that regulate Lapor Hendi, commitment in the form of routine report discussions, the allocation of physical infrastructure as the facilities and infrastructure of the activity, and also the socialization of Lapor Hendi indirectly to the community. In terms of capacity, the financial program of Lapor Hendi has been allocated to APBD, institutional, human resources managers and implementers along with technology infrastructure has been provided for this program. In terms of benefits, there are 3 parties who get from the benefits of Lapor Hendi policy, the community both Semarang City and outside the city of Semarang that utilize the facilities of Semarang City, Semarang City Government, and Profit Organization.Keywords: public service, Lapor Hendi, public policy resources, Support, Capacity, Value.

Abstract

AbstractProgram Nasional Pemberdayaan Masyarakat (PNPM) MandiriPerkotaan is one of the programs that comes as a solution to the problem ofpoverty. PNPM Mandiri Perkotaan is also present to overcome the problem ofpoverty in Pekalongan Regency, one of the assisted areas is in Babalan LorVillage Sub-Distric of Bojong Regency of Pekalongan. Furthermore, inimplementing a development program, it is necessary to involve all parties inother words, it requires participation of all components involved. Poverty andparticipation are two things that are closely related, the ineffectiveness ofparticipation and integration of the poor into the main institutions of society, isone of the characteristics of the culture of poverty. This research is conducted byusing qualitative research method. Data collection used in this research isinterview and documentation.The results show that the participation of the Babalan Lor villagecommunity can be concluded that it is running but needs to be improved. Villagersof Babalan Lor are only enthusiastic to be involved in the introduction andplanning process. While community involvement in the process of implementation,monitoring and evaluation even for the maintenance of the results of developmentneeds to be improved because people tend to be oriented towards the material orwages to be received, not the benefits of such development. On the other hand,there are encouraging factors of community participation that include: 1)Community Needs and 2) Village Facilitator Support, BKM Margo Mulyo andCommunity Leaders of Babalan Lor Village.Keywords: Participation, PNPM Mandiri Perkotaan

Abstract

ABSTRACTOne of the concept of development is sustainable, which means the process or development activity is an activity that is carried out on an ongoing basis with the main goal is to meet the needs of human life in order to improve the welfare of man. In carrying out development activities, the Government involves other parties such as private and public. This happens almost every development activity, not least the development of green space in Tangerang. Regulation No. 26 of 2007 concerning spatial explains if every district / city must have green open space at least 30% of its area, with the percentage of 20% of the public green open space which became the responsibility of the Government and 10% Private green open space which became the responsibility of the private sector and the community.Research methods used in this research is the mix method by using the technique of sequential explanatory, this technique is characterized by the data collection and analysis of quantitative data on the first stage, followed by the collection and the analysis of qualitative data at the second stage, in order to strengthen the results of quantitative research in the first stage. Research done in district of Tangerang to the number of samples as much as 68 respondents, with a research instrument using a detailed questionnaire. Researchers also use data results of in-depth interviews with resource-related, as well as other supporting secondary data that comes from books, journals, news media, and sources of other libraries.The results in this study indicate that there is a significant influence of the private sector with a percentage of 10% and the effect of a strong influence on public participation with a percentage of 20.8% influence in the development of open green space in the district of Tangerang. RTH development process will continue to be implemented, so that at the end of a planning period of development (2032) RTH percentage can reach 30% as mandated by law. Increasing the role of the private sector and community participation will continue to be pursued, the regulatory application process improvement will be done so that development planning activities can be run in accordance with what has been organized and planned in the regulation. Keyword: Role of the Private Sector, Public Participation, Development of Green Open Space (RTH).

Abstract

Government efforts in realizing Good Governance can be realized throughan integrated Electronic Government for Good Governance from the level ofregional government to the center. It is intended that the information andcommunication technology infrastructure that will be built can be utilizedmaximally to coordinate with all agencies, both at central and regional levels.The implementation of good governance in Demak Regency is realized throughthe application of E-Planning where in its application there are many obstaclesThe research method used is descriptive qualitative data collectiontechniques such as interviews and documentation. The data obtained were thenanalyzed using Triangulation Methods, Theory and Data Sources.The results of the research related to the implementation of e-planning inDemak Regency are the implementation of Regional Regulation No. 2 of 2018which is a follow-up of efforts to integrate the use of information technology ingovernment activities, especially those relating to development planning. Theimplementation process is modeling from a similar program in Batang District. Inthis case the E-Planning Application that is run is still in the web presence stagebecause when viewed in its application the E-Planning website does not provideinteractive space for the community. The process of initiation, provision ofinstruments, outreach and preparation has been carried out, but in itsimplementation there are still a number of problems including servers that areoften error with limited network capacity, over capacity access, causing operatorsto wait for a while to be able to log in, limited human resources qualified in thefield of programming, there are still many proposals that are not accommodatedproperly. However, with all the problems faced by the Demak Regencygovernment efforts so far it has been considered to be quite responsive in solvingproblems and both technical and non-technical obstacles encountered inimplementing E-Planning can be seen from 3 aspects including TechnologyAspect, when there is an error on the server, the response of the Demak Regencygovernment is quite fast only a few moments have been handled and the responseis fast. Then in the bureaucratic or technical aspects, When input is carried outwithin a scope of Bappeda, the Demak Regency Government increases thecapacity of the internet network at a certain time so that it is expected to minimizeerrors when input. Then when an urgent problem occurs but the Demak Regencygovernment cannot handle it by itself, the Demak Regency Government  coordinates with the Batang Regency to find solutions to the problems faced. In the aspect of Human Resources, Bappeda Litbang does not immediately release the operator independently but if there is a problem or the operator does not understand Bappeda continues to provide technical guidance in accordance with what is expected.Keywords: Good Governance, E-Government, Implementation

