Abstract

ABSTRACTIn order to perform perspective legislative members, political party mustapply strict system on recruitment. It is also important in order to perform publicofficials who have capability.According to Arend Lijphart political party consolidation happens withinsocial gangs in the society. Political party also recruits cadres in order to beparticipated in the election. Also recruitment held by political party is veryimportant to select best cadres for executive offices. This function can bemeasured to identify political party performances within democratic country.The research use descriptive qualitative method where data get frominterview and document.Based on the findings of the field, in accordance with the Decree No. 061 /TAP / DPP / III / 2013, the PDI-Struggle in recruiting cadres prioritize legislativecandidates from the party of structural board began PAC levels to DPD as a toppriority the recruitment and incumbent or legislative candidates who already holdlegislative seats in Central Java Provincial Parliament.Result show that Indonesia Democratic Party Struggle in local area refersto SK No. 061 / TAP / DPP / III / 2013 on reality legislative member candidateshowever, the letter is tactical and it is possible for improvisation in thisrecruitment.Key Words: Indonesian Democratic Party of Struggle in Central Java, Legislatives Candidate, Recruitment System

Abstract

Development of technology has been growing into government system. Charge of bureaucracy reformation has brought technology to participate in governance system, especially in public service innovation. Development of technology in Indonesia has not yet distributed well, it is shown by many areas have not aware of technology. Inline with Law Number 6 Year 2014 about Village that said “Village has right to get information access through Village Information System which developed by City/Regency Governance”.The research describe society participation which are ICT Volunteers in helping governance program that is Village System of Pemalang Area (SIDEKEM) in Pemalang Regency. Research’s method is descriptive qualitative and theory being used is individual and society participation theory.Research result shows that ICT Volunteers participation has born from passion and concern of society in development. Through Empowerment Center of Information and Village (PUSPINDES), ICT Volunteers can participate in supporting governance policy. ICT Volunteers participation can be obtain by governance role which is Society and Village Governance Empowerment Body (DINPERMADES). However, there are some obstacles, which are the lack number village governance officer who understand about technology, indiscipline action of village officer in training held by PUSPINDES and lack of awareness village society on the importance of technology. The obstacles can be overcome by appointing village administrators, giving award to villages, ICT Volunteers and DINPERMADES continuously supervising and evaluating as well as giving some innovation in the implementation of SIDEKEM.Keywords: Society Participation, ICT Volunteers, PUSPINDES, DINPERMADES,Innovation, SIDEKEM

Abstract

 ABSTRACT          The implementation of democracy in Indonesia have opted to include the public in the administration. Village Consultative Institution is a part of community participation in the implementation of the village administration, based on Law No. 32 of 2004 that Village Consultative Instiution has a function to set the village rules with the village chief, to accommodate, and share public aspirations. However, Village Consultative Institution of Sepoyu has not been propely functioned. This research aims to discover; (1) the cause of the ineffectiveness of Village Consultative Instiution function as a public representative body at the village administration of Sepoyu the period of office 2010-2014, in accordance with Law No. 32 of 2004, (2) and discover Lamandau District government's role in carrying out the functions of representation of the public in the implementation of the government of Sepoyu village.          This research is descriptive research with the qualitative approach. The methods of collecting data in this research use interview and documentation. The data’s analysis uses the descriptive analysis to describe the situation in the research obviously without any manipulation.          The study found that the function of Village Consultative Instiution in the rule-making village of Sepoyu were not optimal, which has only produced one rule Village during his tenure due to lack of coordination between the village chief and members of Village Consultative Instiution. Besides, the personal conflicts that occur between the Chairman of the Village Consultative Instiution and Village Chief of Sepoyu also become an obstacle to the performance of The Village Consultative Instiution of Sepoyu in carrying out its functions. Implementation of community representation function by the Village Consultative Instiution Sepoyu in accommodating aspirations of society was also not performing well. This was caused by the lack of communication in the public forum of Sepoyu village whereas the community of Sepoyu can only rely on the Musrenbangdes in regarding to communicate their aspirations. The role of Lamandau government through BPMD of Lamandau District in order to improve the function of government officers village and also include the Village Consultative Instiution has not been implemented well due to lack of budget and regional difficulty accessing.               In carrying out the functions, the Village Consultative Instiution needs to optimize the coordination between the village chief and members of Village Consultative Institution, repair relationships between the Village Chief and Chairman of Sepoyu, and also increase the budget of BPMD Lamandau due to the program that aims to improve the function of government officers village

