Abstract

Pemerintah dengan kebijakan yang dimiliki tidak lagi mampu menjadi aktor utama dalam pemberdayaan kaum muda. Peran pemerintah yang dominan tanpa diikuti dengan ketersediaan anggaran yang memadai menjadikan kebijakan kepemudaan yang dilakukan oleh pemerintah banyak menemui hambatan. Pada sisi lain, ketergantungan yang sangat tinggi kepada anggaran pemerintah menjadikan kaum muda tidak banyak memiliki prakarsa dan kemandirian. Masalah ini membutuhkan strategi penyelesaian yang berbeda dengan pendekatan-pendekatan kebijakaan kepemudaan yang selama ini telah dilakukan sehingga dibutuhkan terobosan atau inovasi kebijakan kepemudaan. Kompleksitas masalah, dinamika perubahan zaman serta tuntutan profesionalitas mengharuskan pemerintah melakukan inovasi kebijakan pemberdayaan kaum muda. Kebijakan inklusif dapat dipandang sebagai salah satu strategi inovasi karena kebijakan ini membuka ruang partisipasi dan keterlibatan aktif dari semua pihak di luar pemerintah. Sektor swasta dan organisasi masyarakat sipil menjadi aktor-aktor penting karena ide, prakarsa dan kemandirian yang mereka miliki dapat memperkaya kebijakan kepemudaan pemerintah. Namun demikian nampak bahwa pemerintah belum memiliki gagasan yang komprehensif mengenai kebijakan kepemudaan yang inklusif. Melalui identifikasi terhadap praktik-praktik terbaik kebijakan pemberdayaan kaum muda yang inklusif dari luar negeri diharapkan dapat mendorong keterbukaan pemerintah untuk berjejaring dan bersinergi dengan stakeholder kebijakan kepemudaan. Langkah ini merupakan bentuk keniscayaan inovasi kebijakan agar pemberdayaan kaum muda dapat berjalan dengan komprehensif, efektif dan efisien. Kebijakan pemerintah yang terbatas dan otoritatif sehingga menimbulkan ketergantungan dalam pemberdayaan perlu direduksi dan direvisi melalui adopsi dan inovasi kebijakan sejalan dengan semangat partisipasi publik.

Abstract

Penyelenggaraan Mal Pelayanan Publik menjadi tantangan baru bagi Pemerintah Kabupaten Batang sebagai upaya peningkatan pelayanan perijinan investasi dalam menghadapi banyaknya peluang investor yang masuk ke Kabupaten Batang, Penelitian ini bertujuan untuk menjelaskan Analisis Inovasi Kebijakan Penyelenggaraan Mal Pelayanan Publik dalam Perijinan Investasi di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Batang. Untuk menganalisnya, penelitian ini menggunakan teori pelayanan publik menurut Lovelock dengan variable tangibel (terjamah), realiable (handal), responsiveness, assurance (jaminan), dan empaty. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data yang dilakukakan melalui wawancara, Observasi, dan Dokumentasi. Hasil penelitian ini menunjukkan bahwa bentuk inovasi di MPP yaitu melakukan integrasi layanan, promosi investasi serta pendampingan penyusunan LKPM bagi perusahaan. Pelayanan di MPP Batang sudah cukup efektif dalam bentuk peningkatan sarana dan prasarana, ketepatan waktu dalam memberikan pelayanan, keterbukaan informasi kepada masyarakat ataupun investor, jaminan kemudahan administrasi dalam perijinan investasi, kualitas dan kemampuan petugas yang selalu melayani pemohon dengan penuh perhatian. Selain itu di dalamnya juga diketahui adanya beberapa faktor pendorong dan faktor penghambat inovasi MPP. Dalam penelitian yang telah dilakukan dapat disimpulkan bahwa tujuan dalam penyelenggaraan Mal Pelayanan Publik sudah tercapai dalam memberikan pelayanan terbaik khususnya dalam proses perijinan investasi di Kabupaten Batang.

