Cases of maternal deaths in Tanjungpinang City in 2023 have increased compared to 2022, bringing the total to six deaths. This activity involves the Community Health Centre and parties in the field to ensure that pregnant women are monitored and follow the directions given. The challenges faced by the Tanjungpinang City Government with the high maternal mortality in 2023 are the lack of knowledge of pregnant women regarding pregnancy, the low level of delivery which is not carried put in health facilities, and the lack of empowerment of families and communities regarding the KIA Book. Abstract

A collaboration on the part of the village government, community groups, and third parties (partnerships) is needed to achieve village development through BUMDes, utilizing local potential and resources so as to create village economic value. Teluk Sasah Village has no natural resources that can be optimized often facing difficulties in economic development. In this situation, it is important to prioritize the development of human resource quality in the village and establish partnerships with various parties to create an innovative BUMDes. The cooperation of BUMDes with the Joint Business Group (KUBE) and Youth Organization in its business unit was able to make BUMDes Mitra Perdana in Teluk Sasah Village the best BUMDes in Bintan Regency. In addition, with good BUMDes achievements, it is able to open partnership opportunities with companies, namely PT Pertamina Patra Niaga Sales Area Retail Riau Islands in managing the pertashop business unit. This study aims to analyze the implementation of collaborative governance in the development of Village-Owned Enterprises (BUMDes) Mitra Perdana, Seri Kuala Lobam District, Bintan Regency Year 2024. Researchers used a descriptive qualitative research approach in this study. The research was conducted using Ansell & Gash's collaborative governance theory (2008), the results of this study indicate that Starting Conditions emphasize one of the historical factors of conflict or cooperation between actors, there is poor communication between the Village Government and BUMDes in internal cooperation. Facilitative Leadership has been optimized characterized by the role of the Village Government and Local Government through the Village Empowerment and Community Service of Bintan Regency. Institutional Design: there are rules, MOU, BUMDes bylaws on collaboration in BUMDes development. Collaborative Governance Process: face-to-face dialog, building trust, commitment to the process, mutual understanding have been implemented optimally. However, the temporary results in the collaboration process are not optimal because cooperation with community groups is still conditional so that it is less profitable for KUBE

Abstract

The Child Identity Card (KIA) is an official document issued to children aged 0–17 years as a form of early recognition and protection of legal identity. The issuance of the KIA aims to support orderly population administration, facilitate access to public services, and strengthen child protection in various social, educational, and health aspects. In Bintan Regency, this policy has been implemented since 2017 and was reinforced through Regent Regulation No. 6 of 2022. However, in 2024, the KIA ownership rate only reached 53.48%, the lowest figure in the Riau Islands Province. This figure indicates a serious gap between policy and implementation in the field. In fact, the Bintan Regency Population and Civil Registration Office's Work Plan (Renja) set the KIA ownership target for 2024 at 65%, with the final realization being only 62%. This study aims to examine the factors influencing the low KIA ownership rate. The study used a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Informants consisted of Disdukcapil officials and the community as service recipients. The implementation model used was Merilee S. Grindle's theory, which emphasizes six critical variables in policy success, including resources, communication, and implementer characteristics. The results of the study indicate that despite an increase in demand for KIA due to administrative requirements in education services, BPJS, and social programs, significant obstacles remain. These obstacles include limited outreach, a lack of service infrastructure in coastal and remote areas, and technical constraints such as a suboptimal online system. Therefore, acceleration strategies are needed, such as increasing the intensity of cross-sector outreach, integrating KIA services into integrated health post (Posyandu) and school programs, adding mobile services, and training local human resources.

Abstract

The establishment of Village-Owned Enterprises is a way to innovate in improving village development, especially in the economic sektor. The reality is that many villages are not ready to manage and even develop BUMDes. This research aims to find out how the development strategy carried out by BUMDes Mitra Karya Sejahtera as one of the BUMDes with developing status in Bintan Regency. The type of research used is descriptive research with a qualitative approach. Then the data collection technique was carried out by interview, documentation and observation. The results show that this BUMDes does not have a clear mechanism in identifying problems, and problems are often handled traditionally through deliberation. The main obstacles in the development of BUMDes business units include the impact of the Covid-19 pandemik, limited capital, and less strategic business locations. While development strategies such as legal entity registration and organizing events have been proposed, implementation has not been optimal. BUMDes have made efforts to realize the strategies, including capital strengthening, HR training, and expansion of business units. However, the impact of these efforts is still not maximized due to limitations in implementation and unsustainable activities. Effective monitoring and evaluation have also not been implemented, given that evaluations are conducted informally and unscheduled.

Abstract

The Community Service Program (KKN) is one of the important ways of serving the community in preserving local culture. This activity was carried out in Pangkat Village, Lembah Sorik Marapi Subdistrict, with the aim of safeguarding Gordang Sambilan as a symbol of Mandailing local wisdom. The program sought to raise awareness among the community, especially the younger generation, about the philosophical, spiritual, and social values embedded in Gordang Sambilan, while also encouraging the emergence of a new generation of traditional art performers. The method applied combined a participatory-collaborative approach with educational and cultural strategies, along with the Asset-Based Community Development (ABCD) model. The stages of the program included preparation, socialization, cultural performances, and basic training. The results showed increased community participation, strong enthusiasm among the younger generation to practice, and support from village officials and cultural leaders. This program demonstrates that active intergenerational involvement through direct practice can strengthen Mandailing cultural identity and open opportunities for the development of culture-based tourism.