Abstract

Construction of double track railway lines will give some positive impact , both positive for national transport and have a positive impact on the national economy. In this study focused writing to see the implementation process of land acquisition or construction of double track railway lines in the Village District of Randublatung Wulung Blora pursuant to Presidential Decree No. 65 Year 2006 on Land Procurement for Development Implementation for Public Interest . Method used in this study is a qualitative research method . The results shows that the implementation of land acquisition in accordance with the provisions of the double rail Presidential Regulation No. 65 Year 2006 on Land Procurement for Development Implementation for Public Interest which there are several stages , but in practice there are several obstacles .Keywords : Land Acquisition , Policy Analysis

Abstract

Pakualam Ground is communal land that is regulated under Law No. 3 Year 1950 on the Establishment of the Special Region of Yogyakarta that land sector into domestic affairs and obligations of the Government of Yogyakarta Special Region (DIY). So that Law No. 5, 1960 (Basic Agrarian Law) does not apply fully in Yogyakarta. As owner of the land Pakualaman Ground, Paku Alam has not been recognized as a legal entity in Indonesian positive law so it is entitled to a certificate as evidence of ownership of land. This resulted the certainty about the location and boundaries of the land becomes less clear. So frequently lead to land dispute, such as mutual claims of land ownership Paku Alam Ground.This study aims to identify the factors causing land dispute and the role of Kulon Progo District Land Office to resolve land dispute in Karangwun village. The research method used is qualitative. Analysis techniques using analysis interactive models of Miles and Huberman with analysis in the form of data collection, data presentation, data reduction and then drawing conclusions / verificationBased on research that has been done, it is known that factors causing land dispute in Karangwuni village is the disorganized land administration in the past are boundary Paku Alam Ground. The second factor is the conflict of data related to different perceptions about the land boundary. Kulon Progo District Land Office plays a role in conducting an inventory of land and issuance of certificates. It can be concluded that the Kulon Progo District Land Office role in the settlement of land dispute in the village Karangwuni.Keywords : Land disputes, Paku Alam Ground, Role

Abstract

Dalam meningkatkan kinerja ASN maka mereka diberikan kesempatan untuk meningkatkan kompetensinya. Sementara itu, pemerintah gencar melakukan inovasi terhadap sistem birokrasi. Sehingga, upaya yang dilakukan pemerintah adalah meningkatkan kinerja ASN yang inovatif melalui pendidikan dan pelatihan kepemimpinan dengan output produk yang inovatif. Namun tidak semua output berupa inovasi tersebut berlanjut pasca pendidikan dan pelatihan kepemimpinan selesai. Dari 10 inovasi/proyek perubahan, 4 diantaranya tidak berlanjut karena alumni dimutasi. Bagi yang berlanjut juga terdapat hambatan dalam berbagai faktor. Penelitian ini memiliki tujuan untuk melihat efektivitas pembuatan proyek perubahan/inovasi pada Pendidikan dan Pelatihan Kepemimpinan IV dalam menentukan inovasi khususnya Pendidikan dan Pelatihan Kepemimpinan IV Angkatan 1 Tahun 2019 BPSDMD Provinsi Jawa Tengah. Dengan metode kualitatif dan melakukan wawancara terhadap 20 informan pada 6 inovasi yang berlanjut dan pra penelitian kepada 10 alumni/inovator. Hasilnya menunjukkan 4 inovasi/proyek perubahan tidak berjalan karena alumni/inovator dimutasi. Enam inovasi/proyek perubahan yang berlanjut memiliki faktor pendukung berupa inovasi yang bebas dan sesuai dengan tupoksi, tidak membutuhkan banyak ketrampilan khusus, dukungan pimpinan, dukungan stakholder, sarana dan prasana, adanya gagasan untuk memperbaiki dan mengembangankan inovasi. Meskipun memiliki hambatan seperti kurangnya sosialisasi, anggaran, tidak adanya insentif, kurangnya partisipasi, faktor kondisi, regulasi dan persetujuan, dan pengguna belum terbiasa dengan perubahan para implementator memiliki solusi untuk mengatasi dan memiliki keinginan untuk mempertahankan inovasi tersebut. Sementara bagi birokrasi inovasi/proyek perubahan tersebut memiliki dampak dan bagi pengguna inovasi banyak yang merasakan dampak positifnya. Sehingga pembuatan inovasi/proyek perubahan pada Pendidikan dan Pelatihan Kepemimpinan IV efektif dalam menentukan inovasi.

Abstract

This study aims to explain the results of the implementation of the innovation of the Department of Communication and Informatics, Statistics and Encoding, Bekasi City, especially in online complaint services on the Bekasi Iconic application. To analyze it, this study uses the theory of policy implementation from George C. Edwards III with the variables of Communication, Resources, Disposition, and Bureaucratic Structure. In addition to policy implementation theory, this study also uses the theory of public service innovation. This study used a qualitative descriptive method with data collection techniques carried out through interviews. The results showed that, the implementation of services through the Bekasi Iconic application did not work based on the lack of good communication between regional apparatus, the absence of experts in the field of human resources at the Department of Communication, Informatics, Statistics, and Coded so that implementation was constrained, or lack of awareness. implementers in the implementation, and there is a change in the bureaucratic structure in the Office of Communication, Informatics, Statistics, and Encoding. In the online complaint service, there was a transfer of access channels through SP4N Report so that POT in 2020 is no longer used. In terms of bureaucratic behavior, the existence of budget cuts at each OPD has made the implementation of the Bekasi Iconic application in 2019 not running until now