Abstract

Tourism is one industry that can be relied upon to benefit the government and the people living in the area concerned. For the government as a provider and manager of tourism, the tourism sector will stimulate the economy of the region, driving the pace of regional development, and improve the welfare of the people in the regions concerned. This research was conducted with aim to identify various strategies of government of Pekalongan regency in developing Ecotourism Petungkriyono, by analyzing participation of tourism awareness groups in developing Ecotourism Petungkriyono, and determine relationship between the Government of Pekalongan District with the groups of tourism awareness in the development of Ecotourism Petungkriyono. The method used in this study was a mixed methods, a method that combines qualitative and quantitative approaches in terms of methodology combines two approaches in all stages of the research process. The population and sample in this research are the community of Petungkriyono District which affiliate into the manager of tourism awareness groups, through questionnaires and interviews supported with an explanation. This study used the population study, because the population is less than 100 respondents, as many as 84 respondents who are the managers of 3 tourism awareness groups, and 11 informants. These results indicate that strategy of the Government of Pekalongan District and tourism awareness groups participation effect on the development of the potential of Ecotourism Petungkriyono. There are no specific regulations provided to organize the development of Ecotourism Petungkriyono, lack of access roads, and the lack of coordination among stakeholder institutions which become main constraints on development efforts. Recommends the government to promote the development of Ecotourism Petungkriyono with optimal coordination between the stakeholders involved, and the need for specific policies drafted to Ecotourism Petungkriyono development. In addition, the community needs to increase the number of groups of tourism awareness and strengthen the institution. Abstract

AbstractSwap Forest Area (TMKH) is one of the policy program of the Government as one of themanagement of forest lands to prevent illegal occupation or residence by the community andlocal government. However, the realization of policy implementation Swap Forest Area (TMKH)is experiencing a lot of obstacles. One of these obstacles is the length of the Forest Area Swap(TMKH) is executed, the reason is a change in regulations or new regulations from the centralgovernment as well as technical and administrative procedures are quite complicated. In thisstudy, researchers focused on Bantarbolang Village, District Bantarbolang, Pemalang to see howthe constraints as well as the process and the role of government in implementing Pemalangpolicy implementation Swap Forest Area (TMKH).In this study, researchers used a qualitative method in which the interviews wereconducted, documentation, along with a literature review to obtain information and data andaccurate focus. Interviews were conducted to several stakeholders such as, Head of Legal AffairsPerumPerhutani KPH Agrarian Pemalang, Head of Section Regional Autonomy Developmentand the Office of Land Governance Pemalang, Assistant PerumPerhutani, the village head,district head Bantarbolang, as well as the surrounding communities the District Bantarbolang.From the results of research in the field, that policy Swap Forest Area (TMKH) whichhas been run since 1999 by people experiencing failures due to changes in regulation of thecentral government stating that the Forest Area Swap (TMKH) should be done by the localgovernment, the Regent / Governor or the official level. Pemalang government then took overthe policy process Swap Forest Area (TMKH) which was originally done by the community andreplaced by Local Government. Current policy implementation Swap Forest Area (TMKH) inthe process of beginning to follow the new procedures and regulations, the Minister of ForestryRegulation (Permenhut) No.32 of 2010.In policy implementation Swap Forest Area (TMKH) still requires a lot of evaluation,because of the lack of information and communication related to changes in legislation or newregulations that makes the process of being executed to be blocked. Abstract

AbstractThe tidal flood if no treatment were significant from the Government of Pekalongan, slums due to tidal flood in the coastal region Pekalongan will be getting bigger and spread to other areas due to sea water every year getting up to the land area would cause tidal flood that came from shoreline. For the Government of Pekalongan set tidal flood management policies as one of the main priorities of development Pekalongan. This study aims to determine the handling policy implementation tidal flooding in coastal areas Pekalongan, obstacles in the implementation of the tidal flood management policies and countermeasures.Based on observations and interviews, the implementation of policies to deal with the tidal flood Coastal Pekalongan by the Public Works Department of the City of Pekalongan is a task as local government agencies Pekalongan in the field of public works, namely the implementation of the development, supervision and maintenance of roads, bridges, irrigation, housing and building area. Based on the four critical variables in the implementation of public policy, the role of the DPU Pekalongan in handling flood Rob Coastal Pekalongan has been running well, namely the smooth communication, availability of resources (resources) enough, the attitude and commitment of the implementers (disposition) strong enough, and the structure of the bureaucracy (bureaucratic strucuture) coordinated. Constraints tidal flood management policy implementation, among others, the border region with other regions of the tidal flood causing tidal flood handling is not complete, there are people who are less concerned rob flood mitigation program, facilities and infrastructure water pump and budget constraints. Efforts are being made to overcome these constraints include coordination with local authorities whose territory borders the tidal flood affected areas, community empowerment in tidal flood management, the improvement of facilities and infrastructure, and increased budget.Keywords: Flood rob, Implementation

