Abstract

This research is motivated by the presence of Transportation GO-jack in Semarang City. GO-Jek presence became an own interest for people in the Semarang City. In addition to the convenience provided by the Go-Jek is also a transportation alternative that is easily accessed by the public phenomenon of Go-Jek has become a stumbling block to the government in carrying out public transportation in the Semarang City. This is because the public already saturated transport exist today. The method used in this study is a research method combined with qualitative and quantitative approach with descriptive methods. The purpose of this study is to obtain data about the community and the government's response assessment will be the phenomenon of Go-Jek be an inability of the state to provide quality transportation services. These results indicate the characteristics of the choice of using Go-Jek for being able to provide accessibility for an easier, more flexible, more personalized and performance services better, more orderly would traffic signs, conditions and facilities of vehicles that are viewed and comfortable, high availability and better reliability.

Abstract

The research is based on the growth of street vendors in DKI Jakarta which implicatedof many problems to the environment especially The National Monument as an iconic placeof the capital city of Indonesia, DKI Jakarta. In order to tackle the problem the localgovernment of DKI Jakarta implemented district regulation of DKI Jakarta number 8 year2007 regarding public order in National Monument. The research is conducted in order to;(1) Explain implementation of district regulation of DKI Jakarta number 8 year 2007regarding public order, (2) Explain obstacles encounter the implementation of regulation.The method used in this research is a qualitative-descriptive. Using primary andsecondary data through various techniques such of interview and documentation. There are 4factors or variables as tools of analysis which importance role in public policy in order todevelop good implementation, those are: communication, sources, disposition, andbureaucracy structure.The results found that the district regulation of DKI Jakarta number 8 year 2007regarding public order that implemented in National Monument are not optimal. Theproblems are many street vendors doesn’t know about the regulation; limitless humanresources in performing policing; and the overlapping of tasks and function amongs theimplementor.Recommendation to solve the problems and the circumstances are: enhancementcoordination between implementer, engage others local government agencies or NGOs in toinvolvement on implementating the regulation, and dissemination to the public regarding theimpact caused by illegal street vendors.

Abstract

Abstract.Implementation of Public Service Obligation to BUMD PT Transjakarta asgovernment effort to realize good governance and oriented to public service. With thesubsidy, it is hoped that the people can switch to public transportation Transjakarta. Theissues raised in this study: how the implementation of Pergub No. 62 of 2016? And whatare the factors affecting the implementation process of Pergub?The purpose of this study is to understand how the implementation of public serviceobligations to BUMD PT Transjakarta in accordance with Pergub No. 62 of 2016 and thefactors that affect the implementation process.In answering the problems and objectives done by using the theory of goodgovernance, policy implementation is used as one of the formal process to implement apolicy and public service in the field of transportation.The results showed that in the implementation of Pergub No. 62 of 2016 has been implemented in accordance with the mechanism set out in the Pergub that is through the stage of proposal, verification, budgeting and implementation, disbursement, reporting and accountability. In the implementation there are two supporting factors namely disposition that shows the commitment of implementors in implementation and resources both from human resources and finance. Also found two factors that become obstacles implementation are communication and bureaucratic structure.

AbstractBy : RurinRoesyianaNIM : 14010111130088 Department of Government Science Faculty of Social and Political Science Diponegoro University Semarang  In order to accomplish the objectives of MDGs (Millennium Development Goals) which has become paradigm of global development, Indonesian Government has committed to accomplish all the objectives and targets. One of the commitments is reducing the number of residents who is not able to gain access to safe and sustainable clean water source and basic sanitation facilities in 2015. Semarang Municipality has the most community based sanitation program,  75  facilities  in  total.  Banyumanik  Sub-District  is  one  of  the  locations  for  the community based sanitation program.The research was aimed to observe and explain form of community participation in the program of community based sanitation as well as factors influencing the residents to support the program community participation in Banyumanik Sub- District. The method used in the research was descriptive qualitative where facts were described systematically. The data was then analyzed by in-depth interview to the stakeholders and documentation.The research that participation was done by the residents of Banyumanik Sub- District in forms of thoughts, direct participation, and materials. The influencing factors in the community participation are social economy, education, knowledge of program’s objective andbenefits,   local   history,   organizational   influence,   gender   egalitarianism,   and   community awareness to have healthy lifestyle. Key words: Community Participation, Sanitation