Abstract

Kemiskinan merupakan permasalahan yang kompleks dan kronis. Kabupaten Wonosobo masih mengalami kemiskinan yang cukup tinggi, khususnya kemiskinan perdesaan. Penelitian ini bertujuan untuk menganalisis faktor-faktor penyebab tingginya tingkat kemiskinan di Desa Purwosari Kabupaten Wonosobo dari perspektif demokrasi sosial. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data yang dilakukan melalui Wawancara, dan Studi Pustaka. Untuk menganilisisnya, penelitian ini menggunakan teori paradigma demokrasi sosial dengan menggunakan lima konsep penyebab kemiskinan (struktur sosial, institusi/lembaga, ketidakadilan, ketimpangan, dan tertutupnya aksesakses dalam memperoleh sumber kemampuan). Hasil penelitian menunjukan bahwa faktor-faktor penyebab tingginya tingkat kemiskinan di Desa Purwosari Kabupaten Wonosobo disebabkan oleh institusi/lembaga dan ketimpangan. Pertama, Institusi/lembaga. Terkiat dengan Institusi/lembaga disebabkan oleh Pemerintah Desa Purwosari belum mampu memberikan jaminan dan bantuan sosial dengan tepat sasaran, pembangunan infrastruktur fisik belum diimbangi dengan pembangunan Sumber Daya Manusia (SDM), penanggulangan kemiskinan belum menjadi bidang prioritas dalam APBDes serta belum adanya Peraturan Desa (Perdes) yang digunakan untuk urusan penanggulangan kemiskinan. Kemudian, fungsi dari Lembaga Kemasyarakatan Desa (LKD) kurang optimal dalam memberdayakan masyarakat. Badan Usaha Milik Desa (BUMDes) di Desa Purwosari juga belum mampu memperkuat perekonomian masyarakat. Kedua, ketimpangan. Ketimpangan dipengaruhi oleh faktor internal yaitu rendahnya kualitas Sumber Daya Manusia (SDM) dan faktor eksternal yaitu minimnya ketersediaan lapangan pekerjaan di Desa Purwosari

Abstract

 Poverty reduction policies which conducted by UPT-PK become a good innovation to help poor people in Sragen to meet their basic needs. Programs provided in either the health, education, and socio and conomic sector are capable of providing benefits and advantages for poor people, thus it become a manifestation of government concern towards poor people.Practice the existing poverty reduction process is always done based on Standard Operating Procedure (SOP). With the existing procedure, the poverty services will be systematically served in one place (one stop service). Verification mechanism generates database completely valid and trustworthy, so that the goal of the poverty reduction will be reached. The existence of a partnership with the agency or company is able to simultaneously support an optimize all types of existing programs. Commitment to poverty reduction programs given is designed so that the poor have easy access in terms of basic needs. In addition to existed program, UPT-PK should further develop promoting community-based programs so that communities also take an active role in improving their lives. Keywords : UPT-PK, Poverty Reduction, Policy, Programs