Abstract

Pada tahun 2007 muncul program pemberdayaan masyarakat yaitu PNPM-MPd(Program Nasional Pemberdayaan Masyarakat Mandiri Perdesaan). Untuk melaksanakankegiatan pada lokasi program maka dibentuklah UPK (Unit Pengelola Kegiatan) yangmerupakan salah satu pelaku PNPM-MPd di tingkat Kecamatan.Berkaitan dengan hal tersebut pada tanggal 2 Mei 2011, Unit Pengelola Kegiatan (UPK)Kecamatan Wonosalam Kabupaten Demak yang difasilitasi oleh Program NasionalPemberdayaan Masyarakat-Mandiri Pedesaan (PNPM-MPd) terpilih sebagai UPK terbaiktingkat nasional tahun 2011 dalam anugerah “SIKOMPAK Award” yang diselenggarakan olehKementrian Dalam Negeri Republik Indonesia. Penghargaan ini diberikan Dalam rangkamemberikan apresiasi kepada pelaku pembangunan dan insan pemberdayaan masyarakat, yangdinilai terbaik secara nasional.Penelitian ini bertujuan untuk mengetahui inovasi yang dilaksanakan oleh UPKKecamatan Wonosalam dalam melaksanakan PNPM-MPd. Mengingat semua pelaku memilikipedoman umum pelaksanaan yang sama yaitu PTO (Petunjuk Teknis Operasional) PNPM-MPd.Bagaimana pelaksanaan inovasi tersebut dan siapa saja yang terlibat dalam pelaksanaan inovasidi UPK Kecamatan Wonosalam juga akan diungkap dalam penelitian ini, termasuk kendalakendalayang menghambat terjadinya inovasi serta solusi yang ditempuh oleh UPK KecamatanWonosalam. Peran pemerintah Kabupaten Demak juga akan dilihat dari peran Tim KoordinasiPNPM-MPd Kabupaten.Penelitian ini menggunakan metode studi kasus intrinsik yangmerupakan salah satu model penelitian kualitatif dimana peneliti ingin mengetahui fenomenaterpilihnya UPK Kecamatan Wonosalam sebagai UPK terbaik tingkat nasional dan kekhususanapa yang dimiliki oleh UPK Kecamatan Wonosalam dibandingkan dengan UPK lain yang ada diseluruh Indonesia. Dalam pengambilan narasumber dilakukan dengan cara purposefull samplingmerupakan teknik sampling yang berdasarkan kepada ciri-ciri yang dimilliki oleh subjek yangdipilih karena sesuai dengan tujuan penelitian sehingga menghasilkan gambaran inovasi dalampelaksanaan PNPM-MPd oleh UPK Kecamatan Wonosalam.Hasil penelitian ini menggunakan cara triangulasi data yang menunjukan bahwa terdapatdua bentuk inovasi yang terjadi di UPK Kecamatan Wonosalam yaitu pembinaan kelompok danpenekanan angka tunggakan yang merupakan hasil insiatif dari masyarakat KecamatanWonosalam. Inovasi ini juga mendapatkan dukungan penuh dari pemerintah Kabupaten Demakmelalui Tim Koordinasi PNPM-MPd Kabupaten Demak.

Abstract

Sexual violence against children occurs in various places with various types of sexual violence. The majority of victims of sexual violence are children who have social problems example : poverty, children with disabilities and abandoned children who have no education and protection of the family is enough. Therefore, a program of social assistance is necessary. Wonogiri government show concern for child victims of sexual violence by launching Wonogiri Regulation 2 of 2013 on the implementation of the protection of victims of gender-based violence and child and continues to form an Integrated Services Center for Women and Children (P2TP2A) in 2013 as an intermediary between local government and child victims of sexual violence with social problem in a program of social assistance.This study aim is to know the origin Wonogiri local governments establish service centers Integrated Women and children as well as describe the performance of the programs Integrated Services Center for Women and Children on  District Wonogiri to child victims of sexual violence with social problem. Data were collected through observation, interviews and related research. Qualitative data analysis techniques with analyzing in the form of description, depiction and conclusions on the object under study.From this research, it can be concluded that since forming Integrated Services Center for Women and Children assistance to child victims of sexual violence in Wonogiri social problems can be managed properly. Management program performance of assistance done by them already effective and sustainable as well as cooperation among agencies and civil society are evolving very helpful in improving the welfare of child victims of sexual abuse, although the lack of human resources from the Integrated Service Center of Women and children (P2TP2A) and lack of supervision of the Local Government in the performance of the related SKPD when doing assistance program an obstacle than an assistance program was established.Keywords : Child Social Welfare, Child Sexual Abuse, Sosial Assistance