Abstract

A BST R A C TLand Acquisition process in construction of development for public ingeneral will be full of problems or conflictual. This is due to sensitive of soil and landavailability is limited. However, Land Acquisition in Mangkang Wetan and MangunharjoVillage, Semarang, land acquisition carried out for normalization of DAS is almost nosignificant conflict . This is an interesting process of land acquisition to normalize DASBeringin in Semarang. This research used a qualitative approach with descriptive type.This research is composed to construct or reportray land acquisition process fornormalization of DAS Beringin in Semarang. The process was executed smoothly as aneffort to overcome flooding that occurs in Mangkang Wetan village and Mangunharjovillage of Tugu District, Semarang. Researchs found the mechanism of land acquisition,source of funds, constraints, solutions, and factors that support the achievement of thenegotiations. Based on the results of research, concluded that the implementation of landacquisition in normalization negotiations DAS Beringin has been proceed seamlessly,without any meaningful constraints. There were 136 plots of land belonging to residentshad freed by the government.Researcher suggest, necessity for improving handling in the following up theprocesses of land acquisition, the physical development, considering that every year theMangkang Wetan village and Mangunharjo village is affected by floods, especiallyduring heavy rainfall in the rainy season. Research on the negotiation process of landacquisition in the context of normalization DAS Beringin can be used as an example ofsuccessful land acquisition activities because it is easily reached an agreement betweenthe government and the citizens, particularly in dealing with similar problems, namelycope with floods that might occur on other watersheds in the city, even in all regions inIndonesia.K eyword : L and A cquisition, normalization of DA S Beringin.

Abstract

ABSTRACTThis study aims to determine the voting behavior in the Police family during Central Java Governor election 2013. This study used qualitative of research methods. Techniques of data collection using semi-srtuctural interviews that use open-ended questions, based on the interview guide. DEVELOPMENT PROGRAM ANALYSIS OF WONOLOPO TOURIST VILLAGE IN SEMARANG CITYREZZA ABDY PRADANA(GOVERNMENT SCIENCE, FISIP UNDIP, SEMARANG)ABSTRACTIONThis research was motivated by the Tourism Village Wonolopo in Semarang who can not develop like other tourist village in the city of Semarang. So the tourist village in the Village program Wonolopo threatened not to proceed. Wonolopo Tourism Village Development Program should be maintained to create a prosperous society and independent evenly according to the Indonesian government program that people want mensejahterkan evenly from the Central State to the people in the village and prepare people to face the free market in ASEAN. To maintain Wonolopo Tourism Village, Semarang city government should be able to develop tourism village Wonolopo. Semarang city government should establish cooperation with Tourism Awareness Group Wonolopo and Tourism Village community in managing the program Wonolopo tourist village in Sub Wonolopo.This type of research is descriptive analysis with qualitative approach. Sources of data derived from primary data through interviews with key informants or person with semistructure interview techniques. Secondary data derived from the data of documents, archives and other sources related to the research. Data collection techniques in this study using interviews, observation and documentation. While the analytical techniques used in this research by analyzing qualitative data analysis in the form of a description or notes, depictions and conclusion on the symptoms studied.The results of this study found that the program is not developed tourist villages in the Village Wonolopo there are problems that are diinternal Wonolopo Travel Awareness Group itself. The problems started with the improper management of funds acquired through PNPM assistance of the Central Government by one group of people in the Travel Awareness Group. Additionally, adannya supervision less than Department of Culture and Tourism of Semarang on Wonolopo Travel Awareness Group. Moreover, the lack of attention from the local government of Semarang look at the lack of supporting facilities for running programs Wonolopo Tourism Village. Road infrastructure is still a lot of damage and there are no signposts direction. Abstract