Abstract

Garbage is a material of residual living creature that is not used anymore and released to nature in the form of solids, liquids or gases. Trash must be managed properly to avoid the bad effects of garbage. Jepara Regency Government is currently in dealing with garbage problems doing waste management by issuing the rule of Regent No. 46 year 2018 or commonly called Jakstrada waste management. In Jakstrada, there are programs from the garbage management Jakstrada which is run by the Environment Department of Jepara District which is still not yet running according to the plan Jakstrada. This research aims to know the management of waste management of Jakstrada District Jepara. This research approaches qualitative descriptive. Data collected with the technique of wawancar. Qualitative analysis is strengthened with data. This study found that Jakstrada in the waste Management run Environment Office of Jepara District has not walked as planned because there is a problem of processing management. The problem of the undercooked Jakstrada planning and the target is too high. The issue of organizing is the lack of budget and human resources to run Jakstrada programs. In the implementation, some Jakstrada programs did not run because of the poor organizing and the obstacles that were asked during the management of Jakstrada programs. The conclusion that can be withdrawn from this research is the management of waste management that is currently done by the government of Jepara district has not run properly, because in the stages of management there are still shortcomings and mistakes. Because of this that makes the management of waste is not currently running according to Jakstrada plan. In addition, in its management it also experiences sharing barriers. Abstract

This research was undertaken with the policy background Bali Ndeso Mbangun Deso the government of the province of central java. in Efforts to Realize economic development to the optimal -based society in the villages, then plays in Achieving financial assistance to the government developing village years 2009-2012 to 1776 village .The number of funds provided by provincial budget amounting to Rp 100,000,000,- (one hundred million rupiah) for the village call now. Financial aid funds this is a stimulus, just where is dedicated to increasing economic-based society (agriculture, animal husbandry, fisheries, Small and medium enterprises), as well as its use through a system of revolving. This study focused on the implementation of the in the fields of agriculture.Researchers used a method of the qualitative study that refers to the type of descriptive research on the subject of study is analytical. The parties that is concerned and is Involved in the implementation of a policy of financial assistance to the village administration of them developing years 2009-2012 provincial central java Bapermades BPMPKB pekalongan district, the village administration Sawangan, village babalan kidul, bebel village and the community. Data collection techniques through observation, interviews, documentation, the literature study and then Analyzed through a data reduction technique, presentation of the data and verification / draw any Conclusions. The result of this research Showed that the implementation of financial assistance to the village administration developing years 2009-2012 in the fields of agriculture has not produces Increased agricultural productivity Effectively, it is the absence of technical guidance about the business development of agriculture. Besides, to distribute the loans prone to congestion if the result of the harvest is not optimal, Thus reducing the Attainment of participatory by the society. To fix this policy, of course, the need for improvement both administratively and technically. A grant plus, intensivity coaching of Bapermades and related local government offices agriculture to farmers, maximizing control system and irrigation infrastructure improvements. Abstract

Birokrasi dan pelayanan publik merupakan dua hal yang tidak bisa dipisahkan, seiring perkembangan jaman birokrasi mengalami perkembangan yang lebih dikenal dengan reformasi birokrasi dimana birokrasi tidak lagi tergambar sebagai sesuatu yang menyulitkan dan memakan waktu lama. Keberhasilan reformasi birokrasi di daerah tidak lepas dari peran seorang pemimpin untuk menyatukan visi dan mensukseskan instansi melaksanakan reformasi birokrasi. Faktor kepemimpinan sangat penting karena pemimpin merupakan tombak utama keberhasilan maupun kegagalan sebuah instansi. Untuk mendukung reformasi birokrasi di daerah sudah banyak program yang dilaksanakan salah satunya adalah Zona Integritas WBK WBBM dimana instansi terpilih merupakan instansi yang sudah berhasil melaksanakan reformasi birokrasi di dalamnya yang dalam penelitian ini terdapat dua instansi yang terpilih yaitu BP2T dan RSUD Kardinah Kota Tegal. Dalam penelitian ini penulis menggunakan teori desentralisasi, birokrasi weber, reformasi birokrasi, kepemimpinan, serta kaitan kepemimpinan dengan birokrasi untuk menunjukkan proses keberhasilan birokrasi di Kota Tegal sehingga menghasilkan lembaga yang baik dan dijadikan lembaga percontohan pada program Zona integritas. Metode penelitian menggunakan kualitatif deskriptif dimana penulis menggunakan informasi dari instansi terkait (BP2T dan RSUD Kardinah) serta pihak luar sebagai penyeimbang data yaitu Ombudsman Jawa Tengah dan pengamat kebijakan yaitu Bpk Slamet Santoso. Hasil penelitian ini menunjukkan bahwa BP2T dan RSUD Kardinah merupakan lembaga yang berhasil melaksanakan reformasi birokrasi dengan bukti meningkatnya kualitas pelayanan dari tahun ke tahun, sarana prasarana yang lengkap dan proses pengurusan perizinan yang telah menggunakan sistem terpadu. Dari faktor kepemimpinan Kota Tegal sejak masa reformasi telah memiliki pemimpin yang baik mulai dari Bpk Adi Winarso yang melakukan pendekatan militeristik untuk menyatukan visi dan misi seluruh SKPD Kota Tegal, masa Ikmal Jaya dan Siti Masitha sebagai pemimpin yang demokratis dan dibawah kepemimpinan mereka Kota Tegal semakin maju dan berhasil meraih penghargaan dalam segala bidang terutama bidang reformasi birokrasi.Kata Kunci : Birokrasi, Reformasi Birokrasi, Desentralisasi, Kepemimpinan daerah