Abstract

Penelitian ini membahas tentang Implementasi Kebijakan Praktik Penanggulangan Bencana Nonalam Covid-19 yang dilakukan oleh Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Pemalang. Penelitian ini menjelaskan tentang bagaimana proses pengimplementasian kebijakan yang dilakukan oleh BPBD Kabupaten Pemalang dalam rangka penanggulangan bencana nonalam pandemi Covid-19, serta menjelaskan manajemen bencana yang dilakukan oleh BPBD Kabupaten Pemalang dalam rangka penanggulangan Pandemi Covid-19. Penelitian ini menggunakan metode kualitatif dengan pendekatan fenomenologi. Pengumpulan data menggunakan observasi, dokumentasi dan wawancara semi terstruktur dengan teknik pengambilan informan menggunakan purposive sampling. Sebagai bentuk pendukung data peneliti menggunakan studi literatur. Adapun bentuk analisis data menggunakan reduksi data, penyajian data dan penarikan kesimpulan. Hasil temuan penelitian ini menujukan bahwa kebijakan yang dilaksanakan oleh BPBD Kabupaten Pemalang dilandasi guna penanggulangan pandemi Covid-19. Diketahui bahwa Implementasi kebijakan yang dilaksanakanoleh Badan Penanggulangan Bencana Daerah (BPBD) dalam rangka penanggulangan pandemi Covid-19 telah terlaksana dengan maksimal dan optimal, karena sudah memenuhi variabel politik dan adminitrasinya dengan bagus. Melalui kebijakan tersebut BPBD Kabupaten Pemalang mampu merancang manajemen bencana penanggulangan Covid-19 meliputi dua fase yakni fase pra bencana dan saat bencana. Untuk fase pasca bencana masih terus mengalami elaborasi dan pengkajian lebih lanjut.

Abstract

The research discusses evaluation of management parking in SimpangLima Semarang in order to improve effectiveness of management and receptionarea of parking lot. This research aims to identity implementation of managementof the parking in field with participation identifying roles parties involved andoutlining barriers encountered in the management of parking in area of SimpangLima Semarang.This research uses theories of Government Management according toSamuel e. Overman about application of management functions with new publicmanagement paradigm which mean that public management is interdisciplinarystudy of the general aspects of the Organization and is combination ofmanagement functions such as Planning, Organizing, and ControllingDepartment on one side, with the human resources, financial, physical,informational, and politics on the other. The methods used in this study i.e., mixedmethods, in which qualitative methods are more dominant than quantitative. Thisresearch uses descriptive type of case studies that attempt to describe a symptomin the field. With techniques of data collection in the form of interviews,observation or observation and documentation. Informants in this study wasDishubkominfo, Commission B DPRD Kota Semarang, and implementing asparking at Parking field.It can be inferred that parking policy planning has done well byDishubkominfo where management of the general curb parking in the area ofSimpang Lima refer to Perda No. 1 of 2004 on the Organization of the PublicStreet Parking and Perda No. 2 in 2012 about Retribution. However in themanagement field encountered obstacles in terms of less socializing, givenbehavior of interpreter that parking is not orderly, and existence of barriers tobenefit of the field coordinator who feel have parking lots. Parking managementis ultimately ineffective in the field have an impact on the acceptance of theabsorption area of the parking sector is evidenced by the realizable targetachievement never budget public curbside parking levy.Finally with this research expected street parking managementimprovements to achieve order and local revenue from the parking sector.

Abstract

Public services becomes one of a vision of the new Jakarta. Public services in case of public transportation in Jakarta is very important and need more improvements. The improvements that has made in this public services sector began from providing a policy that managing minimum services standart and will be given to the public through Governor regulation no. 34 of 2014 about minimum services standart management unit transjkt-busway. Therefore, it becomes a formulation policy analysis into transjkt services accordance to Governor regulation no 35 of 2014 in services of 9th corridor.The method of this research is descriptive analytical with qualitative approach with the goal of obtaining overview, summary of the situation in the field of various conditions, situations and phenomena that occur in all areas of service in 9th corridor and then will be the analysis of the data obtained in the field.The result showed that transjakarta services in the 9th corridor is basically refferring to Governor Regulation no. 35 of 2014. There are two appraisement about available and unavailable facilities: Some of the facilities in the bus stop and inside the bus already available such as lighting, informations, the ID of vehicles, safety equipment, air conditioner, handlers for standing passengers, sanitary, and facility for difable. However, there are some facilities contained in the policy but not available yet such as lack of security officers in the bus stop, carrying capacity is often forced when the bus full of passengers, light warning signal, arrival and departure information and bus' disruption information. It’s because the limitation of both sides, private and government sectors. Beside that there also, the condition in the field always changing and caused some indicators that target accuracy and regularity of the trip to be blocked. Associated with the efforts made by the government and private sector in improving transportation mode not rated as a significant efforts yet. But both have try to maximize the condition of the bus and the bus stop in case of public service. Research recommendation is in the next research was focused on providing facilities which not available yet to fix the services.