Artikel ini merupakan penelitian mengenai pelaksanaan Program Pembangunan Embung untuk mengatasi kekeringan dan dalam meningkatkan kesejahteraan masyarakat di Desa Ngropoh, Kabupaten Temanggung. Menggunakan teori Manajemen Pemerintahan menurut Syafi’i Inu Kencana, maka Manajemen Pemerintahan dalam pelaksanaan pembangunan embung di Desa Ngropoh akan dibedah lebih jauh. Menggunakan metode penelitian kualitatif dengan pendekatan melalui wawancara dan studi pustaka, tulisan ini menjelaskan bagaimana program pembangunan embung di desa ngropoh dilaksanakan. Pelaksanaan Program Pembangunan Embung di Desa Ngropoh dilaksanakan melalui perencanaan, pengorganisasian, penggunaan sumber-sumber pemerintahan dan pengawasan serta evaluasi. Dengan dibangunnya embung hasil panen sektor pertanian di Desa Ngropoh meningkat karena tidak mengalami kekeringan yang berpengaruh pada meningkatnya pendapatan masyarakat secara signifikan dan meningkatnya kesejahteraan masyarakat. Pembangunan embung di Desa Ngropoh berdampak pada sektor lainnya selain pertanian yaitu sektor wisata dimana dibangun wisata embung dari biaya masuk dan retribusi parkir menjadi pemasukan bagi masyarakat.

Abstract

Micro and Small Business licensing program based on technology and information on"iJus Melon" application is a program that gives ease to the community by accessing theapplication "iJus Melon" to obtain the legality of micro and small business licenses. Micro andsmall business actors who have registered in the database of Department of Cooperatives andSMES in Semarang will get a business support facility from the government of Semarang, butnot least among the efforts made by the city government Semarang to address problems thathave been constrained by some factors experiencing failure in implementing innovations inpublic service is electronic based. This research uses innovation theory to broaden the scope ofinformation about the implementation of application innovation "iJus Melon" failure becauseit was influenced by several factors when the innovation was realized by the government ofSemarang As an electronic-based public service. After the researchers conducted interviewsand observations showed that the application "iJus Melon" which is not accessible to the onlinecommunity because there is a mismanagement in the application creation system "iJus Melon"and is not known Transparent how to form the cooperation to finally cause problems in theapplication building system "iJus Melon". Secondly, the selection of the term name on theinnovation of public service that does not conform to the substance that will be done so as toinflict mis perception (mis understanding) of the community in understanding the concept ofpublic service based online The. Third, there is no transparency of budget management for theimplementation of application innovation "iJus Melon" conducted by the government. Inaddition, the Department of Cooperatives and SMES have made various efforts to overcomethe problems that arise due to the inhibitory factor that is excessive dependence on the highperformer, obstructed organizational arrangement, not given Incentives, and administrativebarriers despite the implementation have been supported by the encouragement of politicalactors, economic pressures and service improvements, technological availability, andbudgetary availability. Abstract

EVALUATION OF PROGRAM JAMKESDA IN SEMARANG REGENCY 2015ABSTRACTHealth is a fundamental right of everyone and every citizen desire to get health service. When doing daily activity, every people are need healthy body. For some peoples, health is so expensive, even there’s a quote said “orang miskin dilarang sakit”. Why that prespective could be happened, because of the topic that has revealed lately is about how difficult for poor peoples to get their good health service from the government. This thing happened because of economic problems, because poor peoples can’t pay the medical threatment that they should be pay.But, as that prespective, it doesn’t mean that the government is quiet. Especially the government of Semarang Regency has released a policy JAMKESDA (The Guarantee of Regional Health) in Semarang Regency that ruled in Perbup No. 7 in 2015 to give a help in health service for poor peoples. That’s why, to know the effectivity of this policy, the writer is formulates the problem of this research to “What effect from JAMKESDA program for civil society in Semarang Regency?”This research has a purpose to describe the implementation process of JAMKESDA program in Semarang Regency, and also to figure out the impact from that program. Type of this research is descriptive research. The primary source of this research is from inerviews with the informants used purposive sampling technique. The data analysis technique is by used data reduction, served and took the conclusion.From this research, the result is known that JAMKESDA policy was helped poor peoples for get financing assistance for health service. This policy shown the satisfaction of civil society whom have a low economic. Suggestion from the writer is the budget of JAMKESDA program that still in less is need to be add, in case the price of health needs is keep increasing every year. So that this increase can covers the health needs from all of poor peoples in Semarang Regency.Keyword: Health, JAMKESDA program, Semarang Regency