Abstract

Thesis entitled “Evaluation of Mine Management Based Institutional Studies and Transfer ofAuthority After The Enactment of Law No. 23 Year 2014 on Regional Government (CaseStudy : Clay Mining in Kebumen Regency)”. Some of the issues examined are : 1) How doesthe institutional management of the clay mine in Kebumen Regency run after authorities inmanaging mine switch from County Government to the provincial government. 2) Obstaclesfaced by the provincial government in conducting the management of mining clay in kebumenregency. In doing the analysis and evaluation of institutional, used six indicators i.e. 1)Availability of human resources. 2) Affordability of access to public services. 3) Communityinvolvement. 4) Technical skills and managerial officers. 5) Coordination. 6) Range ofcontrol.The results of this research show that the views of institutional aspects, managementof the clay mine in Kebumen Regency hasn't been going well. It can be seen from someindicators. First, the provincial Government still encounter obstacles in the form of lack ofhuman resources and the mine supervisor officer distribution that has not been evenlydistributed. Second, the affordability of access to public services, in particular the service oflicensing, it is difficult to reach because of people who want to ask permission to go throughBPMPTSP that is located there in the province. Thirdly, the involvement of the communitiessurrounding the quarry clay to help the Government keep tabs on the activities of the claymine is still not optimal. Fourth, the transfer authorities of the mine management fromCounty Government to the provincial government make the range of control of theGovernment against further mining activities.Key words : Evaluation, Mine management, Institutional, Transfer of Authority

Abstract

Abstract. Electronic Government abbreviated e-Gov is the application of information and communication technology systems used and developed by the government in providing services to the community whenever and wherever people can get easy access to information and public services provided by the government. The essence of e-Gov implementation is to improve the quality of government services by utilizing information technology. The purpose of this study is to illustrate how the application of e-Gov in an effort to create Good Governance and to identify the support and obstruct factors e-Gov application in the Department of Population and Civil Registry of Semarang Regency.The research method using qualitative method with triangulation data that is observation, interview and data written or archive. Informants in this study are Head of Population Registration Services, Head of Civil Registration Services, Head of PIAK and Data Utilization and Head of Information Administration Division of Population Department of Population and Civil Registry of Semarang Regency.The results showed that the based governance of e-Gov in the Department of Population and Civil Registration of Semarang Regency is still classified in the Integration stage. Where the Department of Population and Civil Registration of Semarang Regency has been using a variety of digitalization services to support its tasks, but it can not be done optimally. There are 4 of 5 types of transformation points that can not be fulfilled, including services to the citizens to service by the citizens, traditional citizens to the online citizens, the digital divide to digital democracy and paper-based document to government online. There are three factors that obstruct the implementation of e-Gov in the Department of Population and Civil Registration of Semarang Regency, such as communication, resources and disposition.
